Choose aggregate by starting with the intended use and the project’s governing specification—not by selecting the cheapest pile or a familiar yard label. Confirm the required grading, particle shape, cleanliness, strength, durability, reactivity, permeability, source consistency and delivered cost. The correct material for structural concrete may be unsuitable for a drainage layer or asphalt surface, even when both are sold as “stone.”
Why aggregate selection controls project performance
Aggregate is the mineral portion of concrete, asphalt and many unbound pavement or drainage layers. In concrete, aggregates comprise 60% to 75% of total volume, according to the American Cement Association’s 2026 guidance. Because aggregate occupies most of the section, its size distribution, surface condition and durability affect paste or binder demand, workability, strength, shrinkage, rutting resistance, permeability and service life.
Aggregate is also a local material. Geology, processing equipment, stockpile practices, haul distance and long-term supply can change the practical choice. The Federal Highway Administration (FHWA) describes aggregates as critical to roadway base, asphalt and concrete pavements, concrete structures and drainage. A material that passes a laboratory test but cannot be delivered consistently, or arrives with a different grading from one load to the next, can still create construction problems.

| Application | Primary aggregate decisions | Common failure if mismatched |
|---|---|---|
| Structural or general concrete | Continuous grading, nominal maximum size compatible with member thickness and reinforcement, clean particles, strength, soundness and reactivity | Higher paste demand, blocked placement around reinforcement, weak or distressed concrete |
| Asphalt surface or base | Hard, durable coarse particles; grading; angularity; resistance to polishing, degradation and moisture-related damage | Rutting, ravelling, loss of skid resistance or breakdown during production |
| Unbound base or subbase | Specified particle-size envelope, compactability, fines content, drainage and resistance to crushing or weathering | Pumping, excessive settlement, poor compaction or trapped water |
| Drainage layer or trench stone | Open or narrowly controlled gradation, permeability, cleanliness and compatibility with filters or geotextiles | Clogging, migration of fines or inadequate flow |
| Bedding or utility surround | Gradation that seats the pipe or unit without damaging it, cleanliness and ease of compaction | Point loading, voids, pipe movement or difficult installation |
| Fill, leveling or decorative work | Specified grading, appearance, handling and environmental suitability; structural performance may be secondary | Unstable fill, poor finish or an appearance that does not match the design |
Record the design loads, section thickness, reinforcement spacing, climate, freeze-thaw exposure, water conditions, traffic or abrasion, and whether the layer must drain or retain water. Also record the jurisdiction whose requirements apply. A residential driveway, a municipal road and a reinforced foundation can use very different acceptance limits.
Turn the governing specification into a buying checklist
Read the specification before contacting suppliers. It may be a contract section, an agency standard, an engineer’s mix-design requirement or a referenced ASTM standard. Capture every required value in a checklist so a supplier’s product description can be compared with the actual acceptance criteria.
For concrete, ASTM C33/C33M-24 defines grading and quality requirements for fine and coarse aggregate. Its scope includes tests for organic impurities, soundness, clay lumps, abrasion, reactive aggregate and freeze-thaw behavior, as applicable to the specification. The standard is intended for use by contractors, concrete suppliers and purchasers in project documents.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →For bituminous paving, ASTM D692/D692M-20 addresses coarse aggregate. It covers hard, strong and durable particles and considers composition, polishing, soundness and degradation. A road agency may add requirements for fine aggregate, mineral filler, moisture susceptibility or a particular mix-design system.
Build a checklist with these fields:
- Aggregate type or class and permitted source.
- Fine, coarse or combined designation.
- Nominal maximum size and each required sieve percentage.
- Limits on material passing the smallest specified sieve or other fines limits.
- Absorption, moisture condition and any batching correction procedure.
- Soundness, abrasion or degradation limits for the exposure and traffic.
- Organic impurities, clay lumps, coatings and other deleterious-material limits.
- Alkali-silica or other aggregate-reactivity requirements.
- Freeze-thaw, polishing or skid-resistance requirements where relevant.
- Permitted recycled content and required documentation.
- Sampling frequency, laboratory methods, acceptance authority and rejection procedure.
If the project documents conflict, stop and obtain a written interpretation from the engineer or agency. Do not resolve a conflict by choosing whichever limit a supplier can meet.
Match size and gradation to the section
Particle size is not a universal “bigger is better” decision. In concrete, the largest particles must pass through the member, around reinforcement and into the placement equipment. The American Cement Association notes that size depends on section thickness and purpose. A continuous blend of sizes can pack efficiently and reduce the amount of cement paste needed, but the required blend is the one in the approved mix design.

Asphalt and drainage layers may intentionally use different structures. A dense-graded pavement base seeks a controlled range of sizes for load transfer and compaction. A drainage layer may require an open gradation so interconnected voids remain available for water flow. An unbound base may need enough intermediate particles to compact while retaining the specified permeability.

Do not infer compliance from labels such as “road mix,” “¾-inch stone” or “drain rock.” Those names can describe different sieve envelopes in different markets. Request the actual gradation report and compare every sieve result with the project limits.
Use sieve analysis, not visual inspection
Particle-size distribution is a key asphalt-mix property and is also central to concrete and unbound-material control. Dry or washed sieve analysis is commonly performed under ASTM C136/AASHTO T27, with washing used when the specification requires separation of adhering fines. The report should identify the sample date, source, product, test method and percentage passing each sieve.
For asphalt, Superpave-related evaluations can include coarse- and fine-aggregate angularity, clay content and flat or elongated particles in addition to gradation. These measurements describe how particles interlock and how the mixture behaves under traffic; they are not interchangeable with a single “size” value.
| Gradation characteristic | What it tells you | Where it matters |
|---|---|---|
| Continuous or dense grading | Several particle sizes fill voids and support compaction or paste efficiency | Many concrete mixes and dense-graded pavement or base materials |
| Open or narrowly graded material | More interconnected void space and drainage, with less fine material | Specified drainage layers and some specialized pavement designs |
| Excess fines | Greater surface area, possible clay contamination and reduced permeability | Concrete workability, asphalt moisture behavior, drainage and compaction |
| Excess large particles | Risk of segregation, placement obstruction or nonconforming layer thickness | Reinforced concrete, thin sections and tightly controlled base courses |
Evaluate particle shape, texture and cleanliness
Angular, rough particles generally provide stronger mechanical interlock than rounded or smooth particles. That can benefit asphalt stability and unbound-base shear resistance, while excessive angularity can make some mixtures harder to place or compact. The specification and approved mix design determine the acceptable balance.

Cleanliness is a separate decision from size. Clay lumps, organic matter, dust coatings and friable pieces can interfere with bonding, increase water demand, clog drainage voids or break down in service. ASTM C33/C33M-24 includes quality checks for organic impurities and clay lumps; asphalt specifications can address deleterious materials and degradation. Ask how the producer prevents soil from entering the stockpile and whether washing changes the certified product.
- Look for separate, clearly identified stockpiles rather than mixed piles.
- Check whether loaders and haul trucks are kept free of soil and incompatible products.
- Ask how rain, runoff and windblown fines are controlled.
- Compare the certificate’s fines and cleanliness results with the exact project limits.
Check strength, durability and chemical compatibility
Aggregate can meet a gradation requirement and still fail in service. Review the properties that match the environment:
Abrasion and degradation
Traffic, mixing and handling can crush or wear weak particles. Asphalt coarse-aggregate requirements under ASTM D692/D692M-20 address degradation and the ability of particles to remain hard and durable. Base materials exposed to construction traffic also need resistance to breakdown if the specification requires it.

Soundness and freeze-thaw exposure
Soundness testing helps identify particles that deteriorate through repeated wetting, drying, freezing or thawing. The relevant limit depends on the project climate and exposure. Do not apply a generic soundness number from another jurisdiction to a different exposure.
Polishing and surface friction
On trafficked asphalt surfaces, aggregate that polishes can reduce texture and skid resistance. ASTM D692/D692M-20 recognizes polishing as part of coarse-aggregate quality. A surface-course specification may therefore require a different source from a buried base layer.
Aggregate reactivity
Some minerals can react with cement paste and contribute to damaging expansion. Concrete documents may require testing or mitigation for alkali-silica or other reactivity. A source’s long history of use is not a substitute for the project’s required evidence, especially when the cementitious system or exposure has changed.

Water absorption and moisture
Absorptive aggregate can change the effective water available to a concrete mix and can alter asphalt production or storage behavior. Obtain the specified absorption and moisture condition, and ensure the batch plant or paving plant has a procedure for correcting measured moisture. A supplier’s “dry” or “washed” description is not a certified moisture condition.

Price per tonne or truckload is only one part of cost. FHWA identifies resources, geology, transportation and long-term supply as early considerations. ACI likewise notes that technical and economic criteria, local availability, processing, stockpiling and quality-control procedures influence aggregate selection and variation in concrete properties.
Request the same information from every candidate source:
- Recent gradation and quality certificates for the exact product.
- Source geology, quarry face or deposit identification and processing description.
- Test methods, laboratory identity and test dates.
- Production consistency, stockpile controls and procedures for preventing cross-contamination.
- Available quantity, minimum order, loading hours and lead time.
- Moisture and absorption information relevant to batching or mixing.
- Delivered price, haul distance, fuel or access assumptions and possible surcharges.
- Replacement policy if a load fails the contract test.
- Documentation for any recycled content.
| Comparison axis | Question to answer | Why it changes the decision |
|---|---|---|
| Compliance | Does the exact product meet every sieve and quality limit? | A lower price is irrelevant if the material is nonconforming. |
| Durability | Are abrasion, soundness, freeze-thaw and reactivity results suitable for the exposure? | Durability failures are costly after placement. |
| Shape and texture | Are angularity, flat or elongated particles and texture within limits? | These properties affect interlock, compaction, bonding and traffic performance. |
| Cleanliness | Are clay, organic matter, coatings and friable pieces controlled? | Contamination can change water demand, bonding and permeability. |
| Moisture behavior | Are absorption and delivered moisture measured and managed? | Uncorrected moisture changes mix proportions and workability. |
| Consistency | Do certificates and production controls show stable results? | Consistent feed reduces batch-to-batch variation. |
| Logistics | Can the source supply the required volume on schedule? | Shortages or long haul distances can stop placement or raise cost. |
| Lifecycle and recycled content | Are recycled options permitted and technically demonstrated? | Environmental benefits do not override performance requirements. |
Use recycled aggregate only as a designed material
Recycled concrete aggregate (RCA) and recycled asphalt pavement (RAP) can reduce demand for virgin material where the design and specification permit them. FHWA recommends considering recycled options alongside geology, transport and supply, not treating them as automatic one-for-one replacements.
RCA may carry adhered mortar, higher absorption or variable sources. RAP contains aged binder and may affect the properties of a new asphalt mixture. The project must define allowable content, processing, contaminant limits, grading, moisture control and testing. Obtain approval before ordering and verify that the proposed recycled product meets the same functional requirements as the specified material.
Recommended Free Tools
- Confirm written permission for RCA, RAP or another recycled product.
- Review source separation and contaminant-control procedures.
- Check gradation, absorption, durability and any mix-design adjustments.
- Require production records and acceptance tests for the delivered product.
A practical selection and verification workflow
- Define the use. Write down whether the material is for structural concrete, asphalt surface or base, unbound base or subbase, drainage, bedding, fill or decorative work. Record loads, thickness, exposure, drainage and placement method.
- Identify the controlling authority. Obtain the contract, agency or engineer specification and its referenced standards. Confirm the edition and any project-specific amendments.
- Extract acceptance limits. Create a one-page checklist for size, sieve envelope, fines, absorption, soundness, abrasion or degradation, reactivity, polishing, shape, cleanliness and recycled content.
- Shortlist local sources. Ask for the exact product’s recent certificates, source information, available volume, stockpile controls, lead time and delivered quotation.
- Compare gradation and quality. Check every reported sieve result and test value against the project limits. If a value is missing, request it; do not assume compliance.
- Review plant and stockpile controls. Confirm that the producer can keep products separated, manage moisture and prevent soil or incompatible material from entering the load.
- Approve the source and mix. Submit certificates, samples and proposed recycled content to the engineer, owner or agency when approval is required. Incorporate accepted aggregate into the approved concrete or asphalt mix design.
- Verify during delivery. Follow the contract sampling frequency and laboratory methods. Compare delivered loads with the approved product and quarantine questionable material until the responsible authority decides.
What to do when a load or test result is questionable
The sieve analysis is outside the envelope
Stop using the affected load or stockpile for the specified work, identify the lot represented by the sample and notify the supplier and engineer. Determine whether the problem is sampling, segregation, plant adjustment or a genuinely nonconforming product. Resume placement only after the responsible authority documents an accepted disposition.

The material contains visible soil, clay or organic matter
Keep the contaminated material separate. Ask the supplier whether washing or reprocessing is part of the approved product; do not assume that screening on site will restore compliance. Re-test using the contract method before incorporation.
Concrete workability changes between deliveries
Check aggregate moisture, absorption, stockpile drainage and batch-water corrections before changing cement or water proportions. Changing the mix without addressing aggregate moisture can create a new, uncontrolled mixture.
Drainage material clogs or does not drain
Check the delivered gradation, fines content, filter or geotextile compatibility and whether adjacent soils have migrated into the voids. Replace or isolate nonconforming material according to the drainage design rather than adding random coarse stone.
The supplier cannot provide current certificates
Treat the source as unverified. Request current tests for the exact product and source, or select a supplier that can demonstrate compliance. A verbal assurance is not equivalent to contract acceptance testing.
Key decisions for common project scenarios
Reinforced concrete foundation
Start with the approved concrete mix and the member’s dimensions and reinforcement spacing. Select a clean, continuously graded aggregate whose nominal maximum size can be placed without blocking flow around steel. Confirm soundness, abrasion, organic impurities, clay lumps and reactivity under the adopted concrete specification.
Asphalt wearing course
Use the road agency’s asphalt gradation and quality requirements. Give particular attention to angularity, flat or elongated particles, polishing resistance, abrasion or degradation, soundness and moisture-related requirements. A source suitable for an underlying base may not provide the surface friction or durability required at the top of the pavement.
Permeable drainage trench
Follow the drainage design’s open or narrowly controlled gradation and filter criteria. Excess fines can close the flow paths, while an incompatible surrounding soil can migrate into otherwise suitable stone. Verify the delivered sieve analysis and protect the stockpile from contamination.
Driveway or parking-area base
Use the jurisdiction’s unbound-base specification rather than a generic “crushed stone” label. Check the complete particle-size envelope, fines, compaction behavior, durability and drainage. Confirm that the source can deliver enough consistent material for the full section and that haul logistics do not force unplanned substitutions.
Final acceptance checklist
- The application, section thickness, loads, exposure and drainage function are documented.
- The governing specification and current edition are identified.
- The exact product meets every required sieve and quality limit.
- Shape, texture, cleanliness, absorption and moisture controls are understood.
- Durability, freeze-thaw, polishing and reactivity requirements match the environment.
- The supplier has demonstrated consistent production and protected stockpiles.
- Delivered cost includes haul distance, schedule, minimum order and testing implications.
- Any RCA, RAP or other recycled content is expressly permitted and tested.
- Sampling, laboratory testing, approval and rejection procedures are agreed before placement.
The best aggregate is therefore not a universally preferred rock or a particular size sold under a familiar name. It is the source and grading that satisfy the project’s documented performance limits, remain consistent through delivery and make economic sense after transport, processing, testing and schedule are included.
