What a timestamped website screenshot can—and cannot—show
A screenshot can preserve the visible appearance of a page in a particular browser state. For later review, pair it with a dated log containing the full URL, capture method, operator, relevant page state, and handling history. RFC 3227, a general guide to collecting and archiving evidence, recommends dated notes and documenting custody and storage; it also cautions that its guidance may not suit every jurisdiction. An image alone does not necessarily include the complete page, its assets, hidden content, links, or dynamic behavior. Nor does a screenshot or its file metadata independently establish that the source page was authentic or that the recorded time is trustworthy. If those questions matter, preserve a broader web snapshot as well and use procedures appropriate to your organization and jurisdiction.
Choose the right record for the audit

The US National Archives and Records Administration (NARA) describes print-and-file as a basic option for relatively stable content, and snapshots with site maps as a way to capture more. Its guidance is for US federal records management, not a universal obligation. It recommends setting scope and frequency according to risk rather than one fixed interval. How to capture and preserve the record
- Define what needs to be recorded. Identify the exact page, relevant content, and state or interaction to document. If the page may change, capture it promptly. Decide whether a visible image is enough or whether you need a PDF, broader site snapshot, harvest, or site map.
- Prepare the capture environment. Use a system with a reliable clock. In your log, state whether the capture time is UTC or local; for local time, name the time zone. RFC 3227 recommends noting the difference between the system clock and UTC and identifying which basis each timestamp uses. RFC 3227
- Capture the page and its identifying context. Include the relevant content and, when practical, the browser address bar. Record the full URL separately, including a query string if relevant and appropriate to retain. The cited guidance does not require a particular browser, utility, or screen layout.
- Save and identify the original. Preserve the capture file without editing it. Give it a stable filename or identifier. Log who captured it, when, how, the page state, and where it was saved. Note browser and capture-method versions or image dimensions when they help explain the record.
- Protect the master; make working copies. Restrict write access or use suitable protected storage. If you need to highlight, redact, or reformat the image, do so in a separate copy and keep the master untouched. The UK Defence Science and Technology Laboratory’s Digital Imaging and Multimedia Procedure v3.0 describes a documented Master Copy protected against alteration or accidental erasure, with controlled use. - Record an integrity hash when appropriate. Calculate a cryptographic hash of each preserved file and log the algorithm, digest, and time. Keep any signed manifest separately. If a later hash matches, that supports the conclusion that the file matches the file hashed earlier; it does not establish what the website served or independently prove the capture time. RFC 3227 recommends considering checksums and cryptographic signatures where feasible.
- Log every later handling event. Maintain one chronology of access, transfers, examination, copying, and storage changes. For each event, record who acted and when; identify each custodian and document custody transfers.
- Set retention and review. Follow the applicable organizational retention schedule. Review access controls and whether files remain readable over time. The UK procedure discusses reviewing formats and storage; its example retention periods belong to that evidence context and should not be treated as a universal screenshot-retention interval.
What to include in the audit log
Use a consistent record for each capture. These practical fields operationalize provenance, dated notes, custody, and storage recommendations in RFC 3227 and the UK procedure; they are not a universal mandatory standard.
- Capture identifier and original filename
- Full URL, including a query string when relevant and appropriate to retain
- Capture date and time, explicitly marked UTC or local time with a named time zone
- Capturing person’s name or unique identifier
- Browser and capture method, with versions where useful
- Short description of the page state or interaction
- Screenshot dimensions and capture settings when relevant
- Related PDF, WARC, site-map, or broader snapshot filenames, if created
- Hash algorithm and digest for each file, if used
- Storage location and access controls
- Each transfer, access, examination, copy, or transformation, with person and time
- Retention category and scheduled review or disposal action
When a screenshot is not enough
For content that is high-risk, likely to change, or needs to be reconstructed, retain a broader snapshot or web harvest alongside the screenshot. NARA describes snapshots accompanied by a site map and notes that close reconstruction can require tracking files referenced by page content. The captured scope affects completeness, and preserved hyperlinks may not continue to work. Set capture frequency according to the risk of the relevant site content; NARA does not specify one interval for all sites.

For US federal records, NARA’s guidance cites the principle that records systems should maintain audit trails or other elements sufficient to demonstrate protection from unauthorized alteration or destruction. Private organizations should treat the guidance as an example, not assume it applies as their legal requirement. The screenshot has a time in its file properties, but no time basis
Do not rely on that metadata alone. Record the capture time in the log and explicitly label UTC or local time with the zone. If the system clock differs from UTC, document the difference.

The page changed or the URL is missing from the image
Record the full URL separately and capture promptly once the relevant state appears. If the displayed state depends on an interaction, describe it in the log. When a visual image cannot preserve enough context, add a broader snapshot or PDF.

The file was annotated, cropped, or converted
Keep the untouched original as the master and treat the altered file as a working copy. Record the transformation and who performed it. Hash each preserved version separately if integrity checks are part of your process.

A later hash does not match
Do not overwrite the earlier file or silently replace its digest. Preserve both versions, record when and where each was obtained, and document the discrepancy and any known copying or storage events. A hash difference indicates the files differ; it does not by itself explain why.
A saved site snapshot does not reproduce the original page
Review the capture scope and whether referenced files were included. A site map can document page relationships, but it cannot guarantee that every external resource or dynamic response was preserved. Capture the needed assets and relevant state where the chosen archiving method allows it.
Legal and jurisdiction limits
No single checklist guarantees that a screenshot will be admissible in court. RFC 3227 is general security-incident evidence guidance and says its recommendations may not be appropriate in all jurisdictions. The UK imaging procedure is specific to police and criminal-justice evidence, while NARA’s recommendations address US federal records management. If legal admissibility is central, identify the relevant jurisdiction and applicable rules and consult qualified counsel or your organization’s evidence-handling policy before relying on a capture.

Does a screenshot timestamp prove when a website displayed the content?
No. A timestamp and hash can support a documented record, but neither independently proves what the website served or establishes a trusted capture time.
How often should a changing webpage be captured?
There is no universal interval in the cited guidance. Choose frequency based on the risk and likelihood of change for the specific content.
