When shares plunge, a pension fund first records a lower market value for its assets. Its next moves are operational and risk-based: keep paying benefits, raise cash and collateral when required, compare assets with the timing and present value of promised benefits, rebalance within its investment policy, and test whether the portfolio can withstand further shocks. A defined-benefit plan still owes the benefit it promised, so a sponsor and trustees must address any funding shortfall. In a defined-contribution plan, the member’s account normally absorbs the investment loss through a lower balance.

The size of a market loss is therefore not the same thing as a cut in retirement income. Outcomes depend on plan design, liability timing, contributions, benefit payments, interest rates, leverage, currency moves, regulation and the returns that follow the selloff.

What a stock-market selloff does to a pension fund

Assets are repriced immediately

Public shares are marked to their current market price. A 20% fall in an equity allocation reduces the value of that allocation whether or not the fund sells it. Bonds, property, private assets and currencies may move at the same time, although private-market valuations can be updated less frequently and may lag quoted markets. The first accounting result is an asset-side loss, not automatically a realized cash loss.

The liability side can move too

Pension obligations are valued using assumptions about future benefit payments, inflation, mortality and discount rates. A market fall accompanied by higher interest rates can reduce the present value of long-dated liabilities even as assets decline. A fund with interest-rate hedges may experience a smaller change in its funding position than an unhedged fund. Conversely, a mature plan with payments due soon can be vulnerable if liquid assets fall and cash needs rise.

Funding status matters more than the headline index

Trustees compare the asset value with the present value and timing of liabilities. A young plan with decades before most benefits are paid can have time to recover from volatile returns. A plan with a thin surplus, near-term benefit payments or large collateral calls has less room to wait. The same percentage fall in equities can therefore leave one plan comfortably funded and another needing immediate action.

The first response: a sequence of controls

After a sharp fall, a professionally governed fund normally works through a documented process rather than making an all-or-nothing bet on the next market move.

  1. Revalue assets and liabilities. Staff calculate market values, derivative exposures, cash balances, collateral posted and the latest liability estimate. They separate market movement from changes caused by contributions, benefit payments, currency translation and valuation methodology.
  2. Check cash and collateral. The fund forecasts benefit payments, transfers, operating costs, capital calls and margin requirements. Liquid securities or cash are reserved so that a fund does not have to sell a long-term holding at an unfavorable price simply to meet a payment.
  3. Compare the result with the investment policy. The strategic asset allocation sets permitted ranges for equities, bonds, credit, real assets, private markets, cash and other exposures. A selloff can push the portfolio outside those ranges, requiring a decision by the investment committee or another delegated authority.
  4. Assess the liability hedge. Interest-rate and inflation sensitivity, hedge ratios, derivative maturity and counterparty exposure are reviewed alongside the funding ratio. A hedge that reduces liability risk can still create a near-term margin call.
  5. Run stress scenarios. Risk teams test further equity falls, credit-spread widening, higher or lower interest rates, inflation changes, currency moves, collateral calls and delayed asset sales. They report both individual risks and their interactions.
  6. Escalate and document decisions. Trustees record whether to rebalance, raise liquidity, change a hedge, draw on a sponsor commitment or activate a recovery plan. Decisions remain bounded by law, the plan rules and the statement of investment policy.

Defined benefit and defined contribution plans absorb losses differently

Question Defined-benefit plan Defined-contribution plan
What is promised? A benefit formula or amount remains the plan’s obligation. Contributions are invested; the eventual account value and income are not fixed by the market promise.
Where does an investment loss appear? In the funding position, after assets are compared with the value of liabilities. In the member’s account balance and the amount available to buy retirement income.
Who normally carries the investment risk? The sponsoring employer and, subject to local rules, the plan and its trustees. The member, although the plan controls investment options, diversification and default or lifecycle design.
Typical response to a deficit or fall Additional contributions, a recovery schedule, changes to the investment strategy or permitted benefit and funding measures. Rebalancing, diversification, communication, liquidity management and lifecycle adjustments; no action can guarantee a recovery date.
What can crystallize a temporary loss? Forced asset sales or a contribution shortfall can worsen the funding path. An early withdrawal or retirement conversion can turn a market decline into a permanently smaller income.

These descriptions are general. The legal allocation of risk varies by country, collective agreement, guarantee scheme and plan rules.

How trustees measure the damage against liabilities

A funding ratio is commonly expressed as assets divided by the present value of promised benefits. It is not a single universal number: accounting, regulatory and actuarial valuations can use different discount rates, smoothing rules and assumptions. Trustees therefore examine the direction and timing of cash flows, not just a one-day percentage change.

Asset-liability matching is central to the OECD’s Core Principle 4.1, which says pension-fund investment should pursue security, profitability and liquidity through risk-management concepts such as diversification and asset-liability matching. In practice, a plan maps when benefits are expected to be paid and holds a combination of growth assets, liability-sensitive bonds, cash and hedges appropriate to those dates.

Contributions and benefit payments alter the path between two valuation dates. Currency movements can raise or lower the home-currency value of overseas investments. Later investment returns can repair or deepen a loss. A reported fall in assets at the end of a quarter therefore cannot by itself predict a member’s eventual retirement outcome.

Liquidity: why a fund may sell during a selloff

Pension funds need cash for monthly benefits, member transfers, expenses, private-market capital calls and derivative collateral. They usually maintain a liquidity buffer and can sell liquid government bonds, equities or other readily traded securities. Selling is not automatically a mistake; it becomes dangerous when a fund has no choice about timing or sells assets that are expected to support long-term obligations solely to meet an urgent cash call.

The United Kingdom’s 2022 liability-driven-investment episode illustrates this risk. A rapid rise in gilt yields produced large collateral requirements for leveraged LDI arrangements. Some schemes had to sell assets quickly to raise cash, which added pressure to prices. The lesson is that a liability hedge must be tested for its liquidity and margin needs, not judged only by how well it offsets changes in the liability value.

Liquidity controls trustees monitor

  • Cash and high-quality liquid securities available immediately.
  • Expected benefit payments, transfers and expenses by week and month.
  • Derivative margin under base, stressed and extreme market moves.
  • Capital calls and the time required to sell private or less-liquid holdings.
  • Concentration in assets that could become difficult to trade at the same time.
  • Backup funding arrangements and the authority required to use them.

Rebalancing and diversification after prices fall

When equities fall, their weight in a mixed portfolio may drop below its target. Rebalancing means buying the underweight asset, selling an overweight asset, or directing new contributions and cash flows toward the target. Trustees weigh the expected risk reduction against transaction costs, taxes, market impact, liquidity and the possibility that prices continue to fall. Investment-policy ranges often permit gradual trades rather than an immediate return to the central target.

Diversification spreads exposure across regions, issuers, sectors, currencies and asset classes. It reduces concentration risk but cannot eliminate a broad market loss: global equities, credit and property can decline together during a systemic shock. A diversified portfolio can also have hidden common exposures, such as dependence on economic growth, interest rates or the same financing markets.

Hedges, leverage and counterparty risk

Interest-rate or inflation hedges can make a defined-benefit funding position less sensitive to movements that change the present value of liabilities. Derivatives are not free insurance. They require collateral, have maturity and rollover risks, and expose the fund to counterparties and liquidity calls. Supervisory guidance from the International Organisation of Pension Supervisors (IOPS) emphasizes limits, risk indicators and controls for leverage, lending and indirect investments.

Trustees should know the hedge ratio under the plan’s chosen liability measure, the assets eligible to meet margin, the frequency of collateral calls and the consequences of a counterparty downgrade. A hedge can reduce long-term funding volatility while increasing short-term cash volatility; both effects belong in the stress test.

Stress testing and governance during a crisis

Effective risk management is continuous rather than a one-time post-crash exercise. OECD and IOPS guidance describes a system that identifies, measures, monitors, assesses, controls and reports material risks and their interdependencies on both a continuous and an ad hoc basis. Market, interest-rate, credit and liquidity risks should be considered together because a single shock can trigger all four.

Good governance sets trigger points before a crisis: for example, a funding ratio threshold, a minimum liquidity buffer, a maximum leverage level or an asset-allocation range breach. The precise thresholds are plan-specific and governed by local rules. Trustees also need clear delegation, reliable valuations, independent challenge and timely communication with the sponsor, regulator and members.

How a defined-benefit plan repairs a funding gap

If assets fall below the value of promised benefits, the sponsor and trustees determine whether the gap is temporary, structural or driven partly by valuation assumptions. Possible measures include higher employer contributions, a revised recovery schedule where regulation permits, directing future cash flows toward the deficit, changing the investment strategy or adjusting the hedge. The remedy must be consistent with the plan’s legal promises and the sponsor’s ability to pay.

Recovery plans are not a promise that markets will rebound on a known date. A plan may recover through a combination of contributions and investment returns even if asset prices do not immediately return to their previous peak. Conversely, a plan with weak sponsor support, large near-term payments or repeated losses may need stronger funding action than a plan with a long horizon.

What the recent OECD figures show

Aggregate data demonstrate both the scale of the shock and the uneven pace of recovery. The measures below cover different populations, so they should not be added together or treated as one series.

Measure Reported figure Period and qualification
Assets earmarked for retirement in the OECD USD 63.1 trillion, up 10% End-2023, OECD 2024 reporting
OECD-area retirement assets relative to 2021 5% below the 2021 level End-2023, OECD 2024 reporting
Pension-provider assets USD 59.7 trillion to USD 51 trillion, then USD 56.5 trillion End-2021, end-2022 and end-2023 respectively, OECD 2024 reporting
OECD pension-asset growth 11.6% in 2023; 7.1% in 2024 OECD 2025 reporting

The 2022 decline reflected the combination of higher interest rates and falling equity valuations. Some jurisdictions moved above their 2021 asset level relatively quickly, while large markets including the United States and some European markets had not done so by the end of 2023. Recovery depended on subsequent returns, contributions minus benefit payments, currency movements and each plan’s liability and cash-flow structure.

Who ultimately pays for a pension-fund loss?

In a defined-benefit arrangement

The benefit promise remains the obligation. If a deficit emerges, the sponsoring employer generally supplies contributions under an agreed or statutory recovery process, while trustees manage the assets and protect members’ interests. The exact backstop, protection fund and sponsor duties depend on national law. Members do not automatically receive a lower promised benefit merely because the stock market fell, although legal insolvency or plan-specific rules can affect outcomes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In a defined-contribution arrangement

The member’s account value moves with the selected investments. The provider can improve diversification, offer age-appropriate default or lifecycle options, maintain liquidity and explain volatility, but it cannot promise that markets will recover by a particular date. A member who sells after a fall or withdraws early may lock in a lower balance and reduce future compounding.

Can a pension fund recover after a crash?

It can, but there is no universal timetable or guaranteed percentage recovery. A plan needs enough time, liquidity and risk capacity to remain invested, plus contributions or other cash flows where applicable. Recovery can occur through rising asset prices, income from investments, new contributions and changes in liabilities; it can also be delayed by further losses, inflation, withdrawals, fees, currency moves or forced sales.

Members should distinguish a fund-level recovery from their own retirement result. Someone nearing retirement, making withdrawals or holding a concentrated option may experience a different path from the plan’s aggregate performance. The relevant question is whether the chosen investment mix and withdrawal strategy match the remaining horizon and required income.

A practical checklist for reading a fund’s response

  • Identify whether the arrangement is defined benefit or defined contribution.
  • Check whether the reported loss is a market-value change, a realized sale or a change in the funding valuation.
  • Look for the plan’s liquidity buffer, collateral policy and exposure to leveraged hedges.
  • Read the investment-policy ranges and the stated rebalancing rules.
  • For a defined-benefit plan, examine the funding ratio, sponsor contributions and recovery-plan timetable.
  • For a defined-contribution plan, review diversification, lifecycle allocation, fees and the consequences of withdrawals.
  • Ask which date, currency and valuation method apply to every performance figure.
  • Expect scenario analysis and governance reporting rather than a prediction of the next market bottom.

The bottom line

A major selloff changes a pension fund’s asset values immediately, but the financial consequences depend on liabilities, liquidity, hedges, leverage, contributions and plan design. Trustees manage the shock by measuring the funding position, preserving cash, stress-testing correlated risks, rebalancing within policy and repairing defined-benefit deficits over time. In defined-contribution plans, investment losses are generally borne in the member’s account, making diversification, time horizon and withdrawal discipline decisive.
