Low clouds do not impose a fixed penalty or bonus on wind turbines. They change the stability, mixing, wind shear and turbulence across the entire rotor disk, so production can rise, fall or remain nearly unchanged depending on the cloud layer, wind profile, wake position and temperature. The largest losses occur when sub-freezing cloud water causes blade icing.
Field studies have found power differences approaching 15% between stability regimes, while one 2021 study reported annual-energy-production differences of 1.4% to 4.0%. Those figures describe particular turbines and sites, not a universal cloud correction.
What low clouds change at a wind turbine
A turbine converts the kinetic energy in the wind passing through its swept area. The relevant wind is therefore the rotor-averaged flow from the lowest blade-tip position to the highest, not just the wind measured at the hub. A low marine stratocumulus layer can occupy part or all of that vertical range and alter the flow that each blade encounters during a rotation.
Observations summarized by Lee, Ghate, Mitra, Miller, Krishnamurthy and Egerer in 2025 measured cloud bases from 67 to 315 metres and cloud tops from 268 to 732 metres in California. Those heights overlap the operating layers of many coastal and offshore machines. The cloud itself does not push a blade; its heating and cooling effects modify the atmospheric boundary layer around the rotor.

Stability controls the vertical wind profile
Stable air suppresses vertical exchange. Momentum near the surface is less readily mixed upward, and wind speed can change sharply with height. Strongly convective or unstable air mixes momentum and heat more vigorously, often reducing vertical shear but increasing turbulent fluctuations. A rotor may benefit from a faster upper-level flow being mixed downward, or suffer if mixing brings slower air upward or creates gusts and misalignment.
Turbulence affects both energy and loads
Turbulence changes instantaneous angle of attack and therefore the aerodynamic efficiency of the blades. It also increases cyclic loads, fatigue and control activity. A modest increase in average wind speed can be offset by a less favorable turbulence spectrum or by the turbine spending more time outside the efficient part of its power curve.
How clouds can increase production
Cloud-top cooling deepens the mixed layer
At the top of a marine stratocumulus deck, radiative cooling can make air denser and drive convective overturning. A 2026 PRX Energy simulation study found that cloud-top radiative cooling increased entrainment, producing a less stable and deeper boundary layer that transported momentum and energy toward turbines. In the modeled offshore cases, wakes recovered faster and downstream wind farms could produce more power under cloudy conditions.
This is a mechanism, not a guaranteed cloud bonus. It depends on cloud thickness, surface fluxes, wind direction and the distance between turbines. The study was modeled rather than a universal field measurement, so operators should treat the result as a conditional scenario for wake and resource studies.
Moderately unstable conditions can improve annual energy
Kim, Kim and Kim (2021) classified wind by atmospheric stability, turbulence intensity and shear. In their dataset, moderately unstable conditions produced the highest annual energy production. Their result is consistent with stronger vertical transport supplying the rotor with momentum without the extreme turbulence associated with highly convective periods.

Wake recovery can help downstream rows
A turbine in a wake receives slower, more turbulent air than a free-stream machine. Cloud-driven mixing can exchange faster air from above with the wake, reducing the velocity deficit before it reaches the next row. The gain is most relevant to tightly spaced offshore arrays or wind farms aligned with the prevailing wind. It should be evaluated with a stability-aware wake model rather than added as a fixed percentage.
How clouds can reduce production
Unfavorable shear or low rotor-average wind
A cloud layer may coincide with a profile in which the lower part of the rotor slows while the upper part remains fast, or the reverse. Two periods with the same hub-height wind speed can then produce different power because the blades sample different speeds above and below the hub. If mixing brings low-momentum air into more of the disk, the rotor-average speed falls and power decreases.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsExcess turbulence and control losses
Strong convection, cloud edges and rapidly changing stability can increase turbulence intensity. The turbine controller may pitch or yaw more often, and aerodynamic efficiency can decline when the inflow varies rapidly across the disk. Higher loads and fatigue do not necessarily appear as an immediate power deficit, but they matter for availability, maintenance and lifetime energy yield.
In-cloud icing
When a low cloud contains supercooled liquid water at temperatures below freezing, droplets can freeze on leading edges. Ice changes the blade airfoil, increases drag, reduces lift and can add imbalance and fatigue loads. Severe accretion can trigger derating or a complete stop.
Rosencrans, Lundquist, Optis and Bodini (2025) cite a prior case in which one turbine lost 63% of its power during a 51-hour icing event. That is a single-turbine result, not a standard loss for every cloudy period.

The LOWICE study found that observed power losses correlated better with icing-rate history combined with melting, sublimation and shedding than with one measured icing-load value. Ice can therefore continue affecting production after cloud water or wind conditions change, and a snapshot sensor reading may not represent the blade state.

How to compare a cloudy period with a clear period
A useful comparison keeps the turbine, wind direction and operating state as similar as possible, then separates the atmospheric variables that clouds change. Use the following order.
- Classify stability. Use temperature profiles, surface fluxes or a documented stability metric to label stable, neutral, moderately unstable and strongly convective periods. Do not group all overcast hours together.
- Locate the cloud layer. Record cloud-base and cloud-top heights and compare them with hub height and the lowest and highest blade-tip elevations. A cloud entirely above the rotor is a different case from one intersecting the disk.
- Compute rotor-layer wind. Combine met-tower, buoy or Doppler-lidar measurements into a vertical profile. Calculate rotor-averaged speed and shear rather than relying on one hub-height anemometer.
- Quantify turbulence. Report turbulence intensity and, where available, the distribution of gusts and directional changes. Distinguish ambient turbulence from wake-added turbulence.
- Identify wake position. A cloud-induced mixing signal may improve a downstream turbine while having little effect on a free-stream turbine. Bin the data by wind direction and upstream-row status.
- Check temperature and icing potential. Combine air temperature, liquid-water indicators, humidity, cloud phase and icing-rate history. A production drop during freezing in-cloud exposure should not be attributed to stability alone.
A practical monitoring setup for operators
Use more than a hub-height power curve
When enough data are available, build power curves stratified by stability, turbulence intensity, shear and icing state. The same hub-height speed can map to different expected power values under different profiles. Keep the standard curve for regulatory and contractual uses when required, but use the stratified curves for diagnostics, forecasting and wake analysis.
Combine complementary instruments
- Doppler lidar: supplies wind speed and direction through the rotor layer, subject to availability and precipitation limitations.
- Met towers or buoys: provide long-term reference measurements and temperature profiles at fixed points.
- Cloud observations: ceilometers, satellite products or validated forecasts identify cloud base, cloud top and persistence.
- Thermal and icing sensors: support detection of supercooled liquid-water exposure and blade accretion.
- SCADA data: preserve pitch, yaw, rotor speed, alarms, curtailment and power so an apparent atmospheric effect is not confused with a control or availability event.
Validate forecasts locally
High-resolution weather models such as HRRR can provide useful stability, wind and cloud guidance, but the California evaluation reported cloud-top and wind biases that varied by site and sky condition. Compare model output with local lidar, tower, buoy and ceilometer observations before applying a bias correction or using forecasts in financial production estimates.
Accounting for icing separately from ordinary cloud effects
Icing assessment should be a dedicated branch of the operating workflow. First screen for sub-freezing temperatures and cloud or fog liquid water. Then track exposure duration, icing rate, melting, sublimation and shedding. Finally compare the turbine’s measured power with an expected value based on the contemporaneous rotor-layer wind, not merely the hub-height speed.

Automatic restart logic needs care. Shedding can create a temporary apparent recovery while residual roughness still reduces lift. Conversely, a turbine may remain stopped for safety after meteorological icing has ended. Log the alarm, shutdown and restart causes so lost production is assigned to icing, control policy or maintenance rather than to clouds in general.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Implications for wake and wind-resource studies
For a site where marine stratocumulus is common, include cloud-top radiative cooling and cloud-driven mixing in sensitivity cases. Compare a stable, weak-mixing case with a cloudy, stronger-entrainment case and examine how each changes wake length, downstream turbulence and row-by-row energy.
Resource assessments should preserve the joint distribution of cloud state, stability, wind direction, shear and temperature. Applying one annual cloud multiplier to a power curve hides the conditions that create gains and losses. If the available record cannot resolve cloud geometry or rotor-layer wind, report that limitation rather than implying that cloud presence has been isolated.
Diagnosing a sudden power change during low cloud
Power rises after cloud arrival
Check whether cloud-top cooling coincided with a deeper mixed layer, higher rotor-averaged wind or faster wake recovery. Confirm that the turbine was not simply moving into a different wind direction or leaving curtailment.

Power falls while hub wind is unchanged
Inspect vertical shear, rotor-averaged speed and turbulence. A changed profile can reduce disk-averaged aerodynamic efficiency even when the hub sensor is steady. Also check yaw error and upstream wakes.

Power falls in freezing cloud
Prioritize icing indicators, blade-temperature measurements, alarms and icing-rate history. Look for roughness-related derating, imbalance or a safety shutdown before assigning the loss to atmospheric stability.
Only downstream turbines change
Compare the affected machines with free-stream turbines and map the wind direction. A row-specific response is consistent with cloud-modified wake recovery or wake-added turbulence, whereas a farm-wide response points more toward the incoming boundary-layer regime or a common control limitation.
What can and cannot be generalized
The reported percentages come from particular turbines, locations, observation periods and classification methods. They should be used as ranges of demonstrated behavior, not as a universal low-cloud correction. No single published statistic isolates cloud presence alone across all turbine designs and climates.
The defensible conclusion is conditional: low clouds can increase output when their cooling and mixing deliver momentum to the rotor or accelerate wake recovery; they can decrease output when shear, turbulence or low-momentum air make the inflow less favorable; and they can cause major losses when supercooled liquid water produces icing. A cloud-aware analysis therefore needs rotor-layer observations, stability classification, wake context and temperature-based icing screening.
