Stablecoins are blockchain tokens intended to hold a steady value against a currency such as the U.S. dollar. A holder can send the token on a blockchain at any time, while the issuer promises redemption against reserve assets under its terms and applicable law. Credit unions are studying them because the technology could extend settlement hours, simplify some cross-border transfers and automate treasury workflows—but a token is useful only when its reserve, compliance, operations and economics are stronger than existing payment rails.
What a stablecoin is
A stablecoin is a digital token designed to maintain a stable value relative to a national currency or another reference asset. Federal Reserve Governor Christopher J. Waller defines a payment-oriented stablecoin as “a type of digital asset designed to maintain a stable value relative to a national currency and backed at least one-to-one with safe and liquid assets.” The reserve is intended to let holders redeem tokens for traditional money promptly, although the actual timing, fees and eligibility depend on the issuer’s terms and the applicable law.
Unlike a bank deposit, a stablecoin is normally recorded on a public or permissioned blockchain. The ledger shows which address controls each token and allows transfers without the same batch windows used by some conventional systems. That technical availability does not make the token legal tender, a deposit, or automatically insured. NCUA cautions that “digital assets are not fiat currency, as they are not issued by a government entity.”

In a reserve-backed model, an issuer creates tokens when customers provide dollars or another accepted asset. The issuer holds reserve assets and destroys, or “burns,” tokens when customers redeem them. If one token is intended to equal one dollar, the issuer seeks to keep at least one dollar of qualifying assets for each token in circulation. The quality of that promise depends on the assets, the custody arrangements, the issuer’s governance and the legal right a holder has to claim redemption.

For payment stablecoins under the U.S. framework discussed by the Federal Reserve, possible backing includes deposits at depository institutions, short-term U.S. Treasury securities and balances at a Federal Reserve Bank. Other stablecoin structures may use private credit, gold, Bitcoin or different collateral. Those alternatives can introduce market, liquidity and legal risks that a cash-and-Treasury reserve is designed to reduce.
How a stablecoin transaction works
- Acquire the token. A customer buys tokens from an issuer or through an exchange or other on-ramp. The customer usually supplies dollars, completes any required identity checks and pays the provider’s fees.
- Token issuance. The issuer credits the customer’s blockchain address and adds the corresponding reserve assets to its pool, subject to its operating model and applicable regulation.
- On-chain transfer. The customer signs a transaction with a private key and sends the token to another address. Validators or other network participants record the transaction, and the recipient sees the token after the network reaches its required confirmation or finality.
- Settlement and monitoring. The network processes the transfer continuously or during its operating windows. Wallet providers, issuers and financial institutions may screen addresses, pause transfers, investigate fraud or comply with sanctions obligations.
- Redemption. The recipient can keep the token, transfer it again or send it to an approved off-ramp. The issuer removes the redeemed tokens from circulation and sends traditional currency, minus any disclosed charges and after any required review.
“24/7” blockchain availability therefore describes the transfer rail, not necessarily instant access to bank dollars. On-ramps and off-ramps can close, require manual review, impose limits or take time to settle. Network fees, exchange spreads and local-currency conversion charges can also erase an apparent speed or cost advantage.
Main stablecoin designs
| Design | How value is supported | Relevant strengths | Key vulnerabilities |
|---|---|---|---|
| Fiat- or reserve-backed | Cash, bank deposits, short-term government securities or other stated reserves | Clear redemption model; most relevant to regulated payment use | Reserve liquidity, custody, issuer solvency and disclosure risk |
| Crypto-collateralized | Other cryptoassets pledged as collateral, often above the token value | Can operate without a traditional bank reserve | Collateral volatility, liquidation and smart-contract risk |
| Commodity-backed | Assets such as gold held or represented by an issuer | Exposure to a non-currency reference asset | Commodity-price movement, storage and redemption constraints |
| Algorithmic | Supply rules or incentives intended to maintain a target price, with limited or no conventional reserve | Automated issuance and market mechanisms | Loss of the peg when incentives or liquidity fail; difficult to provide a firm redemption claim |
Credit-union payment projects generally concentrate on reserve-backed designs because members and regulators need a credible path from a digital token back to dollars. A stable price on an exchange is not proof that every holder has a direct, timely redemption right.

What people use stablecoins for
Crypto-market settlement
Stablecoins are widely used as a settlement unit inside digital-asset markets. Waller said they accounted for more than 80 percent of trading volume on major centralized crypto exchanges in 2025. Traders use them to move between volatile assets without waiting for a traditional bank transfer, while exchanges use them as a common quote and settlement currency.
Dollar-denominated digital value
About 99 percent of stablecoin market capitalization was denominated in U.S. dollars at the time of Waller’s 2025 speech. For users in countries with weak or restricted banking access, a dollar-linked token can provide a digital store of value or a way to transfer dollars internationally. That access still depends on lawful availability, wallet security and a practical route to spend or redeem in local currency.
Cross-border payments and remittances
A stablecoin transfer can reduce some correspondent-banking steps by moving value on a shared ledger. The recipient, however, commonly needs local fiat for rent, wages and ordinary purchases. Converting through an on-ramp or off-ramp can add fees, foreign-exchange spreads, compliance checks and delays. The benefit is greatest where existing correspondent routes are slow, expensive or unavailable and where a regulated conversion partner is already in place.

Business settlement, payroll and treasury
Companies can use tokens for supplier payments, internal transfers, programmable disbursements or liquidity movement between entities. A treasury team may gain a single ledger view and near-continuous transfer capability, but it must still reconcile token balances with bank accounts, tax records, invoices and accounting rules. Automated payments do not remove the need for approval controls, segregation of duties or error recovery.
Retail payments remain a limited use case
Retail stablecoin spending is smaller than crypto trading. Cards already provide broad acceptance, rewards, purchase protection and, in many cases, credit. A merchant would need a reason to accept a token—such as lower cross-border friction, faster final settlement or reduced chargeback exposure—before replacing an established card or account-to-account method.
Why credit unions are exploring stablecoins
NCUA says credit unions may responsibly explore distributed-ledger technology for business uses that improve operations and competitiveness. Its consumer guidance also says federally insured, state-chartered credit unions are not categorically prohibited from digital-asset activities when they operate safely and soundly and comply with applicable law. A credit union may use qualified third-party providers for member digital-asset services.

Longer-hours settlement
Traditional rails have cutoffs, weekends and holidays. A tokenized payment rail can remain available outside those windows, allowing a credit union to move value or reconcile positions when conventional systems are closed. The institution must still arrange banking access for redemption and protect against a mismatch between on-chain finality and final settlement in its account.
Lower-friction international transfers
Members sending money abroad may benefit when a stablecoin avoids several correspondent-bank handoffs. The credit union would need a compliant partner to convert the token into the recipient’s currency, handle sanctions screening and resolve failed or disputed transfers. If conversion costs are high, the new rail may not beat an existing wire, ACH-linked remittance or card product.
Member access to dollar-linked digital assets
A credit union could provide education, wallet connectivity, custody or access through a specialist provider rather than issuing a token itself. The member agreement must make clear who holds the asset, who controls the keys, how redemption works and whether federal share-insurance protection applies. Digital-asset balances should not be described as insured shares unless the legal and custodial structure actually qualifies.

Tokenized back-office workflows
Institutions can test tokenized settlement between internal systems, vendors or liquidity accounts. Smart-contract rules might release funds after a verified event, but code errors, oracle failures and provider outages can create new operational risks. A conventional database may deliver the same result more cheaply for a closed group, so the ledger choice must follow a documented business requirement.
Waller’s commercial test is useful: stablecoins need both “a clear use case” and “a clear commercial case” to be economically viable. The existence of a blockchain rail is not, by itself, a business case.
Regulatory position and member-protection issues
U.S. framework is developing
NCUA states that the GENIUS Act was signed on July 18, 2025 and establishes a framework for permitted payment-stablecoin issuers. On February 11, 2026, NCUA announced a proposed rule for applicants seeking NCUA approval, including applications connected with federally insured credit-union investment. The material available for this article describes that rule as proposed and subject to notice and comment, not as a final requirement. A credit union should confirm the current rule, state law and supervisory guidance before launching a product.

Federal share insurance protects qualifying shares and deposits held in the insured institution; it does not automatically cover a token simply because a credit union offers access to it. NCUA specifically warns that, for some state-chartered credit-union custody activity, Share Insurance Fund coverage does not apply. Contracts and disclosures should identify the legal owner of reserve assets, the creditor or beneficiary in an insolvency and the treatment of a digital asset if a provider fails.
Operational and compliance exposure
- Reserve quality and liquidity: Verify asset types, maturity, segregation, valuation and the time required to turn reserves into dollars.
- Redemption rights: Read eligibility, minimums, suspension triggers, fees and stated processing times rather than assuming one token always equals one dollar.
- Issuer governance: Review ownership, board oversight, attestations, conflicts and authority to freeze or blacklist addresses.
- Custody and keys: Establish who creates wallets, stores private keys, approves transactions and recovers from lost credentials.
- Fraud and cyber controls: Test phishing defenses, transaction limits, anomaly detection, incident response and recovery after a compromised key.
- AML, KYC and sanctions: Screen members, counterparties and wallet activity in a way that meets the credit union’s risk-based program.
- Third-party concentration: Map dependencies on the issuer, blockchain, custodian, exchange, bank and cloud provider, including a plan for a provider outage.
- Accounting and tax: Determine how tokens, reserve claims, fees, gains, losses and customer transactions are recorded and reported.
- Interoperability: Confirm that wallets, chains and payment partners can exchange the asset without manual workarounds.
- Consumer disclosures: Explain volatility, redemption, fees, privacy, irreversibility, complaints and insurance in plain language.
How a credit union can evaluate a project
A disciplined evaluation starts with a member or treasury problem, not a preference for a particular blockchain. Use the following sequence before committing funds or connecting production systems.
- Define the measurable problem. Specify the payment corridor, settlement delay, failure rate, fee burden or liquidity task to improve. Identify the current alternative—FedNow, cards, ACH, wires or a correspondent arrangement—and its measured cost and service level.
- Limit the pilot’s scope. Set transaction caps, approved members or counterparties, permitted assets, operating hours and a sunset date. Keep production member funds separate from test balances.
- Examine the reserve and redemption model. Obtain current reserve disclosures, custody agreements, redemption procedures, independent attestations and evidence of liquidity. Ask what happens during a run, market disruption or legal order.
- Model total economics. Include network fees, provider charges, foreign-exchange spreads, banking costs, compliance labor, monitoring, insurance, integration and exit expenses. Compare the result with the existing rail at realistic volumes, not a best-case transaction.
- Validate compliance and consumer treatment. Assign responsibility for identity verification, sanctions screening, suspicious-activity reporting, complaints, error resolution and required disclosures. Have legal and compliance teams confirm federal and state permissions.
- Test resilience. Run exercises for a stolen key, wrong address, chain congestion, issuer pause, provider insolvency, data breach and loss of bank connectivity. Require tested recovery-time and recovery-point objectives.
- Reconcile and audit. Match every on-chain movement to an internal ledger, member record or invoice. Preserve immutable transaction evidence while protecting personal information and access credentials.
- Set approval gates. Require board or management approval for production launch, material limit increases, a new chain or provider, and continuation after the pilot’s review date.
Comparing a stablecoin provider or payment project
| Evaluation axis | Questions to answer | Evidence to request |
|---|---|---|
| Reserve and redemption | What backs each token, who holds it, how often is it disclosed and how quickly can a holder redeem? | Reserve reports, custody terms, redemption policy and stress procedures |
| Payment performance | What are fees, throughput, confirmation requirements, settlement finality and conversion costs? | Published schedules, service-level commitments and results from a controlled pilot |
| Compliance and protection | How are identity, sanctions, fraud, complaints, privacy and disclosures handled? | Policies, audit reports, controls testing and incident history |
| Operational resilience | Can the provider monitor continuously, protect keys, respond to incidents and continue after an outage? | Business-continuity plans, recovery tests, security architecture and subcontractor list |
| Member and commercial fit | Does the project solve a documented need, and is it better than the current rail after all costs? | Member research, corridor economics, volume assumptions and a go/no-go analysis |
Practical limits users should understand
- A stablecoin can lose its target price if reserves, market liquidity, technology or confidence fail.
- Blockchain transfers may be irreversible; sending to a wrong or unsupported address can make recovery difficult or impossible.
- Network fees and congestion vary, even when the token’s reference value does not.
- Issuers or compliant service providers may freeze addresses or delay redemption for legal, fraud or sanctions reviews.
- Digital-asset custody can expose a member to losses outside the credit union’s share-insurance framework.
- Holding a dollar-linked token does not guarantee the ability to spend it at every merchant or convert it cheaply into local cash.
Stablecoins are therefore best viewed as a specialized settlement and transfer instrument, not a universal replacement for deposits, cards or central-bank money. For a credit union, a controlled pilot can be sensible when it addresses a documented cross-border, treasury or settlement need and when reserve, compliance, custody and consumer protections are at least as clear as the incumbent alternative.
