Railway Diwali bonus is officially Productivity Linked Bonus (PLB), and it is normally taxable salary. For the 2025–26 PLB cycle, the Railway Board sanctioned 78 days’ wages, with a stated maximum of ₹17,951 per eligible employee. Payroll should include the payment in the salary totals used for annual tax withholding and Form 16 Part B. You should not report it as a separate “other income” item merely because your payslip calls it a bonus.
The decisive checks are the payment date, the financial or tax year in which railway payroll records the amount, and whether the salary and tax figures agree across Form 16, Form 26AS and the Annual Information Statement (AIS).
What the railway Diwali bonus actually is
“Railway Diwali bonus” is the common name for the Railways’ Productivity Linked Bonus (PLB). The Ministry of Railways’ 14 October 2026 announcement says PLB for financial year 2025–26 is equal to 78 days’ wages, is paid before the Durga Puja/Dussehra holidays and benefits about 11.40 lakh eligible non-gazetted railway employees. The same announcement gives a maximum of ₹17,951 per eligible employee.
The Railway Board’s PLB order (RBE No. 104/2025) states that the President sanctioned “Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility.” It then limits the wage figure used for calculation: where monthly wages exceed ₹7,000, PLB is calculated as though wages were ₹7,000 a month. In other words, the order does not impose a ₹7,000 ceiling to decide who is eligible; it caps the wage base used to calculate the bonus.

Who is covered
The 2025–26 announcement concerns eligible non-gazetted railway employees. Railway Protection Force (RPF) and Railway Protection Special Force (RPSF) personnel are excluded under the cited Railway Board order. Eligibility, service conditions and any departmental exclusions remain matters for the applicable PLB order and your payroll record.
Why the Payment of Bonus Act does not answer the tax question
A PIB explanation states that the Payment of Bonus Act does not apply to Railways, although broad principles from that law were kept in view for wage and pay definitions and ceilings. That exclusion explains the scheme’s administrative basis; it does not create an income-tax exemption. Tax treatment comes from the salary-tax rules and the way the employer reports the payment.
Is railway PLB taxable?
Normally, yes. Bonus is included among emoluments and sums chargeable under the head Salaries, along with fees, commission, perquisites and other salary amounts. A railway PLB should therefore ordinarily be treated as taxable salary remuneration for the tax year in which the employer pays or includes it in payroll, unless a specific statutory exemption applies. No general exemption for railway PLB has been identified in the official material governing this payment.

It means the gross bonus is added to your salary income. Your final liability depends on total income, the tax regime selected, deductions or exemptions available to you and the year in which the amount is taxed. The amount withheld by the employer is TDS, an advance collection of estimated tax; it is not necessarily your final tax bill.

Gross bonus, TDS and net payment are different figures
- Gross PLB: the amount sanctioned and shown by railway payroll before withholding.
- TDS on salary: the amount the employer withholds after estimating annual taxable salary and applicable reliefs.
- Net credit: the gross PLB less TDS and any other authorised payroll deductions.
Consequently, ₹17,951 is a maximum gross PLB figure stated for the eligible employee, not a universal after-tax amount. Two employees receiving the same gross PLB can have different withholding because their annual salary, declarations, deductions and tax-regime choices differ.
Which year includes the bonus?
Use the year in which railway payroll pays or records the amount for salary-tax purposes, not simply the year printed in the scheme’s name. The PLB may relate to performance in financial year 2025–26 while being paid around a holiday period that falls in a different calendar year. Your payslip, payroll ledger and Form 16 establish how the employer treated it.

These statements concern the TDS framework applicable to the relevant salary payment. They do not turn PLB into an exempt receipt. If the payment date and the payroll year appear inconsistent, ask the employer which year was used in the salary register and TDS statement before filing your return.

How the bonus appears in Form 16
Form 16 is the employer-issued certificate under section 203. It reports salary income, deductions or exemptions and tax deducted so that you can calculate tax payable or refundable. A bonus does not normally receive a separate certificate just because it has a separate line on a payslip.
Form 16 Part B is the key section
Railway payroll should roll the PLB into the salary totals used for the annual TDS calculation and Form 16 Part B. The return instructions map Form 16 Part B to these salary categories:
| Form 16 Part B category | How PLB is generally treated | What you should check |
|---|---|---|
| Salary under section 17(1) | Ordinary salary remuneration, including a taxable bonus such as PLB, is generally reflected in the salary total here. | Compare the bonus-inclusive gross salary with your year-end salary statement and payslips. |
| Perquisites under section 17(2) | PLB is not a perquisite merely because it is paid in addition to monthly wages. | Do not move the amount into the perquisites field unless the employer has correctly classified a separate perquisite. |
| Profits in lieu of salary under section 17(3) | PLB is ordinarily not a termination payment or compensation covered by this category. | Check that payroll has not placed the bonus in an unrelated field. |
Why Form 16A is normally not involved
Form 16A is used for TDS on income other than salary. Railway PLB is salary remuneration, so you should not expect a separate Form 16A merely because the payment is called a bonus. The relevant evidence is your salary payslip or bonus advice, Form 16 Part B and the salary TDS credit in Form 26AS and AIS.

How to reconcile railway PLB before filing your ITR
- Identify the gross PLB. Find the bonus advice or payslip showing the sanctioned amount, payment date and any TDS or other deduction. Keep the document with your tax records.
- Determine the payroll year. Note whether the amount was included in the salary register through March 2026 or from April 2026 onward. If the payslip date and the accounting year differ, ask payroll which annual statement will contain it.
- Check the annual salary total. Add the PLB to the salary figures shown in your year-end payroll summary and compare that result with Form 16 Part B’s salary figure. A bonus line may be separate on a monthly payslip but included in the annual total.
- Check TDS. Compare the TDS withheld from the bonus and the year-to-date TDS total with Form 16. A larger deduction in the bonus month can occur because payroll recalculated annual taxable salary after adding the lump sum.
- Match government records. Compare Form 16’s annual salary and TDS with Form 26AS and AIS for the same year. Check the employer’s tax-deduction account details, salary amount and TDS amount rather than relying only on the net bank credit.
- Enter it under salary in the ITR. Use the salary figures from the valid Form 16 and include the bonus in the salary total. Do not create a separate “Income from other sources” entry solely because the payslip labels the amount “Diwali bonus” or “PLB.”
- Resolve discrepancies before submission where possible. If the bonus is missing, duplicated or assigned to the wrong year, request a corrected payroll statement and, where needed, a corrected Form 16. Recheck Form 26AS and AIS after the employer’s corrected TDS filing is reflected.
Why TDS may be deducted from the bonus
Salary TDS is calculated against estimated taxable salary for the year. When a one-time PLB is added, payroll may recompute the annual estimate and withhold an additional amount in the bonus month. That withholding can look disproportionate if you compare it only with the bonus amount, because the calculation considers your regular salary and other taxable components for the whole year.
The exact result depends on your total income, declarations, eligible deductions or exemptions, chosen tax regime and the applicable payment year. The official material does not establish one tax rate or one net amount for every railway employee. A high TDS deduction is not proof that the bonus is taxed under a special “bonus rate”; it is usually the effect of the annual salary-withholding calculation.
Conversely, absence of TDS on the payslip does not by itself prove that PLB is tax-free. Payroll may have sufficient earlier withholding, a lower estimated taxable income or another administrative reason. The annual Form 16 and the tax-credit records determine what was ultimately reported.

The bonus is on the payslip but missing from Form 16
First confirm that the payslip and Form 16 relate to the same employer entity and tax year. If they do, contact the railway payroll or accounts office and request a corrected annual salary statement or Form 16. Do not silently add a different figure to the ITR while leaving an incorrect TDS certificate unresolved; the mismatch can trigger a verification notice.

The bonus appears twice
A separate bonus line on a monthly statement and an included annual salary total is not necessarily duplication. Duplication exists when the annual Form 16 salary already includes PLB and the same amount has been added again as a separate salary entry in the return. Use the annual Form 16 total once, with the bonus included.
Best Value
The payment is shown in the wrong year
Compare the bank-credit date, payslip date, payroll ledger and the year reported in Form 26AS or AIS. Send the employer a written request identifying the exact discrepancy and ask for corrected reporting if the wrong year was used. Keep the original and corrected documents so you can explain the change if the credit records update later.
Form 16 and Form 26AS or AIS disagree
Check whether the employer has filed or corrected its quarterly TDS statement. If the tax was deducted from your salary but is not yet visible in the government record, retain the payslip and Form 16 and follow up with payroll. If the government record shows a different amount, use the employer’s correction process rather than altering a genuine tax credit without evidence.
You were excluded from the PLB scheme
RPF and RPSF personnel are excluded under the cited Railway Board order. If you received a payment despite an apparent exclusion, or if an eligible employee was omitted, ask the controlling office to verify the applicable order and payroll code. Tax reporting follows the amount actually paid and reported; eligibility disputes should be settled with the employer.
Worked examples without assuming your tax rate
Example 1: PLB paid by March 2026
An eligible employee receives the PLB in February 2026. The payslip shows gross PLB and TDS, the employer includes it in the FY 2025–26 salary total, and Form 16 issued for that year includes the amount under the salary figures. The employee reports the Form 16 salary total once. The TDS treatment is the old-Act section 192 rule identified by the Income Tax Department for salary pertaining to FY 2025–26 paid up to March 2026.
Example 2: PLB paid from April 2026
An employee’s PLB is credited after 1 April 2026 and payroll records it in the next tax-year salary statement. The employee waits for the Form 16 covering that period, checks the corresponding Form 26AS and AIS entries, and reports the bonus with that year’s salary. The department’s transition guidance identifies section 392(1) of the new Act for salary pertaining to Tax Year 2026–27 paid from April 2026 onward.
Example 3: A payslip label causes confusion
A payslip calls the payment “Diwali bonus,” while Form 16 Part B shows one consolidated salary figure with no separate bonus field. That is normal if the annual salary total includes PLB. The employee should not create a second income entry; the payslip is supporting detail and Form 16 is the annual salary certificate.
What to retain for your records
- PLB order or office communication applicable to your category.
- Bonus advice and the payslip showing gross amount, payment date and TDS.
- Year-end salary statement and Form 16, including Part B.
- Form 26AS and AIS downloaded for the same tax year.
- Written correspondence about corrections, revised Form 16 or TDS updates.
The practical rule is straightforward: treat railway PLB as salary, place it in the year in which railway payroll reports the payment, use the bonus-inclusive figures from Form 16, and reconcile those figures with Form 26AS and AIS before filing.
