Offshore wind farms follow a three-stage electrical path: turbines convert moving air into electricity, inter-array cables collect that electricity at sea, and an export system delivers it through onshore equipment to the transmission grid. The offshore substation is the switching and transformation hub between collection cables and the export cable.
The engineering choice that most affects the route is whether the export link uses high-voltage alternating current (HVAC) or high-voltage direct current (HVDC). Distance, power capacity, transmission losses, converter-station cost, seabed constraints and available onshore grid capacity all influence that decision. There is no single worldwide voltage or cable layout; each project is designed for its location and grid connection.
The complete electrical path from wind to consumers
Electricity does not travel straight from a turbine to a household. It passes through collection, transformation, protection and transmission equipment before reaching the existing grid.

The system is designed as an electrical network rather than a chain of independent machines. Protection equipment isolates a damaged cable or component so that a fault does not necessarily shut down the entire farm.

How a turbine makes electricity
1. Wind turns the rotor
Air moving across the blades creates aerodynamic lift and drag. That force rotates the hub and the low-speed shaft. Turbine controls continually adjust blade pitch and yaw so the rotor faces the wind and stays within safe operating limits. The rotor’s mechanical power depends on wind speed and the swept area of the blades, so output varies with weather.
2. The drivetrain transfers torque
The drivetrain carries the rotor’s torque to the generator. Some turbine designs use a gearbox to increase rotational speed; others use a direct-drive arrangement. The available data does not establish one universal turbine design, and offshore projects can use different drivetrain and generator configurations.
3. The generator produces electrical power
Inside the generator, relative motion between magnetic fields and conductors induces an alternating electrical output. Wind speed and generator speed change over time, so the raw output is not automatically suitable for a collection network or the wider grid.

Converters and related controls regulate voltage, frequency and power flow before electricity leaves the turbine. They allow the generator to operate over a range of speeds while presenting a controlled output to the inter-array system. Turbine-level protection disconnects equipment when electrical or mechanical conditions exceed its limits.
What inter-array cables do
Inter-array cables are the underwater collection cables linking turbines to one another and then to the offshore substation. They are not the same as export cables: inter-array cables operate inside the wind-farm area, while an export cable carries the aggregated farm output toward land.
Turbines are commonly arranged in strings or networked groups. A cable leaves one turbine, connects to the next, and eventually reaches a higher-capacity feeder to the offshore substation. The exact arrangement determines how much cable is installed, how many turbines are affected by a fault and whether electricity has an alternate route.
Radial topology
In a radial layout, each string has one electrical path back to the substation. This can minimize cable length and installation cost. The trade-off is that a break in a string can interrupt every downstream turbine until the fault is isolated and repaired.

Bifurcated-radial topology
A bifurcated radial design divides collection into branches. It can balance cable cost and the number of turbines exposed to one failure, but it still has sections with a single route to the substation.
Ring topology
A ring connects the ends of collection strings so power can reach the substation by more than one direction. The additional cable and switching equipment provide redundancy: operators can isolate a failed section and feed healthy turbines through the alternate path. The price is higher capital cost and more complex protection and control.
| Array design | Cost tendency | Failure consequence | Typical reason to choose it |
|---|---|---|---|
| Radial | Lowest of the three when conditions are favorable | One fault can remove several downstream turbines | Simple collection with a strong emphasis on minimizing cable expense |
| Bifurcated radial | Intermediate, depending on branching | Fault impact is limited to the affected branch, but some single paths remain | Compromise between cable quantity and resilience |
| Ring | Higher because of the extra route and switching | Alternate path can keep healthy sections connected | Projects that value redundancy and operational flexibility |
These arrangements are described in the IEA Wind TCP Task 49 material. Actual topology depends on turbine spacing, seabed conditions, protection settings, installation method and the owner’s reliability requirements.
Why an offshore substation is needed
The offshore substation is the collection system’s aggregation and conditioning point. It receives multiple inter-array feeders, combines their power and uses transformers, switchgear, protection and control systems to prepare the output for export.
Voltage transformation
Electric current flowing through a cable creates losses that increase with current. Raising voltage for transmission allows the same power to move at lower current, reducing resistive losses and cable heating. Transformers at the offshore substation perform this step for the export connection. The project selects voltage levels and equipment ratings; the cited material does not establish one universal offshore standard.
Switching and protection
Breakers and disconnectors divide the collection system into sections. Relays detect abnormal current, voltage or frequency and command the appropriate breaker to open. This limits damage and allows operators to keep unaffected feeders in service. The substation also provides measurement, communications and control interfaces for the wind-farm operator and transmission system.
Preparing for the export link
After aggregation and transformation, the substation sends the farm’s output into one or more export cables. Whether that output remains alternating current or is converted to direct current depends on the export design.

How export cables deliver power to land
Underwater route to landfall
An export cable leaves the offshore substation and follows a surveyed corridor to the coast. Route planners must avoid or cross shipping lanes, military areas, marine protected areas, artificial reefs and other seabed constraints. They also consider water depth, geology, fishing activity, existing cables and the ability to install, bury, inspect and repair the line.
Landfall construction
At the coast, the cable transitions from the seabed to land. Horizontal directional drilling can place the cable below beaches and near-shore habitats with less surface disturbance. Trenching is another option where ground conditions and environmental permits allow it. After installation, disturbed areas are restored under the project’s permit conditions.
Onshore substation and grid connection
The DOE Offshore Wind Energy Guide states that an onshore substation converts export-cable electricity to a voltage appropriate for the existing grid. Onshore transformers, switchgear, protection systems, metering and communications then connect the project to the transmission owner’s approved point of interconnection. The grid operator studies fault levels, stability, congestion and power quality before authorizing that connection.
Available grid capacity can be more limiting than the wind resource. A coastal location may have excellent wind but no nearby transmission corridor capable of accepting the farm’s maximum output. New lines, substation upgrades or a different interconnection point may therefore be required.
HVAC versus HVDC export connections
Offshore projects generally choose between high-voltage alternating current and high-voltage direct current for the export route. The choice is not a universal rule; it is a system-design decision.

| Consideration | HVAC | HVDC |
|---|---|---|
| Best-fit tendency | Often practical for shorter export distances | More attractive for longer, higher-capacity routes |
| Conversion equipment | Can avoid dedicated converter stations in some designs | Requires converter stations offshore and onshore |
| Transmission losses | Increase with cable length because of cable charging and reactive-power effects | Can reduce long-distance transmission losses and offers direct control of power flow |
| Capital trade-off | Lower conversion-station cost, but cable and compensation requirements can grow with distance | Higher converter-station cost, potentially offset by lower losses on long routes |
| Network role | Well suited to a project-by-project radial connection where distance is moderate | Can support controllable multi-terminal links when the wider network justifies them |
When HVAC is selected
With HVAC, the offshore substation transforms the collection output to export voltage and the alternating-current cable carries it to shore. Reactive power and cable-charging behavior become increasingly important as the cable gets longer, so engineers may need compensation equipment and careful voltage control. For a shorter route, avoiding two large converter stations can outweigh those concerns.
When HVDC is selected
HVDC converts alternating current to direct current at the offshore end, transmits it through the export cable, and converts it back to alternating current at the onshore end. The converters cost more and add control complexity, but a long, high-capacity route can benefit from lower losses and precise power-flow control.

Multi-terminal possibilities
The U.S. Department of Energy’s Atlantic planning work examines multi-terminal HVDC interlinks that join multiple offshore platforms and transmission regions. Instead of giving every wind farm a separate, single-purpose cable, a coordinated system could route power among terminals as grid conditions change. Such a design requires common technical standards, coordinated protection, shared ownership or operating rules and compatible permitting.
Why routing and permitting can determine the project
Electrical design is only one part of the connection problem. Developers must create a corridor that is technically buildable, legally permitted and acceptable to other ocean users.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Shipping: Export and inter-array routes must maintain safe clearances from shipping lanes and navigation infrastructure.
- Defense: Military operating areas and radar or training requirements can exclude otherwise direct routes.
- Ecology: Marine protected areas, artificial reefs and sensitive habitats may require avoidance, seasonal restrictions or specialized construction methods.
- Existing infrastructure: Cables, pipelines and offshore structures constrain crossings and require coordination with their owners.
- Onshore land: A substation needs a suitable site, access, flood protection and a transmission connection with enough capacity.
- Construction and repair: Burial depth, seabed geology, vessel access and future repair windows affect both the initial route and lifetime reliability.
The Atlantic analysis described by the National Laboratory of the Rockies on March 25, 2024 evaluated corridors that avoid military zones, shipping channels, marine protected areas and artificial reefs. Avoidance can lengthen a route and increase cost, but an apparently shorter corridor may be unusable once safety and environmental constraints are applied.

Project-by-project radial connection
A standalone project exports directly to its designated onshore landing point. This approach can simplify ownership, permitting and operational responsibility. It also creates a single delivery path: an export-cable or onshore-substation outage can remove the project’s entire output from the grid.
Shared offshore network
A coordinated network links several offshore wind farms, platforms or transmission regions. Shared corridors and substations can reduce duplicate infrastructure, provide alternate delivery paths and move power toward the grid areas that need it most. The network can also be expanded in stages if future projects use compatible equipment and reserved connection capacity.
Coordination introduces its own challenges: multiple developers must agree on cost allocation, access rights, technical standards, outage scheduling and control authority. Regulators must approve a network whose benefits may occur years after the first project is built.
Evidence from Atlantic planning
In a March 25, 2024 report on an NREL/PNNL Atlantic study, NREL senior research engineer Greg Brinkman said, “We found that the benefits of connecting offshore wind energy stations outweigh the costs of installing those individual connections by a ratio of 2:1 or more.” That result applies to the study’s assumptions, not to every ocean region or project.

The Atlantic study used a target of 85 gigawatts by 2050 and evaluated transmission corridors around the stated marine constraints. It illustrates why transmission planning must begin alongside turbine siting rather than after turbines are ordered.
What future planning targets imply
The U.S. Department of Energy reported 33 gigawatts of potential floating offshore wind energy for the western United States by 2050 in a 2025 planning example. The same planning context links offshore transmission with improved resilience and the ability to move other low-cost generation. “Potential” is a planning estimate, not installed capacity or a guarantee that all projects will be built.
Floating projects can open deeper-water areas, but their electrical export still follows the same basic logic: turbine generation, inter-array collection, offshore aggregation, export to land and an onshore grid connection. The floating-specific equipment, mooring arrangements and cable design vary by project and are not standardized worldwide.
Common failure points and practical fixes
A turbine stops while neighboring machines run
The likely scope is a turbine-level fault, converter trip or local inter-array issue. Operators check alarms, isolate the affected feeder and test insulation and protection before re-energizing it. A radial string may lose downstream turbines; a ring can sometimes keep healthy turbines supplied through its alternate path.
An entire string loses output
A cable fault, feeder breaker trip or offshore-substation protection operation can remove multiple turbines. Fault-location testing, sectionalizing and marine repair are required. Network topology and spare equipment determine how much generation can return before the cable is repaired.
The wind farm is available but cannot export full power
This can indicate an export-cable outage, converter limitation, onshore-substation constraint or insufficient transmission capacity. Curtailment protects the grid and equipment while operators resolve the bottleneck. Building more turbines without reinforcing the delivery path can increase this risk.
Connection approval is delayed
Common causes include an incomplete seabed route, unresolved environmental or defense constraints, inadequate onshore land, or a grid study showing insufficient capacity. Re-routing, staged capacity, shared transmission and earlier coordination with the transmission owner can address different parts of the problem; none is automatic.
