Start with six or seven short words in one focused roadside message. That is a practical design target, not a universal legal limit. The amount drivers understand depends on speed, viewing distance, character size, typeface, contrast, line spacing, lighting, and whether the sign is static or digital.
The practical answer: aim for six or seven words
For a conventional roadside billboard, begin by writing one idea in about six or seven short words. The Outdoor Advertising Association of America (OAAA) advises bold, clear imagery, large legible type, adequate spacing, simple backgrounds, and no overcrowding. POA Outdoor Advertising describes a six-second rule as an industry best practice and recommends keeping copy within seven words.
Use that limit as a creative constraint rather than a guarantee. A seven-word line in a high-contrast typeface can be easier to understand than four words in a thin font over a busy photograph. If the sign is viewed from farther away, at a higher speed, on a curve, at night, or in poor weather, reduce the wording or simplify the visual treatment.

What the speed-and-distance research actually says
An AASHTO-sponsored report published in 2009 modeled a message using 18-inch characters and optimized legibility. At roughly 800 feet, about 85% of drivers could begin reading the message. Using a demonstrated reading speed of about one word per second, the report gave these maximum message lengths:
| Vehicle speed | Maximum example in the report | How to use the figure |
|---|---|---|
| 55 mph | Eight words | Upper-bound example when legibility is optimized |
| 65 mph | Seven words | Close to the common seven-word creative target |
| 70 mph | Six words | Shorter copy for faster traffic |
These are not promises that every driver will understand every word. They are modeled maximums under stated conditions. The same report says message lengths must be reduced when fonts, typefaces, colors, color contrast, or other readability factors make the sign harder to read.
The report also indicates why a billboard on a 55-mph road cannot automatically use the same copy as one on a 70-mph motorway. At higher speed, the available reading interval shrinks. Distance matters too: a sign that becomes legible only close to the structure may leave too little time for a driver to read, interpret, and remember it.

Is the “seven-word billboard rule” a law?
No. There is no universal U.S. billboard word limit established by the AASHTO report, and it reported no U.S. jurisdiction that restricted the amount of information on ordinary advertising billboards. Local rules can still regulate sign size, placement, brightness, setbacks, zoning, permits, or digital displays, so a word count should not be treated as a legal approval standard.
Do not confuse an advertising billboard with an official changeable-message traffic sign. Government roadway signs follow separate guidance in the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD). Those operational rules are designed to help drivers make a traffic decision, not to prescribe how much advertising copy a brand may buy.

Why some seven-word messages fail
Too many ideas
Counting words hides the more important question: how many ideas must the driver decode? “Free delivery this weekend—order online now” contains a single offer and action. A headline followed by three product categories, a location, a phone number, and a discount code asks for several separate decisions. Keep the message to one dominant idea, with at most a small supporting cue if it can be understood instantly.
Small or unsuitable type
Character height, stroke weight, letter spacing, and the typeface determine whether a word can be recognized before the vehicle passes. Decorative, condensed, very thin, or tightly packed lettering consumes more visual processing time than bold, familiar forms. If the design needs a smaller font to fit, remove words before shrinking the type.

Photographs, gradients, textures, glare, and similar colors behind the letters reduce the separation between text and background. OAAA’s guidance favors simple backgrounds and clear, bold imagery. A short line still fails when the letters disappear into the image at the actual viewing distance.
Multiple lines and cramped spacing
OAAA notes that a single horizontal line allows rapid assimilation without interruption, while multiple lines increase the time needed to discern a message. Two lines can work when the hierarchy is obvious and spacing is generous, but stacking several lines, labels, badges, and fine print creates a small poster rather than a glanceable sign.

Words that require interpretation
Long technical terms, unfamiliar abbreviations, puns, and indirect calls to action take longer to process than common words. “Repairs while you wait” is faster to grasp than a phrase that requires the driver to infer what is being offered. Use ordinary language and put the most important word where the eye encounters it first.
Static billboards: a design process that protects reading time
- Write the one-sentence objective. State what the driver should remember or do after the encounter. If the sentence contains several unrelated outcomes, choose one.
- Draft a six-to-seven-word headline. Count every visible word, including a short preposition or promotional qualifier. Remove anything that does not change the decision.
- Set the viewing conditions. Record the road’s typical speed, the distance at which the sign first becomes readable, the approach angle, lane position, daylight or nighttime exposure, and likely weather. The 2009 AASHTO example used 18-inch characters and about 800 feet, so designs with different conditions need their own validation.
- Build the largest legible type first. Choose a bold, familiar typeface, maintain clear letter and word spacing, and preserve enough empty space around the line. Do not force the headline into a narrow strip to accommodate extra copy.
- Strip away competing elements. Simplify the background, reduce decorative marks, and remove secondary claims that compete with the headline. If a logo is necessary, keep it recognizable without making it the same visual size as the message.
- Check the longest real glance. Review a mock-up from the expected approach distance and from an angle, not just on a design monitor. The words should be readable in sequence without a driver needing to look back.
- Test recall and comprehension. Show the design for approximately six seconds, then ask viewers what they remember and what action they think the sign requested. If people recall the image but not the proposition, shorten or clarify the copy.
Digital billboards need timing discipline
A digital display can change messages, but a new frame does not create extra reading time. Treat each displayed message as its own roadside encounter. A design that works on a static face may fail when it appears for only part of a rotation, during a transition, or under glare.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe FHWA’s 2009 MUTCD guidance for changeable-message signs provides a useful timing framework for roadway information:
- A unit of information—a single answer to a single question that a driver can use to make a decision—should be no more than four words.
- A phase should use no more than three lines.
- Timing should allow about one second per word or two seconds per information unit.
- A two-phase cycle is limited to eight seconds under that guidance.
Those limits apply to official changeable-message traffic signs, not a universal legal limit for advertising. For an advertising display, use them as a caution against rapid animation and dense sequential copy. If a viewer must remember line one while waiting for line two, the message is no longer a single quick read.

When to reduce digital copy further
Use fewer words when the display animates, changes brightness, uses a transition effect, or sits where drivers see it at an oblique angle. Keep the core proposition visible long enough to be read without relying on a viewer catching the beginning of the sequence. Avoid flashing or movement that competes with the wording; the display’s change should not become the message by accident.
Accessibility: word count is only one part of understanding
A short message is not automatically accessible. The U.S. Access Board finds stronger evidence for character geometry and spacing than for claims about streaming, paging, lighting, glare, or universal reading-time requirements. Its review describes a 10-second static-display recommendation as weak and disputed for people with vision impairments.
That uncertainty argues for conservative design rather than a magic timing number. Use generous character dimensions, clear letterforms, strong contrast, and uncluttered spacing. Avoid communicating an essential condition only through tiny type or a fleeting animation. If legal or safety information is required, provide it through a channel designed for full reading instead of attempting to compress it into the roadside creative.

A simple six-second test
- Prepare the final artwork at the intended aspect ratio and viewing scale.
- Show it for six seconds to people who were not involved in writing it.
- Ask each person to state the message, the advertiser or offer, and the action they think is requested.
- Record wrong answers and omissions without explaining the intended meaning first.
- Rewrite the line or simplify the visual hierarchy, then repeat the test.
This test does not replace an on-road validation. It reveals whether the concept survives a brief glance before production and helps distinguish a wording problem from a legibility problem.
Examples of useful word counts
Six words for fast traffic
“Fresh coffee at the next exit” has six words and combines a product with an immediate location cue. It does not need a second sentence to explain the offer.

“The quietest rooms near the airport” has seven words and presents one memorable claim. A supporting logo can identify the business without adding another verbal proposition.
When even six words are too many
A phrase with long technical terms, unfamiliar names, or a difficult abbreviation may need to be shortened despite meeting a numerical target. Replace a complex expression with a familiar word, or let the image carry information that does not need to be read.
When a short line still needs a second element
A location marker or simple action cue can be useful if it is visually subordinate and instantly understood. Treat it as a separate design element, not permission to add another paragraph of explanation.
Quick Recap
Common mistakes and fixes
- “We have room, so add more copy.” Extra physical space does not increase a driver’s reading time. Keep the type large and use the space as breathing room.
- “The seven-word rule guarantees comprehension.” It does not. Speed, distance, contrast, type, and background can force a shorter message.
- “A digital rotation can show the details later.” A driver may see only one phase. Put the essential proposition in each independently understandable frame.
- “Tiny disclaimers make the claim safe.” Tiny text is not a reliable way to communicate information at roadway speed. Handle required details in an appropriate, readable medium.
- “The desktop proof looks clear.” A close monitor view hides distance, angle, glare, and motion. Test at the real or simulated viewing scale.
Bottom line for planning a billboard
Write one focused message of about six or seven short words, then shorten it when speed, distance, type, contrast, line count, lighting, or digital timing makes reading harder. The AASHTO-sponsored 2009 examples—eight words at 55 mph, seven at 65 mph, and six at 70 mph under optimized 18-inch-character conditions—are useful boundaries, not guarantees. A message earns its final word count only after a realistic distance-and-speed check and a brief recall test.
