Ship crews prepare for an ammonia leak by building a vessel-specific response into the approved emergency plan and safety management system, then practicing it with the people, alarms, communications and equipment actually aboard. Cargo ships carrying ammonia and ships using ammonia as fuel can have different systems and regulatory requirements; a generic leak checklist cannot replace either vessel’s procedures or trained incident command.

What should a ship crew do to prepare for an ammonia leak?

Agree the plan before an incident: identify credible release scenarios for the vessel, assign trained roles, establish how the alarm and command structure work, and verify that relevant detection and response equipment is maintained and understood. IMO’s EmS Guide covers dangerous-goods fire and spillage or leakage procedures and is intended to help develop procedures integrated into a ship’s contingency plan. It says those procedures should reflect the ship type, quantity, packaging and whether cargo is stowed on or under deck. IMO EmS Guide.

Use the vessel’s approved plan and safety management system (SMS) as the authority for its arrangements. The preparation points below are for planning and drills, not an incident action sequence. In a real release, crew should activate the ship’s plan and follow command direction—not use a general article to decide whether to approach, isolate, rescue or fight a fire.

How do cargo carriage and ammonia fuel change the plan?

The ammonia’s purpose and the ship’s arrangement affect where releases could occur, which rules apply and what crew training and equipment are needed. Do not transfer one vessel’s response plan wholesale to another.

Regulatory context In the UK context, the MCA says vessels above 500 GT carrying ammonia as cargo are regulated under the IMO IGC Code. Requirements elsewhere depend on the applicable flag, vessel and operation. UK MCA guidance, 16 April 2025. The MCA describes ammonia-fuel ships in the UK context as addressed through IMO interim guidance and an alternative-design process; it says smaller vessels using ammonia as fuel are considered case by case. System and release locations Map the actual cargo containment, transfer arrangements, vents and relevant relief systems, including whether stowage is on or under deck. The EmS Guide calls for ship-specific procedures that take cargo quantity, packaging and stowage into account. IMO EmS Guide. Map the actual fuel system, tanks, fuel preparation and supply arrangements, bunkering station and transfer connections, as well as enclosed or semi-enclosed spaces and relevant relief systems. Operational scenarios Include the cargo operations and damage scenarios relevant to that ship’s design and service; do not assume fuel-bunkering scenarios apply. Include bunkering and fuel-system operation, alongside credible failures such as hose or structural failure, tank damage, blackout, communication or mooring failure, collision or grounding, fire and exposure incidents. Training and equipment Set requirements using the vessel’s approved procedures and applicable rules; training and equipment must match the ship’s cargo arrangement and designated crew roles. Address the ship’s actual fuel design and operation. IMO’s Future Fuels and Technology index lists interim guidance for seafarer training on ammonia-fuelled ships, as well as guidance for use of ammonia cargo as fuel. IMO safety-guideline index.

These distinctions are not merely paperwork. IMO reported in its September 2024 CCC 10 meeting summary that draft interim ammonia-fuel safety guidelines had been completed for submission for approval. The IMO index lists MSC.1/Circ.1687 (interim guidelines for ships using ammonia as fuel), MSC.1-Circ.1702 (guidelines for use of ammonia cargo as fuel) and STCW.7-Circ.27 (interim ammonia seafarer training guidance). Check the current circular text and flag-state implementation for the vessel rather than relying on a meeting summary or a generic description. IMO CCC 10 summary; IMO safety-guideline index.

Which leak scenarios belong in shipboard planning?

Begin with a map of the ammonia equipment and operations aboard, then use that map to identify plausible locations and failure conditions. The scenario list must be narrowed to the vessel’s design and operation; it is not a claim that every ship has every hazard.

  • Transfer and bunkering: For vessels that handle ammonia in these operations, consider a hose or connection failure, emergency disconnection, and any release associated with pressure-relief discharge.   • Containment and structural damage: Consider the vessel’s tanks, piping and other relevant structures, and how collision, grounding or damage could affect them. The MTF guidance includes fuel-tank damage, hose or structural failure, collision and grounding among possible ammonia-fuel ship emergencies. MTF guidance.
  • Loss of supporting systems: Consider blackout, loss of communications or mooring failure where these could complicate the vessel’s ammonia operation or emergency arrangements; these are also among the MTF’s listed scenarios.
  • Secondary events and exposure: Include fire and exposure incidents, including cold burns where relevant to the ship’s systems and procedures. The MTF guidance includes these possibilities for ammonia-fuelled ships.
  • Spaces and release paths: Mark enclosed and semi-enclosed spaces, deck locations, vents and relief systems relevant to the arrangement. Establish how the ship’s own procedures address these locations; a general article cannot determine safe boundaries for a particular release.

How should crew roles, alarms and communications be prepared?

Write and drill the chain from detecting or reporting a suspected release through command, personnel accounting and external coordination. The plan should make clear who is authorized and trained for each function. It should not imply that every crew member should investigate a source or attempt an intervention.

  • Alarms and reporting: Ensure crew know the applicable alarm signals, internal reporting channel and who receives the first report. Include backup communications arrangements for credible loss-of-power or communication scenarios.
  • Command and authority: Identify incident command roles and who may direct assessment, isolation, rescue, first aid or equipment use. Specify which personnel are trained and authorized for each task under the vessel’s procedures.
  • Muster and accountability: Set out muster locations, evacuation or access-control arrangements, and how personnel are accounted for. Define how the ship controls access to areas identified in its plan.
  • External coordination: Establish how the company, port, emergency services and relevant authorities will be contacted, as appropriate to the route and operation. Make responsibilities and communication routes familiar before they are needed.

How should ammonia detection and response equipment be maintained?

Use the equipment specified for the ship and its approved procedures, and make sure the crew can recognize and operate what is actually fitted.   • Keep inspection, maintenance and functional-test tasks in the vessel’s approved maintenance process, with responsibilities and records assigned as required by the ship’s procedures.
  • Train designated crew on the fitted detection, alarm, communications and response equipment—not just on generic equipment descriptions.
  • Have the competent safety team establish detector type, fixed or portable use, placement, calibration, alarms and maintenance in line with applicable requirements and vessel procedures. A product listing alone does not establish that a detector is approved or suitable for marine response.
  • Make sure protective equipment, including respiratory protection where specified, is covered by the ship’s approved equipment plan and personnel training. Do not select or improvise PPE from general online advice.

Ammonia presents serious toxic and corrosive hazards. OSHA’s ammonia-refrigeration emergency-response guidance identifies 300 ppm as immediately dangerous to life or health in its occupational context and says positive-pressure self-contained breathing apparatus is needed where that exposure is possible. That figure is not a ship-specific exposure limit, an automatic alarm setting or a standalone response trigger; maritime requirements and the vessel’s approved protective-equipment plan govern shipboard arrangements. How should ship crews practice and update the plan?

Run realistic, vessel-specific drills that test the plan’s communications and coordination as well as its technical assumptions. The drill should exercise the roles and boundaries established in approved procedures, not encourage untrained crew to approach a simulated leak.

  1. Choose a credible scenario: Select a release location and operating phase from the ship’s own arrangement—for example, a relevant cargo operation or fuel bunkering connection—and include only applicable failure conditions.
  2. Exercise the plan: Test alarm recognition, reporting, command handover as appropriate, muster and accountability, access control, and communications. Include a relevant complication such as blackout or loss of communications when the ship’s risk assessment calls for it.
  3. Check equipment and role familiarity: Verify that designated personnel know the installed equipment and their assigned responsibilities under the vessel’s procedure.
  4. Review and revise: Capture lessons and update the plan, training or maintenance arrangements after drills, incidents or changes to the ammonia system or operation.
