For an offline record that preserves more than appearance, save the website’s HTML and the resources it uses—such as images, stylesheets, and linked documents—in a web-archive package such as WARC. Keep a PDF or screenshot as a convenient fixed view, not as the only copy. Record what you captured and when, then open the archive to check for missing content. A capture documents what the process obtained; it does not prove that every part of a changing website was preserved.
What to save: web archive, PDF, or both?
HTML can point to files that are not contained in the HTML itself. If images, stylesheets, scripts, or PDFs are not captured with their relationships to the page, an offline copy may look incomplete or fail to replay as expected. A WARC file is a preservation-oriented container for web resources; the Library of Congress identifies WARC as its preferred web-archive format and notes that WARC content blocks can hold resources in different formats, including binary images and audiovisual files embedded or linked in HTML (Library of Congress: WARC).

For evidence-oriented archiving, retain the web capture and, when useful, a PDF or screenshot derivative. Label the derivative as a rendered view, with its source URL and creation time. NARA’s format guidance lists WARC 1.0, WARC 1.1, and WACZ among preferred formats for permanent federal web-record transfers; that guidance describes federal transfer requirements, not a guarantee that any particular capture is complete (NARA: Appendix A, Tables of File Formats).

1. Define and record the scope
Decide which pages and paths matter before capturing. A single URL is not necessarily the whole website: pages may rely on other domains, and “the website” can be difficult to bound. Record the exact URL or URLs, the access date and time in UTC, the reason for capture, and any relevant scope limits. For a small amount of material, the Library of Congress describes browser Save As as an option; check whether the export creates separate linked files and retain them with the saved page. Record the site name and date created as well (Library of Congress: Websites, Blogs, Social Media – Personal Archiving).

2. Capture the page and its resources
Choose a method that preserves the HTML together with its referenced images, stylesheets, scripts, and documents, and keeps the relationships needed for replay. A WARC-based capture is a suitable preservation format to consider. Do not assume that selecting WARC means every resource was obtained: dynamic content, access restrictions, or capture failures can leave gaps. NARA explains that reconstruction exactness depends on whether referenced static and dynamic files were tracked (NARA: Guidance on Managing Web Records).
3. Create a readable derivative if needed
Use the browser’s print-to-PDF function or a screenshot when a quick visual reference will help someone inspect the page. Store it beside the web archive, and identify it as a derivative rather than the complete preservation copy. Note its source URL and creation time.

4. Write a manifest and inspect the capture
Keep a short README or manifest with enough context to interpret the files later. There is no single universal evidence protocol established by the preservation guidance, but this practical checklist records the relevant scope, circumstances, components, and known gaps.
- Target URL or URLs, site name, and scope captured.
- Capture date and time, including time zone; use UTC for consistency.
- Capture tool and version, if known, and any settings that affect what was saved.
- File list or folder description, including which file is the PDF or screenshot derivative.
- Access problems, capture errors, missing images, blocked content, or login-only pages.
Open the archive locally with a compatible replay tool. Test key pages and links, and note whether images and other important resources appear. A replay that looks correct for one page does not establish that every page or resource in the chosen scope is present.

5. Keep and maintain separate copies
Use descriptive filenames and a clear directory structure. Keep multiple copies in separate locations so one lost or damaged copy does not remove the record. The Library of Congress lists portable hard drives among possible storage media and recommends checking readability at least once a year and refreshing media every five years or when necessary. These are general preservation recommendations, not a guarantee against data loss or a legal certification (Library of Congress: Personal Archiving).
What a capture can—and cannot—prove
A website capture is not instantaneous or necessarily complete. The Library of Congress cautions that a site cannot be harvested instantaneously and completely; a dynamic site can change while it is being captured, so the resulting combination of files may never have existed together at one exact instant (Library of Congress: Quality and Functionality Factors for Archived Web Sites and Pages). Login-gated pages, scripts that load content later, and resources on other domains may also be absent or behave differently offline.

NARA describes web-record integrity as a record being “complete and unaltered” in its NARA Guidance on Managing Web Records, last reviewed June 26, 2017 (NARA guidance). A local archive can help document what your capture process obtained, but the file format alone does not prove completeness, show that nothing was omitted, or establish admissibility in every court or jurisdiction. Preserve the capture context and be candid about known gaps.
