The best business VPN is the one that gives each person and device only the access they need, proves identity with strong multi-factor authentication, checks device health, records useful activity, and limits the damage a compromised account could cause. Start by listing the applications and networks employees must reach. Use a full-network VPN only when legacy systems or broad private-network protocols require it; use application-level zero-trust network access (ZTNA) when named applications can be published behind identity-aware policies.

Then compare standardized protocols, identity integration, endpoint posture checks, least-privilege controls, client support, site-to-site connectivity, logging, high availability, patching, support, and the complete cost. A low monthly license is not a secure design if the gateway is exposed, unused features remain enabled, or former employees retain sessions.

What a business remote-access VPN does—and why the gateway matters

A remote-access VPN creates an encrypted connection between an employee’s device and company resources. Depending on its design, it can carry traffic to an entire private network or grant access to selected applications and segments. The VPN gateway terminates those connections, applies authentication and policy, and often becomes the boundary between an untrusted device or network and internal systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That gateway is a high-value entry point. NSA and CISA warn that an exploited VPN vulnerability can enable credential theft, remote code execution, cryptographic weakening, session hijacking, and access to sensitive data. Treat the gateway like a critical internet-facing system, not like a convenience appliance. Its operating system, web administration interface, cryptographic libraries, authentication integration, and backup configuration all belong in the security program.

A VPN is therefore only one part of remote-access security. A sound design combines encrypted transport with identity assurance, device checks, narrowly scoped authorization, monitoring, patch management, and a tested way to revoke access quickly.

Decide what access your workforce actually needs

Before comparing products, document the people, devices, locations, applications, protocols, and data involved. The access pattern determines whether a traditional VPN, ZTNA, or a combination is appropriate.

Use a full-network VPN when broad private-network reach is unavoidable

  • Employees must reach several legacy systems that cannot be published individually.
  • Applications use private-network protocols, fixed routes, or ports that an application proxy cannot represent reliably.
  • Administrators need controlled access to infrastructure segments, with separate privileged policies and strong monitoring.
  • Site-to-site connectivity is a core requirement between offices, data centers, or cloud networks.

The trade-off is blast radius. If an account, endpoint, or gateway is compromised, a full-network connection can expose more systems than the user needs. Compensating controls include segmentation, explicit routes, per-group authorization, short session lifetimes, and device-compliance gates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose application-level ZTNA when users need named services

  • Most work occurs in a small set of web, desktop, or private applications.
  • You can publish each application through an identity-aware connector or gateway.
  • Users should not receive a routable path to an entire subnet.
  • You need policy decisions based on user, device, application, and context.

ZTNA can reduce the exposed attack surface and make authorization easier to express per application. It does require application inventory, compatible connectors, and a plan for protocols that do not work through the chosen access method.

Consider SSE or SASE for web-heavy and distributed work

Secure Service Edge (SSE) and Secure Access Service Edge (SASE) approaches can combine remote access with web security, inspection, and centralized visibility. CISA and its partners urged organizations in 2024 to move toward approaches such as Zero Trust, SSE, and SASE when traditional VPN deployments provide insufficient visibility or create unnecessary exposure. The label is less important than whether the architecture gives you enforceable identity, device, application, and traffic controls.

Requirement Full-network VPN Application-level ZTNA SSE/SASE components
Legacy private-network protocols Usually strongest fit May require a separate connector or remain unsupported Depends on the specific service and connector
Access scope Network or segment, narrowed with routes and policy Named application or service Policy can combine application, web, and data controls
Compromise blast radius Higher if segmentation and routes are broad Lower when applications are isolated and policies are narrow Varies with policy design and inspection coverage
Site-to-site tunnels Commonly supported Not the primary use case May be available through separate networking features
Best starting question Which private networks must this role reach? Which named applications must this person use? Which access, web, and inspection controls should be centralized?

Do not select an architecture because it is fashionable. Map each required application and protocol to an enforceable policy, then choose the smallest access scope that works.

Require secure protocols and a hardened gateway

Prefer standardized, documented cryptography

NSA and CISA recommend standardized IKE/IPsec VPN products that have been validated against applicable security requirements. Ask the supplier which protocol versions, cipher suites, key-exchange groups, and authentication methods are enabled by default, and how administrators disable obsolete algorithms. For regulated workloads, verify whether the exact cryptographic modules and operating mode have the required FIPS validation; a marketing statement about “encryption” is not equivalent to validation.

  • 【5 Years Warranty】Backed by our 5-years warranty and free technical support from 6am to 6pm PST Monday to Fridays

Some organizations still need SSL/TLS-based remote access for specific clients or applications. NIST’s telework guidance says that a remote-access method without NIST-approved confidentiality and integrity mechanisms should receive additional approved protection, such as tunneling it inside a VPN or carrying it over TLS. Document why each protocol is present and remove alternatives that are not required.

Reduce the internet-facing attack surface

  • Expose only the ports and services required for remote access.
  • Disable unused VPN modes, administrative interfaces, diagnostic services, and non-VPN features.
  • Restrict administration to a management network or a separately protected path.
  • Use vendor-supported software and define a patch service-level agreement for critical vulnerabilities.
  • Subscribe to vulnerability disclosures and record who evaluates and deploys each relevant fix.
  • Protect configuration backups, private keys, recovery codes, and exported logs as sensitive data.
  • Deploy redundant gateways or a documented recovery procedure if remote access is business-critical.

NSA and CISA specifically advise disabling non-VPN features and promptly applying patches. Test updates in a staging path when possible, but do not let testing become an indefinite reason to leave a known exploitable gateway unpatched.

Make identity, device posture, and revocation first-class controls

Integrate with your identity provider

Use single sign-on or a central directory so employment status, group membership, and authentication policy come from one controlled source. Require strong MFA; phishing-resistant methods are preferable for administrators and other high-impact roles. Confirm that the VPN can enforce MFA for every applicable connection path, including fallback clients, command-line access, and emergency accounts.

Check the device before granting broad access

CISA calls for endpoint-compliance checks before full-featured VPN access. Define the conditions that make a device eligible, such as supported operating-system versions, active disk encryption, a running endpoint-protection agent, screen-lock settings, and current security updates. Decide what happens when a check fails: block the connection, allow a limited remediation network, or permit only low-risk applications. Record the policy and its owner.

Design fast offboarding and session revocation

  • Disable the user’s identity-provider account as the primary offboarding action.
  • Revoke active VPN sessions, refresh tokens, device certificates, and remembered-device registrations.
  • Remove group and application assignments immediately rather than waiting for a scheduled review.
  • Have a separate procedure for a lost device, suspected credential theft, and a compromised gateway.
  • Test revocation with a real client so you know how quickly an existing connection is terminated.

Ask whether the product can revoke one device without disabling every user, and whether administrators can see the last authentication, device, IP address, and session state associated with an account.

Apply least privilege to routes, applications, and administration

Write authorization as a set of explicit grants. A finance user might reach a payroll application but not the database subnet; a developer might reach a test segment but not production; an administrator might receive a short-lived path to one management interface instead of a permanent route to every server.

  • Assign access by role and application, not by a shared “VPN users” group.
  • Use explicit routes and segment networks so a successful connection does not imply universal reachability.
  • Separate employee, contractor, vendor, and privileged-administrator policies.
  • Require stronger MFA, managed devices, and shorter sessions for administrative paths.
  • Limit permitted services and ports to those the application needs.
  • Review rules after application changes, reorganizations, and contractor end dates.

For each rule, record the owner, business purpose, source identity or group, destination, protocol, expiry or review date, and evidence that the rule still works. This record is more useful during an incident or audit than a screenshot of a large, undocumented rule set.

Decide split tunneling deliberately

Split tunneling sends traffic for internal resources through the VPN while allowing other traffic to use the local network. NIST describes this as a policy choice rather than an automatic best practice. The decision should reflect data sensitivity, available bandwidth, local-network requirements, and your ability to monitor traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reasons to allow split tunneling

  • It reduces VPN bandwidth consumption for ordinary public-web traffic.
  • It can improve performance for latency-sensitive local services such as voice or video.
  • It may be necessary when a user must reach a trusted local device while connected to company resources.

Reasons to require full tunneling

  • Company policy requires inspection, filtering, or logging of internet-bound traffic.
  • Users handle sensitive data and unmanaged local networks cannot be trusted.
  • Security teams need consistent DNS, web controls, and malware inspection.

Document which destinations use the tunnel, which use the local connection, how DNS is resolved, and how exceptions are reviewed. A split-tunnel design without a written rationale can create hidden paths around monitoring and egress controls.

Verify client, platform, and network compatibility

List the operating systems and ownership models in your workforce before signing a contract. Test current Windows, macOS, Linux, iOS, and Android releases that your organization supports, along with managed and unmanaged devices if both are allowed. Check whether the client supports silent deployment, automatic updates, certificate enrollment, accessibility requirements, and reliable reconnect behavior after sleep or network changes.

Test the applications that matter, not just whether the VPN icon turns green. Include DNS, file shares, remote desktop, voice and video, source-control tools, legacy protocols, IPv6 if used, and split-tunnel routes. Record authentication time, reconnect behavior, error messages, and what telemetry reaches the administrator.

If personal devices are permitted, define the boundary between company data and personal data. A device-posture requirement that cannot be measured on a particular mobile platform should result in a narrower application policy, not an undocumented exception.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare logging, telemetry, and incident response

A secure connection that cannot be investigated is difficult to defend. Require records for authentication success and failure, MFA events, device posture results, policy decisions, connection start and stop, assigned address, gateway, accessed application or segment where available, administrative changes, and configuration exports.

  • Confirm whether logs include a stable user and device identity rather than only an IP address.
  • Check export formats, APIs, and integration with your SIEM or central log platform.
  • Set retention according to incident-response, legal, and regulatory needs.
  • Define alerts for repeated failures, impossible travel or unusual geography where appropriate, new devices, disabled posture checks, privilege changes, and gateway configuration changes.
  • Verify that time synchronization is reliable so events can be correlated with identity-provider, endpoint, and application logs.

Ask the provider to demonstrate an investigation: identify a user’s sessions, determine which policy allowed access, revoke the session, and export the evidence. If that workflow takes custom scripting or a premium support engagement, include it in the operating-cost calculation.

Check site-to-site, cloud, DNS, and allowlisting needs

Remote employees are only one part of many business networks. If offices, data centers, or cloud virtual networks must communicate, verify support for site-to-site tunnels, route control, failover, and overlapping-address handling. Confirm whether the same identity and logging model covers those connections; a separate tunnel appliance can otherwise become an unmonitored exception.

Some businesses need a dedicated public egress address for partner allowlists. Verify whether the address is shared or dedicated, how many regions are available, and whether it applies to remote-user traffic, site-to-site traffic, or both. Review DNS controls, internal name resolution, web filtering, and the ability to direct only approved domains or applications through specific connectors.

For cloud and on-premises applications, map where connectors run, what outbound access they require, how they are updated, and how they fail over. A connector that can reach an entire network deserves the same segmentation and monitoring as a traditional gateway.

Build a complete business VPN cost model

Per-user licensing is only one line item. Add gateways or virtual appliances, dedicated IP addresses, connectors, support tiers, implementation, identity and endpoint integrations, logging or SIEM storage, training, and the staff time required to review alerts and access rules. Record currency, billing term, taxes, minimum seats, and the date checked.

One dated public US benchmark illustrates why plan names are not enough. The following prices were listed by NordLayer on its US pricing page checked October 20, 2026. They are vendor prices, not a universal market average; billing terms and taxes can change the amount you pay.

Plan or add-on Published price Conditions stated on the page
Lite $8 per user per month Five-user minimum
Core $11 per user per month Five-user minimum
Premium $14 per user per month Five-user minimum
Enterprise From $6 per user per month 200-user minimum
Dedicated-IP server $40 per month Add-on where required
Money-back guarantee 14 days Vendor-stated guarantee

To estimate your own spend, multiply the applicable per-user rate by billable seats and billing months, then add fixed add-ons and operating costs. Compare that result with the cost of a smaller ZTNA deployment if only a few applications are needed. Do not extrapolate the enterprise starting rate to a small team, and recheck every figure before purchase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical selection and rollout process

  1. Inventory access. List users, devices, locations, applications, protocols, data classifications, legacy dependencies, and site-to-site requirements.
  2. Choose the narrowest workable architecture. Mark each application as full-network, segmented VPN, application-level ZTNA, or a documented exception.
  3. Write mandatory controls. Include standardized IKE/IPsec where applicable, strong MFA, identity integration, device posture, revocation, least privilege, logging, patch SLAs, and high availability.
  4. Shortlist compatible clients and connectors. Test every supported operating system, device ownership model, legacy application, and network condition.
  5. Validate the gateway design. Confirm exposed ports, disabled features, cryptographic settings, administration paths, backup protection, and recovery procedures.
  6. Run a pilot with realistic roles. Include an employee, contractor, administrator, mobile user, and a user on an unmanaged device if those cases will exist.
  7. Exercise failure and abuse cases. Revoke a session, fail a posture check, lose a gateway, rotate a certificate, apply an emergency patch, and investigate suspicious logins.
  8. Approve the operating model. Assign owners for access reviews, patching, alert response, rule changes, vendor contact, and annual architecture review.
  9. Roll out in stages. Start with low-risk applications, then migrate sensitive or legacy paths after telemetry and recovery have been proven.

Common failure modes and fixes

“The VPN is encrypted, so every device is trusted.”

Encryption protects the connection; it does not prove that the endpoint is healthy or that the user should reach every internal system. Add MFA, posture gates, segmentation, and application-specific authorization.

“Logs exist, but an investigation still takes hours.”

Centralize user, device, policy, and gateway events; synchronize clocks; define retention; and rehearse an investigation using exported evidence.

“The gateway is a box in a small office, so it is low risk.”

Hardware does not replace MFA, endpoint posture checks, patching, logging, or monitoring. A small office still needs a hardened configuration, restricted administration, backups, and a recovery plan.

How the decision changes by business situation

Small business with a few cloud applications

Start by asking whether employees need a private network at all. If access is limited to named applications, an identity-aware application model may be simpler and less exposed than routing users into a broad office subnet. If a VPN is still required, choose a service with a low seat minimum, centralized identity, device checks, and usable logs rather than optimizing only for the lowest per-user price.

Company with legacy file shares and internal tools

A segmented full-network VPN may be necessary. Keep routes narrow by role, isolate legacy systems, require managed devices for sensitive segments, and plan a migration path for applications that could eventually be published individually.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Regulated or high-sensitivity environment

Demand evidence for cryptographic validation where applicable, configuration baselines, patch timelines, administrator separation, log retention, incident support, and tested recovery. Treat every exception to MFA, posture, or least privilege as a documented risk decision.

Distributed company with contractors and personal devices

Use separate identities and policies for contractors, require short-lived access and explicit application grants, and avoid granting broad network routes to devices whose posture cannot be verified. Make sponsor ownership and automatic expiry part of every contractor record.

Questions to ask a VPN provider

  • Which standardized protocols and cryptographic modules are supported, and which obsolete options can be disabled?
  • Can every connection path enforce strong MFA and identity-provider policy?
  • What device-posture signals are evaluated before access, and what limited remediation mode is available?
  • Can administrators revoke one user, device, certificate, or session immediately?
  • How are application, segment, route, and privileged-admin policies expressed and reviewed?
  • Which Windows, macOS, Linux, iOS, and Android versions are supported, and how are clients updated?
  • What events are logged, how long are they retained, and how are they exported to a SIEM?
  • How are gateways, connectors, backups, and site-to-site tunnels made highly available?
  • What are the patch and vulnerability-disclosure commitments?
  • What are the seat minimums, billing terms, taxes, add-ons, support charges, and implementation costs?

Bottom line

Choose a secure remote-access VPN by required application access, not by brand popularity or a low headline price. Prefer the narrowest architecture that works: application-level ZTNA for named services, or a segmented, standardized VPN for legacy and broad private-network requirements. Make MFA, device posture, revocation, least privilege, hardened gateways, telemetry, patching, and recovery non-negotiable, then validate the design with realistic users and failure tests before expanding it.
