For children, WHO/ITU’s child and sensitive-user reference is an average listening level of 75 dB for up to 40 hours per week. WHO’s separate public examples give 80 dB for up to 40 hours weekly and 90 dB for four hours weekly. These are exposure guides—not universal headphone-slider settings—so pair a conservative volume habit with limits on listening time and, when available, a caregiver-controlled limiter or exposure monitor.
How loud is too loud for a child’s headphones?
Sound level and listening time work together: a higher level uses up a given exposure allowance faster. WHO’s consumer-facing examples illustrate that trade-off, while the WHO/ITU personal-audio recommendation sets a more conservative reference for children and sensitive users.

The figures are average-level exposure examples, not a promise that a headphone marked “85 dB limited” is safe for unlimited listening. The child/sensitive-user reference is distinct from WHO’s general 80 dB example; do not treat the two as interchangeable.
Why “60% volume” is only a starting point
WHO advises keeping a device’s volume below 60% of maximum. That is an easy habit to apply, but a percentage is not a calibrated sound-pressure reading at the child’s ear. The actual level varies with the playback device, headphone sensitivity and fit, and background noise. If the device offers exposure monitoring or dose warnings, use them alongside the volume habit rather than assuming the slider alone establishes a safe level.

What to look for in headphones and controls
- Caregiver-set and lockable limit: Prefer a maximum-output control that an adult can set and keep locked. WHO recommends parental loudness control for children; WHO/ITU’s personal-audio guidance describes parent-controlled maximum output and sound-dose management.
- Exposure tracking: Choose monitoring or dose warnings when available, so listening duration and level are considered together.
- Evidence beyond the package claim: A label such as “85 dB safe limit” is not, by itself, a safety certification. The American Academy of Pediatrics’ 2023 clinical report says some headphones can produce hazardous output despite manufacturers’ claims and that children may bypass some volume-reduction designs. It also says there is no mandatory U.S. standard restricting maximum output for headphones or other listening devices. The report does not test every product on sale, so this is not a finding about any particular model. See the AAP clinical report.
- Controls that work in your child’s setup: Check the limit on the actual playback device and headphones, including wired and Bluetooth use. Confirm whether headphone buttons or a different device setting can override it, and recheck after changing devices or connection modes.
- Fit and noise reduction: Well-fitted, noise-cancelling headphones can reduce the urge to raise volume in noisy surroundings. This helps with background noise but does not replace a volume limit or sensible listening time.
Build a practical listening routine
- Use speakers where practical. For online classes, WHO recommends built-in or external speakers for children when possible. If headphones are necessary, use parental loudness control.
- Set a conservative starting level. Keep device volume below 60% of maximum, then use a caregiver-controlled limit or exposure monitor if available.
- Keep track of both level and time. Avoid treating a volume cap as permission for unlimited use. Limit loud listening time, schedule quiet breaks, and account for other loud-sound exposure.
- Address noise instead of turning up. Improve the fit or reduce background noise; WHO notes that well-fitted noise-cancelling headphones can reduce the need to raise volume.
- Recheck after setup changes. Confirm the parental setting still applies if the child switches devices, uses a different connection mode, or changes headphones.
For gaming headsets, WHO and ITU’s 2025 standard calls for exposure tracking, warnings, user-friendly volume controls, and headphone safety modes across gameplay equipment and software.
