Retro game collections preserve classic games most reliably when emulation is treated as one layer of a documented archive. The strongest record combines original cartridges or discs, manuals and packaging, console hardware and accessories, verified digital captures, descriptive metadata, and a maintained emulator or FPGA recreation. Emulation keeps obsolete software runnable on current computers, but it cannot by itself preserve every peripheral, timing quirk, regional variant, copy-protection mechanism, or online service.
What preservation means for a retro game
Preservation is more than keeping a file that starts on a modern computer. A game is a software work embedded in a particular platform: its processor, graphics and sound chips, controller protocols, save hardware, display timing, firmware, region settings, and sometimes a network service all affect what the player experiences. A collection that preserves only executable data may retain the basic program while losing evidence needed to understand, reproduce, or authenticate the original experience.
Libraries, museums, and specialist archives therefore use a layered model. They retain the physical source when possible, create a verified digital copy before the medium fails, document the object and its history, preserve the platform context, and provide controlled access through emulation or hardware. Each layer answers a different question:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Physical evidence: What cartridge, disc, tape, or disk was actually released, and in which region and revision?
- Digital evidence: What exact bytes were recovered, by which method, and can the copy be verified later?
- Platform evidence: Which console, firmware, controller, memory configuration, display behavior, and accessories are required?
- Experience evidence: How did the game look, sound, save, authenticate, and respond during operation?
- Access layer: Can researchers run the preserved software safely on current equipment without altering the master copy?
Emulation primarily serves the last question, while also making technical study practical at scale.

Why emulation is central to long-term access
Original consoles become scarce, fail, or require obsolete connectors and displays. Emulators recreate the expected behavior of those platforms in software so an archived game can run on a contemporary computer. An emulator models instructions, memory access, graphics output, audio processing, input devices, storage, and other hardware interfaces, then translates those operations for the host system.
The approach is portable: one archive can provide a documented software environment for many researchers instead of maintaining a working example of every original console. The CLIR report on emulation describes this use by academic and cultural organizations, while the Library of Congress notes that console games often require the proprietary platform itself or a virtual or emulated version of it.
Emulation is not automatically identical to original hardware. Accuracy depends on the emulator’s maturity, configuration, firmware or BIOS files, timing model, controller mapping, and the quality of the source capture. A title may appear playable while still differing in audio pitch, raster effects, input latency, save behavior, copy protection, or network functions. Preservation records should therefore identify the emulator version and settings used for each access session.
What a complete preservation collection contains
A preservation-minded collection starts with the physical object and its context rather than treating a ROM as the entire work.
Original media and packaging
Keep cartridges, optical discs, floppy disks, magnetic tapes, memory cards, manuals, boxes, labels, advertisements, promotional materials, and inserts together when practical. Labels can identify a regional or revision difference that is invisible in a filename. Packaging and manuals also document instructions, warnings, copy-protection steps, controller layouts, and artwork that are part of the historical record.

Hardware and accessories
Record the console model, revision, power supply, expansion hardware, controllers, light guns, multitaps, memory units, link cables, and unusual peripherals. A game that depends on a steering wheel, keyboard, modem, or special display mode cannot be fully described by its program data alone. Store photographs and, where lawful and feasible, measurements or recordings of the setup.
Digital captures with provenance
Capture aging media before the carrier becomes unreadable. NIST describes a multi-year Stanford University Libraries effort that rescued content from Atari cartridges, 5¼-inch floppy disks, magnetic tape, and other deteriorating media. The Strong’s handbook documents cartridge-capture work covering SNES/Famicom, Sega Genesis/Mega Drive, Game Boy, Game Boy Color, Game Boy Advance, and Nintendo 64.

- the institution or person that supplied the source object and its inventory identifier;
- country or region, language, revision markings, and known release variant;
- dumping or imaging hardware, software, settings, and any retries or repairs;
- file format, size, creation date, and cryptographic checksums;
- operator, institution, and date of capture;
- required BIOS, firmware, peripherals, patches, passwords, or external services;
- notes on read errors, damaged sectors, unusual behavior, and how those issues were handled.
No single public checklist covers every platform. These fields are recommended archival practice that make a copy auditable and reproducible, not a claim that one universal standard exists.
How an emulation-based preservation workflow works
- Inventory and stabilize the source. Assign an identifier, photograph the item, note labels and condition, and store media in controlled temperature and relative-humidity conditions. Separate a fragile master from handling copies. The Strong describes this type of care for obsolete computer files and irreplaceable digital materials.
- Capture the software. Use a suitable cartridge reader, disk imager, optical drive, or tape-recovery setup. Work from the least invasive method that can obtain a complete image, and document cleaning, repairs, retries, and errors. For deteriorating media, delay increases the chance of unrecoverable loss.
- Verify and preserve the master. Calculate checksums, write-protect or otherwise isolate the master image, and keep more than one storage copy in separate locations. Use a clearly named access copy for emulator testing so experiments cannot silently change the preservation master.
- Document the platform. Record the console model and revision, firmware or BIOS, region, display standard, controllers, memory devices, and any network or server dependency. The Library of Congress recommends documenting software in use when a preservation copy cannot recreate significant online dependencies.
- Test in a controlled emulator. Record the emulator name, version, core or plug-in, operating system, graphics and audio settings, controller map, BIOS files, and date. Save screenshots, short recordings, or written observations of title screens, menus, loading, gameplay, saving, and known timing-sensitive scenes.
- Publish or provide access according to policy. Keep restricted masters separate from researcher-facing files. Explain which components are available, which are withheld, and what equipment or software a visitor needs to reproduce the documented session.
- Monitor and migrate. Recheck checksums, refresh storage, update emulator builds only after testing, and preserve the previous environment when a new version changes behavior. A maintained emulator is part of the preservation system, not a one-time download.
Why a ROM file by itself is incomplete
A ROM records a particular digital image, but it may not identify whether it came from a North American, European, or Japanese release, an early manufacturing run, a revised board, or a modified dump. Without provenance and checksums, another copy cannot be compared confidently. Without manuals and packaging, researchers may miss rules, passwords, copy-protection instructions, or cultural context. Without the console and peripherals, they may not reproduce timing, sound, input, save memory, or display effects.
Some cartridges contain extra processing chips or battery-backed memory. Optical games can rely on disc-access timing, audio tracks, or regional authentication. Floppy and tape software may expect a particular drive, controller, or loading sequence. Online titles add a dependency that an offline emulator cannot recreate; in that case, preserve server documentation, client versions, captured sessions, configuration files, and recordings of operation, while clearly labeling what remains unavailable.

Software emulation and FPGA hardware compared
Software emulation and FPGA-based hardware are complementary preservation paths rather than mutually exclusive choices.
| Axis | Software emulation | FPGA or original-hardware path |
|---|---|---|
| Portability | Runs on common computers and operating systems; projects can cover many systems. | Requires a compatible FPGA device or original console, display, and accessories. |
| Fidelity focus | Depends on emulator maturity, configuration, and documented core behavior; updates can improve or change results. | Implements console logic in programmable hardware or uses the original chips, emphasizing hardware behavior and often low-latency modern video output. |
| Preservation value | Makes archived files runnable and easier to study at scale. | Maintains a hardware-oriented execution path and can support cartridge-dumping workflows. |
| Dependencies | Emulator version, host operating system, BIOS or firmware, controller mapping, and source files. | Console or FPGA firmware, cartridge or disc interface, display, controllers, power, and source media. |
| Legal position | Institutional and jurisdictional rules still apply to the files and their distribution. | Owning hardware does not remove copyright or distribution restrictions. |
The Strong’s Digital Preservation Handbook records an FPGA-based Nintendo Entertainment System used for modern video output and ROM dumping. That example shows the value of hardware-oriented tools, but it does not eliminate the need for documented source media or an archival record. An archive may use emulation for broad access and an FPGA or original console to investigate behavior that software models imperfectly.
Legal boundaries for libraries and museums
In the United States, 37 C.F.R. §201.40 provides a specific preservation exemption for eligible libraries, archives, and museums. It covers lawfully acquired complete games that are no longer reasonably available in the commercial marketplace, do not require an external computer server for gameplay, and are preserved in playable form under stated conditions. The activity must have no direct or indirect commercial advantage, and the preserved game generally cannot be made available outside the institution’s physical premises under that exemption. Console software needed for the preservation activity is included within the rule’s stated scope.
“Video games in the form of computer programs embodied in physical or downloaded formats that have been lawfully acquired as complete games, that do not require access to an external computer server for gameplay, and that are no longer reasonably available in the commercial marketplace” may be preserved by eligible institutions under the stated conditions.
This is an institutional exception, not blanket permission to download, trade, or redistribute copyrighted games. It does not automatically cover private collections, commercially available titles, incomplete copies, or games dependent on an external server. Laws differ by country, and regulations can change; an institution should check the current text for its jurisdiction and consult counsel before copying or providing access.

The Game Preservation Society describes keeping copyrighted content non-public as a reasonable preservation design choice and includes emulator development in its work. EFGAMP advocates legal frameworks that let archives and museums recover games through emulation or appropriate archives without losing them to physical deterioration. Their positions support a cautious design: preserve broadly inside the institution, document rights and restrictions, and release only what the law and rights holder permissions allow.
Organizations and projects contributing to preservation
Several groups illustrate the range of work involved:
- EFGAMP connects archives and museums and argues for policies supporting digital preservation and accessibility.
- The Strong National Museum of Play maintains collections, controlled storage, and practical guidance for obsolete computer files, cartridge capture, and FPGA-based equipment.
- The Library of Congress provides format and platform guidance, including the need to preserve a console or emulated equivalent and to document online dependencies.
- NIST has reported forensic recovery of content from aging cartridges, floppy disks, tape, and other media through the Stanford University Libraries effort.
- preserve.games lists projects such as Flycast, which supports GD-ROM, GDI, and CHD workflows; melonDS, which focuses on faithful hardware behavior; and RetroArch, a cross-platform frontend for Libretro cores.
- The Game Preservation Society describes collecting, storing, researching, digitizing, and publishing Japanese game materials as primary sources while developing emulation tools.
Common failure modes and practical fixes
The game boots but behaves differently
Check the emulator version, core, region, BIOS, video synchronization, audio settings, and controller mapping. Compare a documented scene or save state with the original hardware when available. Record the difference instead of silently changing settings until it disappears.
The dump cannot be authenticated
Recheck the source identifier, capture method, file size, and checksum. If a known-good comparison is unavailable, retain the original image, document the uncertainty, and seek a second capture from the physical source. Never overwrite an uncertain master with a “fixed” file.

An online title cannot be played offline
Separate the client software from the service it expected. Preserve versions, protocols, configuration, screenshots, video, and any lawful server documentation, and label the resulting access copy as incomplete rather than claiming that emulation restored the original service.
Storage copies drift over time
Schedule checksum audits, keep geographically separate copies, document every migration, and retain the software environment used to create earlier access results. A new emulator or operating system should be validated against the recorded behavior before becoming the default.
Choosing an approach for a collection
Use software emulation first when the priority is broad access, portability, and repeatable study across many systems. Add FPGA or original hardware when timing, video output, controller behavior, or dumping work demands a hardware-oriented reference. In either case, begin with lawful source material and a provenance record; neither an emulator nor an FPGA device can repair an undocumented or incomplete capture.
The most durable collection treats emulation as a maintained service around preserved evidence. Physical objects, verified images, metadata, platform documentation, operational recordings, and access software should remain linked so that a future curator can understand not only how to start the game, but also which version was preserved, what was measured, what remains uncertain, and why the result is historically meaningful.
Frequently Asked Questions
How should an archive compare two copies of the same game?
Compare source identifiers, region and revision notes, file size, capture method, and cryptographic checksums. If the images differ, retain both until the physical sources and revision history explain the difference.
What should be preserved when a game depends on an external server?
Keep the client and its versions, configuration and protocol documentation, screenshots or recordings of operation, and a clear description of the unavailable service. An offline emulator should not be presented as a complete restoration.
Does FPGA hardware replace software emulation?
No. FPGA or original hardware supplies a hardware-oriented reference, while software emulation offers portability and scale. Archives may use both and document the differences.
