A useful greenhouse business continuity plan tells people what to do, which systems and crops to protect first, and how to restore operations after a disruption. Build it around your site’s hazards, structure, crops, utilities, staff, and local requirements—not a generic checklist. Keep an accessible electronic copy and a hard copy, assign a person with authority to activate the plan, and rehearse the most important actions with staff.

1. Set the plan’s scope and authority

Start with a one-page control section so staff can quickly identify the site, the decision-maker, and the current plan. Record:

  • Greenhouse business name, site address, and plan owner.
  • Who can activate the plan, plus named alternates if that person is unavailable.
  • The date of the latest review and where the electronic and printed copies are kept.
  • Emergency contacts, including local emergency services, utility providers, qualified repair providers, and relevant insurance contacts.

Give staff access to the contact list and plan even if the site’s power, internet, or mobile service is unavailable. Maintain a printed copy in a known, accessible location and a separate electronic copy that can be reached off-site.

2. Identify credible hazards and their consequences

List the events that could interrupt this particular greenhouse, not just events that are common in the region. Include severe wind, heavy rain and flooding, snow, fire, loss of electricity or water, heating, cooling, ventilation or irrigation failure, blocked site access, communications loss, and the sudden absence of a key operator.

For each event, capture the warning or trigger, what could be affected, the first safe action, and who decides whether to escalate. A useful working table is:

Set triggers with local emergency guidance and site knowledge. Do not treat an example from another greenhouse as an engineering threshold for yours.

3. Put people, communications, and safe access first

Assign a lead and backups for notification, evacuation or shelter decisions, equipment shutdown, and recovery coordination. Make each role explicit: what the person is authorized to decide, who takes over, and how the handoff works if communications fail.

  • Maintain an employee roster, emergency contacts, and a notification tree with a non-digital fallback.
  • Identify evacuation routes, alternate access, designated shelter locations, and a check-in procedure.
  • Account for workers who may need accessibility arrangements or assistance reaching shelter.
  • Specify who can order evacuation and who confirms that staff have checked in.
  • Train staff not to risk their lives to protect crops, equipment, or structures. UConn Extension’s farm checklist says, “Do not risk your life trying to protect equipment, structures, livestock, or crops when a tornado is imminent.” Follow official emergency instructions.

Map the site so staff and responders can locate exits, alternate routes, electrical panels and shutoffs, fuel and compressed-gas storage, chemicals, spill equipment, water shutoffs, and critical equipment. 4. Rank critical systems and crop priorities

Identify which zones, environmental controls, and operating functions become most urgent when disrupted. Rank them by risk to people first, then by how quickly a failure could cause serious crop or business loss. Record the safe shutdown and restart steps, the qualified person who may perform them, and the order in which systems and work resume.

For each critical function, specify:

  • What must remain operating, and what can be safely stopped.
  • Which crops or zones receive attention first, and how priorities change with the crop’s stage and environmental needs.
  • Who checks alarms, water supply, temperature, ventilation, and irrigation during an outage.
  • What backup water or power is actually available, how it is accessed, and who is responsible for it.
  • Which tasks require a qualified electrician, structural professional, or equipment technician.

For example, a site may prioritize life safety and emergency access above all else, then protect the zones where loss of heating, cooling, ventilation, or water would most quickly harm crops. Set the order from the greenhouse’s actual layout and crop requirements rather than applying a universal crop ranking.

5. Plan backup power around measured critical loads

UConn Extension advises that “A reliable standby generator is needed to power heaters, fans, blowers, and pumps.” That is a reason to plan for backup power, not a basis for selecting a generator size. Have a qualified professional determine the electrical requirements and identify the loads the backup system must serve.

Document the essential loads, safe operating procedure, transfer arrangement, fuel source and safe storage, maintenance schedule, and how staff will communicate during an outage. Check applicable local, county, and state requirements before installation. USDA’s rice producer guide recommends a standby generator with a transfer switch for critical operating areas and checking local codes: Hurricane Preparation and Recovery in the Southeast: Rice Producers Guide.

UConn Extension recommends monthly generator operation; follow the specific equipment manual for safe exercise and maintenance. Keep a log of operation and maintenance so a backup system is not assumed to be ready without evidence that it has been checked.

When choosing a backup-power arrangement, compare the critical loads served, expected outage duration, fuel and replenishment access, safe installation and transfer method, applicable code, maintenance burden, and installed and operating cost. Do not guess at capacity from a generic article.

6. Prepare the structure, drainage, and crops before a storm

Before a forecast event, use a written checklist and record what was done. UConn Extension discusses wind pressure and uplift, snow loading, and heavy rain. Its recommendations include tightening loose truss and frame connectors, checking cables and braces, securing plastic, closing openings before high winds when appropriate for the structure, and addressing snow loads. Structural decisions depend on the specific greenhouse; use qualified professional advice and local building requirements rather than treating examples as design specifications.

  • Inspect frame, covering connections, braces, and other vulnerable components; arrange repairs before a hazard arrives when feasible.
  • Clear gutters and drainage routes and address known water-entry points.
  • Secure loose objects that could become hazards or damage coverings.
  • Arrange backup systems and confirm access to the supplies and contacts listed in the plan.
  • Move or protect vulnerable plants, or harvest early, where practical and safe.
  • Make a dated photo or video record of structures, equipment, and crops before the event.

UConn Extension illustrates the scale of weather forces with examples, not universal ratings: it states that an 80-mph wind on a 10-foot-by-100-foot sidewall of a gutter-connected greenhouse would have to resist a 16,000-pound force. It also gives an 80-mph wind blowing perpendicular to a 28-foot-by-100-foot hoophouse as an example that can create a lifting force of 220 pounds per square foot of length, or 22,000 pounds of uplift on the whole structure. These figures describe the cited configurations and are not design ratings for other greenhouses.

For runoff context, UConn Extension states that 1 inch of rainfall produces 27,150 gallons on an acre of roof. That illustrates the potential volume; it does not, by itself, determine drainage needs for a particular site.

7. Define response actions for an active disruption

Write short, event-specific action cards that staff can follow under pressure. Each card should name the person in charge, the safe first action, who must be contacted, what can be shut down or kept running, and where staff should shelter or evacuate. Include a clear rule that staff follow official emergency instructions and do not enter unsafe structures or flooded areas to save property.

For a utility or equipment outage, specify who verifies the failure, who checks for immediate hazards, what backup systems may be started, which systems should be shut down, and how crop conditions are monitored. Include a threshold or escalation path for calling qualified service providers. Staff should not improvise electrical work or operate equipment outside their training.

8. Recover safely and decide what to restore

Do not assume a damaged building or system is safe to re-enter. Establish who conducts the initial safety check and who can authorize entry or restart. Once safe, document damage promptly. UGA Cooperative Extension says, “Collecting photographs, videos, and other paperwork right away is essential and will make it easier to file any claims you may have with insurance or other assistance programs.” Record the date, affected structures and crops, damage, actions taken, and recovery costs; coordinate with insurers and relevant agencies where applicable.

Restore structural integrity and environmental control before treating production as normal. Assess affected crops for rehabilitation versus replanting, considering the condition of plants, expected recovery, available labor and inputs, and the time needed to restore control. Protect remaining crops and supplies from further damage, track repair and labor expenses, and monitor stressed or storm-weakened plants for later pest and disease problems. UGA Extension describes damage to frames, coverings, ventilation, heating, cooling, irrigation, and electrical service, as well as crop stress when water or power is lost: Hurricane and Storm Damage to Greenhouses and Greenhouse Crops.

9. Train, test, and review the plan

A plan is useful only if workers can find it and carry out their assigned actions. Walk through the notification tree, evacuation and shelter arrangements, safe shutdowns, backup-power procedure, and recovery roles. Record problems found during the walkthrough and revise the plan after changes to structures, crops, equipment, staffing, hazards, or local requirements.

Keep the plan practical: staff should be able to locate the relevant action, responsible person, map, and contact quickly. Review it at a set interval and after any incident or significant site change. The cited Extension materials are U.S.-based; local conditions, codes, crop needs, insurance terms, and greenhouse designs differ, so have structural, electrical, life-safety, and insurance decisions checked by appropriate local professionals.
