The best payment gateway for an Indian small business is the one that gives your customers the payment methods they actually use, settles money on a predictable schedule, and keeps the total cost and compliance workload under control. Do not choose on headline MDR alone. Compare the fee after GST, method-specific rates, refunds, disputes, settlement charges, reserve rules, integration effort and support—then obtain a current, merchant-specific quote in writing.

This guide gives you a practical way to compare gateways, explains the published terms of two major examples, and provides a pilot checklist so you can verify performance before moving all transactions.

What a payment gateway does for a small business

A gateway connects your checkout to banks, card networks, UPI and other payment methods. It presents the payment screen, sends authorization requests, reports success or failure to your website or app, and passes settlement instructions to the payment provider. Depending on the provider and product, you may use a hosted checkout page, payment links, a plugin for your commerce platform, mobile SDKs or a direct API.

Your gateway choice affects four operating outcomes:

#1 Best Overall
Square Terminal - Credit Card Machine to Accept All Payments | Mobile POS
  • With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
  • Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
  • Process chip cards in just two seconds.
  • Get your money as soon as the next business day.
  • Use it cordlessly with the built-in battery, designed to last all day.
  • Conversion: Customers need to see familiar options such as UPI, RuPay and the card or wallet they carry. A method that is technically supported but unreliable for your traffic still loses sales.
  • Cash flow: Settlement timing determines when sale proceeds reach your bank account. Cut-off times, bank holidays, reserves and eligibility checks can make the practical date later than the marketing headline.
  • Margin: A low domestic rate can be outweighed by GST, international or EMI surcharges, refund deductions, chargeback fees, instant-settlement charges and software or support costs.
  • Operational risk: Reconciliation exports, webhooks, refund controls, dispute evidence and escalation support determine how much staff time each payment problem consumes.

Start with your customers, not a provider’s feature list

List the payment methods you must accept

Review at least three months of orders, abandoned checkouts and customer enquiries. Record the share you expect from:

  • UPI, including the apps and QR flows your customers prefer.
  • RuPay, Visa, Mastercard and other domestic debit or credit cards.
  • Net banking and wallets.
  • EMI, if your average order value and category make it relevant.
  • Recurring payments or subscriptions, including the authorization and retry behaviour your billing system needs.
  • International cards, currencies and customers, if you sell outside India.

Ask a provider to identify any exclusions by merchant category, card type, currency, recurring-payment product or transaction value. A feature listed on a product page may require separate activation or approval.

Define your international requirement precisely

“International payments” can mean an overseas-issued card charged in Indian rupees, a foreign-currency checkout, local payment methods in another country, or export documentation and reporting. State which currencies you need, where your customers are located, the expected monthly volume and whether you need foreign-currency presentment. Confirm who handles conversion, refunds to an overseas card, foreign-exchange adjustments and reporting.

Calculate the all-in cost

Use a transaction-level formula

For each payment method, calculate:

Total cost = platform or MDR fee + 18% GST on that fee + method surcharge + refund cost + dispute or chargeback fee + settlement fee + software, plugin or support cost.

Separate one-time costs from recurring costs and from per-transaction costs. Ask whether GST applies to every fee, including instant settlement and chargeback administration. Request the calculation for your typical order values rather than relying on one blended percentage.

SumUp Solo Credit Card Payment Card Reader with Charging Station. Full Touch-Screen Interface with Free SIM Card and Mobile Data (SumUp Solo)
  • An intuitive interface to easily accept payments and manage your sales.
  • Strong, reliable Wi-Fi connection. Free SIM card and mobile data so you can process payments anywhere.
  • Great battery capability with an additional charging station.
  • A truly portable device. Stay in control of your business, wherever you go.
  • Support when you need it. Get in touch with our US-based support through phone, email and chat.

Illustrative calculation

If a provider charges a 2% platform fee on a ₹1,000 domestic transaction, the platform fee is ₹20 and 18% GST on that fee is ₹3.60, for a direct gateway cost of ₹23.60 before any method surcharge, refund, dispute or settlement charge. This arithmetic is only an illustration; your contract may use different rates, exclusions or minimum charges.

Questions that expose hidden costs

  • Is the quoted rate different for UPI, RuPay, premium cards, Amex, Diners, EMI or international instruments?
  • Does a refunded payment return the gateway fee, and is GST reversed or retained?
  • What fee applies when a customer raises a chargeback, and is there a separate evidence or representment charge?
  • Are instant or early settlements priced per transfer, as a percentage, or through a minimum monthly commitment?
  • Do hosted checkout, payment links, plugins, API access, extra users or reconciliation exports cost more?
  • Are there annual maintenance, integration, support or minimum-volume fees?
  • Does a promotional rate expire at a date, a transaction count or a volume threshold?

Require a written quote that states the effective date, eligible merchant category, payment-method rates, GST treatment, settlement terms and every exclusion. Public pricing pages and promotions can change.

Compare settlement as a cash-flow product

Understand T+ terminology

T+2 means two working days after the transaction is captured, not necessarily two calendar days after a customer clicks Pay. A payment captured after a daily cut-off may enter the next processing day. Weekends and bank holidays can extend the wait. Ask for an example calendar showing capture on a Friday, a holiday week and a failed or reversed payment.

Check the complete settlement policy

  • Standard cycle for domestic transactions and, separately, international transactions.
  • Daily cut-off time and the time zone used.
  • Bank-holiday treatment and whether the provider batches or settles continuously.
  • Reserve, rolling-hold or risk-review rules, including when held funds are released.
  • Minimum payout amount and bank-account validation requirements.
  • How refunds, reversals and chargebacks are netted against future settlements.
  • Price and eligibility rules for instant settlement.

Razorpay documentation describes standard domestic settlement as T+2 working days after capture, subject to KYC, activation and other business factors. Instant settlement is a separate option and requires account eligibility. Cashfree advertises next-day settlement and also markets instant settlement; obtain the exact cycle, cut-off, reserve policy and fee in your agreement rather than treating the advertisement as a guarantee.

Check compliance, authorization and data handling

Verify the provider’s regulatory status

The Reserve Bank of India’s payment-system authorization FAQ states: “Any person desirous of commencing or operating a payment system needs to apply for authorization under the PSS Act, 2007 (Section 5).” Prefer a provider whose role and authorization are clear for the service you are buying. Cashfree’s published certificate of authorization is No. 266/2025, effective 16 December 2025, authorizing it as a Payment Aggregator.

Dejavoo Z8 EMV CTLS Credit Card Terminal (IP, WiFi, no Dial)
  • Includes Elavon encryption
  • Chip Card / EMV / NFC Compatible
  • 2.4’’ Color LCD with backlight
  • 192 MB of Memory (128 MB RAM / 64 MB DDR RAM)

Ask whether you are contracting with a Payment Aggregator, a technology provider, or both, and which regulated entity is responsible for collecting and settling funds. Keep a copy of the authorization information and the version of the terms that applied when you onboarded.

Review customer-facing disclosures

RBI guidance says customer-facing charges such as convenience fees should be shown before payment. Check the checkout preview on a phone: the customer should see the amount, any fee, taxes, currency and refund conditions before authorizing the transaction. Your own terms should explain delivery, cancellation and refund timing in language consistent with the gateway’s process.

Confirm prohibited data storage

RBI reporting says payment aggregators and gateways should not store prohibited secure data such as CVV2 and PIN data. Ask what the gateway stores, for how long, where it is processed, who can access it, and how deletion requests are handled. Use tokenization or hosted fields where appropriate so sensitive card data does not pass through systems that do not need it. Document access controls, webhook signature verification and incident-notification contacts.

Check KYC and grievance procedures

Prepare the business registration, tax details, bank proof, beneficial-owner information, website or app description, refund policy and invoices that the provider requests. Ask what happens if your category is placed under review, what evidence is required, how long a review can hold funds, and how a customer or merchant escalates an unresolved complaint.

Compare integration and day-to-day operations

Choose the least complex integration that meets your needs

  • Hosted checkout: Fastest to launch and reduces sensitive-data exposure, but offers less control over the payment experience.
  • Payment links: Useful for invoices, phone orders and social selling; verify expiry, partial payments and reconciliation fields.
  • Commerce-platform plugin: Quick for a standard store, but check plugin maintenance, supported platform versions and webhook behaviour after updates.
  • SDK or API: Best for a custom app or complex billing, but requires engineering, monitoring, idempotency and secure key management.

Test the failure paths

Ask the technical team to explain webhook retries, duplicate-event handling, delayed bank responses, pending UPI transactions, card authentication failures and a customer who closes the browser after paying. Your order system should not mark an order paid solely because the customer returned to a success URL; verify the server-side status and make fulfillment idempotent.

Make reconciliation a buying criterion

Confirm that exports include your order ID, gateway transaction ID, payment method, gross amount, fees, GST, net settlement, refund, chargeback and settlement date. Check whether you can filter by date, payout batch and status, and whether reports can be downloaded automatically. A gateway that saves one hour of reconciliation every day can be cheaper than a lower MDR that creates manual work.

Test support before signing

Send a pre-sales technical question about a failed payment, a refund and a disputed transaction. Measure how clearly the answer identifies the owner, evidence required and expected response time. Obtain an escalation path for settlement holds and production outages, not just a generic ticket address.

Published provider terms to use as comparison points

Provider Published domestic and special-method pricing Settlement information Payment coverage and international notes Important qualification
Razorpay Standard plan lists a 2% platform fee for domestic transactions and 3% for specified international, Amex, Diners and EMI instruments. GST applies to the fee. Setup and annual maintenance are listed at ₹0 on the standard plan. Documentation states standard domestic settlement is T+2 working days after capture. Instant settlement is separate and subject to account eligibility. Product materials list credit and debit cards, net banking, UPI and wallets. International acceptance is available for eligible registered Indian businesses. These are published provider terms. Confirm your merchant category, activation status, current exclusions and written quote.
Cashfree Payments The pricing page advertises a limited-period 0% domestic offer for eligible new merchants up to ₹20 lakh, shows a 1.95% listed rate and states GST still applies when platform fees are waived. Its international page promotes 2.69% pricing versus a 2.99% standard rate; eligibility and current terms must be verified. Advertises next-day settlement and separately markets instant settlement. Confirm cut-off, reserves, fees and the contractual cycle. Lists UPI, cards, bank transfer, wallets, EMI and international methods. The international page describes 140+ currencies and FIRS reporting. The 0% offer and international pricing are promotional or conditional, not permanent assumptions. The provider’s RBI certificate of authorization No. 266/2025 is effective 16 December 2025.

Neither provider’s public rate should be treated as an industry average or a guaranteed success rate for your business. No independent industry-wide success-rate or average-fee statistic is established here; evaluate your own traffic during a pilot.

Use a weighted comparison worksheet

Score each shortlisted gateway using your expected transaction mix. Weight the criteria according to your business rather than accepting a provider’s ranking.

Criterion Evidence to collect Why it matters
All-in cost Per-method quote, GST, refund and dispute schedule, settlement fees, software charges Shows your real margin at typical order values
Settlement and reserves Cycle, cut-off, holiday calendar, reserve triggers, instant-settlement price Determines working capital and liquidity risk
Acceptance Method availability, decline reasons, retry rules and pilot results Connects gateway performance to your customers, not a generic claim
Geography Supported currencies, overseas cards, refund route and reporting Prevents a domestic checkout from failing international orders
Implementation Checkout, plugin or API effort, sandbox, webhooks, key rotation Controls launch time and engineering maintenance
Reconciliation Exports, payout mapping, automated reports and accounting integration Reduces manual errors and finance workload
Support and disputes Escalation contacts, response commitments, evidence workflow Limits downtime and improves chargeback response

Give each criterion a score from one to five, attach the supporting document, and record assumptions separately. Re-score when a promotion ends, your payment mix changes or your monthly volume crosses a pricing threshold.

Run a controlled pilot before switching all sales

  1. Complete onboarding and KYC. Use the exact website, products, refund terms and bank account you will operate in production. Resolve category restrictions before inviting customers.
  2. Configure the smallest safe integration. Use hosted checkout or an official plugin first unless your business requires a custom API. Keep secret keys out of client-side code and production logs.
  3. Test every intended method. Include UPI, RuPay and other cards, net banking, wallets, EMI, subscriptions and an international card or currency where approved.
  4. Test adverse outcomes. Simulate declines, pending transactions, duplicate callbacks, a browser closed after payment, a refund, a partial refund and a chargeback evidence request.
  5. Reconcile a complete payout. Match each test order to gateway status, fee, GST, refund and bank credit. Check whether the payout date matches the written cycle after cut-offs and holidays.
  6. Measure support. Open a real test ticket and record first response, resolution quality and escalation time. Ask who handles a settlement hold outside business hours.
  7. Route a limited share of live traffic. Compare method-level completion, pending and failure rates with your existing process for the same period. Do not infer an industry-wide success rate from this small sample.
  8. Approve the migration only after evidence. Keep a rollback plan, export historical reports and tell customer support how to identify a gateway-related payment issue.

Common selection mistakes and fixes

Choosing the lowest advertised MDR

Why it fails: A headline rate may exclude international cards, EMI, refunds, disputes or GST. Fix: Compare the all-in formula for your actual method mix and average order value.

Assuming next-day means guaranteed next-day cash

Why it fails: Cut-offs, holidays, KYC reviews and reserves alter the date. Fix: Get a calendar example and reserve policy in the contract, then verify it during the pilot.

Building only the success redirect

Why it fails: A customer can return to your site before the bank confirms payment, or a callback can be delivered twice. Fix: Verify server-side status, make fulfillment idempotent and reconcile pending orders.

Ignoring refunds and disputes until the first complaint

Why it fails: Staff may not know the deadline, required evidence or whether a refund is possible after settlement. Fix: Write a refund runbook, assign ownership and test a refund before launch.

Storing sensitive card data unnecessarily

Why it fails: It increases security and compliance exposure. Fix: Use hosted fields or tokenization, restrict access, verify webhook signatures and document retention and deletion.

Using a promotion as a long-term business case

Why it fails: Promotional eligibility, volume caps and expiry dates can change your margin abruptly. Fix: Model the post-promotion rate and obtain a dated written quote.

A contract checklist

  • Legal entity, regulated role and authorization information.
  • Approved merchant category and prohibited-product list.
  • Rate by payment method, currency and card type, plus GST treatment.
  • Refund, reversal, chargeback and representment fees and deadlines.
  • Settlement cycle, cut-offs, holidays, reserves, holds and instant-settlement pricing.
  • Supported currencies, international refund process and reporting requirements.
  • KYC documents, data location, retention, access and incident notification.
  • API, plugin and SDK support period, webhook retry policy and status-page process.
  • Reconciliation fields, export format and accounting access.
  • Support channels, escalation contacts, service commitments and termination or data-export rights.

Decision rule

Choose the gateway that remains affordable after GST and exceptions, supports your real payment mix, settles on a schedule your cash flow can tolerate, and gives your team reliable reconciliation and support. If two options are close, prefer the one with clearer authorization, fewer integration failure points and a better documented dispute and refund process. Keep the quote, test evidence and assumptions with your finance records so the decision can be revisited when your customers, volume or geography changes.
