An LNG supply disruption can reduce gas-fired electricity or make it more expensive to produce, but it does not automatically cause a blackout. The result depends on whether other generators, fuels, stored energy, imports and demand-management measures can make up the difference—and whether the electricity grid can deliver that power where it is needed.

How does an LNG disruption reach the power grid?

LNG is one link in a chain that begins with production and liquefaction, continues through shipping and import terminals, and ends with gas networks that deliver fuel to power plants. A disruption at a shipping route, terminal, pipeline, compressor station or storage facility can restrict delivery. The U.S. Department of Energy identifies losses affecting LNG terminals and other gas infrastructure as scenarios relevant to bulk-power reliability analysis; that scope does not mean every such loss will cause an outage. A shock can also travel through prices rather than a direct physical cutoff. When fewer cargoes are available, importers may compete for replacement supply. Countries that rely heavily on short-term or spot purchases can be more exposed to price spikes than those with more long-term contracted supply. The International Energy Agency (IEA) also identifies purchasing power, domestic market structure and available substitute fuels as factors behind different national effects during the 2022–2023 crisis. What happens to electricity generation when gas is scarce or costly?

When plants cannot obtain enough gas—or the cost makes generation uneconomic—power companies and system operators may reduce gas-fired output. Depending on plant capability and fuel availability, they may switch some generation to another fuel, use more electricity from other sources, or reduce demand. If these responses do not cover the shortfall, operators may have to limit electricity supply.

How much the power system is exposed depends on more than the LNG share of fuel supply. Relevant factors include gas’s share of electricity generation, domestic and pipeline gas availability, storage and network constraints, alternative dispatchable generation, hydropower and nuclear conditions, renewable output, demand, and the ability to secure replacement cargoes. A country’s options for managing demand and coordinating gas and electricity operations also matter.

Can LNG shortages cause power outages?

Yes. If a shortage leaves power plants without enough fuel and other sources cannot fill the gap, electricity supply can fall short of demand. Depending on system conditions and operator actions, consumers may face scheduled load shedding or rolling blackouts; a broader blackout is also possible if the power system cannot maintain reliable operation. But an LNG interruption alone does not establish that an outage will occur, and the evidence does not support a universal threshold for predicting one.

The 2022 crisis offers examples of different outcomes. The figures below are historical findings reported in the IEA’s 2025 review, not descriptions of current operating conditions.

Country or region Reported power-sector response or outcome What the example shows
Pakistan The IEA reported that LNG imports fell about 18% year on year in 2022 and overall gas demand fell close to 9%. Pakistan shifted some generation from gas to oil but faced rolling blackouts amid fuel shortages. Fuel switching did not prevent power cuts amid wider fuel constraints.
Bangladesh The IEA reported that Bangladesh curtailed LNG imports and shed nearly 20% of its power load during peak summer demand in 2022. When fuel and generation are insufficient during high demand, operators may cut load.
China The IEA reported that power-sector gas burn declined about 10% in 2022 even as power demand grew about 5%; some gas plants reduced operating hours or idled. Gas-fired output can be reduced without that figure alone establishing the scale of any outage.
India The IEA reported that reduced gas generation in 2022 was substantially replaced by increased coal generation. Substitution can cushion a gas shortfall where alternative generation is available.

All four cases are described in the IEA’s 2025 analysis of the largest LNG-import regions. They do not show that LNG alone explains every outage or generation change.

Why do LNG supply shocks cause blackouts in some places but not others?

The same global supply shock can produce different local results. A system with other available generators, fuel-switching capability or lower demand may replace lost gas-fired output. A system with few substitutes, constrained networks or limited ability to buy replacement cargoes has fewer ways to respond. Weather-dependent output and demand also affect how much spare capacity remains.

Europe’s 2022 experience illustrates why a drop in gas use does not, by itself, reveal whether the power system was secure. The IEA reported that European power-sector gas consumption fell around 3% year on year, while coal-fired generation rose about 4%, electricity demand fell about 4%, and non-hydro renewable output rose 10%. At the same time, nuclear generation fell 16% and hydropower output fell 14%, tightening the balance and limiting the decline in gas use. For a particular location, a blackout risk cannot be inferred from LNG dependence alone. It requires information about the local power mix, gas supply and infrastructure, grid constraints, demand, available reserves and operator actions.

How can shipping and infrastructure disruptions affect supply?

A physical disruption can affect one point in the chain or several at once. A blocked shipping route can delay cargoes; damage or outages at liquefaction facilities can reduce the volume available to export; and constraints at import terminals, pipelines, compressor stations or storage facilities can prevent gas from reaching generators even when supply exists elsewhere. The effects depend on the scale and duration of the disruption and on alternative routes and supplies.

In its Gas Market Report, Q2-2026, published 24 April 2026, the IEA attributed the loss of nearly 20% of global LNG supply to the effective closure of the Strait of Hormuz, alongside damage to Middle Eastern liquefaction facilities. That figure describes the disruption assessed in that report; it is not a timeless share of LNG supply or a measurement beyond the report’s stated market context. IEA, “Gas Market Report, Q2-2026”

What measures can make electricity systems more resilient?

Resilience comes from addressing specific weak points rather than relying on one universal fuel mix, storage target or contract structure. Measures involve trade-offs in cost, delivery time, emissions and dependence on infrastructure or fuel availability.

  • Diversify supply and routes: More sources and delivery paths can reduce exposure to a single supplier or chokepoint, but alternatives still depend on usable terminals and networks.
  • Maintain storage and infrastructure: Storage can help manage interruptions, while reliable terminals, pipelines and compressor stations help move available gas. Capacity alone does not ensure fuel can reach every generator.
  • Coordinate gas and electricity operations: Shared planning can help operators anticipate how gas-system constraints affect power plants and assess available alternatives.
  • Keep generation and fuel options available: Alternative dispatchable sources or plants capable of using another fuel can help replace gas-fired output, if the equipment and fuel are available.
  • Reduce or shift demand: Efficiency and demand-response measures can ease periods of tight supply, though their contribution depends on how much demand can be changed and when.

During the 2022–2023 crisis, the IEA described European responses including storage obligations, demand reduction, added regasification capacity and interconnectors, alongside the role of renewable, nuclear and hydropower output.
