A VPN can route your internet connection through a server in another location, changing the location a service may infer from your network connection. It cannot grant you rights to content, guarantee access to a different streaming catalog, or ensure a service accepts the connection. First identify whether you are traveling, troubleshooting an accidentally active VPN, or trying to access a region-specific service.
What geoblocking is and how a VPN affects it
Geoblocking is a restriction that limits access to an online service or content based on location. A VPN client sends network traffic through a VPN server; a service may then see the server’s network address and infer a different apparent location. That can affect location-based access, but it does not change the content rights or terms that apply to your account.
A service may still reject a VPN connection or limit what it shows. Netflix, for example, warns that VPN users may see only titles for which it has worldwide licensing. Its guidance establishes that limitation, but does not disclose every method services use to assess location or VPN traffic.
What to do before trying a different location
- If you are temporarily traveling within the EU: Check whether the service is covered by EU portability rules. You may be entitled to use your home service while temporarily in another EU Member State.
- If a service is not working and you already use a VPN: Check whether the VPN is active and whether the provider supports the service or experience you are trying to use.
- If you want another country’s streaming catalog: Check the provider’s current terms and support guidance. A VPN does not guarantee that the catalog will change or that the service will allow the connection.
- If the block affects shopping or another online service in the EU: Consult the European Commission’s explanation of which cross-border situations fall under EU geo-blocking rules; those rules do not make every territorial restriction unlawful.
Why a VPN may not unlock a streaming catalog
Netflix states: “With a VPN, you may only be shown TV shows and movies Netflix has worldwide licensing for, like Squid Games or Stranger Things.” It also says: “Note: VPNs aren’t supported for watching Live events on Netflix or if you’re on an ad-supported experience.” These are Netflix’s statements about its own service, not a guarantee about how every provider handles VPN connections. See Netflix’s VPN and proxy troubleshooting guidance.

If you suspect a VPN is active unintentionally, Netflix recommends checking the apparent client country with its fast.com connection test and turning off the VPN through your VPN provider, internet service provider, or network administrator. This is troubleshooting for a connection Netflix may be treating as a VPN, not a way to change a catalog.
Traveling with an online subscription in the EU
EU Regulation 2017/1128 provides portability rights for covered paid online content services when a subscriber is temporarily present in a different EU Member State. The regulation generally requires access to the same content and service features as in the subscriber’s Member State of residence, without an extra charge, subject to the regulation’s definitions and residence-verification rules. Some free services may choose to offer portability. This is access to the subscriber’s home service while traveling; it is not a general right to select another country’s catalog.

EU geo-blocking rules are not a blanket rule for audiovisual catalogs
Regulation (EU) 2018/302 addresses unjustified geo-blocking in defined situations, including specified cross-border sales of goods and electronically supplied services. It does not turn every territorial restriction on audiovisual content into an unlawful block. The European Commission describes the covered contexts in its geo-blocking guidance. Legal outcomes depend on the country, type of service, and circumstances; the EU rules should not be treated as a universal legal answer for every provider or territory.

Choosing between a VPN app and a router VPN client
If your goal is legitimate privacy or network routing, compare setup options against your devices and network rather than assuming either will provide access to blocked content.
| Option | When it may fit | What to check |
|---|---|---|
| VPN app on each device | When the device supports an app from your chosen provider and you want to manage its VPN connection directly. | Supported operating systems and devices, provider privacy information, and whether the service you use accepts the connection. |
| VPN client on a router | When a device such as a smart TV or console cannot install a VPN app, and you want compatible home-network traffic routed through the router. | The exact router model, firmware, VPN protocol, and provider compatibility. Router-level setup is not supported on every router and is not an access guarantee. |
ASUS documents VPN-client routing for supported configurations and notes model, firmware, and protocol considerations in its VPN Fusion setup guide. Verify the specifications for your specific router before configuring it. Whichever setup you consider, service acceptance, speed, and reliability can vary on your connection; no provider performance comparison is established here.
