Choose a VPN by first deciding what you want it to protect, then checking what the provider can see, how it handles data, and whether its performance works on your own devices and connection. A VPN reroutes your traffic through a provider’s servers; it changes whom you trust, but it does not make you anonymous or protect you from every online threat.
What a VPN does—and what it does not
A VPN creates an encrypted connection between your device and a VPN server, then routes your internet traffic through that server. This can reduce what the local network or internet provider can observe about your destination traffic, but the VPN operator becomes an intermediary and may be able to see information about it. The Federal Trade Commission (FTC) and the Electronic Frontier Foundation (EFF) both stress that this shifts trust rather than removing it: FTC guidance on VPN apps and EFF’s VPN selection guidance.
A VPN is not an anonymity tool. Websites can still identify you through accounts you sign into, information you provide, browser tracking, and other signals. It also does not, by itself, prevent malware, make unsafe downloads safe, or stop every form of surveillance. Treat broad claims that a VPN makes you “invisible” or solves all privacy risks with skepticism.
Start with the risk you want to address
Before comparing services, name the specific problem: for example, reducing visibility to an untrusted local network, changing which intermediary routes your traffic, or meeting an organization’s remote-access requirement. Then identify who you are trying to protect information from. A VPN is useful only if its trade-offs fit that situation.

- If you want to limit what a local Wi-Fi operator can observe, a VPN may change what that network sees, while transferring trust to the VPN provider.
- If you want websites not to recognize you, a VPN alone is insufficient; sign-ins and tracking can still identify you.
- If your employer or school requires a VPN, use the approved service and follow its instructions. That is different from choosing a personal VPN for general privacy.
Check privacy practices before marketing claims
Read the provider’s privacy policy and terms before installing or subscribing. Look for the kinds of information collected, how long it is retained, whether it is shared or used to make money, and what the provider says may happen in response to legal or other data requests. The FTC specifically recommends checking whether information is shared with third parties; the EFF advises scrutinizing the provider’s claims and practices.
“No logs” is a claim to assess, not a guarantee that no data exists. Look for meaningful support for privacy and transparency statements, such as independent scrutiny and clear explanations of data-handling practices. An app-store listing or confident marketing language does not, by itself, establish that a service is safe or private.

Inspect the app and its security details
Check the permissions the app requests and ask whether each one makes sense for a VPN. Be cautious if the requested access seems unrelated to connecting or managing the service. Also verify that the provider encrypts traffic and identify the protocols its current apps use. EFF’s guidance warns against the broken PPTP protocol and discusses OpenVPN and WireGuard as common options; confirm the current protocol details in the provider’s own documentation because offerings can change.
Judge speed and reliability on your own setup
There is no reliable universal “fastest VPN” conclusion here: the available material does not contain comparative provider speed tests. VPN performance can vary with your location, device, internet connection, chosen server, protocol, and current network conditions.

When evaluating a provider or reading a comparison, look for tests that report the date, geography, baseline connection, device, selected server and protocol, and measurement method. Results from a different country, device, or connection may not predict your experience. If a service offers a trial or refund period, use it to check the locations and tasks you actually need rather than relying on a ranking alone.
Decide whether you need a VPN on public Wi-Fi
Public Wi-Fi is not, by itself, a reason everyone must buy a VPN. The FTC says most websites now use encryption and that public Wi-Fi is usually safe; see its consumer guidance on public Wi-Fi. A VPN may still change what an untrusted network can observe, but it makes the VPN operator the intermediary you must trust.

Context matters. In its December 2024 mobile communications guidance, CISA says, “Do not use a personal virtual private network (VPN)” for the specific threat context addressed in that document. CISA distinguishes a personal VPN from an organization-required VPN client. - Security: What encryption and protocols do current apps use, and are permissions appropriate?
- Trust and transparency: Who operates the service, and what independent scrutiny or transparent reporting supports its claims?
- Performance: Are speed and reliability results current and comparable for your geography, device, connection, and likely server choices?
- Everyday usability: Does it support the devices and platforms you use, and is it straightforward to connect and manage?
- Cost: What are the current price and renewal terms? Verify them directly before deciding.
