To check a betting exchange, identify the legal company behind the brand, then verify that company and its website in the gambling regulator’s own register. Confirm that the licence covers exchange services in your jurisdiction, review enforcement history and customer-fund terms, and test the site’s withdrawal, complaints and safer-gambling information before depositing. A licence badge alone is not proof that an exchange is safe, and there is no universal guarantee that customers will be reimbursed if an operator fails.
The checks below are designed for Great Britain, with separate guidance for European Union and other jurisdictions. Keep a dated record of the register result, terms and correspondence so you can prove what you relied on if a dispute arises.
What a betting-exchange licence actually proves
A betting exchange lets customers offer and accept bets against one another rather than placing every bet directly with a bookmaker. In Great Britain, the Gambling Commission describes this service as a remote betting intermediary, commonly known as a betting exchange. The company that owns the website or app must hold the appropriate Gambling Commission licence to offer it legally to customers in Great Britain.
Licensing is intended to support three objectives: keeping crime out of gambling, ensuring gambling is conducted fairly and openly, and protecting children and vulnerable people from harm or exploitation. It does not mean every withdrawal will be instant, every commercial decision is favorable to you, or that your balance is insured like a bank deposit.

A licence is also jurisdiction-specific. An operator authorised in one country may be prohibited from accepting customers in another, and a licence for casino or ordinary sports betting does not automatically authorise exchange services. Always check the regulator, legal entity, activity and customer location together.
Step-by-step: verify the operator before you deposit
1. Record the legal identity behind the brand
Do not start with the logo or a licence badge. Open the site’s footer, legal notice, account terms and privacy notice and record:
- the registered company name;
- any trading or brand names;
- the exact website domain and, if relevant, app name;
- the registered address and country;
- the regulator named by the operator; and
- the licence or account number, if displayed.
Take screenshots or save a PDF showing these details and the date. A brand can be operated by a different legal entity from the name customers see, and a copied badge can be placed on an unlicensed site.
2. Search the regulator’s own register
For Great Britain, use the UK Gambling Commission public register rather than a search result, affiliate page or review site. Search by the company name, trading name, website domain and app name. Try each variation because an operator may appear under its registered company rather than its consumer brand.
The register record should identify the legal entity, its trading names, the domain or domains covered, the licence status and the licensed activities. Save the record that matches your search; regulator pages can change after a suspension, variation or ownership change.
3. Match every detail, not just the company name
Compare the register with the website you intend to use. The legal company, trading name and domain should line up. A legitimate operator may list several domains, but an unlisted “mirror” domain is not covered merely because another site owned by the same group is licensed.
Check spelling carefully. Look for extra words, different country domains, hyphens or a similar-looking domain that uses a different company. If the register lists an app, confirm that the download page and developer name correspond to the licensed entity.

4. Confirm the licence covers exchange activity
Read the activity description in the register. In Great Britain, an exchange normally requires the remote betting-intermediary operating licence. A general betting, casino or gaming authorisation is not evidence that the same company can operate a betting exchange.
If the register shows several licences, identify which one applies to the product you will use. A licence may cover only certain activities, channels or domains. If the activity is unclear, ask the regulator or the operator for a written explanation before funding the account.
5. Check that the licence is valid for your location
Confirm that the operator accepts customers in your country and that the licence permits it. Location can affect the products offered, payment methods, tax treatment, identity checks and dispute route. Do not assume that a foreign licence authorises service in Great Britain or any other country.
For an EU-based service, the European Commission’s consumer-protection recommendation says an operator’s gambling website should display the details of the gambling regulatory authority to show that it is authorised. EU countries still license gambling nationally; the recommendation does not create one harmonised EU betting-exchange licence. Use the regulator in the country where you live and check its rules for cross-border operators.

Public registers can show sanctions, licence conditions, suspensions, regulatory settlements or other action. Read the dates, reasons and affected products rather than treating any action as an automatic verdict. A recent action involving customer-fund handling, misleading promotions, anti-money-laundering controls or vulnerable customers deserves particular attention.
Search the regulator’s enforcement announcements as well as the licence record. Keep the relevant notice with your other records, especially if the operator says that an old or unrelated action proves its current safety.
7. Read account and money terms before opening an account
Find the full terms, not only the short bonus summary. Make sure they explain:

- age and identity verification, including when documents can be requested;
- accepted deposits and withdrawals, minimums, maximums and processing fees;
- withdrawal processing times and circumstances that can delay payment;
- commission or transaction fees charged on matched bets;
- bonus eligibility, wagering or turnover requirements and expiry dates;
- countries that are restricted or excluded;
- dormant-account definitions and any administration charges;
- how customer money is held, segregated or otherwise protected;
- account closure, voided bets and error-correction rules; and
- the complaints procedure and any approved alternative-dispute route.
Regulated operators should make information about licensing, account fees, money protection, offers and terms available to customers. If a material rule is hidden, contradictory or available only after a deposit, treat that as a reason to stop.
8. Test safer-gambling tools before staking money
Look for controls that you can set without contacting a salesperson:
- deposit limits for daily, weekly or monthly periods;
- loss, stake or wagering limits where offered;
- time or session reminders;
- clear balance, transaction and activity statements;
- temporary time-outs;
- self-exclusion with a stated duration and scope; and
- accessible customer support for gambling-related concerns.
Set a conservative deposit limit and test that it takes effect. Check whether lowering a limit is immediate and whether raising one involves a cooling-off period. A site that advertises responsible gambling but makes these controls difficult to find provides weaker practical protection.
9. Treat verification requests as normal, but guard against phishing
Age, identity and security checks can apply at registration, before deposits, during betting or when you request a withdrawal. A regulated operator may ask for identity documents, proof of address, payment ownership or the source of funds. The Gibraltar Gambling Division notes that operators are required under various laws and regulations to establish customers’ age and identity.
Verification can delay a withdrawal while an account is investigated; regulators warn that reviews may take six to eight weeks or longer in some cases. Read the verification policy before depositing, use only the verified operator domain or official app, and keep copies of every document and message.

Never share a one-time password or remote-access code.
How to judge safety beyond the licence
Customer money and insolvency wording
Find the exact statement describing how customer balances are held. It may distinguish between segregated funds, a trust arrangement, insurance, or no special protection. Note whether the wording applies to all balances, only cleared funds, or only certain payment methods.

Do not infer a government guarantee from the word “protected.” The available guidance does not establish a universal deposit-insurance or compensation scheme for betting-exchange customers. If the operator becomes insolvent, recovery can depend on the account structure, insolvency process, jurisdiction and your status as a creditor. The terms should tell you what the operator claims, but they cannot create a guarantee that the law does not provide.
Withdrawals and account reviews
Before depositing, identify the normal withdrawal route, processing window, fees and any maximum. Check whether withdrawals must return to the original payment method and whether the operator can reverse a request while an account review is pending.

Look for a clear explanation of what happens when documents are incomplete, a payment is charged back, or an account is closed. An operator that publishes only a promise such as “fast withdrawals” without measurable conditions gives you little protection.
Fees, commissions and promotions
Exchanges can charge commission on winnings, market or transaction fees, payment fees, currency-conversion charges and dormant-account fees. Calculate the total cost for the type of betting you intend to do, including a fee that applies only after a bet is settled.
Read promotion terms separately from the headline offer. Identify qualifying markets, minimum odds, turnover, maximum bonus, expiry, restricted payment methods and what happens if you self-exclude or close the account. A generous headline does not offset unclear withdrawal or bonus rules.
Complaints and dispute escalation
Save the operator’s complaints procedure before you need it. It should state where to submit a complaint, the information required, response stages and time limits. It should also name an approved alternative-dispute provider or explain the regulator’s role.
Regulators generally do not recover individual balances simply because you report a complaint. Follow the operator’s process, keep a timeline and escalate through the named dispute route when the stated deadline passes. Report suspected illegal operation or misleading conduct to the relevant regulator as well.

Security and account access
Use a unique password and multi-factor authentication if available. Check session alerts, device management, withdrawal confirmation and the ability to freeze an account quickly. Avoid public or shared devices for account access and review connected payment methods regularly.
Read the privacy notice to understand identity-data retention, fraud screening, marketing consent and data-sharing arrangements. A licence does not remove the need to secure your own credentials or monitor transactions.

When comparing operators, record both answers in the same worksheet. “Licensed” is not a sufficient comparison because two licensed sites can differ substantially in scope, money handling and customer controls.

Prefer the exchange whose answers are specific, easy to locate and consistent across its terms, help pages and regulator record. If a cell cannot be answered from official information, record it as “not stated” and treat the omission as a risk rather than filling the gap with an assumption.
Jurisdiction notes
Great Britain
Use the UK Gambling Commission register and search the legal company, domain and trading names. Confirm the remote betting-intermediary operating licence, read any regulatory action and follow the operator’s published complaints route. The Great Britain rules and consumer guidance cited here do not automatically apply in Northern Ireland or other countries.
European Union
Use the gambling regulator for your own member state. The European Commission’s 2014 Recommendation 2014/478/EU sets consumer-protection principles, including displaying the regulator’s details, but each member state controls licensing and permitted services. A licence from another EU country is not automatically permission to serve you.
Gibraltar and other jurisdictions
Where an operator relies on Gibraltar authorisation, check the Gibraltar Gambling Division’s records and requirements, including age and identity verification. In every other country, substitute that country’s official gambling regulator and repeat the same checks: identity, domain, activity scope, enforcement, customer money, withdrawals, complaints and safer-gambling controls.

- Stop adding funds and do not place new bets while the issue is unresolved.
- Check whether the account is in a documented identity, security or source-of-funds review.
- Submit only the requested documents through the verified domain and retain copies.
- Ask support for the case reference, missing information, expected review stage and the rule being applied.
- File a formal complaint using the operator’s stated procedure and keep a dated timeline.
- Escalate to the named alternative-dispute provider when eligible, and notify the regulator about suspected breaches or an unlicensed service.
- Contact your payment provider promptly if you see an unauthorised transaction, while recognising that a card chargeback is not a guaranteed recovery method for a legitimate gambling loss.
Do not pay a third party that promises to unlock your balance, and do not install remote-access software at an agent’s request. These are common signs of an additional scam rather than a legitimate regulatory process.
Warning signs that justify walking away
- The legal company or domain cannot be found in the regulator’s register.
- The site displays a regulator logo but no verifiable licence number or legal entity.
- The register covers betting or casino products but not exchange activity.
- The operator accepts your country despite its terms listing it as restricted.
- Customer-fund, withdrawal or bonus terms are missing, contradictory or change after you deposit.
- Support pressures you to deposit more to release winnings.
- Identity documents are requested through an unverified domain or messaging account.
- Limits, time-outs or self-exclusion are difficult to activate.
- There is no clear complaints route or dispute provider.
- The site uses urgency, guaranteed-profit claims or instructions to bypass identity checks.
Keep gambling risk in perspective
Licensing checks reduce legal and operational risk; they do not make gambling financially safe or guarantee a profit. The European Commission estimated in 2014 that 0.1–0.8% of the general adult population suffered from a gambling disorder, with a further 0.1–2.2% showing potentially problematic gambling involvement. Those figures are population estimates, not a prediction about any individual user, but they explain why deposit limits, time-outs, self-exclusion and support access belong in a safety check.
Decide a loss limit before depositing, never borrow to bet, and do not chase losses. If gambling is affecting finances, relationships or mental health, use the operator’s self-exclusion immediately and seek support from an appropriate local health or gambling-harm service.
