Reliable AI tool calling requires three separate controls: retry only transient failures, bound every attempt and the overall operation with timeouts, and attach an idempotency key to every side-effecting request. Together they let you recover from throttling or network interruption without turning an uncertain timeout into a duplicate charge, order, message, or database mutation.
The three controls solve different failure problems
An AI tool call can fail at several points: before a request leaves your process, while a provider is generating a response, while your tool is working, or after the remote service has completed but before your client receives the result. Treating all of these as “try again” errors is unsafe.
| Control | What it limits or guarantees | What it cannot do |
|---|---|---|
| Retry | Recovers from failures that are likely temporary, such as throttling, a network interruption, a timeout, or a selected server-side 5xx response. | It cannot repair invalid input, missing permissions, bad credentials, or a permanent application error. |
| Per-attempt timeout | Stops one model or tool attempt from holding a connection, worker, and user indefinitely. | It does not prove that the remote operation stopped or was never applied. |
| Overall deadline | Caps the complete user request, including all attempts, backoff delays, model calls, and tool execution. | It does not make a mutating operation safe to replay. |
| Idempotency | Lets the server recognize repeats of the same logical operation and return the original result instead of applying the side effect again. | It does not make a slow or unavailable service respond faster. |
Design these as one policy. A retry without a deadline can consume all available workers; a short timeout without idempotency can create duplicates; and idempotency without error classification can repeatedly submit a request that will never succeed.

Usually retryable
- Rate limiting or throttling: Honor a valid
Retry-Aftervalue. If none is supplied, use exponential backoff with jitter. - Network interruption: Connection resets, broken sockets, DNS or transient routing failures, and a client-side inability to read the response can be temporary.
- Timeouts: A connect, read, model, or tool timeout can justify another attempt when the operation is safe to replay and the overall deadline still has time.
- Selected 5xx responses: A provider or tool service may be temporarily overloaded or unavailable. Retry according to that service’s documented policy rather than every 5xx indiscriminately.
Fail fast
- Malformed tool arguments, schema validation failures, and other invalid requests.
- Authentication failures, expired credentials, and permission or authorization errors.
- Ordinary persistent 4xx responses, such as a missing resource or a business rule that rejects the requested action.
- Application-level refusals that will return the same result until input, account state, or configuration changes.
Logging the provider’s status and error code is important because a generic “tool failed” message cannot tell an operator whether a retry was appropriate. Never classify an error as transient solely because the user would prefer another attempt.
How many times should an AI tool call retry?
There is no universal number. Set both an attempt cap and an elapsed-time budget, then stop when either is reached. A practical policy often allows a small number of retries for an interactive request, but the correct value depends on the provider’s limits, the operation’s latency, and the user-facing deadline. The policy must be explicit rather than inherited accidentally from several libraries.
Use exponential backoff with jitter
After the first failure, wait briefly; increase the delay for each subsequent attempt; and add random jitter so many workers do not retry simultaneously. A common capped form is:
delay = min(max_delay, base_delay * 2 ** retry_number) + random(0, jitter)
If the response includes a valid Retry-After, wait at least that long (subject to your overall deadline and maximum delay) instead of ignoring the server’s instruction. Cap the number of retries and the total time spent retrying. OpenAI, AWS, and Google all recommend this general approach for transient failures.
Budget the whole request, not just the loop
Suppose a user request has a 30-second deadline. Reserve time for the initial model call, tool execution, result processing, and response generation. If only two seconds remain, do not start another attempt whose timeout is 10 seconds. A retry budget should be the minimum of:
- the remaining overall deadline;
- the maximum number of attempts;
- the provider’s retry quota or rate limit;
- the maximum elapsed time your product can tolerate.
For asynchronous jobs, a longer deadline may be appropriate, but the same accounting applies. Queue-level redelivery should not silently add another unbounded retry cycle.

Set timeouts at every boundary
A single “request timeout” setting rarely covers an AI agent run. Separate budgets prevent one slow stage from consuming all resources.
Recommended Free Tools
Connection timeout
Limit DNS resolution, TCP connection, and TLS negotiation. A connection timeout that is too long ties up workers during an outage; one that is too short can reject users on a slow but healthy network. Choose it from your deployment’s observed connection behavior and keep it shorter than the overall deadline.
Model-call timeout
Set the maximum time for one model request. The OpenAI Agents SDK’s model timeout applies to each model-call attempt; it does not cap the full agent run, tool execution, or retry backoff. Those stages require their own limits. A model timeout should leave enough remaining budget for the tool and for the model to consume the tool result.
Tool-execution timeout
Give each tool an operation-specific limit. A read-only lookup can have a short bound, while a report-generation job may need longer. Enforce the limit in the tool worker as well as in the caller so that cancellation reaches the work rather than merely abandoning the client wait.
Overall deadline
Propagate a deadline or remaining-time value through the model client, tool wrapper, database calls, and downstream HTTP requests. At each boundary, compute a timeout no greater than the time remaining. When the deadline expires, return a clear timeout outcome and preserve the operation ID for reconciliation.
Why a timeout can still produce a duplicate
Consider a tool that charges a card. The client sends the request, the payment service approves it, and the network drops before the approval reaches the client. The client sees a timeout, not a successful charge. Retrying without an operation identity can create a second charge. The same ambiguity exists for creating an order, sending an email or message, provisioning infrastructure, or updating a record.

A timeout means “the client did not obtain a result within its limit,” not “the server did nothing.” Once transport may have begun, treat the outcome as unknown unless the operation is read-only or the service provides a safe status check.
Make mutating tools idempotent
Generate one operation identity
Before the first attempt, create a cryptographically unique idempotency key or equivalent operation ID. Reuse that exact value for every retry of the same logical action. Do not generate a new key inside the retry loop. Do not put secrets, payment details, or raw user data in the key.
Persist and enforce the key server-side
The receiving service should atomically associate the key with the intended operation and its result. A repeated request with the same key should return the original result without applying the side effect again. If the same key is presented with different parameters, reject it as a conflict rather than guessing which request is correct.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Choose an expiry and reconciliation path
Keep the key long enough to cover client retries, queue redelivery, and delayed operator recovery. After a timeout, a caller can query the operation ID or provider status endpoint before deciding whether to submit anything new. If the provider offers no idempotency mechanism, use a durable deduplication record in your service and make the downstream action conditional on that record.
OpenAI documents replay safety after transport begins when the method is idempotent or a non-empty Idempotency-Key is supplied. AWS likewise warns that retrying non-idempotent service calls can cause duplicated results. These guarantees apply only when the key is actually honored by the receiving service.
Use one deliberate retry layer
Retries can exist in an agent framework, an HTTP client, an SDK, a queue consumer, and a tool wrapper. If each layer retries three times, one user request can produce dozens of attempts. That multiplies load during an outage and makes the configured timeout misleading.

Choose the layer that has the best knowledge of the error and the operation’s idempotency. Prefer a provider’s tested retry mechanism when its classifications and budgets match your workload. Add an outer policy only when it has an explicit purpose, such as retrying a complete tool transaction after a transport failure. Configure inner layers to avoid competing retries, or account for their attempts and delays in the outer deadline.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsProvider defaults are not your application policy
SDK behavior changes by language and release. The OpenAI Ruby client documentation describes two automatic retries by default and a 600-second default request timeout; both are version-sensitive and should be checked against the exact SDK release you deploy. A 600-second per-request default is usually incompatible with an interactive product deadline unless you override it.
AWS SDK standard retry mode uses exponential backoff with jitter and a retry quota; when the quota is exhausted, a request can fail quickly. Google’s Gemini guidance describes automatic retries for transient failures and cautions against retrying ordinary client errors. Treat these defaults as implementation details to verify, not as a substitute for a documented service-level policy.
A reference control flow
- Create context: Generate an operation ID, record the absolute deadline, and mark whether the tool is read-only or mutating.
- Classify before sending: Validate arguments and credentials. Fail immediately on invalid input, authentication, permission, and persistent business errors.
- Attempt the call: Pass the remaining deadline to the model or tool client. Include the same idempotency key on every mutating attempt.
- Handle the result: Return success, or classify the response as transient, permanent, or unknown because transport may have completed.
- Reconcile unknown mutations: Query by operation ID before retrying a timed-out side effect.
- Back off: Honor
Retry-Afterwhen valid; otherwise apply capped exponential backoff with jitter. - Stop: End when the attempt cap, retry-time budget, provider quota, or overall deadline is exhausted. Return a structured failure that includes the operation ID.
What to record for diagnosis and duplicate prevention
Each attempt should emit structured telemetry, with sensitive values redacted:
- operation ID or idempotency key hash;
- attempt number and retry-layer name;
- model, tool, provider, and SDK version;
- error class, HTTP status or provider code, and whether the response was received;
- timeout stage (connect, model, tool, read, or overall deadline);
- backoff requested, backoff applied, and remaining deadline;
- final outcome, total latency, and whether a duplicate was suppressed.
These fields distinguish a provider outage from an overly aggressive timeout and show whether nested retry layers are creating a storm. Never log API keys, authorization headers, payment data, or complete prompts when they contain sensitive information.

Comparison checklist for an implementation
| Question | What a sound implementation specifies |
|---|---|
| Which errors retry? | Explicit transient statuses and transport errors; explicit permanent errors that fail fast. |
| How long is one attempt? | Separate connection, model, tool, and read limits. |
| How long is the whole request? | An absolute deadline covering attempts, backoff, and downstream work. |
| Can a replay mutate twice? | An idempotency key or operation ID, server-side deduplication, and conflict detection. |
| Who retries? | One intentional layer, with SDK and queue defaults documented. |
| How does backoff behave? | Retry-After support, exponential growth, jitter, and caps. |
| Can operators explain it? | Attempt, error, timeout stage, operation identity, suppression, and latency telemetry. |
Common failure modes and fixes
Retrying every error
Symptom: invalid requests consume all attempts and increase latency. Fix: classify provider codes and stop on permanent 4xx, authentication, permission, and validation failures.

Using only a per-request timeout
Symptom: an agent exceeds the product’s promised response time because each attempt receives a full timeout and backoff is unbounded. Fix: propagate one overall deadline and derive every stage’s remaining timeout from it.
Creating a new key on every retry
Symptom: duplicate orders, charges, messages, or records after a network timeout. Fix: create one key before the first attempt, persist it, and reuse it through reconciliation.
Stacking hidden retries
Symptom: traffic spikes during an outage and logs show more attempts than expected. Fix: inventory retries in the agent, SDK, HTTP client, queue, and tool wrapper; keep one owner for the policy.
Assuming a timeout means cancellation
Symptom: the client reports failure while the remote system later shows success. Fix: treat post-send timeouts as unknown for mutations and query the operation status before replaying.
Practical decision rules
- For a read-only lookup: retry a transient failure with bounded backoff and a per-attempt timeout; no idempotency key is normally required.
- For a mutation with provider idempotency support: send a stable key, reconcile unknown outcomes, and retry only within the deadline.
- For a mutation without provider support: add a durable operation record and deduplication guard, or do not automatically retry after transport begins.
- For an interactive agent: keep the overall deadline short enough for the user experience, and reserve time for final response generation.
- For a background job: allow a longer deadline only when worker capacity, queue visibility timeout, and duplicate handling are aligned.
Bottom line
Retries improve availability only when they target transient failures and are bounded by attempts and time. Timeouts protect capacity only when every stage has a limit and the full operation has a deadline. Idempotency is what makes an uncertain replay safe. Implement all three together, expose one retry owner, verify SDK defaults for the release you run, and preserve an operation identity so a timeout never forces you to guess whether a side effect already happened.
