Choose an AI model by evaluating the complete system in the conditions where it will be used—not by relying on a vendor’s “private” or “safe” label, a benchmark score, or a general-purpose ranking. First define the task, data, affected people, operating environment, and acceptable risk. Then set minimum requirements, test shortlisted systems on realistic examples, and document who will oversee them and what happens when they fail.
Start with the work and the people affected
Before comparing models, write down what the system is supposed to do and how its output could affect someone. A tool that drafts internal notes has a different risk profile from one whose recommendations influence medical care, hiring, financial access, emergency response, or infrastructure operations.
Describe the intended users, affected people, data categories, operating environment, and decisions the AI may influence. Include likely benefits as well as foreseeable harms, and state who in your organization owns the decision to accept risk. Sensitive or protected information, including personally identifiable information, and outputs with direct or indirect effects on people are reasons to give the use case greater scrutiny.
This context can also show that AI is not appropriate or necessary. Compare the expected benefit with the costs and potential harms, and consider non-AI alternatives before selecting a model.

Set minimum requirements before making a shortlist
Decide which conditions are essential for this specific use. Treat a requirement as a gate if failing it would make a candidate unacceptable, rather than letting a strong score in another area compensate for it.
- Privacy: Limit the data the system receives; define who can access inputs and outputs; and understand the boundaries of the deployment and its configuration. Consider whether the system could infer personal information, not just whether a prompt contains it.
- Security and resilience: Assess confidentiality, integrity, and availability for the data and the system, including underlying software and hardware. Define how the organization will respond to failures or incidents.
- Safety: Identify foreseeable harms, their severity and likelihood, and the kinds of unsupported or unsafe outputs that matter in this workflow. Specify when the system must defer, stop, or escalate to a person.
- Human oversight: Check that operators can recognize the system’s limitations, review its outputs, intervene, and handle uncertainty or cases outside its intended scope.
- Documentation and governance: Require enough information to assess the system, its components, test evidence, risk ownership, monitoring, and change management.
- Operational fit: Account for the actual deployment configuration, workflow, and operating constraints—not an idealized model considered apart from its surroundings.
Provider-specific terms can change and are not established by a general selection framework. For each candidate, verify current primary documentation and contract terms for data retention, use of inputs for training, data location, security commitments, and the exact model version and configuration under consideration.

Compare candidates on evidence from your use case
Use the same representative tasks and conditions for each shortlisted candidate. A test set should reflect expected use, including difficult or unusual cases that could cause consequential errors. Record the test method as well as the results; a single aggregate accuracy score can conceal errors that matter more than the average.

Define in advance which failures matter most and how results will be judged. Depending on the task, that may mean measuring false negatives separately from false positives, checking behavior on edge cases, or evaluating whether an operator can detect and correct an error. Document what the test does not establish as well as what it does.

Results apply to the conditions tested. A material change to the model, configuration, data, workflow, or operating environment can alter risk, so it may require renewed evaluation.

Outcomes depend on interacting parts of a deployment. Include the model, software and data supplied by third parties, configuration, operators, and the downstream process that acts on outputs. A capable model can still be unsuitable if the surrounding workflow exposes sensitive data, leaves no workable way to catch errors, or encourages people to treat uncertain output as authoritative.

For safety-critical work, identify the qualified people who will validate and oversee the system, how they can override it, and what the workflow does when the system is wrong, unavailable, or outside its intended use. General AI risk guidance does not establish the sector-specific standards, validation, legal review, or oversight required for an unnamed industry or jurisdiction. Determine those obligations for the actual use case.
Use a decision process that continues after launch
- Define the decision. Record the task, users, affected people, data categories, environment, decisions influenced, and organizational risk tolerance. Identify applicable legal, policy, and contractual requirements for the relevant jurisdiction.
- Decide whether AI is appropriate. Weigh expected benefits against costs and potential harms, and consider alternatives before committing to an AI system.
- Set minimum conditions. Specify required privacy and security controls, documentation, oversight, and acceptable failure behavior. Mark disqualifying failures as gates.
- Test the shortlist. Use realistic examples representative of the task and operating conditions. Document the methodology and examine reliability, robustness, and consequential error types.
- Review the whole deployment. Include third-party components, data flows, configuration, operators, and downstream use in the assessment.
- Record the decision and monitor. Document evidence, tradeoffs, residual risks, accountable owners, monitoring, and the conditions that trigger reevaluation or suspension. Continue testing during operation, not only before deployment.
NIST’s AI Risk Management Framework (AI RMF) organizes risk work into four functions: Govern, Map, Measure, and Manage. It is a voluntary framework for managing risk, not a product ranking or certification of a model. NIST released AI RMF 1.0 on January 26, 2023, and its Generative AI Profile on July 26, 2024. As of October 7, 2026, NIST says AI RMF 1.0 is being revised; its status may change.
Make the decision conditional on evidence
There is no universal winner across privacy, safety, reliability, oversight, and deployment fit. NIST notes that trustworthiness characteristics can involve tradeoffs and that their importance varies by setting. Record why each factor matters for this workflow, what evidence supports the decision, and who accepts any remaining risk. Approve only the specific system and configuration that were assessed, with clear conditions for continued use or suspension.
