Use two Internet paths that fail independently, connect them to a dual-WAN or SD-WAN gateway, and continuously test the cloud services your staff actually use. For most branch offices outside Bengaluru, that means a primary fiber connection or Internet leased line plus a secondary carrier or technology such as fixed wireless or 4G/5G. Add a UPS, explicit traffic policies, monitoring and scheduled failover tests. This design keeps users connected when a cable, provider, router or short power event takes down the preferred circuit.
The resilient design in one view
A reliable branch network has more than two subscriptions. It has separate failure domains, a gateway that can make routing decisions, and operating procedures that prove the backup works.
- Primary access: business fiber or an Internet leased line sized for normal peak demand.
- Secondary access: a different carrier or technology, such as fixed wireless or 4G/5G, with enough capacity for critical work.
- Edge gateway: a dual-WAN router or SD-WAN appliance that performs health checks, automatic failover, policy-based steering and VPN termination.
- Protected power: a small UPS for the optical network terminal or modem, router, firewall, switches and Wi-Fi controller.
- Cloud policy: rules that decide which applications use each path, what may fail over to a metered link and what must be rate-limited.
- Operations: monitoring, controlled outage drills, maintenance reviews and current escalation contacts.
A 2024 Airtel Enterprise “Wired to Win” design illustrates this pattern with customer-premises equipment, an SD-WAN gateway, a primary provider, a secondary provider and cloud services, aggregating 5G, LAN and 4G connections. The specific carrier is less important than preserving independent paths and giving one device authority to steer traffic.

Two circuits are not independent if they use the same duct, pole, building entrance, optical terminal or upstream carrier. A road excavation, landlord riser failure or carrier-wide incident can remove both at once.

Questions for each provider
- What physical route does the last mile take from the access node to the building?
- Where is the handoff located, and can it be moved to a different entry point?
- Which upstream carrier supplies international transit and cloud reachability?
- What restoration process and target mean time to repair apply to this address?
- How are planned maintenance windows announced, and how much notice is provided?
- Does the service require the same building power, conduit or rooftop equipment as the other link?
Ask for the answers in writing. If a second fiber provider cannot offer route diversity, combine the primary fiber with fixed wireless or cellular access. A cellular backup may have less bandwidth and variable latency, but it can survive a cut in the local fiber plant.
Verify Indian licensing and local availability
The Department of Telecommunications (DoT) states that an ISP authorization enables providers to offer Internet services to households, enterprises and other users across India, using technologies including fiber optics, DSL and wireless broadband. The authorization also carries reliability, speed, cybersecurity and data-retention obligations. Confirm that the supplier is licensed for the exact location rather than assuming a national brand serves every building.
DoT’s Internet-service information distinguishes broadband, Wi-Fi, Internet leased lines and international Internet gateways. License geography is divided into Category A (nationwide), Category B (a telecom circle or metro area) and Category C (a secondary switching area). Ask the provider which category covers the office and whether the proposed service is deliverable at the street address.

Define the service levels before ordering
No authoritative source publishes one universal office uptime or price for locations outside Bengaluru. Obtain current figures in each provider’s SLA and compare them under the same definitions.
| Measure | What to request | Why it matters |
|---|---|---|
| Availability | Committed monthly uptime, exclusions and service-credit formula | Separates a contractual promise from a marketing percentage |
| Latency | Targets to the provider core, major Indian regions and the cloud regions you use | Voice, remote desktops and interactive SaaS react to delay, not only bandwidth |
| Packet loss and jitter | Measurement interval, percentile and escalation threshold | Loss and variation can break calls and VPNs even when a speed test looks good |
| Repair | Mean time to repair, 24-hour escalation route and field-support coverage | Determines how long a failed primary remains unavailable |
| Installation | Survey, civil-work assumptions, lead time and one-time charges | Remote sites may need poles, trenching or landlord approvals |
| Addressing | Static IPv4/IPv6 availability, recurring charges and carrier-grade NAT policy | Some VPNs, allow-lists and inbound services require stable addresses |
| Usage limits | Data cap, throttling threshold and overage treatment for the backup | Cellular links can become expensive or unusable after a quota is reached |
| Support | Local contact, hours, language, escalation names and maintenance notices | A clear path to a human shortens an outage |
Design the cloud path deliberately
Measure the destinations that run the business, not just a nearby speed-test server. Build a baseline for latency, packet loss, DNS response and application transaction time to the organization’s SaaS services and to the AWS, Azure or Google Cloud regions where private workloads run.
Choose local breakout or a private tunnel
- Local Internet breakout: let ordinary SaaS traffic exit through the branch ISP when policy permits. This avoids sending every session through a distant headquarters and often improves latency.
- Secure tunnel or SD-WAN overlay: use encrypted tunnels for private workloads, internal applications and cloud networks that require controlled routes or identity-based access.
- Split policy: keep business-critical cloud traffic on the preferred path until health checks fail, then move only approved applications to the backup. Rate-limit bulk synchronization, operating-system updates and backups on a metered link.
Document whether a cloud VPN should fail over automatically, whether its peer accepts a second public address and how DNS behaves when the primary path disappears. Keep at least one management path outside the normal production tunnel so an administrator can reach the gateway during an outage.
Install and configure dual-WAN failover
- Inventory dependencies. Record the ISP handoff, ONT or modem, router, firewall, switches, Wi-Fi controller, DNS resolvers, identity provider and every cloud VPN endpoint. Note which devices need static addresses.
- Connect genuinely separate links. Terminate the primary and backup on different WAN interfaces. If the backup is cellular, place its antenna or modem where it can obtain a stable signal and keep its power on the UPS when practical.
- Set health checks against multiple targets. Probe more than the provider’s first-hop gateway; include independent Internet addresses and, where possible, an application or cloud endpoint. A link can have carrier-layer reachability while the service your staff need is unavailable.
- Enable hysteresis. Require several failed probes before declaring the primary down and several successful intervals before restoring it. This prevents a flapping circuit from repeatedly reconverging sessions.
- Define route priority and steering. Make the primary the default for ordinary traffic. Reserve the backup for critical classes during normal operation, or keep it idle if its data allowance is small. Decide whether existing sessions are drained or reset during failover.
- Configure VPN and DNS behavior. Create a secondary tunnel or dynamic-peer method if the cloud side supports it. Verify that DNS resolvers remain reachable and that short-lived records do not pin users to a dead path.
- Apply security controls on both paths. Use the same firewall policy, content controls, malware protection and logging on the backup interface. Do not bypass inspection merely because the link is temporary.
- Record the expected result. Write down detection time, reconvergence time, user-visible interruption and the gateway event that confirms the switch.
Size and prioritize traffic for the backup
Calculate the minimum service level rather than copying the primary circuit’s bandwidth. List the users and applications that must continue during an outage, then assign classes.

- Highest priority: voice signaling and media, identity authentication, DNS and business-critical cloud applications.
- Normal priority: email, collaboration, ticketing and general web access.
- Deferred: large backups, software images, video archives and nonessential synchronization.
Use shaping or quotas so deferred traffic cannot consume a 4G/5G allowance. If voice quality depends on low jitter, reserve bandwidth and monitor the queue; simply labeling packets is ineffective when the uplink is saturated.
Keep short power events from becoming Internet incidents
Place the ONT or modem, dual-WAN gateway, firewall, core switch and Wi-Fi controller on a UPS with enough runtime for the site’s typical short interruptions. A brief brownout can otherwise make both circuits appear faulty and can leave the gateway in a partial boot state. Test the UPS under load, replace its batteries on the manufacturer’s schedule and keep the cellular modem’s power adapter and an appropriate local plug available.
For unmanned branches, add an out-of-band method such as a separately managed cellular console or remote power controller. It should be reachable without depending on the production VPN and should be protected with strong authentication and a restricted management policy.

Compare common access combinations
| Combination | Strength | Trade-off | Best fit |
|---|---|---|---|
| Fiber or leased line + different-carrier fiber | High capacity on both paths and predictable addressing | May still share ducts, poles or building entry; verify route diversity | Sites with two physically diverse entrances or carrier routes |
| Fiber or leased line + fixed wireless | Independent last-mile medium and often faster deployment | Signal, weather, rooftop access and line-of-sight can affect service | Buildings where a second wired route is unavailable |
| Fiber or leased line + 4G/5G | Rapid deployment and resilience to local cable cuts | Variable radio performance, data caps, carrier NAT and metered cost | Critical low-bandwidth continuity and emergency access |
| Two cellular carriers | Useful where wired service is delayed or unavailable | Shared tower congestion, variable latency and limited upload capacity | Temporary sites or very small branches |
The gateway’s WAN count, cellular-modem support, VPN throughput, failover controls, local power compatibility and warranty must match the chosen combination. Exact provider and appliance choices depend on the address, workload and budget.

Users report calls breaking up
Inspect jitter, packet loss and queue utilization rather than relying on throughput. Reserve voice capacity, lower competing traffic and verify that the cellular or wireless path has adequate signal and backhaul.
The gateway keeps switching paths
Review probe targets and thresholds. Add independent targets, increase the number of consecutive failures required, and use a hold-down period before returning to the primary.
Procurement checklist
- Address-specific site survey and written route description for each link.
- Separate carrier, technology, conduit, entry point or upstream path where practical.
- SLA values for uptime, latency, loss, repair and maintenance notification.
- Static-IP terms, IPv6 support, data caps and overage rules.
- Gateway support for multiple WANs, health checks, hysteresis, policy routing and VPN failover.
- UPS runtime, modem placement, antenna requirements and out-of-band management.
- Monitoring export, incident history, escalation contacts and quarterly review process.
Following these checks produces a branch network that can continue essential cloud work through a single-link failure and gives the IT team evidence that the backup, routing and recovery process actually function.
Frequently Asked Questions
Should the backup always be a second fiber connection?
No. A second fiber is useful only when its route, building entry and upstream dependencies are sufficiently separate. Fixed wireless or 4G/5G can provide stronger diversity even with less capacity.
Can a speed-test result prove that a branch is ready for cloud work?
No. Test the actual SaaS and cloud destinations and record latency, packet loss, DNS behavior and application performance under normal and failover conditions.
How often should failover be tested?
Test after installation and major network changes, then repeat on a regular schedule set by the business impact of an outage. Record recovery time and user impact each time.
What information should I request from an Indian ISP?
Ask for license coverage at the exact address, a site survey, last-mile route and handoff, SLA targets, repair process, maintenance notice, static-IP terms, installation lead time, costs and escalation contacts.
