For a native Windows app, handle WM_MOUSEHWHEEL (0x020E) in the window procedure for the window or control that owns the content. Read its signed wheel delta, map that delta to horizontal movement, and return zero when handled. If the window does not handle the message, let DefWindowProc pass it through the parent chain.

Handle the standard horizontal-wheel message

Windows sends WM_MOUSEHWHEEL to the active window when the horizontal wheel is tilted or rotated. The message is usually the right starting point for ordinary app scrolling: it supplies direction and movement, without requiring device-specific input registration. See Microsoft’s WM_MOUSEHWHEEL documentation.

  1. Choose the receiving window. Handle the message in the window procedure of the window or control responsible for scrolling the content.
  2. Read the signed wheel delta. Use GET_WHEEL_DELTA_WPARAM(wParam). A positive value means scroll right; a negative value means scroll left.
  3. Convert the delta to your app’s movement unit. Decide whether the control moves by pixels, columns, items, or another useful unit, and apply that mapping consistently.
  4. Finish message handling correctly. If your window processes the message, return zero. If it does not, call or defer to DefWindowProc so Windows can propagate the unhandled message to parent windows. Do not manually forward it inside the window procedure.

Preserve partial wheel movement

WHEEL_DELTA is 120, but an input device may report smaller deltas. Do not assume each message represents one complete wheel notch. Windows documents the same delta convention for the vertical WM_MOUSEWHEEL message and permits finer-resolution input; see Microsoft’s WM_MOUSEWHEEL documentation.

Two common approaches are to accumulate deltas until they reach your chosen threshold, or to convert each partial delta proportionally into movement. The right choice depends on the control: accumulation can suit discrete item or column movement, while proportional movement can preserve finer input for pixel-based scrolling.

Read the cursor coordinates safely when needed

The message’s lParam contains cursor coordinates in screen coordinates. If your handler needs those coordinates, use GET_X_LPARAM(lParam) and GET_Y_LPARAM(lParam). They are signed values, unlike extracting the words with LOWORD and HIWORD; signed handling matters on multi-monitor desktops where a screen coordinate can be negative. Microsoft’s message reference documents the message parameters.

Use Raw Input only for device-specific handling

Use Raw Input if the app needs to identify the originating device or distinguish between multiple mice. The app registers a receiving window with RegisterRawInputDevices, then processes WM_INPUT and can inspect RAWMOUSE for RI_MOUSE_HWHEEL and the signed delta in usButtonData. Microsoft’s references cover Raw Input, RegisterRawInputDevices, and the RAWMOUSE structure.

Raw Input has an ownership constraint: Microsoft warns that only one window per raw input device class can be registered to receive raw input within a process. A library that registers devices can therefore interfere with the host app’s input handling. Keep registration under the app’s control unless device-specific input is genuinely necessary.

Route Use it when Input and ownership
WM_MOUSEHWHEEL The app needs ordinary horizontal scrolling in a window or control. Uses the normal window-message path and allows unhandled messages to propagate through DefWindowProc.
Raw Input The app needs device-specific data or must distinguish input devices. Requires device registration and WM_INPUT handling; a process has one receiving window per raw input device class.

Hardware is optional; app support is not

A mouse with a horizontal wheel is one way to generate horizontal-wheel input, but the app still needs to process that input. Windows exposes the fHasHorizontalWheel capability in its RID_DEVICE_INFO_MOUSE structure. A horizontal-wheel mouse is not a prerequisite for implementing support in software.
