The most reliable way to assess an AI-governance candidate is a structured, time-boxed work sample, not a conversation about principles or a certificate. Give every applicant the same 60–90 minute case, require a risk register and decision memo, and score the evidence against defined anchors. The candidate should show how policy, law, technical risks, human oversight, monitoring and escalation become operating controls.
Use the NIST AI Risk Management Framework (AI RMF) as the common vocabulary. Its four functions—Govern, Map, Measure and Manage—help you test whether someone can move from a system’s purpose and affected people to documented controls, measurable performance and an accountable deployment decision.
What you are actually hiring for
An AI-governance manager is not simply a policy writer, model tester or compliance coordinator. The job is to make defensible decisions about AI across its lifecycle and to give other teams a practical way to act on those decisions. A strong hire can:

- identify who can be harmed, how harm could occur and which assumptions still need evidence;
- translate legal and internal requirements into product, data, security and operational controls;
- specify what will be measured after launch, what thresholds trigger investigation and who can pause or restart a system;
- produce reviewable records that an engineer, lawyer, auditor, executive or affected person can understand; and
- communicate residual risk clearly enough to obtain a decision, including a decision not to deploy.
Do not award points merely because a candidate can recite NIST, ISO or the EU AI Act. Ask what changed in a product or process because of the reference, what evidence supports the decision and who owns the next action.

Build one structured work sample for every candidate
Use a realistic 60–90 minute case
Give each applicant the same written brief, data assumptions and timebox. A suitable prompt is:
Case: “Our company wants to deploy an AI system that ranks job applicants. Define the intended purpose and affected stakeholders; classify the risks; identify data-quality, privacy and bias concerns; propose human oversight and documentation; specify monitoring metrics and escalation thresholds; and explain when you would pause deployment.”
The case is intentionally cross-functional. It tests whether the candidate can frame the problem before jumping to a model metric, and whether they can distinguish a legal obligation from an internal policy choice or a risk-based recommendation. Tell candidates which facts are fixed and which assumptions they may make. Require them to label unknowns rather than quietly inventing them.
Require four concrete outputs
- One-page risk register. Each entry should state the risk, affected party, cause, potential impact, likelihood or uncertainty, existing control, proposed treatment, owner, due date and residual-risk decision.
- Impact-assessment outline. Look for purpose, use context, stakeholders, data sources, lifecycle stages, foreseeable misuse, accessibility considerations and questions that must be answered before approval.
- Control-and-monitoring plan. It should connect each material risk to a preventive or detective control, an owner, a metric, a review frequency, a threshold and an escalation route.
- Short decision memo. The memo should recommend deploy, defer, restrict or reject; state assumptions and unresolved evidence; name the accountable decision maker; and set a date or condition for review.
These artifacts reveal more than a polished interview answer. They show whether the candidate can make trade-offs visible, preserve evidence and leave another team with work it can execute.
Keep administration consistent
Provide the same prompt, reference materials, time limit and allowed tools. Offer reasonable accommodations and record them without penalizing the candidate. Use two independent scorers who write their ratings before discussing the candidate. Preserve the submitted packet and the final decision rationale so a rejected applicant can receive a defensible explanation and so your own process can be improved.

Competencies and the evidence to seek
Governance and accountability
Under NIST’s Govern function, policies, legal and regulatory requirements, trustworthy-AI practices and organizational risk tolerance shape every other activity. Ask the candidate to draw a simple decision-rights map: who sponsors the use case, who approves data, who accepts residual risk, who can stop operation and who authorizes restart. Strong answers distinguish consultation from authority and include a documented exception process. Weak answers assign responsibility to an unnamed “AI committee” or assume that legal review alone creates accountability.
Risk framing and lifecycle thinking
Before proposing a control, the candidate should define the system’s intended purpose, users, affected people and success criteria. Probe what changes during design, validation, deployment, monitoring, material model updates and retirement. Look for recognition that a model can be acceptable in one context and harmful in another, and that risks can arise from workflow, incentives or misuse rather than from model code alone. A lifecycle answer includes rollback, archival and deletion conditions, not just launch approval.
Trustworthy-AI judgment
Probe the qualities NIST identifies as relevant to trustworthy AI: validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. A capable candidate will explain tensions—for example, why improving average accuracy may still be unacceptable if error rates or opportunities diverge for a protected group. They should propose tests proportionate to the use, describe limitations and avoid claiming that one fairness statistic proves a system is safe.
Evidence and documentation
Ask what records must exist before approval and what must be updated after a change. Useful evidence includes data and model cards or equivalent descriptions, an impact assessment, control mapping, validation results, a monitoring-dashboard specification, an incident log and executive decision memo. The candidate should identify provenance, versioning, review dates and retention owners. ISO/IEC 42001 provides a management-system lens covering policy, roles, competence, risk assessment and treatment, operation, performance evaluation and continual improvement; the candidate should be able to use that lens without treating a standard as a substitute for evidence.
Human oversight and challenge
Human-in-the-loop is not a sufficient control by itself. Ask who reviews an output, what information they see, whether they can override it, how overrides are recorded, how an applicant or worker can appeal and when the reviewer must stop using the system. For recruitment, a reviewer who can only rubber-stamp a score does not provide meaningful oversight. Require explicit stop conditions, a protected escalation channel and a restart authority independent enough to challenge delivery pressure.

Regulatory translation
A strong candidate can state the jurisdiction, identify the rule’s scope and show how it changes a product or process decision. The EU AI Act entered into force on August 1, 2024. Annex III includes systems used for targeted job advertising, filtering applications and evaluating candidates. European Commission employment guidance describes systems that turn CV, skills, education and related data into scores, rankings or fit categories. Ask the candidate to separate requirements that apply by law from internal controls adopted because the risk warrants them, and to record assumptions when the deployment spans jurisdictions. Do not accept a blanket claim that every recruiting tool is regulated identically.
Communication and influence
Give the candidate conflicting audiences: an engineer wants a fast launch, a product leader wants a single approval, legal counsel wants evidence, an affected worker wants an explanation and an executive wants a concise decision. Ask for a two-minute verbal briefing and a written escalation. Look for precise language about uncertainty, residual risk, owner and deadline. The goal is not rhetorical confidence; it is the ability to obtain an accountable decision when stakeholders disagree.
Interview questions that produce evidence
Use questions that require a sequence of actions and a result. Follow each answer with “What evidence did you have?”, “Who decided?” and “How did you know the control worked?”
- Past risk decision: “Tell us about an AI or automated-decision risk you identified. What evidence changed your initial view, what control did you implement and how did you verify it?”
- Operationalizing policy: “Show how you would turn a vague responsible-AI policy into an intake, approval, monitoring and escalation process. Name the artifacts and owners.”
- Opaque vendor: “A vendor will not disclose full training-data details. What do you request, which compensating controls are possible and what evidence would make you reject the vendor?”
- Unequal impact: “An applicant-ranking model improves average selection accuracy but disadvantages a protected group. Walk us through investigation, decision rights, remediation and communication.”
- Post-launch pause: “Which monitoring signals would cause you to pause a system after launch? Who can authorize restart, and what evidence is required?”
- Framework translation: “Explain Govern, Map, Measure and Manage to a product manager, then name the artifact each function produces for this case.”
- Law versus policy: “Which parts of your answer are legal requirements, which are internal policy choices and which are risk-based recommendations? What jurisdictional facts would change it?”
Require candidates to state assumptions, name affected parties, distinguish evidence from opinion and identify what they would measure next. A fluent answer with no owner, threshold or record is incomplete.
Score with anchored criteria, not impressions
Use a 1–5 scale for each dimension. Record evidence beside the number; never score charisma, familiarity with a particular employer or the number of framework names mentioned.

| Dimension | 1 — insufficient | 3 — workable but incomplete | 5 — hire-level evidence |
|---|---|---|---|
| Governance and accountability | Repeats principles; no decision rights or escalation. | Names roles and approvals but leaves ownership or risk acceptance vague. | Maps authority, exceptions, risk acceptance, stop/restart powers and deadlines. |
| Risk framing | Starts with model accuracy and omits context or affected parties. | Lists plausible harms and lifecycle stages but misses assumptions or retirement. | Defines purpose, stakeholders, misuse, uncertainty and stage-specific decisions. |
| Trustworthy-AI judgment | Uses slogans or one metric as proof of safety or fairness. | Identifies several quality, privacy, security or bias concerns with partial tests. | Balances the relevant qualities, explains trade-offs and proposes proportionate tests and limits. |
| Evidence and documentation | Produces opinions with no traceable artifacts. | Suggests registers or assessments but lacks versioning, owners or review cadence. | Creates reviewable artifacts linked to controls, evidence, changes and residual risk. |
| Human oversight | Assumes a human click makes the system safe. | Names reviewers and overrides but not authority, appeals or stop conditions. | Defines competent review, override recording, appeal, independent challenge and restart criteria. |
| Regulatory translation | Makes broad legal claims without jurisdiction or scope. | Recognizes relevant rules but cannot connect them to product decisions. | States scope and assumptions, separates law from policy and converts requirements into controls. |
| Communication and influence | Cannot explain residual risk or handle disagreement. | Communicates risks but leaves the decision or owner unclear. | Tailors a concise, candid recommendation with owner, deadline, evidence gap and escalation. |
A score of 3 means the candidate is plausible but needs support. A score of 5 requires a documented, proportionate plan with measurable controls, residual-risk treatment, escalation and clear communication. Set a minimum total and minimum score for safety-critical dimensions before interviews begin; do not change them after seeing a favored candidate.
Adjust weighting to the role and deployment
Use the same eight comparison axes for every applicant, then change the weights to match authority and risk. A person hired to implement controls needs stronger evidence and technical detail than a policy lead. An assurance lead needs stronger traceability and testing design. A role with authority to stop production needs demonstrable escalation judgment, not just writing skill.
| Role emphasis | Increase weight on | Evidence to prioritize |
|---|---|---|
| Governance implementer | Artifacts, controls, monitoring and technical/data literacy | Complete register, control mapping, metric definitions, owners and operational runbooks. |
| Policy or regulatory lead | Regulatory scope, stakeholder influence and governance authority | Jurisdiction analysis, policy-to-process translation and a decision briefing for executives. |
| Audit or assurance lead | Evidence traceability, testing design and independent challenge | Sampling plan, validation evidence, issue log, remediation verification and audit trail. |
| Product-facing governance partner | Risk framing, lifecycle judgment and communication | Clear intake criteria, trade-off memo, launch gates and post-launch review plan. |
For a high-impact deployment, raise the passing bar and add a second review of the work sample. For a low-risk internal experiment, keep the same dimensions but allow a narrower control set, provided the candidate explains why the scope is proportionate.

NIST AI RMF
NIST describes the AI RMF as voluntary and intended to improve the ability to incorporate trustworthiness considerations into the design, development, use and evaluation of AI systems. Version 1.0 was released on January 26, 2023. The Core’s four functions are Govern, Map, Measure and Manage. Ask candidates to show the output of each function in the case: governance rules and owners; mapped purpose, context and harms; measured performance and risk signals; and managed treatment, monitoring and escalation.

ISO/IEC 42001
ISO/IEC 42001, first published in December 2023, specifies requirements for establishing, implementing, maintaining and continually improving an Artificial Intelligence Management System. It is useful when the job includes management-system design, internal audit or continual improvement. Treat a certificate as evidence of exposure to a syllabus, not proof that the person can operate your controls. Ask what the candidate personally implemented, how competence was demonstrated and which records would survive an audit.

EU AI Act and employment uses
The European Commission identifies strict requirements for high-risk recruitment AI, including risk-mitigation systems, high-quality datasets, clear user information and human oversight. Whether a particular use falls within those requirements depends on the system, purpose, provider or deployer role and jurisdictional facts. A candidate should identify those facts, involve qualified legal counsel where needed and still propose risk controls while classification is being confirmed.
Run a fair, repeatable hiring process
- Define the role authority. Write down whether the hire advises, approves, audits or can stop deployment. List the systems and jurisdictions in scope.
- Set the rubric before sourcing. Choose dimensions, weights, minimums and what counts as evidence. Publish the timebox and accommodation route.
- Screen for baseline capability. Ask for one concise example of turning a risk into a control, but do not use résumé keywords as a proxy for competence.
- Administer the identical case. Give the same facts, allowed materials and 60–90 minutes. Collect the four outputs and note clarifying questions asked.
- Score independently. Each interviewer records 1–5 ratings and supporting observations before a calibration meeting.
- Probe gaps, not preferences. Use the evidence questions to test missing owners, thresholds, assumptions or affected parties. Do not give one candidate extra hints.
- Make and record the decision. State the selected candidate’s strengths, material gaps, risk of hire and onboarding conditions. Preserve the packet and rationale.
- Review the process. After several hires, check whether work-sample scores correlate with successful delivery, incidents, audit findings or stakeholder feedback. There is no authoritative statistic establishing predictive validity for a particular AI-governance interview rubric, so treat your own outcome data as an improvement signal rather than a universal benchmark.
When a certification should matter
Do not require an AI-governance certification by default. Certification can help when the role explicitly owns an ISO/IEC 42001 implementation or audit program, when you need a common vocabulary across a large team or when the candidate lacks another way to demonstrate structured training. It should be one evidence item among work samples, references and relevant delivery experience.
Verify the issuing body, syllabus, assessment method, renewal rules and geography before treating a credential as meaningful. Do not promise that any certificate guarantees compliance or hiring success. For a candidate with a certificate but no operating evidence, use the case to test whether they can create controls, collect proof and make a stop decision.

| Unstructured conversation | Allows confident candidates to dominate and makes ratings incomparable. | Use the same prompt, timebox, follow-ups and anchored rubric. |

| Human-in-the-loop checkbox | A nominal reviewer may lack authority, information or time to challenge an output. | Specify competence, override power, appeal, logging and restart authority. |
| Legal overclaim | Rules vary by purpose, role, jurisdiction and implementation date. | Require scope, assumptions and a clear separation of law, policy and recommendation. |
| Vendor trust by assertion | “The supplier is compliant” is not evidence about data, testing or incidents. | Request documentation, audit rights, update notices, incident duties and compensating controls. |
| No post-launch plan | A system can drift or cause harm after an apparently successful launch. | Set metrics, thresholds, review cadence, incident logging, pause and restart criteria. |
| Changing the bar mid-process | Creates bias and makes the decision indefensible. | Freeze weights and minimums before reviewing candidate results; document any approved change. |
The decision packet your interviewers should retain
At the end of the process, retain the candidate’s assumptions, stakeholder map, risk register, impact-assessment outline, control mapping, monitoring and incident plan and decision memo, along with independent scores and accommodation records. This packet lets a future manager understand what the hire demonstrated, gives unsuccessful candidates a reasoned explanation and provides a baseline for onboarding. It also makes the process auditable when the role itself controls high-impact AI.
The best candidate is the one who can turn uncertainty into a visible decision: what is known, what is not, which control addresses each material risk, who owns it, what signal will be watched, when the decision is revisited and who can stop the system. A structured work sample makes those abilities observable before you hand over production authority.
