An election can bring people together around a deadline; continuing relationships, shared ownership, and visible progress give them a reason to remain involved afterward.
Why election-time enthusiasm does not automatically last
A busy event or a large volunteer list is not the same as a lasting community. In an August 2026 Harvard Kennedy School working paper, Liz McKenna examined 91,648 attendances by 38,740 people across 20 civic organizations in 11 U.S. states over a year. Seventy-one percent participated once and did not return during the observation window. Among people whose first participation was a mass mobilization, attrition approached 90 percent. These are findings from the groups and period studied—not a forecast for every campaign. Read the Harvard Kennedy School working paper.
The practical implication is to design for what happens between and after big events. People need a reason to keep working together, a way to belong, and a clear sense that their contribution matters. Retention is not one guaranteed tactic: the available guidance offers useful practices, but does not establish a single best program through head-to-head testing.
Start with a purpose that survives the campaign
Before Election Day, bring volunteers and affected community members together to identify which needs and relationships still require attention after the vote. Turn the broad campaign purpose into a small number of achievable next steps. Give each step an owner and a date to review progress, so the group has a workable plan rather than a vague promise to “keep in touch.”

Make the first experience welcoming and social
Respond promptly when someone offers to help. For their first activity, pair them with an established volunteer or a small team; explain both the task and why it matters; introduce the people they will work with; and follow up with thanks and a specific invitation.
McKenna’s study found that when most people at a participant’s first event were established members, the probability of returning within 90 days was 12.8 percentage points higher, adjusted for event size. That is an association reported in the study, not a guaranteed effect or proof that a campaign can reproduce the result simply by changing event composition. The study also found that the strongest organizational correlate of its “catchment” capacity was the share of members embedded in teams. The paper describes its measures and findings.

Offer roles that fit different people and schedules
Ask what a person cares about, what skills they want to use or learn, and how much time they can offer. Then provide a mix of ways to contribute:
- One-off: help at an event, make calls, or complete a defined task.
- Recurring: welcome new volunteers, communicate with neighbors, or take part in a regular team.
- Leadership: host a gathering, coordinate a team, or help set priorities.
Do not assume everyone wants the same responsibility or can maintain the same schedule. Canada’s recruitment guide recommends matching opportunities to different talents, experience, resources, and networks, and allowing volunteers to explore their capabilities rather than assigning everyone to a predetermined post. Grow leadership without leaving people unsupported
Invite volunteers to take on meaningful responsibility—such as welcoming newcomers, coordinating a team, or helping decide the group’s next priorities. Pair that invitation with preparation, support, and opportunities to build skills. Handing someone a title or a task without the time, information, or authority to carry it out is not a sustainable leadership path.
The European Greens handbook recommends skill development and leadership opportunities as ways volunteers can continue contributing to campaigns, aligned causes, and wider movements. The handbook outlines its volunteer-organizing approach.
Recognize contributions and show what changed
Thank people privately or publicly in ways they welcome. Keep communication regular and useful: report progress, acknowledge setbacks, and explain what the group will change as a result. A concrete update—what happened, whom it affected, and what comes next—helps volunteers see the connection between their effort and the community’s work.

Before the result is known, settle the practical details of the transition. Decide who will contact volunteers, when the first post-election gathering will happen, what continuing issue or project is ready to take up, and who owns each next action. After the election, tell volunteers what happened and offer concrete ways to stay involved, including an option that requires less time.
A local campaign guide specifically recommends keeping volunteers informed about future office or initiative opportunities after an election. The point is not to assume that everyone will continue, but to make the invitation timely and specific rather than leaving the future undefined. Check whether the plan is sustainable
When choosing among possible activities, consider whether each one:
- addresses a community need that remains after the election;
- connects newcomers with established volunteers and teams;
- offers roles suited to different skills and amounts of time;
- creates supported paths into responsibility and decision-making;
- lets volunteers see results and help the group learn; and
- has a named owner, realistic schedule, and next review date.
These are practical comparison criteria drawn from the cited guidance, not a tested ranking of retention programs. The empirical findings come from civic organizations in the United States and may not transfer directly to every candidate campaign, country, or volunteer group.
