Shipboard laser weapons do not simply point at a moving target and fire. A combat system or sensor first detects and tracks the threat; an optical director then acquires and holds it in view; an operator or system authorizes the intended effect; and the director keeps the beam on the target while the result is assessed. Public Navy accounts document parts of that sequence and several moving-target tests, but do not disclose the detailed tracking algorithms, beam dwell times, or all-weather engagement limits.

How does a ship laser get a moving target into its sights?

1. Detect the threat and build a track

A ship’s sensors and combat system identify a possible threat and estimate where it is and how it is moving. That track gives the laser system a cue: it can direct the optical equipment toward the target instead of searching the surrounding area from scratch.

In a 2014 account of the Laser Weapon System (LaWS), the Office of Naval Research (ONR) said the Phalanx Close-In Weapon System could pass its target tracks to LaWS’s own targeting and tracking system. ONR described the handoff as demonstrated, but did not publish the data format or the detailed logic used to make it.

2. Acquire the target optically and lock

The laser’s optical director points toward the cued target. Its camera or telescope provides a view that can be used to refine the aim and maintain a track. In a May 2026 account of Navy training for the Optical Dazzling Interdictor, Navy (ODIN), Naval Sea Systems Command (NAVSEA) identified tracking and locking targets as console skills. The account also described ODIN’s cameras and telescope; it does not establish that every naval laser uses the same sensor arrangement.

A radar or combat-system track and an optical lock are related but different: the first helps locate and follow the threat, while the second gives the director a line of sight for aiming the laser. A target track alone does not show that a laser has acquired the target or is ready to engage it.

3. Select the intended effect and engage

What happens when a ship laser engages depends on the system and its mission. ONR’s LaWS account described selectable effects ranging from disabling a target to destroying it. NAVSEA describes ODIN as a dazzler intended to blind unmanned aerial system sensors. Those are not interchangeable outcomes: an account of a laser engagement should identify the system and avoid treating every naval laser as a weapon designed to burn through or destroy its target.

4. Keep aim and assess the result

As the target moves, the director has to keep the beam aimed at a useful part of it. The ship can move too, changing the director’s viewpoint. After or around an engagement, operators also need information to judge what happened. ONR’s 2022 description of the Layered Laser Defense (LLD) system says its high-resolution telescope supported tracking inbound air threats, combat identification, and battle-damage assessment.

The public descriptions establish that tracking and lock are operator tasks and that systems have been tested against moving targets. They do not give universal figures for tracking error, stabilization accuracy, or how long a beam must remain on a target. Nor do the cited accounts quantify limits imposed by spray, humidity, haze, cloud, rain, or sea state. Those conditions can affect sensing and the path between director and target, but the public reports cited here do not establish numerical thresholds.

What moving-target tests have the Navy reported?

System and report date What was reported What the test establishes
LaWS; ONR account, 2014 ONR reported that Phalanx target tracks were handed to LaWS’s targeting and tracking system, with an operator using a laser weapon control console. A demonstrated track handoff and operator-controlled system; the report is historical, not a statement of current fleet status.
LaWS aboard USS Ponce; NAVSEA report NAVSEA reported engagements during trials against targets mounted on a speeding small boat, a ScanEagle unmanned aerial vehicle (UAV), and other moving targets at sea. A historical at-sea prototype demonstration against specific moving targets, not proof of performance against every threat or in every condition.
LLD; ONR account, April 2022 ONR reported that the system tracked or shot down fixed-wing UAVs, quadcopters, and high-speed drones representing subsonic cruise missiles during a test at White Sands. A separate, ground-based system test—not a shipboard combat engagement.
ODIN; NAVSEA account, May 2026 NAVSEA described training in tracking and locking targets, firing ODIN’s dazzler, and managing system alerts. Evidence about training and the system’s stated sensor-dazzling mission, not a report of a moving-target engagement. NAVSEA said ODIN was not a Navy program of record at that time.

Can a naval laser hit a moving boat or drone?

The Navy has reported specific demonstrations against moving targets: LaWS trials included targets on a speeding small boat and a ScanEagle UAV at sea. That supports saying the prototype engaged those targets in those trials. It does not establish a general success rate, a maximum range, performance against every kind of boat or drone, or the ability of every current shipboard laser to defeat missiles under combat conditions.

The LLD test is useful context but should not be mistaken for another shipboard demonstration. ONR’s April 2022 account described a test at White Sands, involving several kinds of aerial targets and a high-resolution telescope; it did not describe a ship engaging those targets at sea.

How does a laser stay on target when the ship is moving?

The system must continually maintain an optical track as the relative positions of the ship and target change. In practice, that makes the director’s tracking and lock central to engagement, rather than leaving the beam pointed at the target’s earlier position. The public Navy accounts do not explain the control algorithms or publish a quantified ship-motion limit, so claims about exact compensation methods or performance thresholds would go beyond what those reports establish.

What is not established by public reports?

  • The tracking algorithms and the detailed method used to hand off a track from another combat system.
  • Precise tracking error, stabilization accuracy, beam dwell requirements, or range thresholds.
  • Quantitative performance limits for particular weather, visibility, spray, or sea-state conditions.
  • A universal capability against all drones, missiles, or boats, or a guarantee that results from one demonstration generalize to operational conditions.

NAVSEA maintains laser-safety materials covering Navy and Marine Corps procedures for identifying and controlling laser-radiation hazards, as well as review responsibilities for products not already approved by the Navy Laser Safety Review Board. These are controlled military systems; consumer laser pointers or ordinary protective eyewear are not substitutes for military laser-safety procedures.
