Steam does not publish a single formula that lets anyone calculate a game’s position in a user’s Discovery Queue. Valve describes a set of inputs and goals instead: the New Release queue balances exposure by favoring recently released games with fewer views, while personalization uses a visitor’s preferences, filters, tags, product type, purchasing and play behavior, language fit, and review treatment.
Tags and reviews influence how a game is classified and whether it is eligible for some visibility, but neither a large wishlist count nor a high raw store-page conversion rate is documented as a direct ranking score. The practical way to understand Steam discovery is as a documented-signal model with undisclosed weights and tie-breaks.
What Steam actually discloses about ranking
Steam exposes several discovery surfaces rather than one universal ranking. A game can be shown in a personalized Discovery Queue, the New Release queue, New and Trending, Top Sellers, genre or tag pages, or through curator recommendations. Each surface has a different purpose, so an appearance in one does not prove that the same rule produced an appearance in another.

Valve documents inputs and outcomes, but not a complete mathematical formula. There is no public table assigning a fixed number of points to a tag, review percentage, purchase, view, wishlist, or language. Valve also does not publish deterministic tie-break rules for every user and every queue refresh. Any explanation that gives those factors precise weights is speculation unless Valve has stated it directly.

The most defensible model is therefore:
- Queue construction: release recency and accumulated store-page views are explicitly used in the New Release queue.
- Personalization: user preferences, associated tags, product type, language fit, and observed customer interest help determine what is relevant.
- Metadata matching: accurate, specific tags connect a game with suitable audiences and related products.
- Quality and eligibility: review treatment can affect featuring, particularly when a score falls below Valve’s stated threshold.
These documented signals explain broad behavior without claiming that Steam’s undisclosed ranking code is fully known.
How the New Release queue is generated
1. A recently released game enters a release pool
Valve describes the New Release queue as being built from a pool of recent releases. “Recently released” is the relevant starting condition; the documentation does not provide a universal number of days that defines the pool for every visitor or every release state. When comparing two games, record whether each is in full release or Early Access, because release state supplies important context even though Valve has not published a separate weighting formula for those states.
2. Steam generates a queue for each logged-in visitor
The queue is generated when a logged-in user visits the New Releases Queue. It is not a permanently fixed list shared by everyone. Steam can omit products according to that visitor’s preferences, associated tags, or product type. Two users visiting at the same time can therefore receive different titles or a different order.

3. Titles with fewer views receive priority
Valve’s explicit balancing rule is that the system prioritizes titles with the least amount of views since release. This is an exposure-balancing mechanism, not a promise that every new game receives equal impressions. A title that has already accumulated many store-page views can be placed behind a title with fewer views, even if the first game has a larger audience or more wishlists.
4. Clicking through counts as a view
A click from the queue to a game’s store page counts as a view. That means queue position and exposure interact over time: a game can be prioritized while it has relatively few views, then lose that particular priority as users open its page. The rule does not say that a click guarantees a purchase, a wishlist, or another queue appearance.
5. The queue is only one organic surface
Steam can also expose a new game through the personalized Discovery Queue, New and Trending, Top Sellers, genre and tag pages, and curator recommendations. A game’s total visibility is the result of these surfaces and customer behavior together, not just its New Release position.

How personalization changes what a user sees
Preferences and filters can remove a title
A game may be absent because the visitor’s preferences, followed or ignored tags, or product-type settings exclude it. This is different from being ranked low. A product can be eligible for the general release pool while never being shown to a particular user because it does not match that user’s configured interests.

Personalized recommendations use relationships between a game’s tags and a user’s demonstrated interests. Overlap among several specific tags is more useful than relying on one broad label. For example, a collection of accurate genre, mechanic, setting, and mode tags gives Steam more information than the word “Action” alone.
Observed interest is stronger than passive exposure
Valve identifies purchasing and playing as strong interest signals. A user who buys or plays games associated with a particular set of tags gives Steam clearer evidence than a user who merely encountered a store-page link. Language support also matters because a recommendation must be usable by the person receiving it.
Personalization is not a simple popularity list
A game with high overall sales can still be irrelevant to a user whose preferences exclude its tags or product type. Conversely, a niche title can be surfaced to a suitable user when its metadata and that user’s behavior align. The system is designed to find relevance, not to show every person the same global bestseller order.
How Steam tags affect visibility and recommendations
Tags are structured metadata, not decorative keywords. They describe a product to users and provide matching information to Steam’s store and recommendation systems. Valve’s current Steamworks guidance sets the following practical limits and expectations:

Who supplies and changes tags
Developers provide tags, but players with non-limited accounts and Steam moderators can also apply them. Relative weights can change as the community adds tags. A developer therefore cannot assume that the initial ordering will remain the only representation of the game over time.

Specific overlap beats generic breadth
In recommendation matching, overlap among multiple tags matters more than the order of otherwise similar tags. Uncommon, specific tags can carry more matching influence than very common labels such as “Action.” A precise combination that describes a game’s mechanics, perspective, setting, pacing, and player mode is more informative than filling all available slots with broad genres.
Accuracy matters more than stuffing the list
Adding a tag solely because it is popular can connect a game to the wrong audience, increase unwanted impressions, and make later engagement signals less useful. Use the top positions for the game’s defining characteristics, then add secondary tags that are still genuinely present. Tags should describe what a player will experience, not what the developer hopes the player will search for.
How review scores affect featuring
Steam displays two review windows
At the top of a product page, Steam shows one review score for the past 30 days and another for the product’s lifetime. The two windows answer different questions: the short window reveals recent customer sentiment, while the lifetime figure reflects the accumulated history of the product.
Only Steam purchases count toward the score
Only purchases made on Steam by the reviewing account count toward the review score. A key activation can produce a visible review, but that review does not count toward the score. This distinction explains why the number of visible reviews and the percentage used for the score can differ.
Forty percent is Valve’s stated visibility threshold
Valve says that, when a game’s reviews are “Mixed or above,” meaning 40% or higher, review score is not a factor in algorithmic visibility. When the score falls below 40% (“Mostly Negative”), the game is less likely to be featured. This is a threshold treatment, not evidence that every percentage point above 40% earns additional ranking weight.
Recent sentiment can change before lifetime sentiment
Players can update reviews after substantial additional playtime. Steam also selects prominent store-page reviews from recent, helpful reviews. Consequently, the visible review sample can change while the lifetime percentage moves slowly. A reader evaluating a new release should inspect both windows instead of treating the lifetime number as a complete picture of current sentiment.

Signals Steam identifies—and signals it does not identify as direct scores

“Not a direct factor” does not mean a metric has no business value. Wishlists, traffic, and conversion can matter to a studio’s planning and sales analysis. It means Valve has not identified them as direct ranking scores in the documented visibility guidance.
A rigorous way to compare two new games
If you are trying to explain why one newly released game appears more often than another, compare the same dimensions instead of guessing from popularity:
- Record release state and timing. Note the release date and whether each product is in full release or Early Access. Do not assume the two products occupy the same release pool context.
- Check queue eligibility. Confirm that the viewer is logged in and that preferences, ignored tags, and product-type filters do not exclude either game.
- Compare accumulated views. The New Release queue explicitly favors titles with fewer views since release, so a game with less exposure may receive an earlier position.
- Audit the top tags. Look at the first five, then the complete top 20. Identify whether the tags are specific, accurate, and shared with games the target audience actually plays.
- Check language fit. A recommendation is less useful when the game does not support the viewer’s language or when the store page does not clearly communicate available language support.
- Separate recent and lifetime reviews. Record both windows and determine whether either score is below Valve’s 40% featuring threshold.
- Look for purchase and play response. Customer actions provide stronger evidence of interest than a high volume of passive page visits.
This method produces a defensible explanation without claiming access to Steam’s private weights. It also prevents a common error: treating a single visible outcome, such as a higher store-page position, as proof that one game has a universally higher hidden score.

Build the tag set around the actual player experience
Enter at least five tags before launch and plan a complete set of up to 20 accurate tags. Put the five most representative descriptions first. Use the remaining positions for meaningful mechanics, themes, modes, perspectives, and audience descriptors that are truly present. Review community-applied tags after launch because the relative weighting can change.
Make the store page match the metadata
Tags work best when the screenshots, trailer, description, supported-language list, and actual game all reinforce the same promise. A mismatch can attract unsuitable visitors, produce poor engagement, and make it harder for Steam to identify the right audience. Metadata should reduce uncertainty for both the system and the player.

Watch both review windows
Monitor the 30-day score separately from the lifetime score. Investigate recurring problems that generate recent negative reviews, and remember that customers can update reviews after substantial playtime. A visible change in recent reviews may precede a slower change in the lifetime percentage.
Interpret exposure changes correctly
A drop in New Release position can simply reflect the view-balancing rule as more people open the store page. It does not by itself prove that tags, sales, or review quality deteriorated. Compare view accumulation, eligibility, metadata, and customer activity before drawing a conclusion.
Why a game may not appear in your Discovery Queue
It may be filtered out
Check ignored or preferred tags and any product-type settings first. A mismatch can prevent a title from entering your personal queue even when other users can see it.
It may be outside the relevant release pool
The New Release queue is built from recent releases. A game that is older, or whose release state differs from the title you are comparing, may not be competing in the same pool.
It may have accumulated more views
Because Steam prioritizes titles with fewer views since release, a game that has already received substantial page traffic can move behind less-viewed releases in the New Release queue.
Its metadata may not match your interests
Broad or inaccurate tags provide weak matching information. Specific overlap with the games and tags associated with your activity gives Steam a clearer reason to recommend a title.
Visibility and featuring are different from eligibility
A score below the 40% threshold makes featuring less likely, but a game can still be found through search, a direct link, a genre page, or another store surface. Conversely, a score at or above that threshold does not guarantee a prominent position.

Valve has not published the full Discovery Queue formula, the weight assigned to each signal, or deterministic tie-break rules for every user. It is therefore impossible to calculate a game’s exact queue rank from public numbers alone. There is also no documented basis for claiming that a particular wishlist total, traffic volume, or conversion percentage automatically produces a specific position.
The reliable boundary is narrower but useful: Steam tells us how the New Release queue balances views, how tags are structured and matched, how review windows are calculated, and which review threshold changes featuring likelihood. Everything beyond those statements should be presented as an inference, not as a confirmed ranking rule.
