AI agents control smartphones by repeating an observe–reason–act loop. They inspect a screenshot or a structured app capability, decide the next step, send a tap, swipe, text entry, or other command, then inspect the changed screen before continuing. On Android, Google documents both semantic app actions and a preview Computer Control API for OEM assistants. On iPhone, Apple’s App Intents framework lets apps expose structured actions to Apple Intelligence, Siri, Shortcuts, Spotlight, and widgets.
The practical difference is important: structured actions are usually more reliable and easier to secure, while screenshot-based control can reach more interfaces but is vulnerable to ambiguous layouts, changing state, prompt injection, and mistaken decisions. Consequential actions should pause for your confirmation or a visible handoff.
What it means for an AI agent to control a phone
A phone-control agent is software that can perceive the current device state, choose an operation, execute it, and verify the result. The agent is not simply issuing a fixed macro such as “tap at x=240, y=640.” It evaluates what is on screen or which app capability is available at that moment, then adapts its next action.
The general cycle has four parts:
- Observe: the client captures a screenshot or queries a structured app function and includes the current task context.
- Reason: the model identifies the relevant control, evaluates possible consequences, and selects the next operation.
- Act: an executor sends a virtual tap, swipe, key press, text input, app launch, or structured function call.
- Verify: the client captures the new state and checks whether the intended result occurred before proceeding.
Google’s Computer Use documentation and OpenAI’s computer-use-agent description both use this perception, reasoning, and action pattern. The executor, rather than the model alone, performs the physical UI operation and can block an unsafe request before it reaches the phone.

Two ways agents operate mobile apps
Structured actions exposed by an app
In a structured integration, a developer describes an app’s capabilities in a machine-readable form. The agent can request an operation such as finding an item, creating a booking, or adding a product without guessing where a button is located. The operating system can pass the request to the appropriate app and enforce its permission and confirmation rules.
Android AppFunctions is Google’s capability-oriented approach. Apps publish discrete functions that an agent can discover and execute. Because the operation is semantic, it is less dependent on screen coordinates, color, or the current layout. A change to the app’s visual design does not automatically invalidate the function contract, although the app still has to implement and maintain that contract.
Apple’s App Intents framework serves a similar role on iPhone. Developers describe app actions and data so Apple Intelligence, Siri, Spotlight, Shortcuts, widgets, and related system features can discover them. The system receives a named operation and its parameters instead of asking a vision model to infer meaning from pixels.

Visual computer-use control
A visual agent works with screenshots and simulated input. It can potentially operate an interface that has no specialized agent API, which gives it broader reach across existing apps and websites. The trade-off is that every step depends on correctly interpreting the current image and state.
Google recommends running the client in a sandboxed virtual machine or container with an action handler and screenshot feedback after each step. A secure executor should validate the proposed action, apply policy checks, and request confirmation when the task could move money, delete data, change an account, or reveal sensitive information.
How the observe–reason–act loop runs
A typical controlled task follows this sequence. Exact labels and availability vary by device, assistant, and software release.

- Define the goal and limits. The user states an outcome, such as arranging a pickup or reordering a known item. The client should also know which actions require confirmation.
- Start in a controlled environment. The executor opens the target app on a controlled virtual display or other isolated session. Google’s Android Computer Control flow includes a permission dialog before an assistant can interact with selected apps.
- Capture the initial state. The client sends a screenshot, task prompt, or structured capability request to the model.
- Propose one action. The model returns an operation such as tapping a control, swiping, entering text, or invoking an app function.
- Run safety checks. The executor checks whether the operation is allowed and whether user confirmation is required. A transaction, deletion, account change, or sensitive-data disclosure should stop here until the user approves it.
- Execute and observe again. The action handler performs the input and captures a fresh screenshot or result. The new state, not the previous prediction, determines the next step.
- Detect completion or failure. The agent confirms that the requested outcome occurred. If the screen is unexpected, it should stop, explain the state, and offer a handoff rather than repeatedly guessing.
- Return control to the user. Android’s documented flow supports user takeover. The user can finish a login, solve a challenge, review an order, or cancel the task.
What Android provides today
AppFunctions: semantic capabilities
AppFunctions lets Android apps publish discrete capabilities for agents to discover and invoke. This is the preferred route when an app developer can define its important operations explicitly. It avoids asking a model to locate a control visually and gives the platform a clearer place to apply authorization and parameter validation.
Quick wins for a faster PC:

Android Computer Control is an API for OEM-preloaded assistants that interact directly with app UIs. Google describes a permission dialog, a controlled virtual display, screenshot analysis, simulated taps, swipes, and text input. The current guide labels the technology as preview and limits it to a selected set of target apps.
Documented examples include ordering a drink for pickup, booking a ride to an airport, and reordering groceries. The assistant launches the target app, uses local app data and context, and can pause so the user takes over. These examples demonstrate the interaction model; they do not mean every Android phone or every app supports those tasks.
Compatibility is model-, software-, app-, and region-dependent. Before relying on Computer Control, check whether the phone’s OEM assistant, Android release, target app, and account region are supported. A preview API can change its permission flow or target-app list without the stability expected from a finished platform feature.
What iPhone automation does differently
Apple’s documented strategy centers on App Intents. An app declares actions and the data those actions consume or return. System features can then discover those operations by meaning: for example, an intent can represent a supported app action rather than a coordinate on a particular screen.
This semantic model can make an operation resilient to layout changes and easier to explain to the user. It also requires cooperation from the app developer. If an app has not exposed an intent for a task, the system cannot obtain that same structured operation from the app. A developer can decide which actions are available, what parameters are required, and which actions need confirmation.

Visual computer-use research is separate from App Intents. A screenshot agent may still face the general problems of visual ambiguity, permission boundaries, and changing app state; App Intents reduces those problems only for the actions an app has explicitly exposed.
Tasks agents can and cannot be trusted to complete
Agents are most useful when the goal is clear, the app supports the required operation, and mistakes are reversible. Examples supported by Android’s published material include pickup ordering, airport-ride booking, and grocery reordering. The agent can navigate repetitive screens, fill fields, and stop at a review page.
Use stricter controls for tasks with irreversible or high-impact outcomes:

- Deletion of messages, files, accounts, or cloud data.
- Password, identity, health, location, or financial information.
- Permission grants, security-setting changes, or account recovery.
- Messages or posts sent to another person under your identity.
For these operations, let the agent prepare the task but require an explicit confirmation immediately before the consequential step. A visible handoff is safer than asking the model to infer whether a final button is harmless.
Structured actions versus screenshot control
| Comparison point | Structured app actions | Screenshot-based computer use |
|---|---|---|
| How the agent operates | Calls a named capability with defined parameters. | Interprets pixels and sends simulated touch or keyboard events. |
| Coverage | Only actions that an app exposes, such as Android AppFunctions or iPhone App Intents. | Can attempt broader UI coverage, subject to permissions and the executor. |
| Layout resilience | Usually less sensitive to visual rearrangement. | Can fail when labels, coordinates, dialogs, or navigation change. |
| Authorization | Can be tied to app and platform permission rules. | Needs an executor policy, permission checks, and confirmation gates. |
| Interpretation risk | Lower ambiguity when the capability and parameters are explicit. | Higher risk of misreading a screen, state, or similarly named control. |
| Privacy exposure | Can pass only the data required by the intent or function. | Screenshot content may include unrelated messages, names, or account details; processing location depends on the implementation. |
| Latency and compute | Often a direct request, though app work still takes time. | Requires repeated image capture, model calls, and action verification. |
| Recovery | Can return structured errors and parameter validation results. | Must recognize the unexpected screen and decide whether to retry, back out, or hand off. |
Safety architecture: progressive autonomy
Do not treat “the model can tap” as permission to let it do everything. A progressive-autonomy design gives the agent more freedom for low-risk steps and less for consequential ones.
Read and plan
Allow the agent to inspect available apps or intents, summarize the plan, and identify missing information. Reading should not itself send a message, change a setting, or commit a purchase.

Execute reversible navigation
Permit opening an app, searching, scrolling, and filling a draft when the executor can undo the action. Keep a visible activity indicator so the user knows the agent is operating the device.
Confirm the commitment
Require a fresh user confirmation before money movement, deletion, account changes, or disclosure of sensitive data. Show the exact item, recipient, amount, and destination when those details exist.
Hand off on uncertainty
When the model cannot classify an impact or encounters a login challenge, unexpected dialog, or ambiguous control, stop and ask the user to take over. Google’s Computer Use guidance recommends close supervision for important or irreversible tasks.
Reliability: what published results actually show
Computer-use benchmarks show progress, not a guarantee that an agent will operate your particular phone correctly.
| Result | Published figure and date | How to interpret it |
|---|---|---|
| OpenAI CUA announcement, January 23, 2025 | 38.1% on OSWorld | A benchmark result for computer-use tasks, not a smartphone success rate. |
| OpenAI CUA announcement, January 23, 2025 | 58.1% on WebArena | Shows capability on a web benchmark under its stated conditions. |
| OpenAI CUA announcement, January 23, 2025 | 87.0% on WebVoyager | A stronger result on that benchmark, still not a guarantee for mobile apps. |
| Apple Machine Learning Research, June 2025 | Impact taxonomy improved reasoning, but evaluations found significant gaps in classifying nuanced or complex impacts. | An agent may understand an action’s purpose yet still misjudge how harmful or consequential it is. |
| Google Research, 2025 phone UI automation publication | Choosing when to request user interaction and generating the right message remain very challenging for current LLMs. | Handoff timing and wording need explicit product design and supervision. |
Common failure modes and practical recovery
The agent taps the wrong control
Stop the session, undo if possible, and inspect the screenshot that led to the decision. Improve the executor’s confirmation rule for similarly labeled controls; do not simply increase the retry count.

The layout or app state changed
Network delays, an expired session, an update, or a different account can produce a screen the model has not seen. Capture a new state, re-check the goal, and ask the user whether to continue. A fixed coordinate script is especially brittle here.

A prompt injection appears in app content
Text inside a webpage, message, document, or advertisement can try to instruct the agent. Treat on-screen content as untrusted data, not as a new authority. The user’s original goal and the executor’s policy must take precedence.
The app is unsupported
Computer Control’s preview target-app list is limited, and structured functions exist only where developers have provided them. Use a supported app, complete the task manually, or ask the developer for an AppFunction or App Intent rather than trying to bypass the boundary.
The agent cannot judge impact
Impact classification is an open reliability problem. Require human review whenever the consequence is unclear; a confident explanation is not evidence that the classification is correct.
Privacy, processing, and operational cost
Screenshots can contain notification previews, contact names, account numbers, messages, and other information unrelated to the task. Minimize capture scope where the platform permits it, avoid displaying sensitive apps during an automated session, and understand where images and prompts are processed and retained. The documented frameworks do not establish one universal processing location, so the assistant or app provider’s privacy terms matter.
Visual control also consumes more time and compute than a single structured function call because the model may need an image after every action. Repeated screenshots add latency and can increase service usage. Structured actions generally reduce this loop, but they still require app work, authorization, and error handling.
How to choose an approach
- Choose structured actions when you control the app or need predictable, auditable operations. Define explicit parameters, return structured errors, and mark high-impact actions for confirmation.
- Choose Android Computer Control when an OEM assistant, device release, region, and target app are all supported and the task genuinely requires navigating an existing UI. Treat the preview status and limited app coverage as release constraints.
- Choose screenshot control in a sandbox when broad interface coverage matters more than perfect reliability. Build an action handler, screenshot feedback, policy checks, logging, and a reliable handoff before exposing it to real accounts.
- Keep a human in the loop for payments, deletion, identity, security, and sensitive disclosure regardless of the underlying approach.
What a safe phone agent should show the user
A trustworthy interface makes the agent’s state legible: the current goal, app in use, proposed next action, data it can see, and reason a confirmation is required. It should provide pause, cancel, and takeover controls, retain enough event history to explain a mistake, and clearly distinguish a draft from a committed action.
The best near-term design is not unrestricted autonomy. It is a bounded assistant that uses semantic app actions when available, visual control only where necessary, and explicit confirmation at the moments where a wrong tap can cause lasting harm.
