“How the Biden Administration Can Make Digital Identity a Reality” was the title of a 2021 opinion article—not an official administration plan. Its author, Hal Granoff, then Callsign’s Head of US Market Development, argued for a broad digital identity framework linking government and private-sector transactions. Congress later considered related bills, but the records cited here do not establish that either became law or that the proposed unified credential was adopted.

What the 2021 article proposed

Granoff’s April 16, 2021 commentary imagined a digital identity credential stored on a phone. A person could share selected identity information to complete transactions with services such as government benefits, health care, licensing, financial institutions, and businesses. The proposal’s central idea was a common framework that could work across public and private services, rather than separate identity systems for each purpose.

The article also favored biometric security, but framed biometric use as voluntary and subject to consent and disclosure. Neither a phone-based credential nor biometric verification is established in the article as a required or adopted feature of a federal program.

Granoff pointed to European approaches and a proposed UK framework, including “vouching”: approved local people confirming someone’s identity. He also called for public-private input, including views from enterprise CIOs and CISOs and technology companies. These are recommendations in a vendor-affiliated commentary, not evidence that a particular model is more secure, private, or equitable than alternatives.

What happened in Congress afterward

Congress considered related proposals after the commentary appeared. The Senate committee report says Senator Kyrsten Sinema introduced S. 884, the Improving Digital Identity Act, on March 21, 2023, with Senator Cynthia Lummis as cosponsor. The committee reported the bill with amendments on July 11, 2023. It would establish an Improving Digital Identity Task Force in the Executive Office of the President and coordinate government-wide work on identity credentials. The report describes consent-based identity solutions and discusses security, privacy, and equitable access. This is committee action on a proposal, not proof of enactment or implementation. Representative Bill Foster introduced H.R. 9783, also titled the Improving Digital Identity Act of 2024, on September 24, 2024. These records show that lawmakers considered ways to coordinate digital identity work. They do not show that the Biden administration adopted Granoff’s proposal, that a national digital ID was created, or that either bill became law.

The design choices a real framework would have to resolve

A shared framework could make it easier to prove identity across services, but the sources do not compare specific systems or establish a winning design. The proposals point to questions policymakers would need to answer:

  • Consent and user control: What information can a person choose to share, and can they decline a digital credential or a biometric check?
  • Privacy and data minimization: Can a service confirm only what it needs—for example, eligibility—without receiving a broader identity record?
  • Security: How would credentials resist impersonation, theft, and unauthorized access? Granoff’s support for biometrics is a policy preference, not proof that biometrics alone solve these risks.
  • Interoperability: Can different agencies and private services recognize credentials without creating incompatible systems?
  • Equity and accessibility: What alternatives would remain available to people who lack a suitable phone, cannot use a biometric feature, or need another way to establish identity?
  • Breadth versus purpose limitation: Should one credential work across many services, as Granoff favored, or should credentials be restricted to specific purposes to limit linkage between activities?

The Senate committee report’s emphasis on consent, privacy, security, and equitable access highlights concerns a broad framework would need to address. The available sources do not resolve how to balance those goals against convenience and interoperability.

Fraud figures in the commentary need attribution

Granoff’s article reported that scammers created “over 145,000 suspicious domain registrations” in the preceding year to target stimulus-check recipients. It also said 2020 saw more than 1.3 million identity theft cases, a 113% increase. The commentary does not identify the original data sources for these figures, so they should be understood as figures it reported, not independently verified statistics. They provide context for the author’s argument about identity fraud, but do not by themselves demonstrate that a single digital credential would prevent it.
