Steam Achievement Sets are designed to stop new or unavailable content from unfairly erasing a completed game. Under the older single-pool system, a game’s completion was the achievements you unlocked divided by all achievements counted for that game. Adding DLC achievements to that pool could turn a former 100% into a lower percentage. With Achievement Sets, base game, DLC, mode, character and seasonal achievements can have separate progress bars. A DLC set appears and counts for players who own that DLC, while archived content no longer blocks completion.
Steam’s profile-wide average is a different calculation from an individual game’s percentage, and an achievement’s global rarity percentage is different again. The exact behavior you see in 2026 depends on whether the developer has configured sets and which version of Steam’s profile interface your account receives.
What Steam counts as game completion
For an individual game, completion is a fraction:
unlocked counted achievements ÷ counted achievements in the relevant game or set

If a game has 40 counted achievements and you have unlocked 30, its completion is 75%. The denominator is not your entire Steam library, and it is not the number of games you have perfected.

The older profile system then calculated an Average Game Completion Rate (AGCR) by averaging the individual percentages of eligible games. It did not pool every achievement in your library into one large numerator and denominator. A game with 100% and a game with 50% therefore produced a 75% average, even if the two games had very different numbers of achievements.
The community guide that documented this behavior says a game generally enters the average after you earn at least one achievement in it. A game with no achievements earned does not count against the average. The guide also records exceptions and historical caveats, so this is an observed profile rule rather than a timeless, formally published Valve formula. Steam’s showcase displays the final average rounded down: an example averaging 30%, 60% and 50% gives 46.66667%, displayed as 46%.
Why a game can fall from 100% after DLC
Before separate sets, many games used one achievement pool for the base release and later downloadable content. Your percentage was recalculated whenever the counted total changed.

Suppose you had unlocked all 1,629 achievements in a game. Your score was 1,629/1,629, or 100%. If a developer added 117 DLC achievements to the same pool and you did not own or complete that content, the calculation became 1,629/1,746, or 93.3%. Those figures come from a worked example in a 2016 Steam Community guide; they are not a Steam-wide statistic or a promise that every game used those exact totals.
Your original achievements were not removed. The game simply had more achievements in the denominator. This is why a profile can show a lower percentage immediately after an update even though you have not lost an unlock.

Why the old result felt inconsistent
- A base-game owner could be measured against content they had not purchased.
- A completed game could lose its 100% status when a developer appended achievements months or years later.
- Different developers handled DLC differently: some used one pool, while others separated content through their own game or app structure.
- Time-limited events could leave permanently impossible achievements in the active list.
The old calculation also explains why adding a game with only a few unlocked achievements could affect your profile average more than expected: the average treated each eligible game percentage as one value rather than weighting games by achievement count.
What Achievement Sets change
Valve’s Achievement Sets system lets a developer divide a game’s achievements into independently tracked groups. The documented set types include base game, DLC, character, mode and seasonal sets. Each set has its own completion progress.

DLC ownership determines visibility
Valve’s documentation says a DLC set appears and counts for players who own that DLC. That means two people who own the same base game can see different active set requirements if only one owns an expansion. The developer must configure this relationship; Achievement Sets are not automatically inferred for every existing game.
Sets do not guarantee a permanent portfolio average
Sets solve the specific problem of mixing content, but they do not freeze every profile number. Developers control adoption and configuration, and Steam’s 2026 beta-era rollout is still evolving. A game may therefore continue to use its previous arrangement until its developer publishes set data, and the profile interface may change while Valve deploys the feature.
How to interpret a 100% status now
When a game uses sets, inspect the individual set labels rather than assuming the headline percentage represents every piece of content ever released.

Base-game 100%
A base-game set at 100% means you unlocked every active achievement in that set. If a later expansion is configured as a separate set, the base-game set can stay at 100% while the expansion shows its own percentage.
DLC set below 100%
An owned DLC set below 100% is an incomplete set, not evidence that your completed base game was undone. You need the remaining achievements in that DLC set to reach 100% for the expansion.
Several sets in one game
A game may expose multiple independent bars. Check which set is incomplete, whether you own it, and whether it is active or archived. A profile headline may aggregate information differently from the set view, so use the set-level screen when deciding what remains.
Archived achievements and seasonal events
Valve explicitly supports archiving individual achievements or entire sets when content is no longer available. Seasonal events are a stated use case.
If you earned the achievement before archiving
You continue to see the archived achievement or set on your profile. Your historical unlock is retained.

If you missed it
The archived item no longer appears as an active requirement on your profile, and it does not block progress toward completing the set or game. This prevents a discontinued event from making 100% impossible for everyone who arrived later.
What archiving does not mean
Archiving is not the same as deleting an unlock or awarding it automatically. It changes whether the item is an active completion requirement. Developers decide which obsolete content to archive, and the resulting display can depend on Steam’s current interface rollout.
Personal completion versus global achievement rarity
Steam shows two percentages that are easy to confuse:

A rare achievement can coexist with your 100% completion if you earned it. Conversely, an achievement with a high global unlock rate does not make your own game complete unless your account has unlocked it. Global rarity describes the player population; personal completion describes your account.
How to diagnose a changed percentage
- Open the game’s achievement page. Compare the current total with the total you remember. If the total increased, new achievements were added or the game’s set structure changed.
- Look for set labels. Check whether the page separates base game, DLC, mode, character or seasonal content. Record which set is below 100%.
- Check DLC ownership. A DLC set can count for owners while remaining absent or inactive for players who do not own that expansion.
- Look for archived indicators. An archived achievement or set should not remain an active blocker. If it still appears required, the display may be in transition or the item may not actually be archived.
- Separate game progress from profile average. A lower profile average can result from another eligible game entering the calculation or changing its own percentage; it is not proof that this game lost an unlock.
- Allow for rollout differences. Achievement Sets are developer-configured and the 2026 deployment is evolving. Compare the game’s current set view with your profile showcase rather than relying on an older screenshot.
Common questions about Steam 100% completion
Does Steam count DLC achievements toward 100%?
It can. Under the older pooled model, DLC achievements added to the game’s shared list increased the denominator. Under Achievement Sets, a DLC set counts for players who own that DLC and is tracked separately from the base-game set.

Why did my Steam completion percentage go down when I did nothing?
The counted list may have grown, a game’s set configuration may have changed, or your profile average may have incorporated a newly eligible game. Compare the game’s old and current achievement totals and inspect its set structure.
Do I need every DLC to show 100%?
Not necessarily. Whether DLC affects your active requirements depends on the game’s configured sets and whether you own the DLC. A separate DLC set generally appears for owners.
Can an archived event stop me from getting 100%?
No. Valve says archived achievements and sets remain visible to users who earned them, but do not appear for users who missed them and do not block completion.
Is Steam’s profile average total achievements earned divided by total achievements?
The documented older behavior is no. It averages the individual percentages of eligible games. A game with no achievements earned is generally excluded, and the displayed result is rounded down in the community guide’s examples. Valve has not published a complete, timeless formula covering every exception and future interface change.
Why is an achievement marked rare when my game is complete?
Rarity is a global unlock rate for that one achievement. Completion is your account’s progress through the counted list. The two percentages measure different populations and can legitimately point in different directions.
What to expect as Achievement Sets roll out
Achievement Sets are a structural change, not a universal reset of Steam achievements. Developers must configure the sets for their games, and current reporting places the feature in a 2026 beta-era rollout. Until a particular game adopts the system, its existing pooled behavior may continue. After adoption, the useful questions are: which set contains the achievement, whether you own the associated DLC, and whether the item is active or archived.
The practical effect is that a completed base-game set is better insulated from later expansions, while players still receive a clear completion target for content they actually own. Profile averages and global rarity statistics remain separate measurements, so read the label beside each percentage before treating it as a personal 100% verdict.
