To document a web page, keep the browser’s address bar and the relevant page content visible in one screenshot, then record the capture date, time, and timezone in a filename or capture note. Preserve the original image unchanged; label any cropped or annotated copy as a derivative. For records that need more context than a still image can provide, save a PDF or fuller web capture as well.

Capture the URL and page content together

  1. Open the page in a desktop browser. Wait until it has finished loading and the page is in the state you need to document.
  2. Arrange the browser window. Keep the address bar and the relevant page area visible together. Capture the browser window rather than cropping away the address bar.
  3. Take the screenshot. Choose a viewport capture when a particular visible state matters. If the relevant material runs beyond the screen, use a full-page capture, then check that the URL and content are still legible.
  4. Review the saved image. Confirm that the address bar and the important content are not cut off or too small to read.
  5. Record the date and time. Include the timezone; UTC is a clear choice. If the system clock is not visible in the screenshot, put the timestamp in the filename or a separate capture note.
  6. Keep the original. Retain the unedited image. If you crop, highlight, or annotate a copy for a report, keep it separate and identify it as a derivative.

Browser-specific screenshot shortcuts vary by software and version, so use your browser or operating system’s current capture controls. The essential result is not a particular shortcut: it is a legible image that shows the URL and the relevant rendered page together.

What to include in the capture record

A short note makes the image easier to understand later. Record the exact URL shown after the page has loaded, the capture date and time with timezone, what portion of the page is shown, the capture method, and a brief description of the visible content. For a high-value record, also note the browser and version, operating system, and the person who made the capture.

For US federal records-management and permanent-transfer contexts, the National Archives and Records Administration (NARA) lists the website URL, capture method and date, capture software and version for PDF captures, and capture-contact information where applicable. This is guidance for that context, not a universal rule for every personal record or legal matter. NARA’s managing-web-records guidance also recognizes a manual “print and file” approach for tracking relatively stable website content.

Choose the right kind of capture

Method Useful when Main limitation
Browser-window screenshot A quick visual record of the page or a particular state is enough. It does not preserve links or the full site structure.
Full-page screenshot The relevant content spans a long page. It may be less useful for documenting one specific interactive or temporary state.
Print or save to PDF A paginated copy is easier to review or file. A PDF may not retain all page behavior or dynamic content.
Web archive or harvest You need later access to broader page content or structure. Completeness depends on the page and the archive method.

NARA treats web harvesting, PDF capture, and manual downloading or copying as distinct approaches. Its guidance cautions that static screenshots do not retain hypertext functionality for permanent web-content transfer. For high-value material, a PDF or fuller web capture can supplement the screenshot rather than replace it. NARA’s web-records guidance says capture frequency should follow a risk assessment; the appropriate interval depends on how quickly the content may change and how important the record is.

What the screenshot can—and cannot—show

A screenshot records what the browser displayed at the moment of capture. A visible URL and timestamp give a reviewer useful context, but they do not independently prove that the page was authentic, that its contents had not been changed beforehand, or that the image file was not altered afterward.

For stronger recordkeeping, preserve the original file, document how it was collected, and keep additional page-capture or archive material suited to the purpose. NARA frames trustworthy records in terms of reliability, authenticity, integrity, and usability, and recommends documented procedures and controls to protect records from unauthorized alteration. Its guidance is specific to US federal records management and transfer, not a universal evidentiary standard. Read the NARA guidance.

A date displayed on a screen is contextual information, not independent proof of when the screenshot was made. Requirements for independent timestamping or evidentiary acceptance depend on the intended use and jurisdiction; there is no universal legal standard established here. The UK Government Web Archive can help locate archived captures by URL and date, and its archive metadata includes a capture timestamp and URL. Use the UK Government Web Archive to look for available archived versions; an archive capture is separate from your own documentation screenshot.

Common problems and fixes

  • The URL is missing or clipped. Capture the browser window instead of only the page area, and resize the window so the address bar and relevant content fit together.
  • The page is still loading or shows an incomplete state. Wait for the page to finish loading before capturing. Note any visible error or incomplete state rather than presenting it as a fully loaded page.
  • The screenshot is too long or the target state is no longer visible. Use a viewport capture for a specific interactive state; choose full-page capture when the record needs content farther down the page.
  • The timestamp has no timezone. Add the timezone to the capture note or filename; UTC avoids ambiguity.
  • A reviewer needs more than the image provides. Preserve a PDF or fuller web capture as an additional copy. A still image cannot retain working links or the site’s complete structure.
  • You edited the image for a report. Keep the original untouched and clearly identify the edited image as a derivative.
