A drone is compatible with ERA-GLONASS only when its remote-identification equipment can send the required aircraft data into the ERA-GLONASS system, the owner has an active account, and the aircraft record appears correctly in the system used to submit a flight plan. A GPS or GLONASS navigation receiver, a phone app, or a generic “tracker” label does not prove compliance. For Russian civil operations, the Ministry of Transport says aircraft over 250 grams have needed remote-identification equipment transmitting to ERA-GLONASS since March 1, 2026. From October 1, 2026, confirmation of an active owner account became a condition for submitting a flight plan. The official notices describe accepted device categories but do not publish a complete model-by-model approval list, so verify the exact device, connection path, account, and aircraft record with the system operator or an experienced integrator before buying equipment or filing a plan.

What does “compatible with ERA-GLONASS” actually mean?

Compatibility is an end-to-end compliance condition, not a radio specification. Four separate elements must work together:

  1. Remote-identification hardware: a device installed on or associated with the aircraft that transmits the required identity and flight information.
  2. A supported data path: the device must deliver that information into ERA-GLONASS through a documented cellular, satellite, hybrid, or broadcast connection.
  3. An active owner account: the account status must be confirmed in the state information system when a flight plan is submitted.
  4. A correct aircraft record and platform connection: the aircraft data must be visible and current, and the flight-plan service must use the relevant ERA-GLONASS integration.

If any one of these is missing, a drone can have excellent navigation and still fail the practical compatibility check. The Ministry’s requirement concerns remote identification and monitoring, not merely the ability to calculate position.

Which Russian rules and dates apply in 2026?

The dates below come from 2026 Ministry of Transport notices and concern civil unmanned-aircraft operations in Russia. Regulatory amendments or new operating instructions can change the process, so confirm the current procedure before each significant operation.

Date Requirement or development What the date means for an operator
March 1, 2026 The Ministry says civil unmanned aircraft weighing more than 250 grams must carry remote-identification equipment that transmits information to ERA-GLONASS. Determine the aircraft’s mass and identify the actual remote-identification device, not just its navigation receiver.
March 1, 2026 The government-approved connection process began, according to the Ministry. The system supports monitoring of tracks and information about operators and owners, as well as time and speed data. Complete the connection and account workflow early enough to verify that records and incoming data are correct.
October 1, 2026 The Ministry says an ERA-GLONASS connection became a prerequisite for submitting flight plans to the State Air Traffic Management Corporation. At filing time, the state information system must confirm an active owner account. The Ministry says a plan is rejected when that confirmation is unavailable.
2026 mass-flying season The Ministry described this period as an adaptation phase and advised owners and operators to install trackers, register an account, and check aircraft data. Do not wait until the day of a flight to discover that registration or data synchronization is incomplete.

The more-than-250-gram threshold is the Ministry’s stated threshold for the remote-identification requirement. If an aircraft is near that limit, use its documented operating mass and seek an authoritative interpretation rather than relying on a retailer’s product description.

How can I check a drone before purchasing a tracker?

Use the following sequence. It separates a device’s physical capabilities from the account and system checks that determine whether a flight plan can actually be filed.

  1. Define the operation. Confirm that the flight is a civil unmanned-aircraft operation in Russia and record the aircraft’s mass, model, serial number, and intended operator. The stated threshold applies to aircraft over 250 grams.
  2. Identify the remote-identification unit. Obtain the manufacturer, exact model, hardware revision, supported communications, installation instructions, and service terms. “GPS,” “GLONASS,” “GNSS,” or “real-time tracking” on a box is not enough.
  3. Classify the connection method. Ask whether the unit is cellular, satellite, hybrid, or broadcast type. These are the device classes the Ministry says ERA-GLONASS can receive; the statement does not approve every model in a class.
  4. Request the ERA-GLONASS data path in writing. The supplier or integrator should explain which service receives the device messages, how the messages enter ERA-GLONASS, what identifiers are used, and which owner or operator steps are required.
  5. Check installation constraints. Confirm power input, antenna placement, enclosure, weight, environmental rating, and whether the unit can operate without interfering with flight controls. These are aircraft-integration questions; a system connection cannot compensate for an unsafe installation.
  6. Confirm account responsibility. Determine whether the aircraft owner, operator, or an organization’s administrator must create and maintain the account. Ask how a change of owner, aircraft, or device is recorded.
  7. Verify the flight-plan workflow. Establish which submission service will be used and whether it is connected to ERA-GLONASS. The Ministry reports integration with the State Air Traffic Management Corporation’s flight-plan platform and with commercial services, but an operator must verify the particular workflow.
  8. Obtain documentary proof. Keep the device documentation, account confirmation, aircraft record, service or integration confirmation, and any installation record together. No single universal consumer-facing compatibility label is prescribed in the cited notices.

This process prevents the most common mistake: purchasing a tracker first and asking only afterward whether its messages are accepted by the state system.

Which tracker types can ERA-GLONASS receive?

The Ministry identifies four broad device categories. They describe how information can be transmitted, not a ranked list of products.

Device class Typical connection characteristic Questions to ask the supplier What is not established by the category alone
Cellular Uses a mobile network and an associated data service. Which networks and regions are supported? What happens outside coverage? How are the device identifier and owner account linked to ERA-GLONASS? That every cellular tracker, SIM, or consumer telematics unit is accepted.
Satellite Sends data through a satellite communication service where terrestrial coverage may be unavailable. Which satellite service is used, what subscription is required, and how are messages routed into ERA-GLONASS? That a satellite navigation receiver, by itself, transmits remote-identification data.
Hybrid Combines more than one communication method, commonly selecting an available path. Which path is primary, how failover is reported, and whether both paths use the same registered device identity? That having two radios automatically creates a compliant system connection.
Broadcast type Transmits identification information for reception by compatible ground or local equipment. What broadcast protocol and range are supported, where the data are collected, and how those data reach ERA-GLONASS? That a short-range beacon is sufficient for the account and state-system checks.

Ask for model-specific documentation that names ERA-GLONASS or the approved connection service. If the answer only says “works with GNSS,” “supports tracking,” or “can be monitored in an app,” the evidence is incomplete.

Is a GPS or GLONASS receiver enough?

No. A navigation receiver determines position from satellite signals; it may never transmit that position to ERA-GLONASS. Remote identification requires a device and service that send the required aircraft data into the state system, associate those data with the owner and aircraft records, and keep the account status valid for flight-plan submission.

A drone can therefore have several independent systems: a flight controller using GNSS for navigation, a cellular modem for telemetry, and a separate remote-identification unit. Only the documented system connection and account workflow establish compatibility. Do not infer compliance from a navigation chip, a map display, a “find my drone” function, or a consumer tracker that reports location to a private app.

How do I verify the exact device-to-system connection?

Ask the device vendor or integrator for a complete connection description before installation. A useful answer should cover the following items.

  • Device identity: exact model and hardware revision, serial-number format, and the identifier registered in the system.
  • Message content: the aircraft identity and the time, position, speed, or other fields required by the applicable procedure.
  • Transport: cellular, satellite, hybrid, or broadcast method, including any network or service subscription.
  • System endpoint: the service or operator that receives the messages and passes them into ERA-GLONASS.
  • Provisioning: who creates the device record, who links it to the aircraft, and who links the aircraft to the owner account.
  • Failure reporting: how loss of coverage, power, or data delivery is shown and how a corrected record is synchronized.
  • Change procedure: what to do after replacing the tracker, aircraft, owner, or operator.

The Government’s connection document describes information exchange among the system operator and relevant authorities under agreements and refers to equipment requirements in Government Resolution No. 1701 of November 30, 2024. That legal framework explains why a private app or a retailer’s statement is not, by itself, proof of state-system acceptance.

How do I register the owner and prove the account is active?

Create the owner record through the official workflow specified by the system operator or your integrator, then verify the resulting status rather than stopping at an emailed invitation or a completed payment. The Ministry says the active personal account is the confirmation used when a flight plan is filed.

  1. Determine whether the account belongs to an individual owner, a legal entity, or an authorized operator acting for the owner.
  2. Submit the identity and contact information required by the official registration process.
  3. Link the aircraft and its remote-identification device using the identifiers shown in the device and aircraft documents.
  4. Complete any confirmation, agreement, or authorization step required by the operator.
  5. Sign in again and capture the account status and linked-aircraft view. Record the date and time of the check.
  6. Ask the flight-plan platform or integrator to confirm that the same owner and aircraft identifiers are recognized in its integration.

An installed and powered tracker does not establish an active account. Likewise, an active account with an unlinked or incorrectly typed aircraft record can still fail the submission check.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I check that the aircraft data are visible and correct?

Compare the state-system record with the aircraft’s documents before attempting a real flight-plan submission. Check spelling, registration or identification numbers, owner details, device identifier, aircraft model, and any status or validity dates shown by the system.

  • Look for duplicate aircraft records created during a failed or repeated registration.
  • Check that the device attached to the record is the unit physically installed on the aircraft.
  • Confirm that an ownership or operator change did not leave the old account attached.
  • Power the unit and follow the integrator’s method for confirming an incoming message or current timestamp.
  • Allow for synchronization time specified by the operator, then refresh the record before filing.

The Ministry specifically advises owners to ensure that aircraft data are correctly reflected in the system. If a dashboard shows only a private-app location and no state-system record or status, the compatibility check is unfinished.

Which flight-plan platforms can use the connection?

The Ministry reports integration between ERA-GLONASS and the State Air Traffic Management Corporation’s flight-plan submission platform, as well as commercial platforms. Its February notice names Nebosvod, Yupiter, and FlyDrone among integrated services. These names demonstrate that an ecosystem exists; they do not certify every feature, plan type, or account path offered by those services.

Before filing, ask the chosen platform:

  • Does this workflow query the ERA-GLONASS owner-account confirmation?
  • Which aircraft identifier does it send, and does it match the state record character for character?
  • Does it display a rejection reason when the account or aircraft status is unavailable?
  • How long before submission must the tracker be powered and transmitting?
  • What support channel handles a mismatch between the platform and ERA-GLONASS?

Do not assume that a platform listed in a Ministry notice is automatically suitable for your aircraft, region, organization, or flight type. Confirm the current integration and the exact account workflow with the platform operator.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What documents should I retain as evidence?

Keep a compact compliance file for each aircraft. It should contain:

  • the tracker’s exact model, hardware revision, serial number, and installation record;
  • the supplier or integrator’s written description of the ERA-GLONASS connection;
  • the owner-account confirmation and the account identifier;
  • the aircraft record as displayed in the system, including the linked device;
  • the platform or service confirmation showing the relevant integration;
  • records of replacements, ownership changes, account changes, and support tickets;
  • the date and time of the last successful status and data-visibility check.

The cited notices do not prescribe one universal consumer certificate. A sales invoice or a phrase such as “ERA-ready” should therefore be treated as supporting paperwork, not conclusive proof, unless the operator or integrator explains what system record it represents.

What should I do if the flight plan is rejected?

A rejection after October 1, 2026 usually means the state information system could not confirm the required condition at the time of submission. Work through the failure in this order.

  1. Read the exact rejection text. Save the message, timestamp, account used, aircraft identifier, and platform name.
  2. Check the owner account. Sign in to the official account and verify that it is active, not pending confirmation, suspended, expired, or attached to another organization.
  3. Compare identifiers. Check every character of the owner, aircraft, and device identifiers in the platform against the ERA-GLONASS record.
  4. Check device status. Confirm power, antenna connection, network or satellite service, subscription, and the transmission indicator specified by the integrator.
  5. Check synchronization. If the device was recently installed or replaced, wait the operator’s stated synchronization interval and refresh the aircraft record.
  6. Check the platform path. Verify that the chosen submission service is using its ERA-GLONASS integration rather than a separate local tracking feature.
  7. Escalate with evidence. Send the operator or integrator the rejection message, timestamps, identifiers, and account status. Avoid creating a second aircraft or owner record unless support instructs you to do so.

Do not solve a state-system rejection by buying a different navigation receiver. The failure may be an account, identifier, synchronization, or platform-integration problem rather than a hardware-class problem.

How should I compare two compatible-looking tracker options?

Compare the connection and administrative evidence, not advertised tracking range or a navigation specification. The following framework keeps the decision tied to the requirement.

Comparison factor Evidence to require Why it matters
Connection method Explicit cellular, satellite, hybrid, or broadcast classification. The Ministry names these classes, but the class alone does not approve a model.
Documented ERA-GLONASS integration Written model-specific data path and responsible operator or integrator. Shows where messages go and who maintains the connection.
Aircraft linkage Procedure for registering the device, aircraft, and owner identifiers. Prevents a powered unit from remaining unassociated with the correct aircraft record.
Account workflow Instructions for activation, confirmation, organization roles, and ownership changes. The active owner account is checked when a flight plan is submitted.
Coverage and service Network, satellite, or broadcast limitations and subscription terms. A connection can fail in a region or mode not covered by the service.
Support and recovery Contact path, synchronization timing, replacement process, and status diagnostics. Provides a way to correct rejected plans and stale records.

The cited sources do not support a performance ranking, a preferred model, or a complete approved-device list. Choose the option with the clearest documented system path and verifiable account and aircraft records.

What does the Ministry’s reported deployment data show?

The Ministry’s September 24, 2026 announcement reported 1,027 connected users and 1,205 unmanned aircraft carrying out flights in Russian regions. It also said the system had been tested in 40 regions. These are Ministry-reported implementation figures, not a guarantee of present coverage or compatibility for a particular aircraft.

The same notice gives a breakdown of 752 legal entities and 278 individuals. Those figures add to 1,030 rather than 1,027. If the total is quoted, preserve the Ministry’s published total and identify the arithmetic discrepancy instead of silently recalculating it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The figures are useful context: an operational ecosystem existed by September 2026. They do not establish that a particular consumer tracker, aircraft model, region, or flight-plan account will pass the check.

Which organizations and services are mentioned in the ecosystem?

Ministry notices describe integration with the Rosaviatsiya-affiliated flight-plan platform and name the commercial services Nebosvod, Yupiter, and FlyDrone. A September notice also names domestic unmanned-aircraft participants including Transport of the Future, Geoscan, BAS, Aurora-BAS, and Aeromax in connection with Russian trackers.

These references show participation or integration described by the Ministry; they are not a comparative review, endorsement of every product from those organizations, or a model-level approval list. Verify the exact device and account workflow for your aircraft directly with the relevant operator or integrator.

What is the safest pre-flight verification routine?

Perform the check far enough ahead of the operation to correct a record or account problem. A practical routine is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm the aircraft mass, identity, owner, operator, and intended flight-plan platform.
  2. Inspect the installed remote-identification device and compare its serial number with the system record.
  3. Power the device using the prescribed procedure and verify its connection or transmission status.
  4. Sign in to the owner account and confirm that it is active.
  5. Open the aircraft record and verify the owner, aircraft, device, and status fields.
  6. Confirm that the flight-plan platform recognizes the same aircraft and owner identifiers.
  7. Submit the plan within the platform’s permitted window and save the acknowledgement or rejection message.
  8. Keep the evidence with the operation’s records and report any mismatch before departure.

This routine checks the complete chain: aircraft, device, network or broadcast path, ERA-GLONASS record, owner account, and flight-plan submission.

What remains uncertain about model-level compatibility?

The official material cited here does not publish a complete public list of tracker models approved for every drone, nor does it define one universal consumer test that proves compatibility. It identifies accepted device classes and describes the connection and account requirements, but the practical model-level decision remains with the system operator, device supplier, and integrator.

That limitation matters when a listing claims “GLONASS support,” “remote monitoring,” or “ERA-compatible.” Request a current, written explanation of the exact model’s data route and the records that will appear in ERA-GLONASS. Recheck the answer after a firmware change, device replacement, ownership transfer, or regulatory amendment.

Frequently Asked Questions

Can a drone under 250 grams use ERA-GLONASS voluntarily?

The Ministry’s stated mandatory remote-identification threshold is more than 250 grams. The cited notices do not establish a separate universal voluntary procedure for lighter aircraft, so ask the system operator how such an aircraft would be registered before relying on an account or tracker.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a SIM card make a cellular tracker compliant?

No. A SIM supplies network access, but compliance still depends on the device’s documented message format, route into ERA-GLONASS, aircraft linkage, and active owner account. A private telematics dashboard is not proof that the state system receives the required data.

What happens when I replace the tracker on an already registered drone?

Treat the replacement as a record change: obtain the new device identifier, update the aircraft association through the operator or integrator, and verify that the incoming data and account status remain current. Keep the old and new records so support can trace any synchronization problem.

Can I file a flight plan while the tracker is offline?

The Ministry’s October condition is based on confirmation of an active owner account when the plan is submitted. The cited material does not define an offline exception or a grace period, so resolve the device-status issue with the platform or system operator before filing.
