Assess China sourcing as an evidence and resilience problem, not only a supplier-price exercise. Inventory every China-linked input, map the factory and upstream chain, screen entities and end uses against applicable rules, quantify disruption scenarios, score likelihood, impact, and evidence confidence, then reduce exposure with qualified alternatives, contractual controls, and continuous monitoring. A low unit price is not a safe choice when origin evidence is weak or a single disruption could stop sales.
Why a China sourcing decision needs more than a factory audit
China may be the direct supplier, but the risk can sit several tiers upstream: a subcontracted process, a trading company that obscures the manufacturer, a processor in another province, a concentrated port route, or a raw material with forced-labor exposure. A factory certificate therefore cannot, by itself, establish that the product is legally importable, ethically sourced, or replaceable after a disruption.
Concentration is a strategic issue as well as a procurement issue. A 2024 U.S. Department of Commerce fact sheet said China’s policies contributed to control of “70, 80, and even 90 percent” of global production for some critical inputs used in technology, infrastructure, energy, and health-care areas. The White House Quadrennial Supply Chain Review reported that more than 38 percent of industries source over half of their imports from China or Russia. Those figures describe exposure across sectors, not the risk of any particular supplier, so use them as a reason to test concentration rather than as a substitute for product-level analysis.

A 2025 update from the Forced Labor Enforcement Task Force (FLETF) said 78 entities had been added during the prior year, bringing the Uyghur Forced Labor Prevention Act (UFLPA) Entity List to 144 entities. The same update identified caustic soda, copper, lithium, red dates, and steel as new high-priority sectors. U.S. Customs and Border Protection (CBP) reported in July 2024 that it had examined more than 8,500 entries valued at more than $3.3 billion since UFLPA implementation began. These are enforcement snapshots from specific dates; lists, sectors, and enforcement practices can change.

1. Define the scope and criticality of your exposure
Build a complete China-linked inventory
Start with a list that procurement systems often miss. Include finished goods, components, raw materials, packaging, tooling, molds, maintenance parts, software or firmware dependencies, and logistics lanes. Record the supplier named on the purchase order and the entity that actually makes or processes the item. Include products assembled elsewhere if a China-origin part, material, or process is essential to them.
For each line item, capture the internal owner, annual spend, volumes, approved specifications, countries of origin, ports, and customers or markets served. Tie each item to bills of materials and engineering change records so that a “minor” component cannot disappear from the risk register when a design changes.
Classify business criticality
Use four questions for every item:
- Revenue impact: What sales, service obligations, or contractual penalties arise if supply stops?
- Safety and regulatory criticality: Could a substitute require a new certification, validation, clinical review, or customer approval?
- Switching lead time: How long will it take to find, audit, sample, test, qualify, and ramp an alternative?
- Substitutability: Is there a drop-in equivalent, or must you redesign the product or process?
Mark items that are both hard to substitute and slow to qualify as critical even when their purchase value is small. A low-cost connector, chemical, or firmware dependency can stop a high-value product.

2. Map the real supply chain, not just the contracted supplier
Confirm the legal entity and beneficial ownership
Obtain the supplier’s legal name in the original registration language, registration number, registered address, business scope, and ownership information. Identify parent companies, beneficial owners, directors, affiliates, and any trading company that invoices you. Match those details across contracts, bank accounts, certificates, shipping documents, and screening records. Differences in names, addresses, seals, or bank beneficiaries require resolution before approval.
Locate every production and processing site
Require a list of factories, warehouses, subcontractors, and processors involved in your product. Record the exact address, legal operator, activities performed, and whether the site is owned, leased, or shared. A supplier that refuses to disclose a subcontractor is not giving you enough information to assess origin, labor, quality, or continuity risk.
Map provinces, upstream processors, raw-material sources, ports, freight forwarders, and border crossings. Note where materials are transformed, blended, plated, cut, assembled, or repackaged. Country-of-origin conclusions depend on the actual process, not on the location printed on a commercial invoice.
Use lot-level traceability where origin risk is material
For products or materials with forced-labor or origin concerns, require traceability from finished lot back to the specific production batch, facility, and upstream source. The record should connect purchase orders, bills of materials, production dates, worker or recruitment records where relevant, inventory movements, and shipping documents. Test whether the supplier can retrieve those records promptly rather than accepting a policy statement that traceability exists.
Verify the map against independent evidence
Compare the supplier’s declarations with corporate-registration records, customs and shipping information, facility addresses, certificates tied to the actual site, photographs or video with credible date and location evidence, and production records. Ask for explanations when a factory’s stated capacity, power use, workforce, product range, or export history does not fit your order volumes. Keep a dated evidence trail showing what was checked, by whom, and what remains unresolved.

3. Screen legal, forced-labor, and human-rights exposure
Apply the UFLPA rule to U.S.-bound goods
The U.S. State Department describes the UFLPA rule as a rebuttable presumption: goods from Xinjiang or involving entities on the UFLPA Entity List are prohibited unless the importer establishes the statutory exception. Treat a Xinjiang connection or listed-entity link as a potential detention or exclusion event for U.S.-bound shipments, not as a routine paperwork issue. Screen the supplier, owners, factories, subcontractors, upstream entities, and logistics intermediaries against the current UFLPA Entity List and other applicable restricted-party lists.
The 2025 FLETF update’s total of 144 listed entities and its addition of caustic soda, copper, lithium, red dates, and steel to high-priority sectors show why a screening process must be refreshed. A clean result on one date is not a permanent approval.
Request evidence that can support an admissibility decision
For a product with potential forced-labor exposure, request:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Corporate registration, ownership, and affiliate records for every relevant entity.
- Factory, subcontractor, and upstream-processor lists with addresses and activities.
- Complete bills of materials and country-of-origin and process maps.
- Worker-recruitment, labor-agent, wage, payroll, timekeeping, and grievance records where legally obtainable.
- Production, inventory, transportation, and shipment records that connect materials to finished lots.
- Audit reports and certificates tied to the actual facility and production period.
- Screening results for sanctions, restricted parties, and the UFLPA Entity List.
Check whether records are internally consistent. For example, payroll headcount should make sense against production volume, shifts, and shipment dates. Documents translated into a buyer’s language should be retained with the original versions and translation date.
Understand the limits of audits
Independent review is useful only when reviewers can reach the relevant sites, workers, records, and upstream entities. China’s opacity can limit the reliability of third-party audits; coached interviews, restricted access, document substitution, and announced-only visits can produce false confidence. Record access limitations as residual risk. An unresolved refusal to disclose a site or provide traceability is not evidence of compliance.
Use an eight-part human-rights due-diligence cycle
The U.S. Department of Labor’s SourcingStrong framework sets out these eight steps:
- Engage stakeholders: involve procurement, legal, compliance, logistics, engineering, finance, operations, and affected-worker or customer representatives where appropriate.
- Assess risks and impacts: identify forced-labor indicators, recruitment debt, document retention, wage issues, unsafe conditions, and vulnerable-worker risks across tiers.
- Develop a code of conduct: state labor, recruitment, wage, safety, transparency, and subcontracting requirements in contracts and supplier standards.
- Communicate and train across the supply chain: ensure managers, labor agents, and workers understand requirements and reporting channels.
- Monitor: combine document review, worker voice, site visits, production data, and shipment-level checks.
- Remediate violations: set corrective actions, owners, deadlines, worker remedies, and escalation when remediation is not credible.
- Obtain independent review: use reviewers with the access, competence, language capability, and independence needed for the risk.
- Report performance and engagement: document findings, unresolved issues, remediation progress, and management decisions.
4. Check export controls, destination, and end use
Compliance is not limited to forced-labor rules. Confirm the product’s classification, technical specifications, destination, customer, end user, and intended end use before shipment or technology transfer. Screen all parties, including distributors, freight intermediaries, and beneficial owners, against applicable restricted-party lists.
Recommended Free Tools
Investigate red flags rather than relying on a checkbox. Examples include a customer that will not identify the final user, a request to route goods through an unrelated country, specifications inconsistent with the stated civilian use, unusual urgency around documentation, payment from an unrelated entity, or a request to split shipments to avoid review. Escalate unresolved questions to qualified export-control counsel or your compliance function before production or transfer.

5. Model commercial and operational disruption
Calculate the full landed exposure
Build a cost model that includes more than the quoted factory price:
- Unit price, tooling, molds, engineering, inspection, packaging, and payment fees.
- Freight, insurance, duties, tariffs, customs brokerage, warehousing, and demurrage.
- Currency movement, financing, minimum-order quantities, and inventory carrying cost.
- Expected scrap, rework, warranty claims, recalls, and customer penalties from quality escapes.
- Compliance work, testing, audits, traceability systems, and record retention.
- Qualification, tooling duplication, and ramp costs for an alternative source.
- Revenue loss and recovery expense during a shutdown or detention.
Separate recurring costs from one-time transition costs. A second source may have a higher unit price but lower expected loss because it shortens recovery time or reduces detention risk.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Test disruption scenarios
At minimum, model a supplier shutdown, a port or route interruption, a customs detention, a sudden tariff or export-control change, a quality escape, a cyber or intellectual-property incident, and the discovery of an undisclosed subcontractor. For each scenario, estimate duration, affected stock, replacement lead time, lost contribution margin, customer and regulatory consequences, and the cash required to recover.
Include correlation. Two factories in the same industrial park, province, port system, or upstream-material network may fail together. “Dual sourced” does not mean resilient if both sources share the same hidden processor or logistics lane.
Measure concentration explicitly
Track the percentage of spend, volume, revenue, and critical components tied to one supplier, one legal owner, one province, one port, and one upstream material. Also track the share of products that depend on China even when final assembly occurs elsewhere. Set management thresholds for concentration and require an approved exception when a critical threshold is exceeded.
6. Score likelihood, impact, and evidence confidence
Use a risk register with three separate judgments:
- Likelihood: the chance that the specific event will occur within the planning period.
- Impact: the financial, safety, legal, customer, and recovery consequences if it occurs.
- Evidence confidence: how complete, current, independently verified, and traceable the supporting evidence is.
A simple likelihood-by-impact score can prioritize work, but evidence confidence must remain visible. A supplier with a moderate apparent risk and very weak evidence should not rank below a supplier with a higher apparent risk and verifiable records. Mark unverified assumptions separately from confirmed facts.

7. Choose and implement mitigations
Compare sourcing models on total exposure
Evaluate China-only, China-plus-one, regional diversification, and domestic sourcing against the same decision criteria:
- Total landed cost, including compliance and disruption loss.
- Qualification and switching time.
- Legal and traceability confidence.
- Tariff and export-control exposure.
- Available capacity and demonstrated quality.
- Resilience of ports, routes, and upstream inputs.
- Intellectual-property and technology exposure.
- Working-capital requirements.
- Difficulty and cost of exiting the arrangement.
Do not award the decision to the lowest quoted unit price when evidence confidence is low or the potential disruption loss is large. Qualify an alternative before the primary source fails; qualification after an interruption is slower, more expensive, and more likely to compromise specifications.
Build China-plus-one or regional options deliberately
A second country can reduce single-country exposure, but it does not automatically remove China-linked risk. Verify the origin of materials, tooling, firmware, and subcomponents in the new location. Confirm that the alternative factory is not controlled by the same ownership group or dependent on the same Chinese processor, port, or freight lane.

Define the minimum share each source must retain to stay production-ready and exercise the arrangement through periodic purchase orders or pilot runs.
Add operational buffers
- Hold safety stock based on recovery time and demand variability, not a generic number of days.
- Duplicate critical tooling, molds, test fixtures, and production files in controlled locations.
- Pre-approve alternate ports, carriers, and customs brokers.
- Maintain validated substitute materials and engineering change procedures.
- Set inventory and order-allocation rules for a crisis so the highest-criticality products receive supply first.
Use contracts, payment controls, and insurance
Contracts should require disclosure and prior approval of factories, subcontractors, ownership changes, material origins, and process changes. Include audit and record-access rights, cooperation with customs inquiries, notification deadlines, quality remedies, intellectual-property protections, data-security duties, and termination or suspension triggers for sanctions, forced-labor findings, falsified records, or refusal of access.
Use staged payments tied to inspection and documentation, escrow where appropriate, and limits on large unsecured advances. Confirm that cargo, business-interruption, trade-credit, political-risk, and product-liability policies cover the relevant event and geography; insurance is a financial backstop, not a substitute for traceability or a second source.
Define exit triggers before a crisis
Document conditions that require executive review, shipment hold, corrective action, or exit. Triggers can include a new restricted-party listing, a material ownership change, unexplained production-site changes, failed lot traceability, denied worker or record access, repeated quality escapes, a customs detention, or a disruption that exceeds the approved recovery time. Assign decision rights and a communication plan so procurement cannot quietly continue a high-risk relationship after a trigger is met.
8. Request and retain a practical evidence package
Ask for documents in a controlled checklist and tie each item to a risk decision. The package should cover:

Store the original file, translation, source, verification method, reviewer, and review date. Expired certificates, generic group policies, or documents naming a different facility should be treated as incomplete evidence until corrected.
9. Monitor continuously and test the plan
Set a review cadence by risk
Re-screen entities and owners when orders are placed and whenever ownership, facility, product, destination, or law changes. Refresh high-risk traceability and labor evidence more frequently than low-risk administrative records. Review tariff schedules, export controls, UFLPA and other restricted-party lists, customs enforcement, shipping conditions, and supplier financial or operational indicators.
Track corrective actions to closure
Every finding needs an owner, due date, evidence of completion, and an independent check when the consequence is significant. Do not close an action because a supplier sent a new policy; verify changed behavior through records, worker feedback, production data, or a credible follow-up review.
Exercise contingency plans
Run a tabletop exercise that starts with a realistic trigger, such as a detained shipment or sudden factory loss. Test who can authorize inventory release, which customers are prioritized, how an alternate source receives specifications and tooling, how customs or regulators are informed, and how long the transition actually takes. Update safety-stock levels, contact lists, contracts, and qualification plans from the results.
Evidence snapshots that should influence your risk register
| Source and date | Finding | How to use it |
|---|---|---|
| Forced Labor Enforcement Task Force, 2025 | 78 entities were added in the prior year; the UFLPA Entity List reached 144 entities. Caustic soda, copper, lithium, red dates, and steel were designated new high-priority sectors. | Refresh entity and material screening; require stronger traceability for affected products and upstream inputs. |
| U.S. Customs and Border Protection, July 2024 | More than 8,500 entries valued at more than $3.3 billion had been examined since UFLPA implementation began. | Model detention, documentation, and cash-flow consequences for U.S.-bound shipments. |
| U.S. Department of Commerce, 2024 | China’s policies contributed to control of “70, 80, and even 90 percent” of global production for some critical inputs. | Test whether a supposedly independent alternative still depends on the same Chinese input. |
| White House Quadrennial Supply Chain Review, 2024 | More than 38 percent of industries source over half their imports from China or Russia. | Use concentration analysis to identify categories needing diversification or executive approval. |
Common failure modes and corrective responses
“We audited the factory, so the supply chain is compliant.”
Why it fails: the audited site may subcontract, mix materials, or lack authority over upstream labor conditions. Response: map every tier that affects origin or labor risk, require disclosure, and test lot-level records.
“The supplier is not on a restricted list.”
Why it fails: an owner, subcontractor, processor, or newly listed affiliate may be involved, and list status changes. Response: screen all relevant entities and retain dated results with list versions.
“We have two suppliers, so we are diversified.”
Why it fails: both may share an owner, processor, port, utility, or raw material. Response: compare the complete dependency maps and test independent production.
“A certificate proves origin.”
Why it fails: certificates can cover a group rather than the producing site, expire, or omit upstream processes. Response: tie certificates to the actual facility, lot, dates, process map, and independent records.
“We will qualify a backup after the disruption.”
Why it fails: tooling, testing, customer approvals, and regulatory validation take time when capacity is scarce. Response: qualify and periodically exercise alternatives while the primary source is operating.
When to update the assessment
Refresh the assessment when UFLPA or other restricted-party lists change, tariffs or export controls are revised, customs enforcement patterns shift, shipping routes or port conditions deteriorate, a supplier changes ownership or location, a material or process changes, or a quality, labor, cyber, or customs incident occurs. The 2024 and 2025 statistics above are snapshots, not permanent assumptions. Preserve the prior assessment so decision-makers can see what changed and why.
