Recheck those details when laws change: a VPN moves some trust from your internet provider or public Wi-Fi network to the VPN provider, but it does not make you anonymous.
What a VPN changes—and what it does not
A VPN can change which intermediary handles your internet traffic. The U.S. Federal Trade Commission (FTC) warns that VPN apps may intercept all internet traffic and that using one shifts trust from the internet provider or public Wi-Fi provider to the VPN provider. A VPN does not make you entirely anonymous: websites can still identify you through information you provide directly. The FTC’s 2018 guidance is a useful starting point, but it is not a review of every current VPN or a substitute for checking a provider’s present practices.
That is why a privacy claim such as “no logs” is not enough by itself. You need to know which company is making the claim, what data it covers, what independent evidence supports it, and whether the app’s technical protections match the policy.
How to assess a VPN when laws or policies change

Identify the company and the applicable jurisdiction
Find the legal entity named in the terms of service or subscription agreement, not just the VPN’s brand name or the country shown in its marketing. Check the entity’s place of incorporation, any relevant group company, and which entity provides the service. Then use current official sources to check the laws that apply to that entity and service in the relevant country.

A country label alone does not tell you which company holds your account or what legal obligations apply. The evidence available here does not establish a reliable ranking of countries by VPN privacy or safety, so do not treat a jurisdiction label—or membership in an intelligence-sharing group—as a verdict on a provider.

Read the data policy category by category
Look for explicit descriptions of whether the provider collects or retains browsing history, traffic destinations, DNS queries, connection timestamps, source or assigned IP addresses, account details, and billing records. Check the stated purpose, retention period, sharing with third parties, and deletion process for each category. “No logs” can refer to some activity data without answering what happens to connection or account data.
The FTC advises consumers to review a VPN app’s terms and privacy policy, including whether information is shared with third parties. A policy is a statement of practice, not proof that the app or company follows it.

Check what an audit actually covered
For each independent review, record the auditor, date, systems examined, scope, methodology, limitations, and whether the report is public. A review of a particular system or point in time should not be read as a permanent guarantee about every app, server, or later policy change.

Please review EULA and Privacy policy.In a June 19, 2026 announcement, IVPN CEO Nick Pestell called audits “a snapshot in time” and cautioned that a provider could change its systems after receiving a no-logs assessment. He said IVPN had scheduled its eighth annual security audit with Cure53 for July 2026 and that its last no-logs audit was in March 2019. The announcement establishes the schedule, not whether that 2026 audit was subsequently completed or published. Read IVPN’s announcement and look for the resulting report before treating the scheduled review as evidence of a completed audit.

Read transparency reports with their dates and limits attached
A transparency report can show the kinds of requests a provider says it received and what it says happened in response. Check the reporting period, request categories, legal-process context, and disclosed outcomes. Request counts are not interchangeable: a copyright notice, civil request, and government demand may have different meanings, and a provider’s report remains evidence published by that provider.

For January–June 2026, ExpressVPN reported the following figures in its August 6, 2026 report:

Inspect the app, not only its policy
Check the permissions requested by the app and whether its encryption and protocols cover the traffic you expect to protect. The FTC notes that some VPN apps do not encrypt all information and recommends examining app permissions and outside reviews. An app’s privacy policy alone cannot establish which information the client can access or what it protects.

Make sure the service fits your actual use
Confirm that the service supports your devices and is available where you need it. Consider support and whether performance is acceptable for your use. A provider’s privacy claims do not answer these practical questions, and the sources cited here do not provide comparative performance testing.
What a policy change means for your decision
Privacy law and online-safety policy are specific to a place and a date. When a relevant government announces a change, check the official text and the provider’s current policy, terms, and public explanations; do not assume that a proposal, consultation response, or statement in one country describes the law elsewhere. Revisit the provider’s legal entity and data practices if the service changes its terms or ownership.
For example, in its July 2026 response to its online-safety consultation, the UK government said it would not ban or age-gate VPNs. It said it would ask Ofcom to research how services might detect and mitigate circumvention and planned to engage VPN providers. That describes the government’s position in that response, not later developments or the law in other countries. Read the UK government response.

The same response said 38% of respondents in the full-length consultation prioritized more education for children, while 34% prioritized restricting children’s access to VPNs. It cited Internet Matters findings that 32% of children admitted bypassing age checks; 13% of 9–16-year-olds used fake birthdates, and 9% borrowed someone else’s account. These are UK consultation and age-check-circumvention figures cited by the government, not measures of VPN effectiveness or provider trustworthiness. The response also reproduced TechUK’s view: “Any age-based restriction on VPN use raises significant privacy and civil liberties considerations…Children should not be discouraged from using legitimate security tools where they are not themselves the source of harm.”
A practical comparison checklist
Use the same questions for every provider, and save the date of the policy, audit, and report you reviewed. That makes later changes easier to spot.
- Identity and jurisdiction: Which legal entity contracts with you, and which current country-specific rules apply to it?
- Data handling: Which data categories are collected, for what purposes, for how long, and with whom are they shared?
- Audit evidence: Who conducted the review, when, which systems did it cover, what were its limitations, and is the report public?
- Transparency: What period and request types does the report cover, and what outcomes does it disclose?
- App security: What permissions does the app request, and what encryption or protocol coverage is specified and independently scrutinized?
- Practical fit: Does the provider support your devices and region, and is its service suitable for your needs?
The FTC puts the core caution plainly: “The fact that an app promises security or privacy doesn’t necessarily make it trustworthy.”
