Choose the agency that can prove its creators reach your specific audience, produce the required video quality, secure usable rights, control disclosure and brand-safety risk, and report outcomes you can audit. Do not select on follower count or a polished pitch alone. Give every candidate the same written brief, score evidence against the same criteria, and negotiate rights, measurement and failure remedies before production starts.

Start with a brief every agency can answer

Agencies cannot be compared fairly when each one receives a different version of the campaign. Create one comparable brief and send it unchanged to every finalist. Ask for assumptions, exclusions and open questions in a separate section so hidden differences do not disappear inside a proposal.

Include the business and audience context

  • Business objective: State whether the campaign is intended to create awareness, explain a product, generate qualified traffic, drive sales, support an app install or achieve another outcome.
  • Audience: Define geography, language, age range, customer type, interests, purchase stage and any exclusions. Ask agencies to explain how their proposed creators reach this audience.
  • Proposition: Write the one idea viewers should remember and the action you want them to take. Include mandatory claims, proof points and claims that are not permitted.
  • Platforms and formats: Name the channels, feed or placement, aspect ratios, duration limits, resolution requirements and whether the same concept must be adapted across platforms.
  • Budget range: Give a realistic range and say whether it includes creator compensation, agency fees, production, travel, paid media, usage, exclusivity, taxes and contingency.
  • Schedule: Set briefing, concept, casting, filming, rough-cut, final approval, posting and reporting dates. Identify any immovable launch or retail dates.
  • Approval path: List every internal reviewer, legal or regulatory check, number of approval rounds and the person empowered to give final sign-off.
  • Geographic scope and disclosures: Identify countries, languages and local disclosure rules. State whether the brand requires a particular disclosure wording or placement.
  • Success metrics: Specify the primary outcome and supporting indicators, such as reach, views, watch time, completion, meaningful engagement, clicks, conversions or a brand-lift study.

Require a written response to every item. A proposal that avoids an uncomfortable constraint is not comparable with one that addresses it directly.

Evaluate creator and audience fit

The right creator is relevant to the audience and credible in the category, not merely popular. Ask for a proposed roster and evidence for each recommended creator before approving concepts.

What to inspect for each creator

  • Audience geography and demographics: Request current platform analytics or another verifiable audience report. Check that the audience is located where the campaign can sell or operate.
  • Recent content: Review a meaningful sample of current posts, not only a hand-picked portfolio. Look for the creator’s normal tone, visual quality, posting consistency and ability to explain a product accurately.
  • Engagement quality: Examine comments for genuine questions, discussion and purchase intent. Sudden spikes, repetitive comments or engagement unrelated to the content warrant explanation.
  • Sponsored-work history: Ask for examples in a similar category and format. Check whether the creator can integrate a sponsor without losing trust or making unsupported claims.
  • Category conflicts: Identify current and recent work for competitors, exclusivity obligations and any restrictions that could prevent publication or paid amplification.
  • Brand-safety process: Ask how the agency screens past content, handles sensitive events, monitors new posts during the campaign and escalates a concern.
  • Delivery evidence: Request examples showing that the creator met deadlines, completed revisions and supplied the agreed files and analytics.

A large following is not a substitute for relevance. Ask the agency to explain why each creator is likely to influence the defined audience and how that judgment will be tested after launch.

Test creative and production capability

Request recent examples similar in audience, format, complexity and approval requirements. A general showreel demonstrates taste; it does not prove the agency can deliver your specific production.

Questions that reveal who does the work

  • Who develops the concept and translates the brief into a script or talking points?
  • Who directs the creator during filming, and how are remote or self-shot productions supervised?
  • Who handles locations, crew, lighting, sound, props and reshoots?
  • Who edits the master video, vertical and square versions, cutdowns and platform-specific openings?
  • Who writes and checks subtitles, on-screen text, audio description or other accessibility elements?
  • Who clears music, stock footage, logos, locations and other third-party material?
  • How many revision rounds are included, what counts as a revision, and what triggers an additional charge?
  • Who owns final approval, and how are legal, product and creator comments consolidated?

Ask for a sample production schedule with dependencies and approval deadlines. If the agency cannot identify the accountable person for a deliverable, assume the responsibility is unresolved.

Make deliverables unambiguous

Write the complete output list into the proposal and contract. “A branded video” is not a usable specification.

Deliverable area Details to specify
Video quantity Number of concepts, masters, creator posts, cutdowns, alternate hooks and language versions.
Technical files Duration, resolution, frame rate, aspect ratios, file format, safe areas and platform variants.
Publishing Creator accounts, posting dates, captions, tags, links, thumbnails, pinned comments and comment moderation.
Source material Raw footage, project files, stills, transcripts, captions and clean versions without platform overlays.
Approvals Concept, script, casting, rough cut, final cut, posting and paid-media approval stages.
Commercial terms Revision rounds, exclusivity period, cancellation terms, make-good obligations and late-delivery remedies.

State whether the agency or brand manages creator contracting, invoicing and payments. Confirm who is responsible if a creator withdraws, misses a posting window or cannot provide a required file.

Negotiate usage rights separately from production

Production payment does not automatically grant every right your media plan may need. Put each right in plain language and price it separately when appropriate.

Rights your agreement should name

  • Territory: Countries or worldwide use.
  • Media: Organic creator channels, brand-owned channels, websites, retail screens, paid social, video platforms and other placements.
  • Duration: Exact start and end dates, renewal process and what happens to already-published copies after expiry.
  • Paid amplification: Permission to promote the creator’s post, run the asset from the brand account, use an authorization code or otherwise whitelist the creator identity.
  • Editing and adaptation: Cropping, subtitles, translations, cutdowns, new intros, still-image extraction and format conversion.
  • Likeness and name: Whether the creator’s face, voice, handle and biography may appear in paid or owned media.
  • Music and third-party clearances: Confirmation that every track, location, logo, image and performance is cleared for the agreed media and territory.
  • Exclusivity: Competitor definition, restricted category, territory and duration. Avoid vague language that blocks unrelated work.

Ask the agency to show a rights matrix linking each asset to its permitted uses and expiration date. YouTube’s Creator Partnerships Open Call policy describes a 180-day content-usage period and worldwide, royalty-free, sublicensable and transferable rights for specified Google ad-platform uses when a submitted creative is selected. Treat that as a platform option with its own eligibility and terms, not as a universal substitute for an agency agreement; verify the current policy, geography and account eligibility before relying on it.

Build disclosure and brand safety into operations

Disclosure is not a line added at the end of editing. It must be planned in the brief, script, filming, approval and publishing workflow.

The Federal Trade Commission states: “As an influencer, it’s your responsibility to make these disclosures, to be familiar with the Endorsement Guides, and to comply with laws against deceptive ads.” In practice, the brand, agency and creator should each have a defined control rather than assuming another party will catch a problem.

Operational controls to require

  1. Give the creator a written briefing that explains the commercial relationship, required disclosure language, prohibited claims and escalation contact.
  2. Place the disclosure where viewers will see and understand it. A disclosure shown only at the end of a video can be missed.
  3. Require the agency to review scripts, captions, on-screen text and spoken claims before filming and again before posting.
  4. Collect approval evidence, such as dated screenshots of the final caption, disclosure placement and paid-media authorization.
  5. Define a correction process for an omitted, obscured or inaccurate disclosure, including who contacts the creator and how quickly the post is amended.
  6. Set a monitoring period for comments, creator posts and emerging safety issues, with an escalation route to the brand.

Ask how the agency handles a creator whose old or new content creates a safety concern. The answer should cover pause, investigation, client notification, takedown or replacement decisions and documentation.

Agree on measurement before production

Measurement becomes unreliable when definitions are negotiated after the campaign has run. Put the metric dictionary, data source and decision rules in the statement of work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the scorecard

  • Reach and views: Specify whether the number is unique reach, impressions, starts or qualified views, and identify the platform source.
  • Watch behavior: Define average watch time, completion rate and the denominator used for each.
  • Engagement quality: Separate likes from comments, saves, shares, profile visits and substantive questions.
  • Traffic and conversion: Name the tracked link, landing page, event, attribution window and treatment of assisted conversions.
  • Brand effect: If lift is measured, document the survey method, exposed and control groups, timing and minimum sample requirements.
  • Optimization triggers: Decide what will change if an asset misses an early threshold: hook, spend, placement, creator mix, caption or landing page.

Require raw platform exports or another auditable evidence source, not only a slide with rounded totals. Set reporting dates for early performance, campaign close and any post-campaign conversion window. Confirm who owns the analytics accounts and whether the brand receives data after the agency relationship ends.

Compare total cost and contractual risk

Two proposals with the same headline price may deliver very different value once rights, media and risk are included. Ask each agency to separate every cost.

Cost line Questions to ask
Creator compensation Is payment per creator, post, production day or usage term? Are taxes and management charges included?
Agency fee Is it a fixed fee, percentage, retainer or hybrid? Which services are included?
Production Are crew, equipment, locations, travel, styling, insurance and reshoots itemized?
Usage and exclusivity What territory, duration, media and competitor restriction does the quoted amount cover?
Paid media Is media spend separate from production and management? Are authorization or whitelisting costs included?
Rush and change fees What counts as an expedited request or out-of-scope revision?
Taxes and currency Which taxes apply, in what currency, and when is exchange risk allocated?

Have counsel review cancellation, late delivery, make-good, indemnity, data handling, confidentiality, intellectual property, dispute and termination clauses. A make-good should define the replacement deliverable or service, not merely promise to “work toward a solution.” Specify what happens to unfinished footage, creator deposits and licensed music if the campaign is cancelled.

Use a weighted agency scorecard

Convert the brief into a documented decision instead of relying on the loudest presentation. Score each agency from 1 (unacceptable evidence) to 5 (strong, specific evidence) and record a citation or proposal page for every score. Apply weights that reflect your risk; the example below is a starting framework, not a universal formula.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Criterion Suggested weight Evidence to score
Audience and creator relevance 20% Verified audience data, category credibility, geography and conflict checks.
Creative and production reliability 20% Comparable work, named team, workflow, accessibility and revision capacity.
Brand safety and disclosure controls 15% Screening, briefing, approval records, monitoring and correction process.
Deliverables, schedule and approvals 15% Complete output list, milestones, dependencies and accountable owners.
Rights, exclusivity and paid-media flexibility 15% Rights matrix, clearances, term, territory, adaptation and amplification permissions.
Measurement and reporting 10% Metric definitions, data access, attribution and optimization plan.
Total cost, risk and scalability 5% Transparent pricing, contract protections, capacity and ability to expand.

Multiply each 1-to-5 score by its weight, then discuss any non-negotiable failure separately. A high total cannot compensate for missing rights, unsafe disclosure practice or an audience that cannot buy your product. Invite finalists to a clarification call using identical questions, then update the scorecard rather than relying on memory.

Run a practical selection process

  1. Prepare the brief and scorecard. Obtain internal agreement on objective, audience, budget, dates, rights and metrics before contacting agencies.
  2. Shortlist candidates. Select agencies that can show relevant creator, platform and production evidence. Ask about conflicts and capacity immediately.
  3. Issue the same brief. Set a response deadline and require assumptions, exclusions, team members, sample schedule and itemized pricing.
  4. Verify evidence. Review creator analytics, sponsored examples, references, rights terms and reporting samples. Redact sensitive client data if necessary, but do not accept unsupported performance claims.
  5. Hold finalist sessions. Ask each finalist to explain one proposed creator, one production risk, one disclosure control and one optimization decision using your brief.
  6. Score independently. Have stakeholders score before discussion, then reconcile differences with documented evidence.
  7. Negotiate the statement of work. Resolve deliverables, rights, payment triggers, approvals, data access, cancellation and remedies before announcing the winner.
  8. Run a controlled kickoff. Confirm contacts, escalation times, asset naming, approval calendar, disclosure checklist and reporting dashboard.

Warning signs and how to respond

  • Follower-count pitch: Ask for audience location, category relevance and recent engagement evidence.
  • Unusually low all-in price: Request a rights and exclusions schedule; the missing cost may be usage, paid media, production or revisions.
  • Vague “full-service” language: Require named owners for concept, filming, editing, clearances, approvals and analytics.
  • Guaranteed viral results: Replace the promise with controllable deliverables, testable hypotheses and agreed optimization triggers.
  • Rights discussed only after selection: Pause award and obtain a written rights matrix before committing.
  • Disclosure treated as creator-only: Require brand and agency review checkpoints and documented correction procedures.
  • No raw data: Make platform exports or direct reporting access a contract condition.
  • Portfolio work with no comparable details: Ask what the agency itself delivered, which rights were secured and how the result was measured.

When a platform-native option may fit

A platform program can be useful when your campaign is concentrated on that platform, your creative can follow its submission process and the offered rights meet your media plan. YouTube Creator Partnerships Open Call allows advertisers to submit briefs and creators to submit ad creative. The policy’s stated 180-day usage period and specified Google ad-platform rights may simplify one part of a campaign, but they do not by themselves provide cross-platform strategy, broader production management, creator contracting or independent measurement. Compare the program against agencies using the same brief, rights requirements, timeline and scorecard, and verify current eligibility and terms before selection.

Make the final decision

Select the agency whose evidence best matches the campaign objective and whose contract makes execution auditable. Before signing, confirm that the chosen team has supplied a creator rationale, complete deliverables schedule, rights matrix, disclosure workflow, measurement dictionary, itemized budget and risk remedies. If any of those is still “to be finalized,” the campaign is not ready to approve.
