Choose a semiconductor supplier only after you can trace the chip through its foundry, wafer fabrication, assembly and test, substrates, materials, equipment dependencies and shipping routes. Then score the exposure, verify export-control and provenance evidence, test continuity capability, and put information and remedy rights in the contract. A supplier that is outside China at the tier-one level can still depend on a Taiwan-based foundry, a PRC assembly site, a single substrate source or restricted equipment.

The practical decision is not which supplier has the lowest quoted price. It is which technically qualified supplier can continue delivering when a site, route, license, upstream subcontractor or financial position changes—and how quickly you can qualify an alternative.

Set a decision rule before comparing suppliers

Write down the conditions that would make a supplier unacceptable before commercial discussions influence the assessment. Typical “no-go” conditions include an undisclosed manufacturing site, inability to identify the foundry or assembly-and-test provider, a single site with no qualified backup for a safety-critical part, unresolved export-license dependence, or refusal to provide change and incident notifications.

For suppliers that pass those gates, use a weighted score. A simple illustrative model is to rate each dimension from 1 (high risk or weak evidence) to 5 (low risk or strong evidence), multiply by a weight that reflects your product’s consequences, and retain the evidence behind every score. Do not award a 4 or 5 because a salesperson gave an assurance; award it only when records, contracts, audits or operational tests support the claim.

Map the complete manufacturing chain

Request a current, part-specific map rather than a corporate overview. The map should identify legal entity, physical address, country, ownership and the activity performed at every location. Date the map and require the supplier to notify you when any element changes.

Front-end manufacturing

  • Foundry and wafer-fab name, site address, process node, wafer diameter and production role.
  • Mask, reticle and intellectual-property ownership, including who can authorize a design or process change.
  • Critical equipment categories and whether maintenance or spare parts depend on a single country or vendor.
  • Critical chemicals and gases, their production countries and the last qualified source.

Back-end manufacturing

  • Wafer sort, assembly and test (OSAT) sites, package type, substrate source and test-program ownership.
  • Die attach, molding, lead-frame, substrate and final-test suppliers, including subcontractors used during peak demand.
  • Distribution centers and the legal entities that export, import or take title to the product.

Raw materials and minerals

Ask for major mineral inputs and the smelters or refiners in the chain where relevant. OECD electronics guidance expects companies to map to smelters and refiners and assess their due diligence, not merely collect a country-of-origin statement. Record which inputs are single-sourced and how long requalification would take.

Identify single points of failure

For every process step, mark single-source, dual-source and genuinely qualified dual-source status separately. A second factory that has never produced your exact die, package or test program is capacity potential, not an operational backup. Capture qualification time, minimum order, reserved capacity and the conditions under which the alternate can be activated. NIST SP 1326 organizes this type of diligence around foreign ownership, control or influence, provenance, resilience, foundational cybersecurity and supply-chain tiers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quantify geographic and political concentration

Convert the map into a concentration profile at four levels: country, site, transport route and chokepoint. Count dependencies by the volume of your requirement and by the time needed to replace them; a small but irreplaceable chemical can matter more than a high-volume commodity.

Country and site exposure

  • List each manufacturing and material site by jurisdiction and note sanctions, tariffs, export controls, investment restrictions and industrial-policy changes that could affect it.
  • Assess civil unrest, conflict, utility reliability, natural-hazard exposure and the supplier’s ability to move production across borders.
  • Separate legal ownership from operating location. Foreign ownership, control or influence can create obligations or access risks even when a plant is in a low-risk country.

Route and chokepoint exposure

Map ports, canals, border crossings, air-freight hubs and specialty-gas or chemical corridors. Ask whether a shipment can be rerouted, how much transit time the alternative adds, and whether the alternate route requires a new export or import license. Include dependencies on a single logistics provider or bonded warehouse.

Taiwan Strait scenario analysis

Model a range of disruption durations rather than assigning one probability. A major Taiwan disruption was estimated by U.S. International Trade Commission staff economists in 2024 to raise U.S. logic-chip prices by as much as 59 percent, as reported by the U.S.-China Economic and Security Review Commission. That is a scenario input, not a forecast and not a direct estimate of your product’s price. Run your own cases for a short shipping interruption, a multi-month fab outage and a prolonged loss of access to Taiwanese capacity.

For each case, calculate days of inventory, backlog accumulation, contractual customer penalties, qualification time for another source and the cash required to secure scarce capacity. A supplier with a geographically diverse network may still fail if your specific mask set or package is qualified at only one site.

Check export-control and sanctions exposure

Export compliance is a product-, transaction- and jurisdiction-specific exercise. Obtain the export-control classification for the chip, design files, software, manufacturing equipment and technical data. Review the end use, end user, destination, re-export path and every entity involved in the transaction.

Information to request

  • Classification numbers and the jurisdiction used for each item, with the date of the determination.
  • Licenses, license exceptions, provisos, expiration dates and records of prior applications or denials.
  • Screening process for restricted-party and entity lists, including screening of distributors and subcontractors.
  • Re-export and deemed-export procedures for engineering support, cloud access and remote troubleshooting.
  • Named compliance owner, escalation path and average time to identify a licensing change.

The U.S. Government Accountability Office has documented compliance challenges surrounding Commerce Department rules for advanced semiconductors. Treat a supplier’s statement that a part is “standard” or “not controlled” as a starting point, not a conclusion. Put a contractual duty on the supplier to notify you of rule changes, license delays, denials, investigations and changes to the entities or sites involved.

Test upstream visibility and provenance

Ask for a tiered bill of materials (BOM) that reaches beyond the tier-one supplier. Require the foundry, OSAT, substrate maker, major material sources and material smelters or refiners where applicable. Tie each entry to a physical site, legal entity, product family and effective date.

This is a measurable control objective. In a 2024 Bureau of Industry and Security survey, about half of the companies surveyed could not determine whether their products contained chips manufactured by PRC-based foundries. If your supplier cannot answer, record that as an identified risk and require a remediation plan rather than treating the unknown as “no exposure.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence that supports a provenance claim

  • Part-level certificates of origin and manufacturing-site declarations that reconcile to lot or date codes.
  • Purchase-order or subcontractor records showing which foundry and OSAT actually produced the device.
  • Change-control notices covering wafer fabs, assembly sites, substrates, chemicals and test locations.
  • Chain-of-custody controls for engineering samples, returns, rework and brokered inventory.
  • Independent audit findings and corrective-action records for material and site traceability.

Define the granularity you need. A country declaration may be adequate for a low-consequence component but not for a device whose die, package or firmware creates a security or export-control obligation.

Evaluate capacity and business continuity

Request operating evidence, not only a continuity policy. Compare committed capacity, historical lead times, allocation behavior and recovery objectives for the exact part or family you will buy.

Capacity and allocation questions

  • What percentage of your forecasted demand is reserved, and for what period?
  • How did the supplier allocate product during the last shortage, and which customers received priority?
  • What are minimum order quantities, lead-time bands, expedite rules and allocation triggers?
  • How much finished-goods, wafer, substrate and critical-material inventory is normally held?
  • How long does it take to transfer production to each named alternate site, including customer requalification?

Continuity and recovery evidence

Ask for recovery-time and recovery-point objectives for production, test data, design files, ERP systems and customer communications. Review results from disaster-recovery exercises, utility-failure drills and cyber-incident simulations. ISO/TS 22318:2021 extends the business-continuity principles of ISO 22301 and ISO 22313 to supplier relationships; the standard was confirmed current in 2025.

Examine financial resilience as part of continuity. Request audited financial statements or equivalent evidence, credit indicators, major ownership changes, customer concentration and signs of distress. NIST identifies financial distress and leadership turnover alongside export-control violations, cyber incidents, counterfeit devices, conflict materials and forced labor as resilience concerns.

Assess cybersecurity, authenticity and responsible sourcing

Cybersecurity

Review identity and access management, privileged-account controls, network segmentation between production and corporate systems, secure software-development practices, vulnerability handling and backup integrity. Ask for incident history, notification timing and evidence that recovery exercises included manufacturing and test systems. Determine whether remote support exposes your design files, test programs or production credentials to another jurisdiction.

Counterfeit and authenticity controls

Understand how the supplier prevents unauthorized die substitution, recycled parts, remarked devices and brokered inventory. Request lot traceability, electrical screening, serialization where used, approved-distributor controls and the process for investigating suspect parts. Define who pays for containment and replacement when authenticity is disputed.

Labor, environmental and mineral due diligence

Request conflict-mineral and forced-labor controls, labor and environmental compliance records, grievance channels and independent audit results. OECD’s responsible-business framework calls for management systems, impact identification, prevention and mitigation, tracking, communication and remediation. A supplier that cannot show corrective-action closure should receive a lower score even if its geography appears stable.

Use a weighted comparison matrix

Set weights according to the consequences of interruption, not according to the ease of collecting data. The following axes provide a complete starting set; your procurement, engineering, security, legal and compliance teams should approve the weights.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Axis Evidence to request Decision question
Geographic and political concentration Site and country map, Taiwan and China exposure, alternate-site capacity, route dependencies Can a political or logistics shock remove all qualified capacity?
Regulatory and export-control exposure Classifications, licenses, end-use and end-user controls, entity-list screening, re-export process Could a rule change stop shipment or technical support?
Technical portability Process node, mask and IP ownership, qualification time, second-source readiness Can another site build and test the same device without redesign?
Capacity and continuity Reservations, lead times, allocation history, recovery objectives, inventory policy What happens to your orders during a shortage or outage?
Tier visibility and provenance Tiered BOM, foundry and OSAT disclosure, change notices, mineral traceability Can you prove where each critical step occurred?
Financial and operational resilience Audited financials, credit indicators, leadership stability, continuity-test results Can the supplier fund recovery and remain operational?
Cyber and authenticity Security controls, incident history, counterfeit prevention, secure traceability Could a cyberattack or counterfeit lot compromise supply or product safety?
Responsible business conduct Conflict-mineral, forced-labor, labor, environmental, grievance and audit evidence Are legal, ethical or reputational failures likely to interrupt supply?
Contractual leverage Audit rights, notification duties, remedies, allocation protections, termination triggers Can you obtain information and enforce mitigation before a crisis?

Record “not stated” when a supplier has not provided evidence. Do not convert an unknown into a neutral score. Separate inherent exposure from control strength: a supplier may have high Taiwan concentration but excellent inventory and a qualified alternate, while another may have less geographic exposure but poor visibility and no contractual remedies.

Run a repeatable diligence process

  1. Define the part and consequence. Document function, safety or security impact, annual demand, acceptable outage duration, redesign options and maximum qualification time.
  2. Issue a structured information request. Require the site map, tiered BOM, classifications, licenses, capacity data, continuity evidence, cyber controls, responsible-sourcing records and financial information in a dated response.
  3. Validate the response. Reconcile declarations to lot codes, audit reports, certificates, site addresses and legal entities. Interview operations, compliance and security personnel—not only sales.
  4. Score and challenge. Apply approved weights, mark unsupported claims as unknown, and run disruption scenarios for political, regulatory, cyber, natural-hazard and financial events.
  5. Test the alternate. Confirm that a second site can build, package, test and ship the exact device. Obtain qualification samples, process-change records and a written activation timeline.
  6. Negotiate risk controls. Convert important assumptions into notification duties, audit rights, allocation commitments, recovery milestones and remedies.
  7. Approve with conditions. Record residual risks, owners, due dates and the executive who accepts them. Do not let a low unit price silently override an unresolved single point of failure.
  8. Onboard and baseline. Verify the map and controls at production launch, preserve the evidence set and establish the next review date.

Make the contract enforceable

Commercial terms should make risk visible before it becomes a shortage. Include the following provisions, tailored by legal counsel:

  • Advance notice and consent rights for ownership, control, foundry, OSAT, substrate, material, process, site or subcontractor changes.
  • Prompt notice of export-control changes, license delays or denials, sanctions exposure, cyber incidents, counterfeit findings, quality holds and allocation changes.
  • Information and audit rights covering the tiered BOM, site records, continuity tests, responsible-sourcing evidence and corrective actions.
  • Minimum reserved capacity, allocation methodology, lead-time commitments and priority rules during constrained supply.
  • Business-continuity obligations, recovery objectives, alternate-site milestones and periodic exercise reports.
  • Requirements to maintain traceability and to segregate or quarantine suspect inventory.
  • Remediation plans with owners and dates, cost allocation for corrective action, and suspension or termination triggers for concealment, repeated nonconformance or inability to supply.

OECD’s due-diligence framework supports a cycle of management systems, impact identification, prevention and mitigation, tracking, communication and remediation. Contract language should mirror that cycle so that a finding produces an action, a deadline and an escalation path.

Refresh the assessment on a defined cadence

Perform diligence before award, verify it at onboarding and refresh it at least annually or more often when the part is critical. A calendar review alone is insufficient; reassess immediately after a trigger.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Trigger events

  • Ownership, financing or leadership change.
  • New fab, OSAT, substrate or material site; subcontractor substitution; or process-node change.
  • New export-control rule, sanctions designation, entity-list action, tariff or licensing delay.
  • Conflict, civil unrest, natural disaster or sustained shipping-route disruption near a critical site.
  • Cyber incident, counterfeit event, major quality escape or unexplained lot-code change.
  • Unexpected allocation, lead-time extension, capacity reservation reduction or financial distress signal.

At each refresh, compare the current map with the approved baseline, retest the highest-risk assumptions and close overdue corrective actions. Keep the date and scope of each review so that an auditor or incident team can determine what was known when the award decision was made.

Warning signs that require escalation

  • The supplier offers a country-level statement but will not name the foundry, OSAT or substrate site.
  • A “second source” exists only in a marketing presentation and has no qualification record or reserved capacity.
  • Export classifications are missing, inconsistent across documents or dependent on an unnamed broker.
  • Allocation history, inventory policy or recovery objectives are described as confidential without an alternative form of evidence.
  • Site, ownership or subcontractor changes appear in invoices or shipment labels before formal notification.
  • Audit findings remain open, responsible-sourcing records stop at the tier-one supplier, or cyber-incident reporting is undefined.
  • The supplier refuses reasonable audit and information rights while requesting a long-term commitment.

Escalation can mean a conditional award, additional inventory, a second qualified source, tighter contractual controls or rejection. The appropriate response depends on the part’s outage cost and the time required to reduce exposure.

What a defensible supplier decision looks like

A defensible decision file links the technical qualification to a dated supply-chain map, evidence-backed scores, scenario results, unresolved risks, contractual protections and named owners. It explains not only why the selected supplier can meet today’s specification, but also how your organization will detect and respond to a site change, export-control action, upstream disclosure gap or allocation event.

Political and supply-chain risk cannot be eliminated. It can be made observable, tested against realistic disruption scenarios and reduced through qualified alternatives, inventory and enforceable information rights. Select the supplier whose residual risk you understand and can manage—not the supplier whose exposure is simply hidden.
