To find out whether an internet provider funds political activity, search more than its consumer brand. Build a list of the provider’s legal entity, parent and subsidiaries, former names, affiliated political committees and relevant executives. Check federal records in the Federal Election Commission (FEC) Browse Data portal, then search the official campaign-finance databases for every state involved. For each result, save the donor’s legal name and address, committee identification, filing and transaction dates, amount, recipient and memo text. Only after that should you describe the activity as a corporate contribution, PAC donation, independent expenditure, ballot-measure spending or a personal gift by an executive.
What counts as an internet provider’s political donation?
“My ISP donated to a candidate” can describe several legally and factually different events. A broadband company may have no contribution recorded under its corporate name while a committee it sponsors, a separate political committee, a subsidiary or an executive appears in campaign-finance records. Treating all of those entries as the same kind of donation can misidentify who supplied the money and what the payment was intended to do.
Federal law is the first reason the distinction matters. FEC guidance states: “Corporations and labor organizations can’t make contributions to federal candidates, but they can establish and administer a special kind of political committee, called a separate segregated fund (SSF).” A corporate name therefore may be absent from federal candidate-contribution results even when an affiliated SSF reports contributions. Nonconnected PACs can also make contributions or expenditures to influence federal elections under the applicable rules.

| Activity appearing in a record | What it means | Careful attribution |
|---|---|---|
| Direct candidate contribution | A contribution reported from an eligible donor to a candidate committee. | Name the legal donor exactly as filed; do not automatically substitute the consumer brand. |
| Corporate-sponsored SSF/PAC contribution | A separate segregated fund established or administered by a corporation reports the payment. | Describe the committee and its sponsor; call it an affiliated PAC contribution rather than a direct corporate contribution. |
| Nonconnected PAC contribution | An independent political committee reports a contribution or expenditure to influence an election. | Identify the committee and explain any documented relationship to the provider. |
| Independent expenditure | Spending expressly advocating the election or defeat of a candidate without being coordinated with that candidate. | Report the spender, communication, date and recipient candidate; it is not the same as a contribution to the campaign. |
| Electioneering communication | A regulated communication about a clearly identified federal candidate during a covered period. | Use the filing’s category and describe the communication, rather than labeling it a candidate donation. |
| Ballot-measure spending | State or local spending supporting or opposing a proposition, initiative or referendum. | Use the state or local committee record and identify the measure and jurisdiction. |
| Lobbying | Activity aimed at influencing legislation or government action rather than an election contribution. | Keep lobbying separate from campaign-finance donations unless a filing specifically connects them. |
| Executive’s personal donation | An individual gives personal money to a campaign or committee. | Attribute it to the individual. Mention the provider only if the record independently establishes an employment or corporate connection. |
Build a complete list of names before searching
Searching only the name printed on your bill is the most common way to miss a record. Campaign-finance filings use the donor’s legal or committee name, and that name may differ from the brand customers recognize.

Start with the legal entity
Find the exact corporate name used in the provider’s terms of service, privacy notice, regulatory filings or state business registration. Record punctuation, abbreviations and suffixes such as “Inc.,” “LLC” or “Corporation.” Search both the full form and common shortened forms. Keep a note of the address shown for each entity because addresses are often the fastest way to distinguish two companies with similar names.
Add brands, parents and subsidiaries
List every consumer-facing brand owned by the provider, the current parent company, operating subsidiaries, regional companies and any former corporate names used during the period you are checking. Ownership can change, so tie each name to the dates when the relationship existed. A filing under a subsidiary is not automatically a filing by the parent, and a parent’s payment is not automatically a payment by every brand it owns.
Look for committees and relevant people
Include affiliated SSFs, corporate PAC names, nonconnected PACs that publicly identify the provider, and political committees previously used by the organization. If your question includes leadership, compile the names of executives or directors whose personal activity you intend to examine. Search each person separately; an individual filing will normally list the person as the donor, not the company.
| Field for your name list | Why keep it |
|---|---|
| Exact legal name | Matches the filer’s disclosure text. |
| Consumer brand | Helps you recognize references that point back to the legal entity. |
| Parent and subsidiaries | Separates ownership relationships from direct donations. |
| Former names and abbreviations | Covers filings made before a merger, rebrand or name change. |
| Committee name and ID | Lets you distinguish an affiliated PAC from an unrelated committee with a similar name. |
| Executive names | Supports a separate search for personal contributions. |
| Relevant dates and jurisdictions | Prevents attributing a payment to an entity that did not yet own or operate the business. |
Search federal records in the FEC database
Use the FEC Browse Data portal as the federal starting point. The portal separates individual contributions, PAC and party reports, spending, independent expenditures and communications filings. Because those are different data sets, a single name search in one tab cannot establish that no federal activity exists.
1. Search receipts and individual contributions
- Open the Browse Data portal and select the receipts or contribution view that matches the donor type you are checking.
- Search each legal entity, brand, parent, subsidiary, former name and abbreviation from your list. Repeat the search for each affiliated committee and each executive whose personal activity is relevant.
- Open each matching filing instead of relying on the summary row. Record the donor name exactly as displayed, donor address, transaction date, amount, recipient committee, filing date and any memo text.
- Note whether the result is a contribution to a candidate, party committee, PAC or another committee. The recipient type affects how you should describe it.
2. Check PAC and party reports
Search the PAC and party reports area for committee names and identification numbers. An affiliated SSF may file under a committee name that does not contain the provider’s consumer brand. Confirm the committee’s sponsor or connected organization in the filing and save that relationship with the transaction.
3. Search spending and communications filings
Use the spending, independent-expenditure and communications sections separately. These records can show advertising, mail, digital communications or other election activity paid for by a provider, a PAC or another entity without a contribution appearing in a candidate committee’s receipts. Record the candidate or measure identified, the communication date, amount, spender and whether the filing describes coordination or independence.
4. Use field-specific and full-text searches when available
The FEC documents an API that supports full-text and field-specific searches. Use those capabilities to search a committee ID, address, recipient, memo wording or transaction date when a broad name search produces too many results. A field search can also expose amended filings or records in which the provider appears only in a memo or connected-organization field.

5. Preserve the original filing details
For every possible match, save the filing or transaction page as it appeared, along with the committee ID and the date you accessed it. If a filing is amended, note which version you used and whether the amendment changes the donor, amount, recipient or memo. Do not combine duplicate rows into a larger total until you know whether one row supersedes another.
Search state and local campaign-finance databases
Federal records do not cover every election involving an internet provider. State portals contain nonfederal candidate and party activity, ballot measures and independent expenditures reported under state-specific rules. Local jurisdictions may maintain additional systems for city, county or special-district elections.
Choose jurisdictions deliberately
Search every state where the provider, its donor entity or the recipient committee operates, and every state named in the question. Add jurisdictions where the provider owns a subsidiary or where a ballot measure directly affects its business. Record the coverage period and the types of records each portal includes; a database may separate contributions, independent expenditures, lobbying or ballot measures into different searches.
Use the official election agency’s search tools
- Locate the state election agency or campaign-finance authority’s official database, not a search result that republishes data without explaining its coverage.
- Run the same name list used for the federal search, including legal entities, former names, subsidiaries, committees and executives.
- Search candidate, party, PAC, independent-expenditure and ballot-measure sections separately when the portal provides separate categories.
- Open the original filing and save the donor, address, date, amount, recipient, committee ID and memo information.
- Check the portal’s amendment, termination and reporting-period indicators before treating several rows as separate payments.
California’s CAL-ACCESS Power Search is one example of a state-level system that can be used for contributions and independent expenditures. Other states use different names, filters and reporting thresholds, so do not assume that a search method or date range from one state applies everywhere.
Verify that a matching record really belongs to the provider
A name match is a lead, not proof. Before attributing activity, compare the filing with the provider’s ownership and committee information at the time of the transaction.
| Verification item | Question to answer |
|---|---|
| Donor name | Is it the provider, a parent, a subsidiary, a committee or an individual? |
| Address | Does the address match the known entity or committee, or does it identify an unrelated organization? |
| Committee ID | Does the identification number consistently point to the same committee across filings? |
| Transaction date | Did the provider own or control the named entity on that date? |
| Amount | Is the amount a single transaction, a refund, a transfer or an amended value? |
| Recipient | Was the recipient a candidate committee, party, PAC, ballot-measure committee or another spender? |
| Memo text | Does the memo explain a transfer, earmark, reimbursement, attribution or other special treatment? |
| Filing type | Is the record a receipt, expenditure, independent expenditure, communication or another report? |
When an address, committee ID or memo conflicts with your initial assumption, report the entity named in the filing and explain the documented connection instead of forcing the result into “the ISP donated.” If the provider changed owners, merge the corporate-history information with the transaction date so readers can see which organization was responsible at that time.
Classify the activity before describing it
Use the record’s own category and wording. The following distinctions keep a technically accurate result from becoming a misleading headline.

| If the record shows | Prefer wording such as | Avoid saying |
|---|---|---|
| An SSF connected to the provider gives to a candidate | “The provider’s affiliated SSF reported a contribution to …” | “The corporation directly donated …” |
| A PAC identified with the provider spends independently | “The PAC reported an independent expenditure supporting/opposing …” | “The candidate received a donation from the provider.” |
| An executive gives personally | “Executive Name reported a personal contribution …” | “The provider donated …” |
| A state ballot committee receives money | “The provider, subsidiary or committee reported spending on the state measure …” | “The provider funded a federal candidate.” |
| A communication filing names a candidate | “The filer reported an electioneering communication about …” | “The campaign received a contribution.” |
| A lobbying disclosure is the only record | “The entity reported lobbying activity concerning …” | “The entity made a campaign donation.” |
Compare records without overstating what they show
When you have several matches, compare them using the same fields. This makes a parent-company payment distinguishable from a committee payment and a federal record distinguishable from a state ballot-measure filing.

| Comparison axis | What to place in your notes |
|---|---|
| Jurisdiction | Federal, state, county, city or other reporting authority. |
| Donor identity | Exact legal name, committee or individual as filed. |
| Activity category | Contribution, transfer, independent expenditure, communication, ballot-measure spending or lobbying. |
| Date | Transaction date and, when useful, filing or reporting-period date. |
| Amount | Reported amount, with refunds or amended values noted. |
| Recipient | Candidate, party, PAC, ballot committee or other named recipient. |
| Committee affiliation | Sponsor, connected organization and committee ID where disclosed. |
| Strength of corporate connection | Direct legal-entity match, documented parent/subsidiary relationship, affiliated committee, executive employment link or no established connection. |
Do not add amounts across categories as though they were all contributions. A PAC’s independent expenditure, an executive’s personal gift and a state ballot-measure payment answer different questions and may be governed by different disclosure rules.
How to report a negative search
Campaign-finance databases are bounded by jurisdiction, filer name, reporting rules and the date you searched. A blank result is not proof that an organization has never donated. Use a scope-limited statement instead:
I found no matching records in the federal and state databases searched through [date]. I searched [exact legal names, brands, former names, committees and executives], in [named jurisdictions], for [date range], using the [named portals and record categories].
The bracketed elements are a reporting template; replace them with the actual names, jurisdictions, date range and search date before publication. If you searched only federal records, say so. If a state portal excludes local filings or a category was unavailable, disclose that limitation rather than implying complete coverage.

For each confirmed record, write one entry that keeps identity, activity and evidence together. A useful structure is:
- Who filed: Use the exact donor, committee or individual name and include the address or committee ID when needed to disambiguate it.
- What happened: State whether it was a contribution, transfer, independent expenditure, electioneering communication, ballot-measure payment or lobbying disclosure.
- When and how much: Give the transaction date and reported amount, noting an amendment, refund or other qualification.
- Who received or was targeted: Name the candidate, party, PAC, measure or communication subject.
- Why it is connected to the provider: Explain the documented parent, subsidiary, sponsor or employment relationship, and avoid a stronger connection than the records support.
- Where the evidence comes from: Identify the federal or state portal and preserve the original filing page and search date.
For example, a defensible sentence would identify an affiliated committee as the filer, give the transaction date and amount, name the recipient and explain the committee’s documented connection to the provider. It would not silently convert that entry into a direct corporate donation.
Quick Recap
Final checklist
- Have you searched the legal entity, consumer brand, parent, subsidiaries, former names and abbreviations?
- Have you searched affiliated SSFs or PACs and relevant executives separately?
- Did you check every applicable FEC record category instead of one search box?
- Did you search official state and, when necessary, local databases?
- For every match, did you save the donor name, address, committee ID, date, amount, recipient and memo?
- Did you distinguish contributions, PAC activity, independent expenditures, communications, ballot measures, lobbying and personal donations?
- Did you check ownership on the transaction date and review amendments?
- If nothing matched, did you state the exact names, jurisdictions, date range, portals and search date rather than claiming the provider has never donated?
