The safest way to set an AI-use policy is to combine theological or mission-based discernment with ordinary governance: inventory current use, define who and what the policy covers, classify permitted and prohibited work, protect confidential information, require human review, and assign an owner for training and updates. A policy may prohibit AI, permit limited assistance, or encourage selected uses with controls; it should explain which approach your organization chose and why. The process must fit your faith tradition, jurisdiction, safeguarding duties and denominational rules rather than copying another congregation’s wording. The Insurance Board checklist, for example, recommends a written policy even when a church bans AI use (Insurance Board checklist).

Why does a religious organization need an AI-use policy now?

AI is already appearing in sermon preparation, translation, communications, design, transcription, office software and research. A short written policy gives staff and volunteers a shared boundary before a sensitive prompt, inaccurate public statement or undisclosed synthetic image creates a pastoral, legal or trust problem.

Evidence of adoption is broad but not uniform. Barna’s online survey of 442 U.S. Protestant pastors, conducted in December 2025, found that 94% favored either a formal policy (45%) or informal guidance (49%); only 4% said their own church had a formal policy, 17% had informal guidance and 79% had neither (Barna, 2026). Lifeway Research’s separate September 2025 phone survey of 1,003 U.S. Protestant pastors found 32% experimenting with AI for ministry and 10% using it regularly (Lifeway Research report). A different Barna and Pushpay church-leader study reported 5% of churches with AI guidelines; its sample and question differ, so that figure cannot be combined with the 4% formal-policy result.

These surveys describe particular U.S. samples, not every faith community or a legal requirement. They do show why “we do not use chatbots” is not a complete control: AI may be built into a meeting platform, writing editor, image service, search product or customer-support system.

What decisions should leaders make before drafting?

Start with a decision group that can speak for the organization’s beliefs, mission and risk obligations. Include the senior clergy or pastoral leader, board or governing body, safeguarding or pastoral-care representative, operations or information-technology lead, and people who regularly publish or handle records. Invite staff and volunteers to describe actual workflows without fear of discipline for disclosure; the purpose is to discover use, not to assume misconduct.

Set the policy’s posture

Choose one of three defensible postures, or combine them by activity:

  • Prohibition: no generative or agentic AI for organizational work, with a process for identifying AI embedded in approved software.
  • Restricted assistance: low-risk brainstorming, formatting or administrative help is allowed, while ministry content, personal data and external publication require approval.
  • Encouraged, supervised use: selected tools and workflows are approved, with data limits, human review, disclosure and monitoring.

State the reason in terms your community recognizes: pastoral trust, human authorship, spiritual discernment, safeguarding, accuracy, privacy, equity, copyright or stewardship. Christian examples in denominational templates should not be presented as universal theology; a mosque, synagogue, temple, meetinghouse or interfaith organization may reach different boundaries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the accountable authority

Name the board, committee or executive who adopts the policy and the person who maintains it day to day. Decide who can approve a new tool, who can approve an exception, and who receives an incident report. Adoption authority and operational ownership can be different people, but neither should be anonymous.

How do you inventory current AI use and define scope?

Use a short confidential survey or facilitated interview before writing prohibitions. Ask what tools people use, whether an AI feature is built into a product they already have, what account is used, what information is entered, whether outputs are published, and whether the system can take actions such as sending messages or changing files.

People the policy should cover

List every person acting for the organization, not only employees:

  • pastors, clergy, ministry leaders and other paid staff;
  • employees in administration, communications, finance, education and facilities;
  • volunteers, interns and members working on an official task;
  • contractors, consultants and vendors with access to organizational information.

Say whether a personal device, personal account or volunteer-managed social-media account is covered when it is used for organizational work. Clarify that a vendor’s AI processing is in scope when the vendor acts on the organization’s behalf.

What technologies belong in scope?

Define AI broadly enough to catch the real pathways: text and image generators, voice and music tools, research summarizers, translation, transcription, facial or voice manipulation, recommendation systems, automated decision tools, chatbots and “copilots” embedded in office, communications or meeting software. Include agents that can call other services, access files or send an external action without a person rewriting every step.

The Missouri Baptist Convention’s editable sample and a Los Angeles church handbook use concrete scope language; Church Law & Tax says its October 2026 version 2.0 template adds embedded and agentic AI, sensitive transcription, employment decisions and impersonation. Those examples can help you spot omissions, but their scope is not automatically your organization’s rule.

Which AI uses can be allowed, approved or banned?

Replace “use AI responsibly” with categories that tell a person what to do at the moment of use. The following table is an illustrative framework, not a universal permission list. Adapt each row to your tradition, staffing and review capacity.

Category Possible examples Minimum control
Ordinarily assistive Formatting a document; brainstorming headings; summarizing non-sensitive public material; generating a first-pass spreadsheet formula or meeting agenda. Use only non-confidential input; a person checks the result before relying on it; do not represent generated material as a person’s statement.
Prior approval required Drafting a public newsletter or sermon aid; translation; meeting transcription; generated images or audio; research used in teaching; tools connected to organizational files. Named approver, approved account, documented data handling, human review and a disclosure decision before release.
Prohibited Impersonating a real clergy member or congregant; fabricating a ministry event or testimony; entering unapproved pastoral records; allowing an agent to make an unsupervised safeguarding or employment decision. Do not perform the use. Report attempted or accidental use through the incident route.

The Missouri Baptist sample offers strict, assistive and limited-with-oversight alternatives for sermons and teaching. Compare those choices against human authorship, pastoral trust, disclosure workload and the organization’s ability to review every output. Presbyterian guidance generally favors stronger human-led limits in core ministry. Neither approach binds a different denomination.

Can a pastor use AI to prepare a sermon or teaching session?

Possibly, if the policy distinguishes private preparation from public ministry and keeps the pastor accountable for interpretation, accuracy and pastoral judgment. A tool may help organize publicly available notes, propose questions or improve formatting, while the person remains the author and interpreter of the delivered message.

Questions the policy should answer

  • May a pastor ask for an outline or background summary using only public, non-sensitive material?
  • Is AI-generated wording allowed in a manuscript, and must substantial assistance be disclosed to leaders or the congregation?
  • Who checks quotations, references, translations, historical claims, theology and possible bias?
  • Are prayer requests, counseling details, names, health information or identifiable stories excluded from prompts?
  • Can a generated voice, image or video portray a real leader, member or historical religious figure?

The answer can be restrictive without banning every administrative aid. A useful principle from the Missouri Baptist sample is: “AI may assist ministry work, but human responsibility, discernment, and accountability must always remain primary.”

How should the policy protect pastoral, member and organizational information?

Approval of a tool does not grant permission to submit every kind of information to it. Create a data boundary that is easy to apply under pressure, and connect each data class to an approval level.

Information that normally needs a strict boundary

  • names and contact details of members, visitors or minors;
  • prayer requests containing personal, medical, financial or family information;
  • counseling, confession, spiritual-direction or safeguarding communications;
  • donor records, bank details, budgets, payroll and other financial information;
  • employment files, credentials, disciplinary records and performance information;
  • passwords, access tokens, keys, unpublished incident reports and confidential correspondence.

Use the least identifying information possible. A policy may require redaction, aggregation or a synthetic example, but redaction is not automatically safe if a person can be reidentified from the remaining details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What must be checked before approving a tool?

Document the product name, account owner, approved uses and data classes. Review the provider’s current terms for retention, human access, model-training use, deletion, security, account separation and subcontractors. Confirm who can see prompts and outputs and whether the organization can retrieve or delete records.

The Seattle archdiocesan policy is one example that requires documented local approval and bars parishioner data from training public or third-party models (Seattle policy). Treat that as an organizational example, not evidence that every paid account protects private data. Your approver should record the conclusion and a review date rather than relying on a sales description.

How should meeting transcription and recordings be handled?

Decide in advance whether transcription is allowed, who must be notified, when explicit permission is required, where audio and transcripts are stored, who can access them, and when they are deleted. A meeting that includes pastoral care, personnel matters or safeguarding should have a different rule from a public lecture. If the tool’s terms or security cannot answer those questions, do not use it for the sensitive meeting.

When must people disclose AI assistance?

Disclosure is a governance decision, not a single universal label. Require internal disclosure whenever leaders need to evaluate authorship, confidentiality or accuracy; decide separately when the congregation, donors, students or public should be told.

Build a review checklist

The responsible human should verify:

  • facts, quotations, dates, citations and links;
  • scripture references or other authoritative religious texts, where relevant;
  • theological consistency with the organization’s stated teaching;
  • bias, stereotyping, exclusion, accessibility and culturally harmful language;
  • copyright, permissions, likeness and voice concerns for text, images, audio and video;
  • that no confidential prompt content appears in the output.

Never present a generated image, voice or account as a real person or event. The Presbyterian Church (U.S.A.)’s 2026 General Assembly policy recommends marking substantial ministry-related content “AI-assisted”; the denomination’s adopted position and its sample congregational policy should be distinguished from a local congregation’s own adoption (PC(USA) sample).

Also state what AI cannot replace: a pastoral conversation, a safeguarding assessment, a disciplinary or employment decision, or professional legal, medical or mental-health advice. An output can support a human process; it cannot become the accountable decision-maker by default.

How do you turn the policy into an operating process?

A policy fails when nobody knows where to ask, what account to use or what to do after a mistake. Attach a simple workflow to the adopted document.

  1. Adopt the purpose and posture. Record the organization’s mission-based reasons, whether use is prohibited, restricted or encouraged, and which activities are reserved for human judgment.
  2. Publish the scope. Name covered people, personal-device rules, embedded features, agents, contractors and vendors.
  3. Maintain an approved-use register. For each tool, list the owner, approved tasks, prohibited data, account type, approver, review date and whether public disclosure is required.
  4. Create an approval request. Require the requester to describe the task, inputs, outputs, affected people, vendor terms, storage, access, human reviewer and fallback if the tool fails.
  5. Train everyone in scope. Demonstrate safe and unsafe prompts, data minimization, hallucinated citations, synthetic media, disclosure and the reporting route. Record acknowledgment if your organization uses sign-offs.
  6. Require human sign-off. The named reviewer checks every external publication or ministry use covered by the approval category and records the disclosure decision.
  7. Provide an incident route. Tell people how to report accidental disclosure, a suspicious generated voice or image, a wrong public claim, an unauthorized tool or an agent action. Preserve relevant evidence, restrict further access and escalate according to safeguarding and privacy procedures.
  8. Review on a schedule and on triggers. Put the policy on an established annual ministry, board or committee agenda, and review sooner when a tool changes its terms, a new capability appears, an incident occurs or applicable guidance changes.

The Presbyterian sample suggests incorporating review into annual ministry or committee reports. The Missouri Baptist sample includes signature fields. Those are practical options, not legal requirements for every religious organization.

What should a short policy document contain?

A concise policy can be useful if it points to the detailed registers and procedures people actually use. Include these sections:

  • Purpose and principles: mission, human accountability, discernment, privacy and trust.
  • Definitions: generative AI, embedded AI, automated decision and agentic AI in plain language.
  • Scope: people, devices, accounts, vendors, platforms and activities.
  • Use categories: allowed, approval-required and prohibited examples.
  • Data rules: restricted information, minimization, retention, access and vendor review.
  • Human review and disclosure: who checks what, when labels are used and how synthetic media is identified.
  • Approval and exceptions: approver, request record, expiration and appeal or exception path.
  • Training and incidents: required learning, reporting channel, escalation and response.
  • Ownership and revision: policy owner, adoption authority, effective date, version and next review date.

Keep the policy separate from a changing list of approved tools. Updating a register is faster and safer than rewriting the governing principles every time a vendor changes a feature.

Which policy examples and frameworks are useful?

Use published documents as comparison material, then obtain qualified local review when employment, safeguarding, privacy or denominational requirements make the stakes higher.

Resource What it contributes How to use it carefully
Insurance Board/UCC counsel checklist Theology or mission, employee inventory, vendor terms, sensitive data, disclosure, training and updates. A development checklist, not a denomination-wide law.
Missouri Baptist Convention sample Short editable options ranging from strict limits to assistive and supervised use; practical signature fields. Adapt language to your tradition, jurisdiction and actual approval capacity.
Presbyterian Church (U.S.A.) sample A congregational discernment model and stronger human-led limits for core ministry. It is a sample for local adoption; distinguish it from the denomination’s separately adopted 2026 policy.
Seattle archdiocesan policy Documented local approval and explicit restrictions on parishioner information. An example from a Catholic organization, not an automatic rule for another faith community.
NIST Generative-AI Profile Voluntary cross-sector concepts for risk tiers, governance, third parties and human oversight. Background for a risk register, not a church-specific legal mandate.

ChurchWest describes an editable template as free and not legal advice. Church Law & Tax says its October 2026 version 2.0 template, produced with Gloo, is available to Advantage members and that nonmembers can complete a form for free access. Confirm access terms and obtain advice suited to your organization rather than treating any template as individualized counsel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should happen after adoption?

Publish the policy where staff and volunteers can find it, provide the approval form and approved-use register beside it, and give a named person responsibility for questions. Revisit training after the first real incident or near miss; examples drawn from your own workflows are more memorable than generic warnings. Review vendor terms and the register on the same cadence as the policy, with an earlier review for a new agent, recording feature, data practice or public controversy.

If your congregation prints policies, training sheets and signed acknowledgments, a three-ring binder can provide a physical archive. It is optional: an access-controlled electronic workflow may be easier to update and audit. The format does not replace the controls, owner and review schedule.

How do you know the policy is working?

Look for operational evidence rather than a signature count alone: people can identify the approval route; the tool register has current owners and review dates; restricted data is excluded from prompts; public AI-assisted material has a recorded reviewer and disclosure decision; and incidents reach the right leader quickly. If staff cannot explain what happens when an AI tool changes its terms or produces a harmful output, revise the procedure even if the policy text sounds comprehensive.

How should a non-Christian religious organization adapt this process?

Keep the governance sequence and replace assumptions about doctrine. Ask which texts, authorities, rituals, pastoral relationships, confidentiality duties and community values must remain human-led. Use examples that fit your community, consult the governing body recognized by your tradition, and avoid importing Christian terminology simply because a church template is convenient. The controls—scope, data boundaries, approval, human accountability, disclosure, training and review—can remain while the theological rationale changes.

Frequently Asked Questions

Does a paid AI subscription make pastoral information safe to enter?

No. A subscription may change contractual terms, but the organization still needs to verify retention, access, training use, deletion and account separation for the specific product and plan. If those facts are unclear, keep identifiable pastoral information out of the system.

Should a church policy cover AI features in software it already uses?

Yes, if the software processes organizational information or acts on the organization’s behalf. Add embedded assistants, transcription, translation, recommendation and automated-action features to the inventory so staff do not mistake familiar software for an automatically approved tool.

Who should receive a report about an accidental AI disclosure?

Name a primary policy owner and a backup, then connect that route to existing privacy, safeguarding, employment and incident-response procedures. The reporter should preserve the prompt, output, account and time when possible, without forwarding sensitive content more widely.

Can an AI-generated image be used in a worship bulletin or fundraising appeal?

Only after the policy’s human reviewer checks permissions, likeness, misleading context, accessibility and disclosure requirements. Do not depict a real congregant, clergy member or event as authentic when it was generated or materially altered.
