Compare cloud providers’ sustainability disclosures only after checking that their reporting periods, facility boundaries, metric definitions, geographic scope, and assurance are comparable. Use provider-wide PUE and WUE as screening evidence—not as a verdict on a particular cloud region or workload—and then examine local electricity and water conditions and the provider’s customer-level reporting methods.

What energy and water disclosures can—and cannot—tell you

Data-center efficiency metrics can help you assess infrastructure, but they are not complete sustainability scores. They do not, by themselves, show the absolute resources used, the carbon intensity of the electricity serving a particular region, local water scarcity, or the impact of your workload.

PUE: facility energy efficiency

Power usage effectiveness (PUE) relates total data-center facility energy to the energy used by IT equipment. A lower PUE can indicate less facility overhead relative to IT energy when the reporting boundaries are comparable. It does not tell you how much energy a customer workload uses or whether that electricity is low-carbon.

WUE: water use relative to IT energy

Water usage effectiveness (WUE) relates water use to IT energy. Check whether a provider reports water withdrawn or water consumed, and confirm the units and boundary. A global WUE does not reveal whether a facility draws from a water-stressed basin, whether the water is potable, or how much water is reused or replenished locally.

Electricity and water context are separate questions

Grid carbon intensity and carbon-free-energy figures describe electricity conditions; they are not interchangeable with PUE or with one another. Likewise, water intensity needs to be considered alongside local watershed conditions, water sources, reuse, and replenishment. A strong result on one measure cannot substitute for missing information on another.

What AWS, Azure, and Google Cloud disclose

The examples below show what the cited provider materials report; they are not a league table. The periods and facility populations differ, so the values should not be ranked as though they describe the same set of sites under one common method.

Google Cloud Fleet-wide PUE of 1.09, reported in a Google company blog dated November 5, 2025. A comparable global WUE figure is not stated in the Google materials cited here. The cited blog does not establish a boundary and reporting period matching the AWS and Microsoft figures in this table. Google separately publishes carbon-free-energy and grid carbon-intensity values by cloud region.

Microsoft’s 2025 sustainability report also describes a local water-reuse outcome: its Quincy Water Reuse Utility reduced Microsoft’s potable-water use in that region by 97% and provides 1.5 million cubic meters of water annually for community drinking-water needs. This project result is not a global WUE value, so it should be assessed as regional water evidence rather than compared directly with AWS’s global WUE.

How to compare disclosures for a real procurement decision

1. Define the deployment you are choosing

Write down the workload, cloud services, candidate regions, expected operating pattern, availability and latency requirements, and data-residency constraints. Be clear whether you are comparing providers, regions, or a proposed migration. A provider-wide average is not a measurement of your proposed deployment: provider, region, service, utilization, and workload design all affect the relevant impact.

2. Record each figure’s definition and boundary

Build a disclosure ledger before ranking anything. For every reported number, capture:

  • Metric name, exact definition, units, numerator, and denominator; identify whether it is an absolute total or an intensity measure.
  • For water, whether the value represents withdrawal or consumption, and what water sources or reuse are included.
  • Reporting dates, whether it is an annual average or point-in-time figure, and whether the reporting year is fiscal or calendar.
  • Facility population: owned, leased, or controlled sites; operating-age criteria; regions covered; and stated exclusions.
  • What the figure covers: corporate operations, data centers, cloud services, a customer account, or a specific workload.
  • Assurance level, verifier, and the boundary covered by any assurance; distinguish an internal estimate from limited or reasonable assurance.
  • How purchased electricity, renewable-energy procurement, carbon-free energy, water reuse, replenishment, and local watershed conditions are treated.

If a provider does not disclose a value or boundary you need, record it as not stated rather than filling the gap with a company-wide average or an assumption.

3. Compare facility efficiency only on a like-for-like basis

Use PUE to screen facility overhead only when the reporting period, facility population, and calculation boundaries are sufficiently alike. Do not turn a single lower PUE into a claim that a provider or workload is greener overall. Where those conditions do not match, retain the figures as separate disclosures rather than calculating a winner.

4. Compare electricity quality by region

Once candidate regions are known, examine their electricity context separately from PUE. Google publishes carbon-free-energy and grid carbon-intensity values by cloud region, illustrating why a global efficiency average cannot stand in for the electricity conditions where a workload will run. These regional measures still do not, on their own, establish the total lifecycle footprint of your workload.

5. Pair water intensity with local water evidence

For each candidate region, seek facility- or region-level information about water source, withdrawal and consumption, potable-water use, local basin stress, reuse, and replenishment. A global WUE is useful only as one part of that assessment; it cannot show the local consequences of water use. Treat a project such as Microsoft’s Quincy utility as evidence about that location, not proof of a provider-wide result.

6. Ask how provider impacts are allocated to customers

If a provider offers a customer carbon or sustainability report, request its methodology and check the service coverage, allocation of shared infrastructure, treatment of idle infrastructure, included emissions sources, exclusions, update cadence, and assurance. Google explains that its Carbon Footprint estimates allocate emissions from shared infrastructure and services to customer products using specified boundaries and exclusions. Google states that its customer-specific report data have not been third-party verified or assured, so those reports should not be treated as audited measurements.

7. Assess the workload and operating plan

Infrastructure is only part of the decision. Compare the proposed architectures and expected utilization, then identify ways to reduce unnecessary resource use: right-size resources, avoid idle capacity, scale dynamically, choose regions deliberately, and manage storage lifecycles. Google’s sustainability framework assigns infrastructure efficiency and water stewardship to the provider, while resource optimization is also a customer responsibility.

How to make a defensible provider recommendation

Keep provider-reported results distinct from independently verified information, and state which material data are unavailable. If the decision turns on regional water stress or the impact of a specific workload, do not substitute a global average for the missing local or customer-level evidence.

The evidence cited here does not settle whether equivalent, independently assured facility-level energy and water values can be obtained for AWS, Microsoft Azure, and Google Cloud for the same year, site population, and metric definitions. A fully normalized, independently assured facility-level comparison across the three therefore remains unresolved. In a procurement decision, weigh the disclosures you can compare alongside implementable requirements such as service performance, region availability, reliability, latency, residency, cost, and workload portability.

Does moving to cloud automatically reduce environmental impact?

No. Google’s sustainability framework states that moving to cloud can reduce energy use and associated emissions by 1.4 to 2 times compared with typical on-premises deployments. Treat that range as Google’s claim, not a general guarantee: whether it applies depends on the underlying comparison and on the workload, architecture, utilization, and operating choices involved.
