Shipboard lasers are an additional layer of defense, not a universal replacement for missiles or guns. They can engage a visible target without expending a missile or shell, but need a clear line of sight, time to hold the beam on target, and enough shipboard power and cooling. Missiles and guns remain useful when those conditions are not met or when the defense must handle threats faster than a laser can engage them.
How the three weapon types work
A laser directs energy onto a target and must keep its beam on that target long enough to produce an effect. A missile launches an interceptor that flies to the target; a gun fires a physical projectile along a ballistic path. Those different mechanisms shape each weapon’s constraints: lasers depend on optical conditions and dwell time, while missiles and guns depend on their own launch, flight, sensing, and fire-control capabilities.
The comparison below is qualitative. Missile and gun performance varies substantially by system, and public Navy program descriptions do not provide a current, standardized head-to-head dataset for range, reliability, cost, and effectiveness.

Where a laser’s advantages matter—and where they stop
Repeat engagements without launching a round
A laser’s energy comes from the ship rather than from a missile or shell inventory. In a 2015 report, the Congressional Research Service (CRS) estimated that the ship fuel needed to generate firing electricity would cost less than a dollar per shot. The same report contrasted that historical estimate with interceptor missiles priced at hundreds of thousands of dollars, more than a million dollars, or several million dollars, depending on the interceptor category. Those are report-era figures, not current prices or a lifecycle-cost comparison. They do not include the full cost of designing, buying, installing, powering, cooling, and maintaining a laser system. “Fired as long as there is power” is a useful shorthand from the Navy’s 2014 LaWS demonstration release, not a promise of unlimited firing. Electrical supply, thermal management, equipment limits, and time spent on each engagement constrain actual use.
Line of sight, weather, and sea state
A laser must have an unobstructed path to its target. The horizon, ship structures, or other objects can block that path; high waves can hide targets close to the water. Rain and fog can degrade a beam or prevent it from working well, according to CRS. Atmospheric turbulence and obscuration also matter, and effects depend on conditions such as wavelength, beam quality, power, optics, target, and range.
A 2014 Navy account of sailors operating the LaWS prototype on USS Ponce reported successful performance during high winds, heat, and humidity. Those conditions are not the same as rain or fog, and an account of one prototype’s operational evaluation is not a general weather-performance test.
Time on target and simultaneous attacks
A laser may need to dwell on a target to cause the desired effect. The time needed to disable a target and redirect the beam limits how quickly one laser can engage a sequence of threats. In a simultaneous attack, that creates a different constraint from the finite number of missiles or shells aboard: a ship must consider not just how much ammunition remains, but how many threats its sensors, fire-control channels, mounts, and available time can address.

Why ship integration is part of the comparison
A shipboard laser is not just an optical device bolted onto a deck. It draws electrical power and produces heat that must be managed, while taking up weight and space and interacting with other ship systems. NAVSEA has described engineering work on power and thermal integration for electric weapons, including work associated with a 300-kW HELCAP test bed. That work demonstrates that integration is a material engineering task; it does not establish that every operational ship has enough margin for every laser system.
Missile and gun systems also impose ship-design and logistics demands, but of a different kind: launchers and stored missiles for one, mounts, ammunition, and reload support for the other. A weapon’s usefulness therefore depends on both its performance against a target and whether the ship can support it in the intended role.

LaWS: an at-sea operational evaluation
The Navy installed a LaWS prototype on USS Ponce in August 2014 for operational evaluation in the Persian Gulf. That is evidence of a historical at-sea demonstration, not proof of broad fleet deployment or current readiness across the Navy.
HELIOS and ODIN: program activity is not a performance comparison
NAVSEA describes HELIOS—the High Energy Laser with Integrated Optical-dazzler and Surveillance—as a system combining a laser and dazzler, with intended counter-UAV, small-boat, and ISR-sensor roles. These are program descriptions, not quantified proof of effects at a particular range or against a particular target.

NAVSEA’s 2026 ODIN training report describes fleet use and development of an official training program. It also says ODIN was not a program of record at the time of that report, and notes common console use among ODIN, HELIOS, and the Solid State Laser Technology Maturation system. Training and integration activity do not establish combat effectiveness, reliability, or a specific engagement capability.
The public program information described here does not establish current, comparable values for HELIOS or ODIN range, reliability, weather performance, target-specific effectiveness, lifecycle cost, or operational availability. Nor does it provide a standardized current cost model comparing lasers, missiles, and guns. Those gaps make it misleading to declare one class categorically cheaper or better.
Which weapon is better for a particular threat?
The answer depends on the target, the geometry, the atmosphere, the time available, the ship’s systems, and what other threats may arrive at once. A laser can be attractive when the target is visible, conditions allow the beam to reach it, and the ship can support the engagement. A missile or gun remains important when optical conditions or line of sight are unsuitable, when the engagement calls for a physical round, or when the laser cannot complete and redirect engagements quickly enough.
Naval defenses are layered because no single weapon is suited to every target and condition. A laser can add another option and potentially reduce the need to expend physical rounds in suitable engagements; it does not make missiles or conventional guns obsolete.
