For each subtask, define when it can run, what success looks like, and what the robot should do if the expected change does not happen. A dependable plan also connects those decisions to physical constraints—such as whether the robot can reach and grasp an object—and uses observations to adjust as the scene changes.
1. Describe the goal as an observable end state
A vague instruction such as “tidy the table” leaves open what counts as finished. Translate the request into conditions that a robot or supervisor could check: for example, specified items are in designated locations and the work area is clear. Include relevant constraints, such as which objects must not be moved.
This example is illustrative, not a result validated on a particular robot. In practice, the goal can only be checked as well as the robot’s sensors and world model allow.
2. Work backward to identify intermediate conditions
List the state changes required to reach the goal, then note which ones depend on others. A robot might need to locate an object before grasping it, and grasp it before placing it. If two independent objects can be handled in either order, the plan need not impose an unnecessary sequence.

Think of each subtask as a transition: what must be true beforehand, what action is attempted, and what observable condition should be true afterward. This makes prerequisites explicit and gives execution a way to detect when the plan’s assumptions no longer hold.
3. Connect task choices to physical feasibility
Choosing an action at an abstract level is not enough. A plan may say “pick up the cup,” but the robot still needs a reachable approach, a feasible grasp, and a collision-free motion in the current scene. A task that makes sense symbolically may be physically impossible from the robot’s present position or with objects arranged as they are.

Task-and-motion planning (TAMP) addresses this coupling between discrete choices—such as which object or action comes next—and continuous decisions about movement and interaction. The 2021 review Integrated Task and Motion Planning describes why task planning and motion planning need to be integrated rather than treated as sufficient on their own. A motion failure can require a different grasp, route, or even a different task order.
4. Package actions as modules with clear interfaces
Reusable subtasks help keep a large behavior understandable. A module might handle locating an object, approaching it, grasping it, or placing it. Each module should expose information that the higher-level controller can use: whether it can run in the current conditions, what progress it has made, and whether it completed successfully.

Behavior trees are one way to organize such modules hierarchically. Their value is not merely that they break behavior into pieces: feedback about progress and applicability lets a higher level select or switch lower-level behaviors as execution unfolds. Petter Ögren and Christopher I. Sprague describe the core idea as “to make use of modularity, hierarchies, and feedback in order to handle the complexity of a versatile robot control system” in their 2022 review, Behavior Trees in Robot Control Systems.
5. Check results during execution and recover when needed
After an action, use observations to check whether the intended state change occurred. If a grasp was attempted, for example, the controller should not assume the object is held just because the grasp command finished. It needs evidence appropriate to the system, such as sensor observations or a task-state estimate.

If the expected condition is false, the next step should reflect that fact: retry under suitable conditions, choose an alternative action, or revise the plan. Automated-planning systems can use plan repair or replanning when an action fails or an unforeseen disturbance changes the world state, as discussed in the 2020 review Automated Planning for Robotics. Recovery is not automatic in every planner; it depends on the system’s capabilities and the failure it encounters.

These approaches can be combined rather than treated as mutually exclusive. A symbolic plan can describe state changes, a behavior tree can structure feedback-driven execution, and a formal specification can state conditions that a controller is intended to satisfy. The useful choice depends on the task, the robot, and how tightly planning, movement, and execution need to interact.

The 2025 issue survey A Survey of Optimization-Based Task and Motion Planning: From Classical to Learning Approaches reviews optimization-based methods and structures including hierarchical and distributed approaches. It does not establish a single method as best for every robot task.
Formal methods can make a task precise and support guarantees relative to a model. The 2018 review Synthesis for Robots: Guarantees and Feedback for Robot Behavior covers formal specifications and synthesis. A mathematical guarantee should be read within its assumptions: sensing errors, model mismatch, hardware limits, and changing conditions in the physical world remain relevant.
