For a routine, well-scoped pull request (PR), one accountable reviewer is a sensible default. Add another when the change needs a distinct area of expertise or an independent check on a consequential risk. There is no universally established reviewer count that is best for every team.
How many reviewers should a pull request have?
Start with one reviewer who understands the affected code and can take responsibility for the review. Increase the number only when another person adds a meaningful, separate perspective—not simply another approval.
That recommendation is a practical decision rule, not a proven formula. The available evidence does not establish a reviewer-count threshold based on PR size, risk, or team type.
What does the evidence say about one versus two reviewers?
A 2018 Google Research study combined 12 interviews, a survey of 44 respondents, and logs for 9 million changes. In the Google workflow studied, the median number of reviewers was one, and fewer than 25% of changes had more than one reviewer. The authors also discussed earlier studies of other projects that found two reviewers. Those findings describe different environments; they do not show that one count produces better results everywhere. Separately, a 2023 review-speed article summarizes research associating smaller changes with more effective review. It does not provide a formula for how many reviewers a PR should have. Empirical Software Engineering: Does code review speed matter for practitioners?
The Google paper reports that about 90% of changes in its data modified fewer than 10 files and that the median change modified 24 lines. These are descriptions of that study’s data, not recommended limits for other teams. Sadowski et al., ICSE-SEIP paper.

When should you request a second reviewer?
- Routine, self-contained change: One reviewer familiar with the affected code is usually enough as a default.
- Owned subsystem: Request review from the relevant code owner so the person with responsibility for that area sees the change.
- Consequential or cross-cutting change: Consider a second reviewer when they can check a separate concern, such as a different service boundary, security issue, or data-integrity risk.
- Broad or difficult-to-follow change: Consider splitting it into smaller PRs. More reviewers do not remove the effort needed to understand an oversized change.
These are operational recommendations, not experimentally established rules for each risk category. The reason to add someone is the distinct expertise or scrutiny they bring.
How do GitHub approvals and code owners work?
GitHub supports review comments, suggestions, approvals, and requests for changes. Repository administrators can configure required approvals. CODEOWNERS can automatically request review from the people or teams responsible for files in a pull request. When code-owner approval is required, GitHub says approval from any one applicable owner is sufficient for that requirement. Repository settings determine how these controls apply. General approval requirements and code ownership serve different purposes: one sets an approval count, while the other routes changes to accountable reviewers. A team can use ownership rules to get specialist eyes on relevant files without requiring every PR to collect extra approvals.

- Error consequences: How costly would a defect be, and does the change affect a sensitive or critical area?
- Reviewer independence: Does a second reviewer have different expertise or ownership, or would they repeat the first review?
- Latency and workload: Will the additional requirement create delays or spread reviewer attention too thin?
- Observed outcomes: Look for substantive issues found before merge and defects discovered afterward. Comment volume alone does not demonstrate review quality.
If a team requires two approvals on every PR, it should check whether the second approval is adding independent scrutiny or mainly adding delay and duplicate feedback. Adjust requirements to fit the team’s risks and workflow rather than treating an approval count as proof of quality.
