Automate DigitalOcean Droplet provisioning with the official doctl CLI for shell workflows, the Droplets API for application-driven control, or Terraform for declarative infrastructure managed as code. Each can create a Droplet; pass first-boot setup as user data when you create it. Choose current region, size, and image values, protect the API token, and account for the fact that user data cannot be edited after creation.

Use the API when your own application initiates provisioning, doctl when a shell script or operator is the natural control point, and Terraform when the desired infrastructure should live in versioned configuration. The Droplet creation guide covers the basic choices that apply across workflows.
Prepare the values and credentials
Choose a current image, size, and region
A create request needs an image and size, and DigitalOcean’s creation guidance also requires choosing a region. Do not hard-code a size slug without checking where it is currently available: availability can differ by region and capacity. Retrieve current image, region, and size values during implementation using the catalog or the listing commands documented for doctl. Create and protect an API token
Requests to the API use bearer authorization. Treat the token as a credential that can stand in for a username and password: keep it out of source control, scripts committed to a repository, terminal transcripts, and application logs. DigitalOcean notes that a generated token is displayed once in the web interface, so store it securely when it is created. See the Droplets API reference.

Grant the token only the scopes required by the workflow. The droplet:create scope documentation lists required read scopes for Droplets, regions, sizes, actions, images, snapshots, and VPCs. Optional features can require additional scopes—for example, SSH key reads, block storage reads, monitoring creation, database creation, or tag creation. Add those only if the request uses the corresponding feature.
Automate creation with the DigitalOcean API
The API is a good fit when an application must construct a request from its own inputs. Its endpoint is POST /v2/droplets; supply the selected region, size, and image, and optionally user data and other supported creation options. The API’s Droplets reference documents the request fields and authorization.

- Store the token as a secret. Load it from your deployment environment or secret manager at runtime, rather than embedding it in source code or printing it.
- Resolve current catalog values. Select an image, region, and size that are currently available together. Do not assume a size slug is valid in every region.
- Prepare first-boot content, if needed. Put a cloud-config document or script in the
user_datafield. It must be plain text and no larger than 64 KiB. - Submit the create request. Send the bearer token in the authorization header and the chosen values in the JSON request body. Consult the API reference for exact field formats and optional parameters.
- Handle the response deliberately. Check for an API error before treating the request as successful, and retain the returned Droplet details needed by the next step of your workflow. Make retries safe for your own application so an uncertain response does not accidentally create duplicate machines.
Do not treat a successful create request as proof that application configuration has completed: creation and first-boot cloud-init work are separate stages. Check the Droplet’s status and verify the expected service or configuration before sending traffic to it.
Create a Droplet with doctl
doctl is DigitalOcean’s official command-line client. Install it and authenticate it using the current instructions in the doctl documentation. The command reference for doctl compute droplet create documents the required image and size inputs, region flag, user-data options, and additional networking and Droplet settings.

- Authenticate securely. Configure the CLI with a suitably scoped token. Avoid putting the token directly into a shell command that may be saved in shell history.
- List or otherwise resolve current slugs. Use the CLI’s documented listing commands to select a valid image, region, and size for the intended deployment. Check size availability in the chosen region.
- Write first-boot instructions to a file. For example, save a cloud-config document as
cloud-config.yml. Review the file before use; user data is executed or interpreted during initial boot, so it should contain only intended configuration. - Run the create command. Supply the name, image, size, and region using the flags shown in the current command reference. To pass user data, use
--user-data-file cloud-config.yml;--user-datais available for inline content. - Check the result. Confirm the command succeeded and note the created Droplet’s details. Then verify that cloud-init completed and that the intended service is ready before relying on the machine.
The CLI reference is versioned and can change; DigitalOcean’s reference generated on 28 September 2026 identifies doctl v1.175.0. Confirm current flags and defaults in the documentation rather than assuming an older installed version behaves identically.
Manage Droplets with Terraform
Terraform is appropriate when the desired Droplet configuration should be expressed declaratively and reviewed before changes are applied. DigitalOcean describes Terraform as a tool for building, versioning, and automating cloud infrastructure in its Terraform overview. Use the DigitalOcean provider’s digitalocean_droplet resource reference for supported arguments and current syntax.

- Configure the provider credential securely. Supply the API token through a protected environment or secret mechanism, not a committed configuration file.
- Declare the Droplet. Set the required image, size, and region using current values. Add SSH keys or network options intentionally and ensure the token has any associated scopes those options require.
- Add user data only when needed. Put first-boot configuration in the resource’s
user_dataargument. Make sure the selected image supports cloud-init if relying on cloud-config or a script being consumed automatically. - Review the plan. Inspect proposed creates, updates, and destroys before applying. In particular, do not assume a change will be in place: the provider documents that changing
user_dataforces replacement, and SSH key changes can also prompt replacement. - Apply and verify. Apply the reviewed configuration, then confirm the Droplet and its first-boot configuration are healthy. Keep the configuration and Terraform state managed as part of the same operational process.
The DigitalOcean provider resource reference generated on 1 October 2026 identifies provider v2.103.0. Verify the syntax and replacement behavior against the version you use.
Run first-boot configuration with cloud-init
DigitalOcean defines user data as “arbitrary data, often a script, that you can supply to a Droplet during creation.” User data is the handoff mechanism; cloud-init is one way a compatible image consumes it. Cloud-init can accept cloud-config or scripts and perform first-boot tasks such as creating users, installing applications, customizing firewall rules, and configuring SSH keys. DigitalOcean’s user-data guide says the latest Ubuntu and CentOS images support cloud-init; images without support do not automatically consume user data on first boot.

Example cloud-config
This minimal example writes a marker file. It demonstrates cloud-config syntax without installing or exposing a service:

First-boot cloud-init ran
Save it as a plain-text file and pass it at creation through the API’s user_data field, doctl --user-data-file, or Terraform’s user_data argument. Adapt the file to the selected image and test configuration changes before using them on an important machine. User data is not a post-creation settings field: DigitalOcean says it cannot be edited after the Droplet is created.
Debug a first-boot failure
- Check that the selected image supports cloud-init and that it is configured to consume user data.
- Confirm the creation request or Terraform configuration supplied the intended content, without truncation or an unintended file path.
- Inspect
/var/log/cloud-init-output.logon the Droplet for output and warnings. - Correct the configuration and decide how to apply it. Since user data cannot be edited on an existing Droplet, Terraform changes to that value force replacement; for API or CLI workflows, plan a deliberate repair or replacement rather than expecting an edit to the original creation data.
Make repeated provisioning safer
- Resolve changing catalog values at deployment time. Region-specific availability and capacity can affect size selection, so validate the chosen image and size for the destination region.
- Keep credentials scoped and secret. Use only the required create and read scopes, plus narrowly selected optional scopes for features actually requested.
- Plan network and access settings. The CLI exposes options for SSH key IDs or fingerprints, VPC, public networking, IPv6, monitoring, backups, tags, and volumes. Choose deliberately and include the required associated permissions.
- Separate machine creation from readiness. A returned Droplet is not necessarily finished running cloud-init or ready to serve requests. Include a health check or other verification in the surrounding automation.
- Review destructive changes. A Terraform plan can show replacement rather than an in-place update, particularly for user-data or SSH-key changes. Make availability and data-retention implications part of the approval step.
- Keep a record of what was created. Capture the resulting Droplet identity and configuration in the system that owns the workflow, so later operations target the intended machine.
Troubleshoot common provisioning problems

Which approach should you use?
Choose doctl when the automation is primarily a shell script or an operator task; choose the API when another application needs to issue and handle precise create requests; choose Terraform when the intended infrastructure and its lifecycle should be declared, versioned, and reviewed. Whichever route you use, resolve current catalog values, secure the token, provide first-boot data at creation if needed, and treat replacement behavior as an explicit operational decision.
