A railway-station vendor cannot lawfully increase the total price of a sealed packaged-water bottle above the MRP printed on that bottle. The Department of Consumer Affairs defines MRP as “Maximum Retail Price (MRP) Rs….. Inclusive of all taxes.” A separate GST line that pushes the total above the printed MRP is therefore not valid for that packaged bottle.
Railway Board Commercial Circular No. 18 of 2025 set the railway reference price from 22 September 2025 at ₹14 for a 1-litre bottle and ₹9 for a 500-ml bottle of Rail Neer and other packaged drinking water shortlisted by the Railways. Check the actual label, request a receipt, and report overcharging through RailMadad if the seller refuses to correct it.

What the law means for a bottle you buy at a station
For a sealed packaged commodity, the printed MRP is the maximum amount a retailer may collect from the consumer. It already includes applicable taxes. The seller may charge less than that amount, but should not add GST, a “cooling charge,” platform fee or another compulsory surcharge that takes the final price above the label.
The package declaration rules require the consumer-facing information needed to check a bottle, including net quantity, the manufacture or packing date, best-before information where applicable, MRP inclusive of taxes and consumer-care details. Read the label before paying rather than relying only on a stall’s signboard.

GST is part of the MRP calculation
A 2018 Ministry of Finance clarification placed supplies of food and drinks by Indian Railways, IRCTC or their licensees at trains, platforms and stations under a 5% GST rate without input tax credit. That tax treatment explains why a vendor may refer to GST in its accounts, but it does not authorize a second GST collection from a passenger on top of the printed MRP of a sealed bottle.
If a bottle is marked ₹14 and the seller demands ₹14.70 by adding 5% GST, the demand is above MRP. Ask for the tax-inclusive total to be reduced to ₹14. The same principle applies to a 500-ml bottle marked ₹9 or to any other lawful MRP printed on the particular package.
Current railway reference prices
Railway Board Commercial Circular No. 18 of 2025 states that, effective 22 September 2025, the maximum retail price of Rail Neer was revised from ₹15 to ₹14 for one litre and from ₹10 to ₹9 for 500 ml. The circular also covers other packaged drinking water shortlisted by the Railways under the stated railway arrangements.
| Bottle capacity | Railway reference price effective 22 September 2025 | Previous price stated in the circular |
|---|---|---|
| 1 litre | ₹14 | ₹15 |
| 500 ml | ₹9 | ₹10 |
These are useful reference figures, not a substitute for examining the bottle in your hand. The label’s MRP controls the transaction, and future circulars or a changed product specification can alter prices. Record the transaction date and retain the packaging if you need to complain.
Six checks to perform before handing over money
-
Read and photograph the label
Capture the brand, bottle capacity, printed MRP, batch or lot number, packing or manufacture date, best-before date and consumer-care details. A clear photograph preserves the evidence even if the bottle is discarded later.
-
Compare the demand with the bottle’s MRP
Use the bottle’s own printed MRP as the legal ceiling. For a railway-approved one-litre bottle, ₹14 is the Railway Board reference from 22 September 2025; for 500 ml, it is ₹9. If the actual label shows a different lawful MRP, compare the demand with that label and note why it differs from a general station price board.
-
Reject a GST add-on above the ceiling
Say that the printed MRP is tax-inclusive and request a tax-inclusive total at or below that amount. Do not accept an explanation that GST must be added again merely because the vendor’s billing system displays a tax line.

Request a receipt
Ask for a receipt showing the seller or catering unit, date and time, item description, quantity and amount paid. Photograph any GSTIN printed on it. A missing GSTIN by itself does not establish tax evasion: there is no single walk-up invoice rule established for every station seller, and the seller’s registration and transaction system can differ.
-
Check railway approval and package integrity
Indian Railways states that only Rail Neer and other BIS-approved packaged drinking water meeting the required standards and shortlisted by zonal railways are permitted for sale in trains. Look for an intact seal, legible print and the required date information. Do not buy a bottle with a broken cap, leaking seal or altered label.

Preserve transaction evidence
Keep the bottle and receipt. Photograph the stall or signboard and note the station, platform, train number if relevant, vendor identifier, time, amount demanded and payment reference. These details allow an investigating authority to locate the transaction.
How to handle a GST or surcharge dispute at the counter
When the seller says “GST extra”
Ask the seller to show the printed MRP and calculate the total from that amount. Explain that the package declaration is “Inclusive of all taxes.” For a sealed bottle, a separate GST charge cannot raise the consumer’s total above the declared MRP. If the seller will not remove the add-on, do not argue at length; photograph the label, receipt or price display and record the exact words used.
When the price is higher but no GST is shown
An unexplained amount above MRP is still an overcharge. Whether it is called a service fee, convenience fee, handling fee or nothing at all, compare the final amount with the printed MRP. Ask for the seller’s name or unit identifier and a receipt, then preserve payment evidence.
When the seller offers a lower price
A retailer may sell below MRP. A discount does not make the package suspect by itself, but the seal, label and railway approval should still be checked. Do not confuse a low price with permission to sell an unapproved or tampered bottle.
What counts as a proper bill or receipt?
For a small platform purchase, the practical document is a receipt that identifies what was sold and how much was paid. Check that it includes:
- the seller, stall, catering unit or other identifying name;
- the transaction date and time;
- the item and bottle capacity;
- quantity and total amount;
- GSTIN, if the seller prints one; and
- a transaction, invoice or receipt number when the system provides one.
A digital payment confirmation proves that money moved, but it may not identify the item or its MRP. Save both the payment confirmation and the bottle photograph. If a seller refuses any receipt, note that refusal separately; it strengthens the factual description of the incident but does not by itself prove a tax offence.

Are all bottled waters at a station approved?
No. Indian Railways says Rail Neer and other BIS-approved packaged drinking water with the required standards, as shortlisted by zonal railways, are permitted for sale in trains. A bottle being displayed at a platform does not replace that approval requirement.
Check the brand and capacity against the label and look for an intact seal and readable manufacturing or best-before information. Do not open or consume a bottle whose cap ring is broken, whose label appears replaced, or whose liquid is cloudy or contains particles. Preserve it for inspection if you report it.

- Open RailMadad or call 139; choose the option for a catering, overcharging or service grievance that best matches the incident.
- State the station, platform, date and time, stall or vendor identifier, bottle size, printed MRP and amount demanded or paid.
- Explain whether the seller added GST, refused a receipt, sold an unapproved-looking bottle, or used another surcharge.
- Attach or retain photographs of the label, MRP, receipt, stall signboard and payment confirmation. If the channel permits uploads, include the clearest images.
- Record the complaint or reference number and keep the original bottle and files until the matter is resolved.
A precise complaint is more useful than a general statement such as “water was expensive.” For example: “At platform 3, [station], at 18:42 on [date], the vendor demanded ₹20 for a sealed 1-litre bottle marked ₹14, added 5% GST, and refused a receipt.” Use the actual details from your transaction.

The Department of Consumer Affairs identifies Legal Metrology as the statutory enforcement framework for packaged-goods declarations and MRP violations. If a packaged bottle was sold above its printed MRP, you can send the evidence to the relevant state Legal Metrology enforcement authority in addition to reporting the railway incident through RailMadad.
Include the complete label photograph, the receipt or payment record, the station and platform, vendor identity, date and time, and a description of the amount demanded. Keep the physical package where possible; an officer may need the batch and packing details.
Station sale, onboard sale and common situations
| Situation | What to compare | Best immediate action |
|---|---|---|
| 1-litre sealed bottle at a platform | Final amount versus the bottle’s printed MRP; ₹14 is the Railway Board reference from 22 September 2025 | Reject any GST or surcharge that takes the total above MRP; request a receipt |
| 500-ml sealed bottle at a platform | Final amount versus the printed MRP; ₹9 is the Railway Board reference from 22 September 2025 | Photograph the label and report an overcharge through RailMadad |
| Vendor quotes a price different from a signboard | The actual label on the bottle, not only the signboard | Record both prices and retain the package |
| Seller refuses a receipt | Payment record, label and seller identity | Save the digital payment proof and note the refusal in the complaint |
| Unapproved-looking brand or damaged seal | Railway/BIS approval indicators, seal and date information | Do not consume it; photograph it and report the sale |
| Purchase made onboard a train | Printed MRP, bottle capacity and the onboard vendor’s identity | Record the train number and coach, then use RailMadad |
Worked examples
Example: ₹20 demanded for a ₹14 one-litre bottle
The bottle’s MRP is ₹14 and the demand is ₹20. The difference is ₹6, regardless of whether the seller calls it GST, cooling, handling or a convenience charge. Photograph the label and stall, ask for a receipt, and submit the exact figures through RailMadad. A Legal Metrology complaint is also appropriate for the packaged-goods overcharge.
Example: ₹14 plus 5% GST shown on a receipt
The printed MRP is ₹14, while the receipt totals ₹14.70 after a 5% line. The 2018 clarification’s 5% GST treatment does not permit the consumer-facing total to exceed the tax-inclusive MRP of the sealed bottle. Request a corrected total of ₹14 and retain the original receipt and photograph.

The seller is charging below MRP. Check that the seal and label are intact and that the bottle is an approved product. If those checks pass, the lower price is not an MRP violation; keep the receipt if you need a record.
Keep the dates and editions straight
The ₹14 and ₹9 figures come from Railway Board Commercial Circular No. 18 of 2025 and apply from 22 September 2025. Railway prices, approved product lists and GST notifications can change. On every future journey, use the actual MRP printed on the package, note the transaction date, and treat older price lists or social-media posts as historical information rather than proof of the current price.
The 5% GST statement comes from the Ministry of Finance clarification issued in 2018 for food and drink supplies by Indian Railways, IRCTC or licensees at trains, platforms and stations, without input tax credit. It should not be read as permission to add tax over any later, tax-inclusive MRP. If a new tax notification or railway circular changes the treatment, the current package declaration and official notice will control.
