Do not treat a generated e-way bill as an editable form. Under the official E-Way Bill System FAQ, transaction and goods data in Part A cannot ordinarily be changed after generation. If Part A is wrong, cancel the bill when the rules still allow it and generate a new bill with corrected information. Part B is different: transport details such as a vehicle number or transport document can be updated while the bill is active and within its validity period.

This distinction prevents the most expensive mistakes: moving goods under a bill with the wrong destination, assuming a vehicle change restarts validity, using a Part A slip as a completed bill, or trying to reuse an outward bill after a customer rejects delivery.

Part A and Part B: the distinction that controls every correction

An e-way bill combines two kinds of information. Part A describes the underlying supply or movement: invoice or delivery-challan information, supplier and recipient, dispatch and delivery locations, and the goods. Part B identifies how that consignment is moving, including the vehicle number for road transport or the relevant transport-document number for rail, air or ship movement.

The official FAQ states: “The e-way bill once generated cannot be edited or modified. Only Part-B can be updated.” In practice, that means a material error in invoice, party, destination, value, tax or goods details is not repaired by overwriting a field. A transport change, by contrast, is handled through the Part B update process.

Situation Correct action What not to do
Wrong invoice, party, destination, goods or transaction data in Part A Check whether cancellation is still permitted; cancel and generate a corrected bill. Do not assume ordinary editing will change Part A.
Vehicle, transporter, mode or transport-document change while the shipment is active Update Part B for the actual conveyance or transport document. Do not create a new bill merely because a vehicle changed, unless another rule or transaction requires it.
Goods were not moved, or were not moved according to the bill Cancel within the permitted period if the bill has not been verified in transit, then issue a replacement where needed. Do not leave an incorrect bill active and move under a different description.
Delivery was refused and goods are returning Document the sales return and generate the appropriate return-movement e-way bill with the supplier or recipient. Do not repurpose the original outward bill as though the goods were still going to the original destination.

Use this decision test before touching an existing bill

  1. Identify the wrong fact. Is it a Part A transaction/goods field or a Part B transport field?
  2. Check the bill’s state. Is it only a Part A slip, fully generated, active, verified in transit, near expiry, or already expired?
  3. Confirm what actually changed. Did the supply details change, or only the vehicle, transporter or movement leg?
  4. Check assignment and permissions. A transporter may be assigned onward, and the latest assigned transporter may update Part B in the circumstances described by the FAQ. Confirm the assignment on the portal before relying on that route.
  5. Choose one lawful path. Use cancellation and regeneration for eligible Part A errors; use Part B updating for transport changes; use the exceptional extension process only when its conditions are met.

Before generation: prevent errors at the source

The safest correction is one that is never needed. Compare the portal entry with the source document before submitting.

Verify commercial and destination data

  • Match the invoice or delivery challan number and date exactly.
  • Check the supplier’s and recipient’s GST details, legal names and addresses.
  • Confirm dispatch-from and delivery-to locations, including the state and postal code.
  • Ensure the transaction type reflects the actual movement, such as an outward supply, return or other permitted movement.

Verify the goods and tax lines

  • Compare product description, HSN or other commodity classification, quantity, unit, taxable value and tax amounts with the source document.
  • Review whether entering commodity details has affected fields that depend on tax rates. The portal FAQ notes that some fields can become harder to change after product details are entered because tax rates may change. If a dependent field must be corrected, delete the product details first, change the affected field, and re-enter the product lines.
  • Check totals and rounding before moving to transport details.

Verify transport data

  • Use the portal’s required vehicle-number format, including the state identifier and required zero padding.
  • For rail, air or ship movement, enter the applicable transport-document information rather than a road vehicle number.
  • Confirm the carrier and the first conveyance that will actually carry the goods.

Save a review record showing who checked the source documents and when. That internal control is useful when a cancellation deadline or later audit question arises.

When Part A is wrong: cancellation and regeneration

If the generated bill contains wrong transaction or goods information, do not try to reuse it by changing Part A. The official FAQ permits cancellation within 24 hours of generation when the goods were not transported or were not transported according to the bill. A bill that has already been verified in transit cannot be cancelled under the FAQ.

Procedure for an eligible error

  1. Stop the movement or place the consignment on hold while the status is checked.
  2. Record the bill number, generation time, source-document number and the exact incorrect fields.
  3. Check whether the 24-hour cancellation window is still open and whether the bill has been verified in transit.
  4. Use the portal’s cancellation function and select the reason that accurately describes the event.
  5. Confirm that the cancellation status is recorded before relying on a replacement.
  6. Correct the source data, generate a fresh e-way bill and give the carrier the new bill details.
  7. Retain the cancelled bill and the replacement together with the invoice or delivery challan and an explanation of the correction.

Cancellation is not a general “edit” facility. If the time limit has passed or verification has occurred, obtain tax-professional advice before moving goods; do not silently operate with mismatched documents.

When only transport changes: update Part B

Part B is designed for changes during the journey. A vehicle can be replaced after a breakdown, a consignment can be trans-shipped, or the mode and transport document can change. Update the bill so that the portal record matches the conveyance actually carrying the goods.

Vehicle replacement or trans-shipment

  1. Confirm that the bill is still active and within its validity period.
  2. Open the Part B or vehicle-update workflow for the relevant bill.
  3. Enter the replacement vehicle number or the current transport-document details in the required format.
  4. Check the movement leg, place and date against the dispatch record.
  5. Submit the update and retain the acknowledgement or audit record.

The FAQ allows repeated Part B or vehicle-number updates during validity when the transport changes. The latest entry must describe the actual conveyance; an old vehicle number left on the bill can make the document inconsistent with the goods in transit.

Transporter assignment

Where one transporter hands the movement to another, the e-way bill may be assigned onward. The FAQ describes the assigned transporter or generator updating Part B in specified circumstances, and identifies the latest assigned transporter as the party that may update it. Confirm that the assignment is complete and that the user account has the required portal permission before the vehicle departs.

Validity: why a new vehicle does not restart the clock

The official FAQ says validity begins with the first Part B entry: the first vehicle entry for road transport, or the first transport-document entry for rail, air or ship, whichever occurs first. Later Part B entries do not recalculate the start time. A replacement vehicle after a breakdown can continue under the same bill only for the remainder of the original validity period.

Movement type Distance rule described by official material Operational implication
Ordinary movement One day for up to 100 km, plus one additional day for each further 100 km or part thereof, under CGST Rules, Rule 138. Plan the first Part B entry and route before dispatch; a later vehicle change does not add days.
Over Dimensional Cargo One day for each 20 km or part thereof, as described in the E-Way Bill System FAQ. Use the applicable ODC treatment rather than the ordinary-distance assumption.

Do not move goods after validity expires unless the applicable exceptional extension process has been completed. A Part A slip is not a substitute for a completed bill: the FAQ describes the e-way bill as generated after the required Part B transport information is entered.

Validity extensions are an exception process

An extension is not a routine way to gain more travel time. The FAQ identifies exceptional circumstances such as a natural calamity, a law-and-order problem, trans-shipment delay or vehicle accident. The transporter carrying the consignment at the time of expiry is identified as the party that may extend validity in the relevant situation.

GSTN API documentation specifies an extension window from eight hours before expiry to eight hours after expiry. It also lists a restriction on extending beyond 360 days from bill generation. These are API validations; confirm the live portal behavior and the applicable notification for the transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Information to prepare for an extension

  • A specific reason and description of the exceptional event.
  • The consignment’s present location.
  • The remaining distance.
  • Current mode and, where relevant, vehicle number or transport-document details.
  • Evidence such as an accident, disaster, delay or law-and-order record for internal files.

Submit the request within the stated window, verify the resulting validity and ensure the driver carries the updated bill information. A later Part B update alone cannot cure an expired bill.

Returns and rejected deliveries are new movement events

A recipient’s response to bill details is different from the physical movement of goods back to the supplier. If goods are refused, coordinate with the supplier or recipient to document a sales return and create the e-way bill required for the return movement, using the relevant documents and the appropriate parties.

  1. Record the refusal and the reason, quantity and condition of the goods.
  2. Agree with the supplier or recipient which document represents the sales return.
  3. Generate a new e-way bill for the return movement with the return transaction and actual origin and destination.
  4. Use the vehicle and Part B details for the vehicle carrying the returned goods.
  5. Keep the original outward bill, refusal record, return document and new bill together.

Do not alter the original outward bill to make it appear that the rejected goods were always travelling to the return destination.

Common portal errors and practical fixes

Message or symptom Likely cause Fix
“Invalid Format” for vehicle number The registration string does not follow the portal’s required state and number pattern, or zero padding is missing. Use the format examples shown in the official FAQ and re-enter the complete registration exactly as issued.
Only a Part A slip is available Required Part B transport information has not been entered. Enter the first vehicle or transport-document details and confirm that the completed bill is generated before dispatch.
A Part A field appears locked The bill is already generated; ordinary editing does not change Part A. Check cancellation eligibility and regenerate a corrected bill if cancellation is permitted.
Portal vehicle data is stale after a handoff The new conveyance was not entered for the current movement leg. Confirm transporter assignment and update Part B before the new vehicle moves the goods.
The bill is expired The original validity elapsed; a vehicle change did not restart it. Stop movement and assess whether the documented exceptional extension process is available. Otherwise obtain advice before proceeding.

Short-distance exceptions require a current rule check

Do not apply a blanket “under 50 km is exempt” statement. The retrieved CBIC rule text contains a less-than-10-kilometre exception for specified movements, while GST Council materials describe an amendment increasing the relevant distance to 50 km, and the E-Way Bill FAQ describes a 50-kilometre exception. The available materials do not present one consolidated, date-stamped history that resolves every movement type and leg.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the exact leg, parties and movement category, then check the current portal validation and applicable rule or notification. Record the basis for relying on an exception. A short distance between two points does not automatically eliminate every e-way bill obligation.

Controls for businesses that generate bills repeatedly

Use a pre-dispatch checklist

  • Source document approved and matches the portal entry.
  • Part A parties, locations, goods, values and taxes checked.
  • First conveyance confirmed.
  • Vehicle or transport-document format validated.
  • Completed e-way bill number distinguished from a Part A slip.
  • Validity end time calculated from the first Part B entry.

Use an exception log

For every cancellation, Part B update, transporter handoff, return or extension, record the bill number, user, time, reason, old and new transport details, source documents and final status. This prevents staff from attempting several incompatible fixes and gives the accounts team a traceable explanation.

Automate carefully

GSTN publishes API workflows for generating and updating e-way bill information and requesting validity extensions. An integration should enforce the same business rules as the portal: lock Part A after generation, permit Part B changes only while active and within validity, validate vehicle formats, capture cancellation status and require extension reasons, location, remaining distance and transport details. API acceptance is not proof that a transaction is legally appropriate, so retain human review for unusual returns, short-distance exceptions and late extensions.

Final pre-dispatch check

  • Is the bill fully generated rather than only a Part A slip?
  • Are all Part A fields identical to the invoice or delivery challan?
  • Does Part B identify the vehicle or transport document actually carrying the goods now?
  • Has any transporter handoff been assigned and recorded?
  • Is the bill still within the original validity window?
  • If something is wrong, have you selected cancellation, Part B update, return documentation or exceptional extension—the one path that matches the event?

Following this sequence keeps the bill aligned with both the commercial document and the physical journey: correct Part A errors through eligible cancellation and regeneration, update Part B whenever the conveyance changes, and treat expiry, returns and exceptions as separate controlled events.
