Telescope time-allocation committees compare the scientific value of proposals, the fit between the science and the requested facility, and whether the observations and time requested are feasible and justified. A strong scientific ranking is only one stage: observatory staff or directors may still weigh technical, programmatic, regional, weather, or scheduling constraints before observations are allocated or placed in a queue. The exact rubric and process vary by observatory, proposal class, and cycle.
What do proposal reviewers assess?
Across major observatories, reviewers are not simply choosing the most interesting idea. They are deciding which proposed use of scarce observing time is most valuable and whether the observatory can carry it out as proposed. NRAO, ESO, and ALMA all identify scientific merit or contribution to knowledge as a central criterion, while their guidance also addresses technical feasibility and the suitability of the requested observations.NRAO, ESO, ALMA
Scientific merit and likely impact
Reviewers ask whether the question is important, whether the proposed investigation can answer it, and whether its likely contribution justifies competing for telescope time. Merit does not necessarily mean a result is guaranteed: NRAO guidance says reviewers should not dismiss well-reasoned unconventional work merely because it is uncertain, since it may have discovery potential.NRAO review policy
Some rubrics make impact categories explicit. For JWST, NASA described three Cycle 2 grading criteria: impact within the subfield, impact outside the subfield, and suitability for the observatory. Why this facility and instrument?
A proposal needs to connect the scientific question to a measurement, then show why the requested telescope and instrument can make that measurement. Hubble’s review guidance, for example, asks applicants to establish that Hubble is the best instrument for the data sought, with its distinctive sensitivity, resolution, instrumentation, or wavelength range relevant to the case. NRAO reviewers are also encouraged to consider whether useful data already exist in an archive and whether new observations are an appropriate way to meet the stated goal.NASA’s Hubble operations overview, NRAO review policy
The persuasive chain is specific: state the question, identify the measurement needed, name the capability that measurement requires, and explain how the proposed facility supplies it. Calling a telescope “unique” is not enough unless the proposal explains which capability is necessary and why alternatives or existing data do not meet the need.

Technical feasibility
Reviewers and observatory staff assess whether the setup, observing mode, targets, sensitivity, and requested time can plausibly produce the data needed. The process may separate technical review from scientific review: NRAO says most proposals receive staff feasibility review, while ESO says the Observatory evaluates technical feasibility and ALMA evaluates both technical feasibility and whether the observations suit the scientific goals.NRAO review system, ESO review guidelines, ALMA Proposers’ Guide

Whether the requested time and resources are proportionate
A feasible proposal can still request more time than its scientific return warrants. NRAO’s policy illustrates the point with a goal that might be worthwhile in four hours but less compelling if it requires 80 hours; those figures are an example in its guidance, not a general threshold. ESO lists sufficient resources and an adequate strategy for complete, timely data analysis among its criteria. For continuing or follow-up work, prior results can matter too. ESO includes the scientific outcome of previous ESO observations among its criteria and gives special consideration to proposals that continue or complete previously accepted programs. How do review, ranking, allocation, and scheduling fit together?
A common pattern is reviewer assignment, individual assessment, some form of consensus or combined ranking, and then a decision about allocation or scheduling. The exact sequence differs. A scientific score or panel discussion is not necessarily the final decision, and selection does not always mean every requested observation will be carried out.
- Reviewers are assigned. Observatories use scientific expertise and conflict-of-interest procedures to assign proposals. Depending on the facility and proposal type, review may be individual, distributed, or conducted in panels.
- Proposals receive assessments. Reviewers grade or rank scientific merit and may comment on facility fit, feasibility, and the requested resources. Some processes include a technical assessment by observatory staff.
- Assessments are combined into a ranking or recommendation. The mechanism may include panel discussion, consensus, normalization, or a second round of grading. Some proposals may be triaged before full discussion.
- The observatory turns rankings into allocations or priorities. Technical readiness, programmatic considerations, and other facility-specific constraints can affect how much time is recommended or assigned.
- Scheduling determines what can actually be observed. Visibility, configuration plans, weather, timing constraints, and queue priorities can shape execution after scientific review.
How do major observatories differ?
These examples show why applicants should read the instructions for their own call: even shared principles do not imply shared panel mechanics or decision authority.

Does a high score guarantee telescope time?
No. A favorable review is an input to allocation, not a guarantee that every requested observation will be scheduled. The distinction is explicit in several systems: NRAO’s TAC takes constraints into account after panel rankings; Hubble’s TAC recommends a program before the STScI director’s final decision; ALMA’s queue must also accommodate operational and regional constraints. Competition is also substantial, though rates should be tied to the telescope and cycle that produced them. NASA’s undated Hubble operations overview says requests in a typical year amount to five to six times the available annual observing time. NASA and STScI reported that JWST Cycle 2 received 1,600 proposals requesting more than 35,000 hours against 5,000 available hours; that is a Cycle 2 figure, not a general rate for other cycles or observatories.NASA’s Hubble operations overview, NASA’s JWST Cycle 2 account
How can applicants make a proposal easier to evaluate?
The strongest case makes the logic inspectable rather than relying on broad claims of importance. A reviewer should be able to trace the question through to the requested observations and see why the data will answer it.
- Define a focused question and outcome. Explain what result would answer the question and what it would change in understanding.
- Derive the observing plan from the measurement. Connect required sensitivity, resolution, wavelength, configuration, cadence, or other capability directly to the science goal.
- Make the facility argument evidence-based. Explain why this instrument is suitable, and address relevant archival data or alternatives when the call or case makes them pertinent.
- Justify the time request. Account for observing blocks and overheads so the requested resources are proportionate to the objective.
- Show feasibility and readiness. Make targets, modes, constraints, and analysis plans clear; for proposal classes that require it, demonstrate the team and computing resources needed to complete the work.
- Follow the call’s review rules. Anonymize identifying material exactly as instructed, and verify the current cycle’s submission and scheduling requirements rather than assuming another facility’s process applies.
These steps help reviewers assess a proposal against common criteria; they cannot guarantee a high rank or allocation. Panel composition, review thresholds, and scheduling policies can change from one call to another.
