Compare candidates on the same representative inputs, calculate cost per successful task, verify the terms for the exact product and deployment path, and select the least expensive, fastest option that reliably meets your requirements.
1. Define the task and its minimum acceptable result
Start with the work the model must do, not a list of popular models. Record representative inputs and the output you expect, then define what counts as a failure. A draft that a person checks can tolerate different errors from an answer that will trigger an automated action.
- Collect normal examples, edge cases, and likely failure cases.
- Set a minimum quality bar, including which errors matter most and how much human correction is acceptable.
- Set a response-time limit and estimate how often the task will run.
- Note required tools, context, and modalities, such as image or audio input.
These details determine how much additional capability, speed, and reliability are worth paying for. OpenAI’s model-selection guidance recommends comparing models with the same inputs and keeping the lightest setting that meets the quality bar.
2. Check privacy and deployment before testing real data
First identify where the model will run: a consumer chatbot, a business workspace, a provider’s direct API, or a model hosted through a cloud marketplace or managed platform. Terms can differ by product surface and deployment route. Check the exact model, endpoint, and features you plan to use.

- Training: Can submitted prompts or outputs be used to train or improve models?
- Retention and monitoring: How long are prompts and outputs kept, and what safety or abuse monitoring applies?
- Controls and deletion: Are enhanced retention controls available to your account, and what data or features do they cover? How does deletion work?
- Processing and contract: Which organization processes the data, where is it processed, and what contractual or regional terms apply?
OpenAI API and business products
OpenAI’s API data-controls documentation says API data is not used to train or improve models unless the customer opts in. Modified Abuse Monitoring and Zero Data Retention require approval and have limitations. This is an API-platform statement; it should not be assumed to cover every consumer product or configuration.
OpenAI’s business security page says organization data is not used for training by default and describes encryption and selected compliance support. A compliance certification alone does not establish that a particular product, configuration, or contract meets the requirements of a regulated workload.

Anthropic Claude Platform and hosted deployments
Anthropic’s Claude Platform API and data-retention documentation describes Zero Data Retention (ZDR) as an arrangement that must be enabled for an organization and notes that feature eligibility matters. Under a ZDR arrangement, Anthropic says it does not store customer prompts or responses at rest after the API response is returned. That condition does not describe every Claude product or account.
The documentation distinguishes the direct Claude API from deployments through Amazon Bedrock and Google Cloud’s Agent Platform, where the cloud provider is the data processor. For a hosted deployment, review the host’s data-handling terms and controls as well as the model provider’s documentation.

3. Compare performance with the same test
Run the same prompts, context, tools, and scoring rules through each shortlisted candidate. Include ordinary requests and cases that are ambiguous, difficult, or likely to fail. Where outputs are stochastic, repeat tests enough to see whether results vary.
- Score whether the task was completed and whether verifiable facts are correct.
- Check instruction following and output quality against a consistent rubric.
- Record median and slow responses, refusals, errors, and how easy it is to recover.
- Measure human review and correction time, not just the model’s first answer.
- For high-impact work, give serious errors more weight than stylistic preferences.
Provider benchmarks can help narrow candidates, but they measure named tasks under particular evaluation setups; they do not establish which model will work best in your workflow. For example, OpenAI reported GPT-6 Astra at 72.6% on OSWorld 2.0’s offline set with a partial score. Anthropic reported Claude Sonnet 5.5 at 167.93 and Claude Opus 5.5 at 169.12 on its described capability index. These are provider-reported results on different measures, not directly comparable scores or general-purpose quality ratings. 4. Calculate cost per successful task
A headline input-token rate is not the total cost of completing work. Estimate each candidate’s expected mix of input and output tokens, cached input, context length, tool calls, retries, and task volume. Then account for pass rate and, where material, human review, orchestration, hosting, and the cost of waiting for a response.
Use the provider’s current rate card and compare the same billing unit, currency, context length, and service tier. Prices can change, and a listed rate is not a prediction of an individual bill. For a dated example, OpenAI’s pricing page listed GPT-6 Astra standard short-context API rates of $10 per million input tokens and $50 per million output tokens when accessed on October 7, 2026; the page lists separate rates for cached input, cache writes, and long context. Check the current API pricing page before budgeting.

A useful comparison is expected cost per successful task, rather than cost per token alone. A lower-priced candidate may require more retries or human correction; a more capable candidate may not earn its added cost if it does not improve outcomes on your test set.
5. Choose a deployment and account for operational fit
Once a candidate meets the quality, speed, and privacy bars, check whether its deployment fits your workflow. Compare direct provider APIs with managed platforms on data processor, region, integration needs, and operational requirements. Also check rate limits, availability, fallback options, and the effort required to switch; these should be verified for the specific service and contract rather than inferred from model benchmarks.

6. Make the choice and retest when conditions change
- Remove candidates that do not meet the required data-handling terms or deployment constraints.
- Use your common test set to identify candidates that meet the quality and latency bars.
- Compare their expected cost per successful task, including retries and review work.
- Choose the least expensive and fastest candidate that reliably clears all of those requirements.
- Keep a stronger fallback only if controlled tests show that its improvement justifies the added cost or delay; route difficult or high-impact cases to it only where the measured benefit supports that choice.
- Repeat the evaluation when the model, prompt, tools, workload volume, policy, or price changes.
