Audit Confluence by comparing each space’s and content area’s intended classification with the access users actually receive. A classification label—or a space’s default classification—does not by itself restrict access: review global permissions, space permissions, content restrictions, group membership, and anonymous access as applicable. The documented classification controls have availability qualifications, so first confirm that they’re available in your tenant.

Confirm classification controls and set the policy baseline

Atlassian’s classification-control guidance describes the feature as part of an early access program and says the experience may vary. It lists Atlassian Guard Premium for Atlassian Cloud and says the feature is available in Atlassian Government Cloud. Check your tenant’s current availability and entitlement before relying on a particular menu or workflow.

Before checking permissions, write down what each classification level means for access in your organization. Identify the spaces and content expected to carry each level, and check that the intended default classification is configured for each relevant space. Atlassian documents classification defaults and permissions separately; your organization must define the policy that connects a sensitivity level to an appropriate audience.

Review effective access at every permission level

Confluence Cloud permissions operate at global, space, and content levels. Space permissions determine which users or groups can view, add, edit, or delete content in a space. Content restrictions can further limit who may view or edit particular content. Review all three levels; a check of a page’s restrictions alone will not show every route by which someone may have access.

Check the space audience and every access source

In Confluence Cloud’s role-based access experience, open Users in the space settings and search for each relevant user. Atlassian says this view shows direct individual access and applicable groups or user classes. Record every source shown, not just the user’s individual role, and follow up on group or user-class membership where it contributes access.

Access sources are additive. If a person has a limited individual assignment but belongs to a group with broader permissions, the broader group grant still contributes to that person’s effective access. To reduce access, change or remove the source that grants it; a more restrictive individual assignment does not cancel a more permissive group grant.

Check content, parent restrictions, and anonymous access

Content is generally available to people who can access its space or parent unless restrictions narrow the audience. A page cannot be more accessible than its container, and parent restrictions can affect descendants. Include sensitive child pages and inherited restrictions in the review, and distinguish view restrictions from edit restrictions.

Check for anonymous access at both the space and site level wherever it is enabled. Treat it as a potential exposure for any space containing classified material, and compare it with the organization’s intended audience.

Run the audit and record mismatches

  1. Define scope: list the classified spaces and content areas to review, their intended sensitivity, and the people or groups that should have access.
  2. Check the configured classification: record each space’s classification or default and compare it with the policy baseline. Note any missing or unexpected value.
  3. Inspect the space audience: use Users in the space settings to look up relevant users and capture direct, group, and user-class access sources and their permission levels.
  4. Trace group grants: where access comes through a group or user class, confirm the membership responsible for it. Evaluate the resulting access rather than treating each source in isolation.
  5. Review restricted content: identify view and edit restrictions on sensitive content, including restrictions inherited from parent pages. Check whether the audience is consistent with the container and classification intent.
  6. Check public exposure: record whether anonymous access is enabled at the site or space level and whether that exposure is acceptable for the material.
  7. Document and remediate: record each mismatch, its accountable owner, the change needed, and a date to recheck access after remediation.

Use a consistent record for each space or content area. The fields below capture the comparison needed to explain why access is—or is not—appropriate:

Use audit logs as supporting evidence

Atlassian says the Standard plan audit log can be used to look back at certain site events, including global permission changes. Use event history to understand relevant changes, but do not treat it as a complete snapshot of current effective access: the cited plan guidance does not establish that audit logs show every current grant or restriction. Pair log review with the current access-source, group-membership, and content-restriction checks.

Keep Cloud and Data Center procedures separate

The Cloud workflow above is based on the per-user access-source view in role-based space settings. Atlassian separately documents SQL queries for Data Center that inventory pages with view or edit restrictions and identify descendants inheriting view restrictions. That method is Data Center-only, not a Cloud procedure. Atlassian’s Data Center guidance was updated July 30, 2026; validate any query against your deployed Data Center version and internal change controls, and handle its output as sensitive permission data.
