Gold mines manage tailings and polluted water as a lifecycle risk, not as a disposal task that ends when ore processing stops. Tailings-storage facilities (TSFs) are engineered for the mine’s geology, climate, seismic and hydrologic conditions, while water systems separate clean runoff, limit contact with reactive materials, collect seepage, treat contaminated water and verify results through monitoring. Governance, independent technical review, emergency preparation and post-closure maintenance are as important as the embankment or liner itself.

What gold-mine tailings are and why they remain a risk

Tailings are the finely ground solids and the varying amounts of process water and runoff left after recoverable metals have been extracted. A TSF stores, dewaters or otherwise contains this material. Because tailings can retain water, generate seepage, contain residual processing chemicals and react with air and water for decades, the facility remains an engineered-risk problem throughout operation, closure and post-closure.

There is no universally safe dam shape, deposition method or water-treatment train. The International Council on Mining and Metals (ICMM) states in its 2016 Tailings Governance Framework: “Each TSF is unique. Site conditions, mineral characteristics and other aspects of each mine site dictate appropriate tailings technology and storage solutions.” Ore mineralogy, tailings grain size, foundation conditions, rainfall, flooding, earthquakes, available land and the consequences of a release all affect the design.

The same principle applies to water pollution. A gold mine may face acidic drainage, dissolved metals, suspended solids, process reagents, elevated salinity or combinations of these. A control that works for one site can be ineffective or unnecessarily expensive at another. Operators therefore build a site water balance and geochemical model, then revise them as conditions and climate data change.

The lifecycle system used to manage a TSF

1. Characterise the ore, tailings and site

Before selecting a storage system, engineers test the physical and chemical behavior of the ore and its tailings. Important information includes particle-size distribution, density, consolidation, shear strength, permeability, water retention, sulfur-bearing minerals, acid-generating potential and the likelihood of metals leaching into water. Site investigations examine foundation geology, groundwater, surface-water channels, rainfall extremes, flood hazards and seismic loading.

This work identifies how much water the tailings will hold, how quickly they may consolidate, where seepage could travel and which materials require isolation or treatment. It also supports a consequence classification: a facility whose failure could affect people, waterways or infrastructure requires more conservative controls and emergency planning than a facility with limited potential consequences.

2. Select a storage and water-management arrangement

Designers choose a configuration suited to the site rather than applying a preferred technology everywhere. The arrangement may include embankments, deposition areas, reclaim-water ponds, seepage-collection drains, liners or low-permeability barriers, diversion channels and water-treatment capacity. Tailings may be thickened, dewatered or placed with different beach geometries, but the appropriate choice depends on material properties, climate, water availability and the assessed failure consequences.

Design criteria must cover ordinary operations as well as abnormal and emergency conditions. The water balance accounts for process inflows, rainfall, evaporation, seepage, reclaim-water return, storage changes and permitted discharges. Engineers test whether the facility can maintain required freeboard and containment during intense storms, unusual inflows or equipment outages.

3. Establish accountable governance

Physical construction cannot compensate for unclear decision rights. The ICMM’s 2025 Tailings Management: Good Practice Guide describes a “comprehensive, holistic approach” with two linked elements: governance of tailings management and good engineering practice across the lifecycle. Owners need named executives, competent technical leadership, documented operating controls, independent review and a process for escalating concerns.

The Global Industry Standard on Tailings Management (GISTM) translates these expectations into auditable obligations. Its 2021 conformance protocols map 77 requirements to 219 criteria. Conformance work covers topics such as accountability, risk assessment, affected communities, design controls, monitoring, emergency response, disclosure and closure. The number of criteria is not a guarantee that a facility is safe; it is a framework for checking whether the required management elements exist and operate.

4. Build, commission and verify

Construction quality is checked against the approved design, specifications and quality-assurance records. Foundation preparation, drainage, embankment materials, liners, pipes, pumps, instrumentation and water ponds must be inspected and documented. Commissioning confirms that reclaim-water systems, seepage collection, alarms, treatment equipment and communications work before full production begins.

Independent technical review provides a separate challenge to the owner’s design and operating assumptions. Reviewers examine updated site data, construction changes, monitoring trends and risk controls rather than treating the original design as permanently sufficient.

5. Operate with defined controls

Operators manage where and how tailings are deposited, maintain the intended beach profile and freeboard, control pond locations, inspect embankments and drainage, and operate reclaim-water systems. They compare actual water levels and seepage with the water balance and design assumptions. Deviations trigger investigation and, where necessary, reduced deposition rates, additional pumping, repairs or other corrective action.

Written operating, maintenance and surveillance procedures identify inspection frequency, responsible personnel, instrument readings, reporting thresholds and escalation paths. Competence matters: staff must understand both the normal operating envelope and the consequences of ignoring a warning trend.

How mines prevent tailings-dam failures

Use risk-informed design, not a one-size-fits-all dam

Failure modes can involve overtopping, internal erosion, foundation instability, excessive pore-water pressure, seepage, deformation or inadequate drainage. A risk assessment links each credible mechanism to preventive barriers, monitoring points, trigger levels and response actions. Climate information is included in hydrologic assumptions, and seismic criteria reflect the site rather than a generic regional value.

Keep water levels and seepage under control

Freeboard provides a margin between the operating pond and the embankment crest. Reclaim-water pumps, decant systems, diversion channels and emergency storage are sized and maintained to keep that margin during changing inflows. Seepage drains and collection wells intercept water before it reaches surrounding groundwater or streams. Groundwater levels and chemistry are checked outside the facility so that an increasing plume is detected early.

Monitor for change and act on triggers

Monitoring combines instruments, visual inspections and laboratory results. Depending on the design, instrumentation can track water levels, pore pressures, settlement, movement, flow and rainfall. Surface-water and groundwater samples show whether dissolved metals, acidity, cyanide or other indicators are changing. A trigger-action-response plan (TARP) defines what happens when a reading crosses a threshold: verify the measurement, notify the responsible engineer, increase monitoring, lower water levels, restrict deposition, initiate repairs or escalate to emergency authorities.

Prepare for an emergency before one occurs

Emergency-preparedness arrangements identify credible release scenarios, warning methods, evacuation or shelter information, responsible contacts and communication with regulators and communities. Exercises test whether alarms, decision-making and public messages work under pressure. The Brumadinho disaster in Brazil, in which 272 people died according to ICMM’s 2019 account, demonstrated why consequence assessment, independent oversight and emergency readiness cannot be treated as paperwork.

How a gold mine keeps clean water separate

  1. Divert uncontaminated runoff. Channels, berms and grading route clean rain and snowmelt around disturbed ground, tailings and waste-rock areas. Keeping clean water out of the contact-water system reduces the volume that must be stored or treated.
  2. Minimise contact with reactive materials. Covers, liners, encapsulation, controlled placement and rapid collection reduce the time that water touches acid- or toxic-forming materials. U.S. Environmental Protection Agency (EPA) regulatory guidance identifies preventing contact and minimising contact time as core controls.
  3. Collect contact water. Ponds, underdrains, seepage-collection systems and sumps capture runoff and groundwater that have contacted tailings or waste. Pumps return suitable water to processing or send it to treatment.
  4. Maintain a predictive water balance. Operators model precipitation, inflows, evaporation, seepage, storage and outflows for normal, abnormal and emergency conditions. The model shows whether additional storage, pumping or discharge treatment is needed.
  5. Sample and verify. Field measurements and laboratory analyses confirm whether collection and treatment systems are meeting permit conditions and risk-based criteria.

Acid mine drainage and metal pollution

How acid drainage forms

Acid mine drainage develops when water and oxygen react with sulfur-bearing minerals. The reaction can generate sulfuric acid, lower pH and mobilise heavy metals. EPA defines acid mine drainage as “the formation and movement of highly acidic water rich in heavy metals.” The chemistry is deposit-specific: not every gold mine has the same sulfur minerals, buffering capacity or metal inventory, and an abandoned-mine example should not be assumed to represent every operating gold mine.

Predict before the water leaves the site

Static tests screen for acid-generating and acid-neutralising capacity; kinetic tests examine how reactions evolve over time. Results inform waste and tailings segregation, covers, encapsulation, diversion, seepage collection and treatment capacity. Predictions are updated with field monitoring because laboratory forecasts contain uncertainty and weather can change reaction rates.

Choose active or passive treatment

Active treatment commonly uses chemical neutralisation followed by removal of precipitated metals and solids. It can provide tight control but requires reagents, power, sludge handling and trained operators. Passive systems use natural or engineered biological and geochemical processes and can have lower operating demands, but they need sufficient land, residence time and suitable chemistry. Flow, acidity, metal concentrations, temperature and long-term maintenance determine which approach is viable; no single process is appropriate for every mine.

Cyanide control in gold processing

Cyanide is a process chemical as well as a water-quality concern. Mines manage it through contained circuits, inventory control, spill prevention, monitoring and detoxification before tailings are deposited. The treatment target must be stated with its scope: an IFC review of the Aurora Gold project describes a detoxification circuit designed to produce less than 0.5 mg/L weak-acid-dissociable (WAD) cyanide in as-deposited tailings. That figure is a project design target, not a universal legal limit for gold mines.

After deposition, the review expects further cyanide degradation through sunlight, volatilisation and complex formation. Actual performance still depends on tailings chemistry, climate, residence time and facility operation. Operators therefore sample tailings water and reclaim water, maintain containment and verify discharge quality against the applicable jurisdiction’s permit or standard.

Monitoring, disclosure and independent assurance

A credible program combines several lines of evidence rather than relying on one sensor. Staff inspect slopes, drains, ponds and discharge points; instruments record physical behavior; groundwater and surface-water stations test chemistry; and laboratories preserve quality-control records. Trends matter more than an isolated value: a gradual rise in pore pressure, seepage or dissolved metals can provide an earlier warning than a single exceedance.

Results feed management reviews, regulatory reports and community communication. Disclosure should explain what is measured, how often, which thresholds trigger action and whether results represent normal, abnormal or emergency conditions. Independent reviewers examine the data and the effectiveness of corrective actions. No industry-wide percentage of gold mines meeting GISTM conformance, and no universal tailings-failure rate, is established by the available evidence; claims of broad compliance or a single global failure probability should therefore be treated cautiously.

Closure and post-closure: what happens after mining stops?

Plan closure during design and operations

Closure objectives, landform concepts, water-quality criteria, maintenance responsibilities and funding assumptions should be established before the facility is full. Progressive rehabilitation—such as shaping, covering or revegetating completed areas while other cells operate—reduces exposed surfaces and tests whether the proposed closure methods work.

Stabilise the landform and water system

At closure, operators stop deposition, manage remaining process water, install the approved cover or other stabilisation measures, control erosion and secure access. The design must account for settlement, extreme rainfall, seepage pathways, vegetation performance and the possibility that treatment will be needed for many years.

Monitor until success criteria are met

Post-closure monitoring checks physical stability, groundwater and surface-water quality, cover performance, erosion and any treatment system. ICMM’s 19 February 2025 guidance update emphasises closure success criteria, governance during closure and post-closure, progressive rehabilitation, long-term monitoring and maintenance. Responsibility does not end at the production shutdown; it continues until agreed criteria demonstrate that risks are acceptably controlled, subject to regulatory requirements.

How to compare a mine’s tailings and water program

A meaningful comparison uses the same questions for each site rather than ranking a technology by name:

  • What is the facility’s consequence classification and which credible failure modes were analysed?
  • How are rainfall, floods, drought, evaporation and seismic conditions represented in the water balance and design?
  • What testing shows acid-generation or metal-leaching potential, and how are uncertainties managed?
  • What cyanide-detoxification performance is required, measured and reported?
  • Are monitoring data, trigger levels, independent reviews and emergency exercises documented?
  • What closure landform, water-quality criteria, financial provisions and post-closure responsibilities apply?
  • How are regulators, workers and potentially affected communities informed before and during an incident?

These criteria reflect ICMM’s position that each TSF is unique. A method that reduces water use at one mine may create different stability, seepage or closure challenges at another.

Practical warning signs for readers reviewing a mine’s disclosures
