Start with the plugin root and manifest
The plugin root is the directory you pass to Claude Code. Inside it, create .claude-plugin/plugin.json for the manifest. Keep component files outside .claude-plugin/; that directory is for the manifest.

Add a custom slash command
A command is a Markdown prompt that the user deliberately invokes. Create a Markdown file under commands/, such as commands/audit.md. The plugin development toolkit documents frontmatter fields including description, argument-hint, and allowed-tools; it also covers dynamic arguments, file references, and command namespacing.

Write the command prompt for a clear task, describe its purpose, and indicate expected inputs where relevant. Plugin-provided commands use plugin-aware namespacing to reduce naming collisions. Because syntax and naming conventions can evolve, check the installed Claude Code documentation before relying on a particular invocation or frontmatter pattern. The plugin-dev toolkit provides command-authoring guidance.
Register an event-driven hook
Hooks are automation triggered by Claude Code events rather than by a person choosing a slash command. Put their configuration in hooks/hooks.json, using a top-level hooks key shaped like the hooks setting. Select only the events your plugin needs. Documented event names include PreToolUse, PostToolUse, Stop, SubagentStop, SessionStart, SessionEnd, UserPromptSubmit, PreCompact, and Notification.

For example, a PreToolUse hook runs in connection with tool use, so its matcher and action should be intentionally scoped. Hook configuration declares when automation runs; the hook implementation determines what it does. Validate its input, use portable paths such as ${CLAUDE_PLUGIN_ROOT} where appropriate, and inspect scripts for side effects. A JSON file that parses successfully is not proof that its automation is safe or behaves as intended.

In that session, invoke the plugin’s command using the plugin-aware command name documented for your installed version. The plugin directory is loaded for the session; this flag does not publish the plugin or install it across projects.

Validate and exercise commands and hooks
Test the command by invoking it with representative inputs. For hooks, check both configuration and behavior with sample input, then inspect what the hook actually does when triggered. The plugin-dev toolkit documents utilities including validate-hook-schema.sh hooks/hooks.json, test-hook.sh my-hook.sh test-input.json, and a hook linter. These are toolkit utilities, so confirm their paths and availability in your installed toolkit before using those command lines.
The toolkit also describes a guided eight-phase authoring workflow: Discovery, Component Planning, Detailed Design, Structure Creation, Component Implementation, Validation, Testing, and Documentation. That is the toolkit’s process, not a required sequence or formal requirement for every plugin.
